On the 19 and 20 October 2021, the Institute of Development Studies hosted an online dialogue which aimed to enhance efforts to inform and influence policy, management, and practice with intersectional gender-responsive evidence by sharing learning between CORE cohort members from their approaches and experiences at country and regional levels. The event was attended by over 30 participants from 19 partners across the CORE cohort and highlighted the experiences of CORE partners Glasswing and the Arab Reform Initiative (ARI). This learning guide captures the practical insights and advice from the event, to help inform the practice of participants and other projects across the portfolio.

On 23 June 2021, Southern Voice and the Institute of Development Studies co-hosted an online dialogue which aimed to enhance efforts to inform and influence policy by sharing learning between CORE projects, at different stages in their policy engagement activities, on their approaches and experiences at sub-national, national, and regional levels. The event was attended by over 70 participants from across the CORE cohort and highlighted the experiences of CORE partners, Partnership for Economic Policy (PEP), International Centre for Research on Women (ICRW), and Group for the Analysis of Development (GRADE). This learning guide captures the practical insights and advice from the event to help inform the practice of both participants and other projects across the portfolio. The guide is structured around the key challenges identified in influencing policy, particularly within the changing parameters of the current pandemic, highlighting key messages and examples from the three partners.

On 25 November 2021, the CORE Knowledge Translation Services team at the Institute of Development Studies, UK, hosted an online clinic session to facilitate the sharing of experiences and mutual learning on how CORE projects have or can adapt their research activities in the context of the Covid-19 pandemic. The clinic was attended by 22 CORE members from 12 projects and featured contributions from two CORE projects: The Youth Question in Africa: Impact, Response and Protection Measures in the IGAD Region and A New Digital Deal for an Inclusive Post-Covid-19 Social Compact: Developing Digital Strategies for Social and Economic Reconstruction. This learning guide captures the practical insights and advice from the event, to help inform the practice of participants and other projects across the portfolio.

Abstract This article analyzes the relationship between the core concepts of disability policy and the three generations of inclusive practices. Specifically, we review the three generations of inclusive practice, highlighting the core concepts that have been most strongly emphasized during each generation of inclusive practices. Because we are early in the third generation of inclusive practices, we conclude by examining how the core concepts can guide and direct third generation inclusive practices and how future research, policy, and practice can actualize the aspirational values of all of the core concepts to enable desired outcomes.

Purpose The purpose of this paper is twofold: first, to update the core data set of self-neglect serious case reviews (SCRs) and safeguarding adult reviews (SARs), and accompanying thematic analysis; second, to respond to the critique in the Wood Report of SCRs commissioned by Local Safeguarding Children Boards (LSCBs) by exploring the degree to which the reviews scrutinised here can transform and improve the quality of adult safeguarding practice. Design/methodology/approach Further published reviews are added to the core data set from the websites of Safeguarding Adults Boards (SABs) and from contacts with SAB independent chairs and business managers. Thematic analysis is updated using the four domains employed previously. The findings are then further used to respond to the critique in the Wood Report of SCRs commissioned by LSCBs, with implications discussed for Safeguarding Adult Boards. Findings Thematic analysis within and recommendations from reviews have tended to focus on the micro context, namely, what takes place between individual practitioners, their teams and adults who self-neglect. This level of analysis enables an understanding of local geography. However, there are other wider systems that impact on and influence this work. If review findings and recommendations are to fully answer the question “why”, systemic analysis should appreciate the influence of national geography. Review findings and recommendations may also be used to contest the critique of reviews, namely, that they fail to engage practitioners, are insufficiently systemic and of variable quality, and generate repetitive findings from which lessons are not learned. Research limitations/implications There is still no national database of reviews commissioned by SABs so the data set reported here might be incomplete. The Care Act 2014 does not require publication of reports but only a summary of findings and recommendations in SAB annual reports. This makes learning for service improvement challenging. Reading the reviews reported here against the strands in the critique of SCRs enables conclusions to be reached about their potential to transform adult safeguarding policy and practice. Practical implications Answering the question “why” is a significant challenge for SARs. Different approaches have been recommended, some rooted in systems theory. The critique of SCRs challenges those now engaged in SARs to reflect on how transformational change can be achieved to improve the quality of adult safeguarding policy and practice. Originality/value The paper extends the thematic analysis of available reviews that focus on work with adults who self-neglect, further building on the evidence base for practice. The paper also contributes new perspectives to the process of conducting SARs by using the analysis of themes and recommendations within this data set to evaluate the critique that reviews are insufficiently systemic, fail to engage those involved in reviewed cases and in their repetitive conclusions demonstrate that lessons are not being learned.

This chapter will be used to highlight the key contribution this book makes to the field of dementia care policy and practice, as well as identifying some of its limitations. Returning to the core themes consolidated in the UN Convention and introduced in chapter three namely equality autonomy participation and solidarity and based on the topics reviewed in earlier chapters, the chapter points to the gaps that exist between the rhetoric of policy initiatives and the reality of peoples’ everyday lives and the further gap that can exist between policy objectives and research evidence. The chapter argues for a need for much more budgetary and political attention to be focused on dementia and for future iterations of dementia strategies to take cognizance of human rights issues. Human rights legislation rather than being seen as punitive and burdensome should be viewed as a critical framework for guiding all levels of action with people with dementia and their family members.

