The article examines the main problems of the growth of productive employment at the level of the country and region. In particular, the tendency of regional differences in the structure of employment and the dynamics of wages was revealed. The main factors that prevent young people from taking a position in society adequate to the modern type of economic development are analyzed. In the Republic of Mordovia, data have been investigated that make it possible to judge the low attractiveness of the region's employment for young people, which contributes to the outflow of the most qualified personnel to other regions. Certain recommendations are proposed in the field of increasing employment, including the development of nonstandard forms of employment.

This article is devoted to the problems of management and development of the labor market of the Republic of Buryatia. This article discusses the concepts of “labor resources”, “labor management system”. The main components of the labor management system in the region are considered. Systematized methods of labor management. The problems of the formation of new approaches to the management of labor resources in the Republic of Buryatia are highlighted. The features of the labor market infrastructure of the Republic of Buryatia are determined. A quantitative and qualitative analysis of the labor resources of the Republic of Buryatia, an analysis of the number of employees by type of economic activity and by form of ownership, an analysis of the distribution of cash incomes of the population of the Republic of Buryatia was carried out. Based on the analysis, a balance of labor resources was compiled, on the basis of which the main conclusions were made about the state of the labor market of the Republic of Buryatia, specific measures were developed to improve the infrastructure of the labor market of the republic.

The article substantiates the objectivity of migration processes on a global scale, examines the trends of their development. The special approaches applied in developed countries to the issues of migration regulation in modern conditions have been studied. The consequences of market reforms on the regional labor market in the domestic economy are argued. The supply and demand for labor resources in the regional labor market are analyzed and problems are identified, in particular, low incomes and insufficiently high qualifications of workers negatively affect the development of the labor market in the regions of the Republic of Tajikistan, in particular, in the Sughd region. The authors calculated the coefficient of migration compensation for the districts of the Sughd region of the Republic of Tajikistan. The role of external migration in the development of the regional economy is characterized and conclusions are formulated about the general trends in the impact of external migration on the development of the regional labor market on the example of the Sughd region of the Republic of Tajikistan.

The study is offering an improvement of organizational-economic mechanism to facilitate the process of effective youth employment with the aim of achieving sustainable socioeconomic development of the Republic of Crimea. The methodological basis of the study is an integrated approach to studying the youth employment process, with its direct impact on professional expectations and fuller integration into society. In order to study regional labor market we have conducted a questionnaire survey of organizations’ (enterprises’) managers and the youth of several age groups. The purpose of the survey was to collect information on the opinions and expectations of employers regarding the quality of training of young specialists under today’s conditions, as well as on the preferences of young people about the effectiveness of the employment process. Stemming from the results of this survey we have found significant imbalances that affect the efficiency of the employment process overall.

The article analyzes the gender and demographic features of the labor market of the Republic of Tuva: the structure and rate of employment and unemployment in gender dimension and historic retrospect covering the period of Tuva People's Republic (1921-1944), the Soviet and post-Soviet stages of history. On the basis of statistical data it is shown that from 1945 began predominance of female population in the demographic structure of the republic that is characteristic of modern Tuva. The author makes an attempt to give a historic explanation of this turn. The article shows changes in the ratio of male to female population of Tuva from 1931 to 2020 using various statistic sources and data. In the features of the gender profile of the regional labor market, the author identifies demographic, socio-cultural and economic factors determining it, in particular, the reasons for withdrawal of men from the economically active population in certain age groups. The article substantiates the thesis that, despite the steady trend of reducing unemployment in the republic in 2017, 2018, 2019, the issue of male employment remains acute. It also shows the level of demographic burden on the working-age population of the Republic of Tuva connected with the specifics of reproductive behavior of the population of the republic, namely, high birth rates, as well as the emerging trend of increasing the proportion of people over the working age due to the positive dynamics of increasing life expectancy in the republic.

