The role of innovations in the development of society is considered. It is shown that innovations are a routine economic process of enterprise development, requiring the involvement of a number of resources for implementation. The availability of resources, the complexity of their acquire and use determine the demand for innovative approaches to the development of enterprises and the economy as a whole. The article compares the problems of innovative development faced by enterprises and scientific organizations abroad and in Russia. The differences in the problems and tasks that need to be solved are shown. As a result, the approaches to stimulating innovative development that are used abroad do not always give comparable results in Russia. At the same time, there are problems in Russia that are not relevant abroad and, as a result, are not discussed there. The focus on borrowing foreign solutions leads to the fact that the tasks relevant for Russia are not discussed in the expert community and are not solved practically.

The purpose of the study is to develop tools for assessing the level of innovative development of an enterprise in order to improve the management of its innovation activities. Radical increase of the role of innovations in modern conditions predetermines the activation of innovative activity of enterprises on the basis of increasing production efficiency, implementing promising research and development projects and implementing innovative programs. The situation in the world economy demonstrates that the innovative component of enterprise development is the main source of growth and contributes to the level of competitiveness of the organization. As a result of the generalization of the experience of research in the field of innovative development, a system of economic indicators that maximally characterizes the innovation activity carried out by enterprises is formed, which is the basis for developing tools for assessing the level of innovation development of the enterprise, a toolkit for assessing the level of innovative development of an enterprise using the proposed system of economic indicators, to increase the level of innovative development of the enterprise tions and to assess their cost-effectiveness.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

The teaching of entrepreneurship as an academic subject, as opposed to the apprenticeship route, is the subject of ongoing debate. The authors suggest that there is a middle road and that, by integrating the business world into teaching in a significant way, the best of both approaches can be achieved. In a similar vein, the credibility of some university interaction with small business has been called into question. The authors discuss how they have used the role of ‘entrepreneur in residence’ (EIR) to integrate and improve research, teaching and academic-business interaction. The paper describes the experiences of the EIR hosted at Lancaster University Management School's Institute for Entrepreneurship and Enterprise Development (IEED) in the UK and examines the outcomes of his work and his perceptions of university life; how his presence challenged internal thinking; and how his fellowship led to service innovation in the host organization. Other formalized EIR activities within and outside the UK are also reviewed; and the authors conclude by proposing how UK HEIs might best make use of similar opportunities, with a challenge to non-management departments. The paper demonstrates one way in which the perceived gulf between entrepreneurship teaching and the business world can be bridged to good effect.

The features of state regulation of innovation in Ukraine at the present stage are investigated. The directions of innovation policy in Ukraine are analyzed, the features of investment and innovation in the Kharkov region are highlighted. The role of entrepreneurship in introducing innovations is clarified. The state of innovation in Ukraine is analyzed by international indices: Global Innovation Index, Bloomberg Innovation Index, Global Competitiveness Index. It is emphasized that in the current environment technological development should provide a set of measures, including targeted support for priority areas of innovation, creating a favorable economic climate, stimulating interest in the implementation of scientific and technological achievements, and the inflow of investment into fixed capital through a powerful legislative base. It is noted that in the modern economy, a noticeable and relatively quick success in the technological as well as socio-economic development of the regions can only be achieved by ensuring high market competitiveness of the manufacturing sector of the regional economy based on its innovative, structural and technological restructuring. Attention is focused on the fact that the process of innovative development in Ukraine is increasingly characterized by the increasing role of the regional component, and regional innovation policy is becoming an important factor in the economic and social development of the country. It is proved that the innovation activity carried out in any society and leading to the creation of an innovative product that represents the latest achievements in the field of technology, technology, organization and management cannot occur in the economy without attracting investments in the production potential of societies. Structural adjustment processes taking place in Ukraine should not bypass the scientific and industrial potential of the regions. That is why the strategy of innovative development of the national economy should include the development of each individual region. Each region should have its own priority development areas in accordance with its own scientific and industrial base, based on the potential of the region’s production capabilities, focusing on available resources and market needs.

The present paper considers evaluative aspect of a German linguistic review as a certain type of expert text. Expert evaluation is regarded in the context of its role in collective intersubjective process of verification and critical review of knowledge aimed at implementing it in the scientific scope of the subject. Special focus is put on regulatory character of expert evaluation. When exercising evaluation, reviewers as representatives of the scientific expert community united by its aims and tasks, rely on collectively elaborated and shared criteria of scientific rationality. The article also identifies the key role of institutional, sociocultural and internal verbal context when revealing means of expression of evaluative meanings and axiological contrast of evaluation in the text structure. Major ways of implicit display of evaluation are categorized in the concept of cognitive strategy; typical strategies are illustrated by examples of their context realization. Methods involved in the study (structural and propositional text segmentation, component analysis of lexical units, contextual and linguo-epistemic analysis) being the elements of complex methodology allowed to produce general evaluative profile of scientific reviews in German linguistics

The problems of supporting small and medium-sized businesses are relevant for both developed and emerging economies. The level of business development depends on the effectiveness of state policy, which affects the rate of economic growth, GDP dynamics, and innovation activity. The article emphasizes the positive impact of strategic planning at the state level, the inclusion of projects for the development of small and medium-sized businesses in Federal and national projects, state programs. However, the article highlights the problems of increasing the effectiveness of state support. The author analyzes the directions of state support for small businesses, as well as support for individual sectors and sectors of the economy, such as energy. The growth of public investment in the construction of state property objects is emphasized. The development of the transport system, energy, construction of major facilities, and innovative development require state support. A comparative analysis of the forms and directions of support in Russia and other countries is provided. There is a need for state support tools that exclude simple spending of budget funds, and there is a need for clearer conditionality of receiving funds and reporting. For innovative development of economy it is necessary to provide such support tools that would increase the level of innovative activity, effectiveness of R & d, commercialization of intellectual property, the development of technological innovation.

The article deals with the problem of road transport operations in a market economy in Russia. The author carried out a critical analysis of the situation in the sub-sector on the basis of statistical reports and the results of scientific and applied researches conducted by scientific organizations and engineering companies as well as foreign experience of functioning of road transport. The author also presents the strategic ways of activities for innovative development of road transport.