The article reports key findings from an evaluation of ‘Invisible Walls Wales’ (IWW), a multi-agency ‘through the gate’ project in HMP Parc, South Wales, based on an innovative model of ‘whole family’ support for prisoners, their children and partners. It provides an overview of previous research on the impact of parental imprisonment on children and families, including financial hardship, emotional stress and risks of ‘intergenerational offending’. It outlines the core elements of the IWW model and the substantial infrastructure of family support facilities in the prison on which it was built. It summarises outcomes of the project for fathers, partners and children, and gives examples of how IWW’s ‘whole family’ approach is influencing policy and practice elsewhere. Reoffending rates are not yet available, but are anticipated to be low. However, the key strength of the project, it is argued, lies in its emphasis on the ‘whole family’ as the main beneficiary, rather than focusing narrowly on rehabilitation of the father.

Governance matters are arguably at the core of international development. This paper addresses the role theory, policy and practice play in shaping matters of governance as it concerns business development in Nigeria. The paper is organised in three parts, In the first part, the theories on the governance and development nexus are outlined. In the second, the role of governance and its relevance to business development is discussed; here, the concepts, principles and framework for enhanced governance in business are brought to the fore, selected reviews by scholars and practitioners and numerous current key issues are highlighted. In the third part, the impact of governance in business practice is examined. Reviews and current issue related to the impact of governance in business development are also discussed. Besides, lessons are drawn from the review of contributions from selected scholars. The conclusion of this paper is threefold: first, it is a fallacy that there is a preeminent system of governance that is universally applicable for business development; second, the relevant theories on the subject have a remarkably limited role to play in sculpting policy and practice; and, third, perhaps the single most important problem in policies and practices on governance for development is the failure to temper interventions to the contextual dynamics found in each developing country setting.

BackgroundYoung people who have offended were, until recently, assessed using the Core ASSET Profile – a tool which determined their likelihood of reoffending based on their criminal history and practitioner scores across 12 domains. The repeated assessments provide a set of data for each individual which can be used to model how their risk of further offending varies over time. Having conducted an initial proof of concept study, this work explores the potential of extending the range of ‘risk’ and ‘protective’ factors using anonymised linked data held within the SAIL Databank. Main AimThe feasibility study is designed to establish the potential for using administrative data to develop a more sensitive assessment tool for use in the youth justice system. Specifically, the study explores the impact of being care experienced and of subsequent system contact in elevating the risk of further offending. ApproachA series of Bayesian hierarchical models will be generated which mimic the features of the Core ASSET Profile under the Scaled Approach. These include a range of time-varying and non-time varying variables matched to the individual, drawn from education, health and social services datasets as well as their court and offending records. ResultsThe anticipated findings will advance our understanding of how the likelihood of further offending varies over time for different groups, and how further system contact increases the risk. This will enable the complexity of young people’s real lives to be explored, and hence appropriate and timely interventions to be developed. ConclusionModelling under a Bayesian framework affords the opportunity to generate robust analysis based on smaller datasets. Findings have significant implications for policy and practice, particularly in the context of assessment processes across the justice system and social welfare.

Despite widespread awareness of the health benefits for both mothers and babies we are far from achieving universal breastfeeding. Breastfeeding rates globally are lower than recommended levels and there are concerns that some global breastfeeding efforts have stalled (1, 2). In addition, we see persistent disparities in breastfeeding rates by race, ethnicity, class and status (3). A growing literature documents how a range of injustices, including gender inequality (7), racism (8), poverty (9), and violence (10, 11) shape whether, how exclusive, and for how long mothers and others will be able to breastfeed or feed their infants human milk. These social injustices and inequities work to privilege breastfeeding even as the health message becomes more mainstreamed and human milk more desirable. A social justice approach could help us address the gender, race, and sexuality-based inequities and injustices in opportunities, resources, status, and power that are influencing the patterns of breastfeeding we see today. The 12th Breastfeeding and Feminism International Conference held in 2017 took as its theme Breastfeeding as Social Justice: From Crucial Conversation to Inspired Action. The planning team for that conference identified seven core domains that could help us conceptualize a framework for placing social justice at the core of our work. This paper presents this framework and suggestions for policy and practice that follow.

Public Policy is a binding decision for the people at the strategic or outline level created by the public authority. The Sultanate of Cirebon was a prominent Islamic sultanate in West Java in the 15thand 16thcenturies, and was an important base in the inter-island trade and shipping routes. Public policy management system in Cirebon Kingdom covers politics, religion, and economic, socio-culture. Political, religious, economic, socio-cultural policy, implemented in the Kingdom of Cirebon has proven to increase the development of the kingdom. This study is a combined descriptive and development studies. It is found that good governance in the area can be adopted in NKRI. So it is necessary to consider the formulation of policy by using socio-cultural approach for both culture.Keywords: cirebon kingdom, public policy, public authority