The article is aimed at identifying the problems of the regional labor market and the market of educational services in order to improve the system of youth employment. The paper identifies the role of education as the most important institution for the formation of the internal socio-economic potential of the territory and the development of the local community. The relevance of the problem for the Irkutsk region lies in the imbalance of supply and demand of young professionals - generation Z - in the conditions of the resource nature of the economy. The study confirmed that young people aged 20-24 are the most vulnerable in the regional labor market. The main results of the work are as follows: 1) there is no effective interaction of market participants with the changed labor claims of modern youth; 2) educational services of the Irkutsk region are not relevant to the regional labor market. Uncertainty in the interaction of market actors does not give a clear understanding of the prospects for the formation of labor skills and activates the migration of young people. As a result, the territorial labor market lacks human and educational potential, and the return on the regional structure of the resource economy does not contribute to the transformation of potential into capital. The study emphasizes that the realization of the potential of the population and the activation of territorial unification cannot be effective without a clear understanding of the vector of development of the higher education system. It is necessary to supplement the regulatory and strategic documents of the region with reasonable indicators of employment of university graduates. The results obtained can be used by regional authorities, higher education, science and business structures in order to effectively interact the territorial markets of educational services and labor.

The regional labor market reflects the socio-economic development of the region. Its balance is an important component of the region's economic development. The effectiveness of the labor market depends on the income of employees and the stability of the company. The regional labor market shows the main trends in the dynamics of employment in the region, its main structures, labor mobility, and unemployment. In modern conditions, the labor market significantly increases the need for qualified specialists. Labor quality issues remain an unsolved problem not only for many companies, but also for entire regions. The current development of human resources does not correspond to the structural model of regional development of the labor market. This circumstance actualizes the problem of labor market modernization, which requires an analysis of the state of the labor market. The study of the topic on the example of a particular region is due to the need to study the problems of the labor market, taking into account the specific conditions and features of the region's functioning, since without them it is impossible to form an effective policy for regulating the labor market. This article examines the trends in the development of the labor market in the Karaganda region. The analysis showed that a number of negative factors affect the development of the labor market in the region. Positive trends in the labour market development of Karaganda region are revealed, recommendations aimed at preventing negative phenomena in the regional labor market are proposed.

The article is devoted to assessing the current state of the labor market in the Sverdlovsk region and its development prospects with the account of the situation in the regional economy. It provides analysis of the regional labor market from 2009 to the present and evaluation of the probable changes in its separate characteristics until 2023. The current problems of the labor market are highlighted. There are outlined the primary tasks that should be solved by the state authorities, municipalities, educational organizations and employers to ensure adequate conditions for effective functioning of the labor market. In order to assess the situation on the labor market a SWOT analysis was carried out, which was based on the results of rapid foresight “Employment in the Urals region”. The analysis showed that in the region there is still a shortage of qualified personnel in more than 70 occupations and specialties, the existing system of vocational education does not fully meet the needs of enterprises for skilled workers and specialists, that aggravates the problems of employment of graduates of educational institutions. Personnel provision of the economy of the Sverdlovsk region is worsened by the territorial imbalance of labor resources and the concentration of demand and supply of labor in certain localities. The directions for minimizing the problems in the region’s labor market in the medium term are proposed. They are related to bringing the educational services market in line with the current and future needs of the regional labor market, developing the materal and technical base of professional educational organizations in the Sverdlovsk region, and raising the efficiency of vocational guidance for young people. There are also formulated recommendations for development of dual education in the region, which will increase the efficiency of training on the order of employers.

Youth unemployment is a serious problem in Latvia, as unemployed young people make up 16.3 % of the total number of unemployed in the country, while in the Latgale region the number of unemployed young people aged 15—24 years was 18.8 % of the total number of unemployed in the country in 2015. The purpose of this study is to identify the main current causes of high unemployment amongst young people in the Latgale region of Latvia aged 15—24 years. This age group of young people acted as a target group for sociological research based on a quota sample (by sex and age) in an online survey of respondents in 2016. The results of the study were processed using the Statistika program. The transformation of social and economic processes in the world, Europe and the post- Soviet space has led to changes in the labor market of young people, which are objective and subjective, contradictory, which continue to this day. It is established that the behavioral rationalism of young people (labor mobility, vocational education, etc.) in the regional labor market is combined with its behavioral irrationalism (lack of desire to work for various reasons, the need for contact with family and friends, etc.). This is due to the growing uncertainty in the youth labor market due to the growth of competition, the emergence and growth of flexible forms of employment, depriving young people of the clarity of career and confidence in the future. The survey results also show that the majority of unemployed youth in the Latgale region deliberately refuses to emigrate outside Latvia and would like to link their future with the region and the country.
