The process of implementing the state policy in the field of digital transformation in the regions of the Russian Federation is considered on the example of the Astrakhan region. The authors substantiate the need for active participation of regional authorities in the process of digitalization of the region. The article examines the experience of digitalization of the Astrakhan region, examines in detail regional projects in the field of digital economy development. The experience of the Astrakhan region shows that the process of digitalization in the regions is quite active. This is due to the need to expand the digital space, create infrastructure and achieve the competitiveness of the region in order to attract investors. The authors conclude that the socio-economic development of the region largely depends on the level of its digitalization. It is digitalization that is driving the development of the regional economy and improving the quality of life in the regions of Russia. The uneven territorial development of the subjects of the Russian Federation, the availability of the Internet space, as well as the length of the approval period for the introduction of digital technologies seriously hinder the digital transformation in the regions.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

Decree of the President of the Russian Federation № 633 dated November 8, 2021 «On approval of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation» among the main directions of state policy in this area, scientific and methodological support for strategic planning of socio-economic development and ensuring national security is defined [3]. Within the framework of this direction, a multi-criteria model for assessing the quality of state programs of the Russian Federation has been developed and passed initial testing. New methodological approaches have been transformed into an algorithm and assessment tools, brought to the level of draft Guidelines and tested on the example of several government programs of various formats and areas of implementation. The model includes the author's conceptual apparatus, parameters and evaluation criteria, a regulated sequence of evaluation procedures (algorithm), specific tools, a specially developed tabular format for obtaining and issuing evaluation results. The principal features of the multicriteria model were described earlier [11]. This article presents the first practical results of assessing the quality of individual state programs of the Russian Federation based on the developed model. The obtained results, in turn, can be used for further improvement of the model.

The article discusses the issues of assessing the level of attractiveness of cities in the Russian Federation. An algorithm for developing the econometric component of the model is proposed. The parameters of analyzing the level of attractiveness of cities for various economic agents have been determined. Among the factors influencing the attractiveness of cities for residents, the population size, housing provision, crime rate, the level of wages and medical provision were identified. Assessment of attractiveness from the standpoint of doing business involves considering production volumes, retail turnover and the number of city residents. The factors of tourist attraction are the characteristics of collective accommodation facilities and the number of corresponding requests on the Internet. In general, the formed regression equations meet the requirements and are applicable for solving problems of predicting changes in the values of the analyzed parameters. An example of the formation of the corresponding regression equation for assessing the level of attractiveness of a city from the point of view of residents is presented. Together with the equations describing the level of attractiveness for other economic agents (business, tourists, etc.), it forms a complex of econometric models, which can be further used as the core of the corresponding software tools. At the same time, this toolkit should also include functional blocks aimed at solving particular problems of its use. The key ones are responsible for generating scenario forecasts, analyzing information, assessing regional ratings and visualizing the results obtained. The research results can be applied by federal and regional authorities in solving problems of territorial development of the constituent entities of the Russian Federation and the country as a whole.

The decisions laid down at this stage became the foundation for new objects. Not only the reliability and safety of the object operating, but also its modernity, competitiveness, economy, energy efficiency, and the ability to integrate into a developing digital community - all of it depends on the organization of the next steps in the construction and commissioning of the object, and also depends on the quality of a project engineering and quality of decisions made at this stage.

This paper deals with the process of digital transformation, its effects and their distribution in the regional aspect. The research is an attempt to define the influence of digital factors on the main indicator of people’s wealth (gross domestic product per capita) considering regional and temporal differences during the period from 2015 to 2018 in the regions of the Russian Federation. The digital component of people’s quality of life is defined based on the Russian regional index (digital index). To estimate the effects, panel data models were used to show the relationships between the parameters in space and time simultaneously for the period from 2015 to 2018. The econometric models surved as a tool for evaluating: 1) influence of the digital index on the real GRP per capita; 2) its influence on the real GRP per capita considering temporal and regional differences. To specify regional differences, digital inequality in the districts and subjects of the Russian Federation was considered. The research findings showed that the Russian regional index of digital component of people’s quality of life grew by 0.051 during the years 2015–2018. Regional factors strongly affect the impact of this index on real GRP per capita. The number of regions with negative corrected elasticity ratios (adjusted appropriately for differences in regions and period) decreased by 5. Variation ratio of the digital index decreased by 10.2%. Compared to the rest of the Russian federal districts, Ural and Northern Caucasus ones demonstrate higher digital inequality. In general, the positive impact of digitalization is identified for economically developed and rich regions of Russia, while for less developed regions, this impact could entail digital risks.

