Population and regions in the strategy for the country spatial development

The article focuses on the analysis of the methodology and content of the Strategy for Spatial Development of the Russian Federation until 2025. Particular attention is paid to the task set in the Strategy to improve the population settlement system and to reflection of regional issues in it. The orientation of the Strategy on large cities is in conflict with the objectives of the national project «Demography». Pulling the population into large cities makes it difficult to achieve the target indicator «Increase in the total fertility rate to 1.7 per woman by 2024». For the Strategy of spatial development, whose task was proclaimed to improve the system of population settlement, the problem of its reproduction and placement is far from an idle question. Nevertheless, in the Strategy this issue does not go beyond the framework of duty generalizations, which proclaim a differentiated approach to the directions and measures of the State support for the socio-economic development of territories, taking into account the demographic situation, characteristics of the settlement system, level and dynamics of the economic development and specifics of the environmental conditions. And the thesis formulated in the Strategy: «Stabilization of the population in most constituent entities of the Russian Federation», in fact, has no foundation. In 2005-2018 two thirds of the regions (67.1%) were losing their population. Analysis of the place and role in the Strategy of the region taken as an example (Komi Republic) shows that, in comparison with most other subjects of the Federation, quite a lot of attention and place is given to this republic. It is described as a part of the Northern macroregion, the economic specialization of the republic is indicated there, its capital — the city of Syktyvkar is represented among the promising economic centers, a number of municipal entities of the republic are identified as mineral resource centers, and the city of Vorkuta is presented as a part of the priority geostrategic territories of the Arctic zone. And this is quite understandable. The spatial development of the country is primarily oriented to the North and East.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

The article presents an analysis of the dynamics of the population of the priority geostrategic territories of the Russian Federation. They are highlighted in the "Strategy for the Spatial Development of the Russian Federation until 2025" as territories that are of particular importance for the development of the country as a whole and are distinguished at the same time by special life conditions and the functioning of the economy due to their geographical location. Population dynamics for such territories is both a factor determining socio-economic development and an indicator of the effectiveness of this development. The components of the population dynamics - natural growth and migration flows - are of particular importance. The article describes all four groups of priority geostrategic territories of Russia - isolated from the main territory of the country (exclaves), located in the North Caucasus and the Far East, in the Arctic zone of the Russian Federation. For each group, trends in population dynamics have been identified since the 2010 census, taking into account the components of natural growth and migration. The multidirectional aspect of the main demographic processes in the priority geostrategic territories of the country is revealed - natural growth is combined with the migration outflow of the population, and the migration inflow - with natural decline. At the same time, in the exclave and North Caucasian territories, the population is growing, and in the Far Eastern and Arctic territories it is decreasing. The features of both groups of priority geostrategic territories in comparison with Russia as a whole and of individual constituent entities of the Russian Federation and municipalities within groups of territories are shown. The latter became possible due to the use of the database "Municipal Russia", that summarises demographic statistics for all urban districts and municipal areas of the country, including those located in priority geostrategic territories. As a result of the analysis of the population dynamics, directions have been identified that can lead to an improvement in the demographic situation in the priority geostrategic territories of the country, and, accordingly, will contribute to the socio-economic development of not only these territories, but the entire Russian Federation

Discussed is upon the issue of state management of the socio-economic development of the Arctic zone of the Russian Federation. The special role of the Arctic territories in the economic development of our country is noted. The need is indicated to look at the problems of the Russian Arctic from the other side — from the side of human potential, which is one of the driving forces of the economy. The authors present some of the results of a sociological study conducted by them in the Arctic territories of Russia (in particular, in the Arkhangelsk region). The study is devoted to the intergenerational differentiation of value orientations. Its methodological basis, among others, was formed by the scientific views of R. Inglehart and K. Welzel, who believe that the condition that precedes socio-political and economic modernization is the transformation of the value orientations of the majority of the population. The value system, according to scientists, is quite stable within the life of one generation, and therefore, it makes sense to track changes based on the differences between generations. On the basis of the Theory of Generations, a toolkit was developed that makes it possible to identify the parameters of the value system of residents of the Arctic zone of the Russian Federation (AZRF) belonging to different generations. The main method for collecting empirical data was a semi-structured in-depth interview with representatives of the selected generations.

