This is the first part of an article that will discuss digital transformation issues in Russian regions that differ by social and cultural modernization level, as well as the population’s willingness to accept digital transformation in life and at work. Today’s main digital transformation tools and regulators are regional governance systems, along with the relevant official bodies that are responsible for the design and implementation of strategic solutions for territorial development. In response to the associated issues, we interviewed experts in 17 Russian regions that differ by the aforementioned modernization level. We used the data collected during the interviews to: determine how prepared the regional organizations and enterprises are for digital transformation; evaluate the resources currently available for “breakthrough projects”; discover the public attitude towards the introduction of the Russian Federation Digital Economy national project. The article focuses on the research rationales and cognitive procedures that have been developed for the purposes of management sociology, and applies them to studying the issues that arise out of digital transformation and the introduction of “smart” governance on the regional level, based on the optimization of digital transformation through the involvement of the so-called stakeholders — specially assembled activist teams that contribute to the controlled implementation of digital technology in the region in a variety of ways, from research to applied solutions.

The purpose of the article is to consider the influence of the processes of digital transformation of society on the change of the model of power and public communications. The positions and arguments of technological optimists and alarmists on the prospects for the development or involution of democracy in the context of further digitalization are considered. Scenario variants of the political consequences of the "digital revolution"are presented. A special place is given to the analysis of the discourse, catalyzed by anti-covid events, around the problem of a new type of totalitarianism. The author, pointing to the opportunities of digitalization that are favorable for the development of power and public relations, also notes the risks associated with it for the political sphere. As a result of the research, the author suggests two main directions of digital transformation in the field of political communication in the medium term: 1) creative, enhancing the effectiveness of dialogue communications between the authorities and the public (including through the implementation of the national project "Digital Economy of the Russian Federation"), 2) destructive, forming the language of hostility in society and the activity of anonymous political trolls that generate conflict.

The issues of legal regulation of investment activity at the level of the Federation entities of the Russian Federation have been considered. The purpose of the research is the study of strategic documents in the field of investment activities of the Federation entities of the Russian Federation and the regulatory framework. The object of the research is the mechanism of strategic planning of investment development of territories. An empirical study of the implementation of investment processes in Russian regions has showed, that legal regulation is heterogeneous, but in general, well presented and allows improving the investment climate and encouraging investment, as well as to some extent influencing the economic security of the regions. The experience of the functioning of specialized organizations to attract investment and work with investors, the organization of public-private partnership at the regional level has been studied. The algorithm of approval of investment projects of territorial development has been presented.On the example of a large Russian region - the Altai Territory - the provisions and principles of the investment declaration of the subject, such as equality of the subjects of entrepreneurial and investment activities, involvement of subjects of entrepreneurial and investment activities in the investment process, transparency (openness) of information, the use of best practices of work with investors have been considered. A set of internal measures and instruments for the implementation of an effective investment policy at the regional level has been determined. Attention has been paid also to the relevant issue of concluding concession agreements as a way to develop territories and implement infrastructure projects. Internal measures have been proposed to increase the investment attractiveness of the Russian regions, in particular, are necessary the transformation of the business climate, increasing the responsibility of regional executive authorities for the investment development of territories and creating a favorable investment climate, ensuring the availability of long-term financing sources for investment projects, the development of venture financing and crowdfunding.

Bearing in mind the growth in regions with socio-economic bases dependent on tourism, studies that analyze spatial planning processes, regional public policies, and their relationship with tourism activities are essential to achieve the so-desired sustainable territorial development. Through case study research methods, territorial impact analysis, and questionnaires to explore the public perceptions, it was possible to design and implement a study regarding this specific regional governance theme on the Azores Autonomous Region (AAR). The research allowed us to learn that the most affected activities by public territorial policies in the AAR from the respondents’ perspective were accommodation (54.7%) and nature (51.9%). Conversely, the less affected were culture (15.1%) and rental/hire services (17.9). Furthermore, it was possible to identify two factors that rule public policies on the growth and development of the Azores: (i) impact in the natural landscape and (ii) suitable production factors.

Цифровизация государственного управления затрагивает взаимоотношения органов исполнительной власти с физическими и юридическими лицами во всех сферах жизнедеятельности и преследует двуединую цель: противодей-ствие коррупции и обеспечение законных интересов частных лиц во взаимоотношениях с публичной администрацией. В статье дается характеристика цифровой трансформации административно-политической сферы на примере государственного контроля в таможенной, миграционной сфере. Расширению свободы предпринимательства, снятию ограничений для развития бизнеса способствует предоставление большинства государственных услуг предпринимателям и юридическим лицам в электронной форме, появление «Платформы для работы с обращениями предпринимателями». Учитывая важность социально-культурной сферы в формировании социально и юридически ответственного гражданина РФ, поднимается вопрос глобальной цифровой трансформации образования и просвещения в интересах обучающихся в плане создания основанной на принципах равенства и открытости возможностей безграничной образовательной среды, а также доступности педагогам передовых образовательных программ для обеспечения применения индивидуальных подходов к обучению. Цифровизация внутриаппаратных отношений, связанных с государственной службой, позволяет решать вопрос соответствия чиновников предъявляемым требованиям и совершенствования кадровой политики в направлении обеспечения продвижения современных профессиональных кадров. The digitalization of public administration touches the cooperation between the executive bodies and legal entities and individuals in all spheres of life and seeks for a dual aim, i.e. to combat corruption and to provide the legal interests of private persons in their interaction with public management. The paper characterizes the digital transformation of administrative and political sphere illustrating the state supervision in the customs and migration. Digital way of providing the majority of public services to the entrepreneurs and legal entities, as well as the new Platform for Work with the Entrepreneurs, contributed to an increased free business activity and remove of restrictions on business development. Taking into consideration the importance of social and cultural sphere in developing a socially and legally responsible citizen of the Russian Federation, the paper discusses the issue of global digital transformation in education, so that to create an equal and giving open opportunities unlimited educational environment for all students, along with advanced educational programs for teachers to provide individual approaches in education. The digitalization of inside relations connected with the public service allows solving the problem of meeting the requirements for the officials and development of human resources policy in promoting up-to-date professional staff.