In this study, the author considers the main problems of digital modernization concerning enforcement proceedings in the Russian Federation. Generation and further enhancement of the digital space have determined the vector of legal regulation in the implementation of any social processes several years ago. Various aspects of the economic, legal and other spheres of public life were reformed. Changes in various areas of enforcement proceedings occurred in stages, sequentially and in plain consideration with the specific features of legal relationships. However the digital transformation of enforcement proceedings has not yet come to its final stages. Many researchers note the “unavailability” of both legislation and law enforcement procedure for the changes that are taking place as well as to the final establishment of such changes as the basic and fundamental rules of law enforcement. In addition, the existing fragmentary regulation in the process of law enforcement gave rise to many problems. In this article the author attempts to identify the positive and negative experience of digital modernization of Russian law enforcement practice and define suggestions that could improve the process.

The article examines the problems of transformation of migration policy and territorial devel-opment strategy of Russia in the post-Soviet period. Some aspects of the development of market relations and integration processes in Russia are analyzed in historical retrospect. Conclusions from the comparison of the stages of integration development within the framework of the CMEA and the EAEU are summarized. The objectives of the "Concept of the state Migration Policy of the Russian Federation for 2019-2025" and "Strategy of Spatial development of the Russian Federation for the period till 2025" are analyzed. The inconsistency is noted between the goals of territorial development of the Russian Federation, proposed the "Strategy of spatial development of the Russian Federation for the period till 2025" approaches to reducing uneven socio-economic development of the Russian Federation, the quality of life of Russians, excluding migration as an important mechanism of territorial redistribution of Russians on the territory of the country. The author gives an example of his own participation in the development of theoretical and practical approaches to reduce the severity of the problem of significant territorial differentiation of the quality of life of Russians in the period of administrative-command, planned economy in the RSFSR. Emphasizes the enduring social purpose of the concept of a Unified Settlement System (USS) proposed by B. S. Khorev on the territory of the RSFSR. It raises the question about the need for creative adaptation of the proposed by USS solutions to the social territorial inequalities in the digital economy. The need to use the USS methodology to select and formulate the goal of territorial development of the Russian Federation — the social state. Take into account the specifics of modern processes of globalization — the regionalization, both in the concepts of migration policy and in the strategies of territorial development of the Russian Federation in the coordinates of the prospects for developing and defining the goals of the concept of demographic development within the EAEU, proposed for discussion by S. V. Ryazantsev.

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

Annotation Subject. Digital competencies of State civil servants of the Russian Federation Topic. The importance of digital competencies of civil servants of the Russian Federation in the system of public administration and the main approaches to their formation and development. Goals. Analysis of the results of the development of digital competencies in the public sector in order to form a unified approach to the methodology of teaching the basics of digitalization in the public sector. Methodology. Methods of statistical, graphical, system analysis, grouping methods, comparative analysis of statistical data, expert evaluation, as well as assessment of the regulatory framework in the field of competencies in the civil service of the Russian Federation were used in the research. Results. Based on the analysis of the results of the development of digital competencies in the public sector, it is possible to draw conclusions about the need for a high-quality study of the composition of digital transformation teams, a responsible approach to the appointment of digital transformation managers, as well as the need to develop a unified methodology for teaching the basics of digital transformation, both the teaching staff and civil servants of the Russian Federation. To solve this problem, it is proposed to form a single categorical and terminological apparatus, to define unified requirements and approaches for the appointment of those responsible for digital transformation in state bodies, as well as to develop methodological recommendations that define the main aspects of the organization of the learning process. In order to improve the quality of teaching the basics of digital transformation in the field, it is advisable to develop a course aimed at training the teaching staff. Scope of application.