Background: Within the framework of cholera surveillance in the Russian Federation, annual isolation of nontoxigenic V. cholerae O1 strains from water bodies is registered in the Republic of Kalmykia. This fact is the rationale for the present study and analysis of data on contamination of water bodies with V. cholerae O1 with account for some environmental and quality indicators of water bodies used for recreational purposes. Objective: To study contamination of water bodies with V. cholerae O1 as a component of cholera control surveillance in the Republic of Kalmykia. Materials and methods: We used notifications issued by Offices of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in the constituent entities of the Russian Federation, passports for V. cholerae O1 strains, and information from “Cholera vibrios. Russia” database for 1991–2019. Results: In the 1970s, 1980s and 1990s, several outbreaks, sporadic and single imported cases of cholera were registered in the republic. The total of 446 strains of V. cholerae O1 El Tor were isolated during the analyzed period. The PCR analysis identified them as V. cholerae O1 ctxA–tcpA– and V. cholerae O1 ctxA– tcpA+. We observed an increasing trend in the number of isolated strains with the approximation coefficient of 0.374 against its general decrease in the country in 1991–2019. Strains were isolated annually, mainly from the Elista River, Zayachy Pond and other water bodies with poor microbiological and chemical water quality parameters. V. cholerae O1 ctxA– tcpA+ were isolated mainly at the wastewater discharge sites, which indicated their imported origin, along with V. cholerae O1 ctxA– tcpA– with InDel and PCR genotypes not previously found in this region. We consider the contamination of water bodies with V. cholerae O1 ctxA– tcpA– and V. cholerae O1 ctxA– tcpA+ as prerequisites for possible deterioration of the local epidemiological situation due to cholera importation from endemic areas. Conclusion: When analyzing the pollution of water bodies in the Republic of Kalmykia with V. cholerae O1, we established a long-term annual isolation of cholera vibrios from some water bodies in the city of Elista, including Elistinka river, Zayachy and Kolonsky ponds, notorious for poor microbiological and chemical water quality indicators. The contamination was mainly attributed to domestic wastewater discharge and poorly treated effluents of sewage treatment plants into the Elistinka river within the city boundaries, as well as watercourses from hollows. This proves the imported origin of the bacterium confirmed by isolation of V. cholerae O1 ctxA– tcpA– with InDel- and PCR-genotypes not previously found in this region.

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. Problems in the functioning of the PSEDA have been identified. The information on the current state of TASED in the Republic of Dagestan is presented. The authors propose a methodology for assessing the effectiveness of the functioning of PSEDA located on the territory of single-industry municipalities (IMO), which is complex in nature and takes into account the multifaceted features of the functioning of these territories, which allows obtaining information for making management decisions, monitoring the activities of PSEDA.

The article criticizes the strategy of spatial development of Russia, legally stated in the government document “The Strategy of Spatial Development of the Russian Federation for the period up to 2030. A Draft Concept”, released by the Ministry of Economic Development (2016). The author argues that the Strategy only states the existing situation, but does not enumerate a set of measures that are to be undertaken to strengthen the possibility of implementing any development scenario, and does not outline the ways of making assumptions a reality. The paper proves that the postulates of the Soviet settlement doctrine and urban planning theory still deeply impact the contemporary theory and practice of territorial planning.

Purpose: the purpose of the research is to evaluate proposals on the formation of a fundamentally new support and zonal structure for managing the development of the Russian Arctic and related changes in the regulatory and legal support for this development.Methods: research is carried out with the use of interdisciplinary methodologies which integrate specific tools of research of economic, sociological, political science, ecological, legal and other issues of spatial systems’ functioning.Results: there is an active modernization in the production, infrastructure and defense spheres on the territory of the Russian Arctic, the accelerated development of which can be considered a prerequisite for solving the social and economic problems of the integrated development of the whole macroregion. At the same time, the gradual modernization of the institutional and legal bases for the development of the Arctic zone of the Russian Federation (AZRF) began. An additional impetus was given to it by the adoption of Decree №1064 of the Government of the Russian Federation of August 31, 2017 on a new state program for the development of the Arctic that made significant adjustments to earlier decisions on public administration and legal support for the development of the Russian Arctic.Conclusions and relevance: the authors showed that one of the main reasons for the slow implementation of the justifiably ambitious intentions of the country's leadership on the complex socio-economic re-development of the Russian Arctic was the underestimation of the importance of modernizing the institutional and legal bases for the re-development of the Russian Arctic. The modernization of the institutional and legal bases of spatial development is becoming an important factor in the stable functioning of not only the state, regions and municipalities, but also for the implementation of any investment projects. The data on innovations in the structure of the institutes and legal regulators of the development of the Russian Arctic confirms the undoubtedly positive potential for modernizing the institutional and legal bases for the spatial development of the Russian Arctic and the need for experimental verification of the decisions taken so that that potential could be fully realized.