Annotation Subject. Digital competencies of State civil servants of the Russian Federation Topic. The importance of digital competencies of civil servants of the Russian Federation in the system of public administration and the main approaches to their formation and development. Goals. Analysis of the results of the development of digital competencies in the public sector in order to form a unified approach to the methodology of teaching the basics of digitalization in the public sector. Methodology. Methods of statistical, graphical, system analysis, grouping methods, comparative analysis of statistical data, expert evaluation, as well as assessment of the regulatory framework in the field of competencies in the civil service of the Russian Federation were used in the research. Results. Based on the analysis of the results of the development of digital competencies in the public sector, it is possible to draw conclusions about the need for a high-quality study of the composition of digital transformation teams, a responsible approach to the appointment of digital transformation managers, as well as the need to develop a unified methodology for teaching the basics of digital transformation, both the teaching staff and civil servants of the Russian Federation. To solve this problem, it is proposed to form a single categorical and terminological apparatus, to define unified requirements and approaches for the appointment of those responsible for digital transformation in state bodies, as well as to develop methodological recommendations that define the main aspects of the organization of the learning process. In order to improve the quality of teaching the basics of digital transformation in the field, it is advisable to develop a course aimed at training the teaching staff. Scope of application. The transition to the information society is characterized by the formation of new relationships between the individual and the government, the improvement of the quality of life, the emergence of conditions for business development, the use of innovative solutions. Today, there is a high demand for information technologies in the public sector, government agencies are focused on customer orientation, and actively implement an innovative approach. The process of mastering the digital competencies of state civil servants of the Russian Federation will allow optimizing the organizational work of state structures. The process of implementing the state policy in the field of digital transformation in the regions of the Russian Federation is considered on the example of the Astrakhan region. The authors substantiate the need for active participation of regional authorities in the process of digitalization of the region. The article examines the experience of digitalization of the Astrakhan region, examines in detail regional projects in the field of digital economy development. The experience of the Astrakhan region shows that the process of digitalization in the regions is quite active. This is due to the need to expand the digital space, create infrastructure and achieve the competitiveness of the region in order to attract investors. The authors conclude that the socio-economic development of the region largely depends on the level of its digitalization. It is digitalization that is driving the development of the regional economy and improving the quality of life in the regions of Russia. The uneven territorial development of the subjects of the Russian Federation, the availability of the Internet space, as well as the length of the approval period for the introduction of digital technologies seriously hinder the digital transformation in the regions.

The subject of this research is the theory and practice of one of the forms of direct democracy – public discourse of draft laws of the constituent entities of the Russian Federation. The object of this research is the public relations associated with regulation of the institution of public discourse on draft laws in the Russian regions, as well as citizens’ participation therein. The author meticulously examines such aspects of the topic as the adoption by the Russian regions of laws and other normative acts on public discourse, flaws in the federal regulation of the question; provides an overview of the practice of public debates in a number of Russian regions; analyzes the causes for the low effectiveness of this institution. Special attention is given to the results of sociological survey conducted on the subject matter. The main conclusions of this research consists in determination of flaws in the existing regulation of the democratic institution of public discourse on draft laws, identification of causes of inactivity of the Russian citizens with regards to public discourse on the normative legal acts. The author’s special contribution consists in the analysis of practice of conducting public discourse in the regions of the Russian Federation, as well as in the attempt to assess the prospects for the development of this legal institution in in the Russian regions. The scientific novelty lies in outlining the problems of regulation and practice that currently arise in the constituent entities of the Russian Federation in the context of public discourse on draft laws, as well as in the specific measures on elimination of these problems proposed by the author.

The study is devoted to the problems of organising a state efficiency audit in the Russian Federation, which is a key tool for assessing the utilisation of public resources and the degree of achievement of the country's socio-economic goals. Based on the analysis of foreign practices, the study of problematic aspects of the organisation and implementation of state financial control, such as the audit of the efficiency of the use of public resources, was carried out. The purpose of the study was to investigate the essence and organisational and methodological aspects of conducting such a type of financial control as a performance audit in the public sector of the Russian Federation. In the course of the study, empirical research, comparative and statistical research, synthesis of theoretical and practical material were used. Methods of grouping and classification were used in the processing and systematisation of information. The problem of efficient use of public resources is one of the most pressing issues of the budget process in the Russian Federation. In these conditions, the role of state financial bodies is more important than ever, the purpose of which is to ensure the expediency, legality, and efficiency of the generation, distribution, and use of budget resources.

The article is devoted to the study of the processes of interregional and intermunicipal governance in the context of the constitutional reform of the public power system in the Russian Federation. Trends of strategic and territorial development have been formulated, one of which is the need to develop uniform normatively and economically justified rules for strategizing for regions of various hierarchical levels, including the macroregions and urban agglomerations. The methodological basis of the study is based on the theoretical provisions of the strategic management, regional and spatial economics. This study of interregional and intermunicipal governance in the Russian Federation is based on a comprehensive analysis of existing strategic planning documents, as well as legislative acts by using a combination of methods: logical, dialectical, and causal. The article can be useful to scientists and researchers, experts, including state and municipal employees involved in the formation (development and updating), as well as the implementation and control over the implementation of the strategies for the socio-economic development of the territories and other interested persons.
