The purpose of the article is to consider the influence of the processes of digital transformation of society on the change of the model of power and public communications. The positions and arguments of technological optimists and alarmists on the prospects for the development or involution of democracy in the context of further digitalization are considered. Scenario variants of the political consequences of the "digital revolution"are presented. A special place is given to the analysis of the discourse, catalyzed by anti-covid events, around the problem of a new type of totalitarianism. The author, pointing to the opportunities of digitalization that are favorable for the development of power and public relations, also notes the risks associated with it for the political sphere. As a result of the research, the author suggests two main directions of digital transformation in the field of political communication in the medium term: 1) creative, enhancing the effectiveness of dialogue communications between the authorities and the public (including through the implementation of the national project "Digital Economy of the Russian Federation"), 2) destructive, forming the language of hostility in society and the activity of anonymous political trolls that generate conflict.

Semiotics is used as the basis for the meaning contained in each message, especially regarding political communication which uses a reference that every message meaning is contained in it. A political communication that uses the interactional communication model carried out by Joko Widodo and Nahdlatul Ulama convinces the public to support Joko Widodo as a candidate for President of Indonesia in 2019. Semiotics has a relationship with the prevailing culture in an area due to signs and patterns of political communication. carried out by Joko Widodo and Nahdlatul Ulama is believed to be a communication process and uses signs and figures of speech through the metaphor of political communication by referring to the communication made between the two actors to participate in seeing the communication process by sending messages to the public. Semiotics is used in a message as well as to be sent to the public. The campaign carried out by Joko Widodo has a close relationship with Nahdlatul Ulama as the two of them did to believe in all Indonesian people with the messages sent by both of them. However, the semiotic element contained in the political communication carried out by Joko Widodo and Nahdlatul Ulama invites the Indonesian people to follow what is done by interpreting the meaning of semiotics in the political messages sent by Joko Widodo and Nahdlatul Ulama to the Indonesian people.

The object of this research is the public relations arising when the prosecutor is involved in court hearing of civil cases by intervening into a case for delivering an opinion in the appellate, cassation and supervisory bodies, as well as problematic aspects of the application of his powers to deliver an opinion in the aforementioned bodies. The subject of this research is the materials of prosecutorial law enforcement and judicial practice, norms of civil procedural legislation of the Russian Federation that regulation these public relations, as well as positions formulated on the matter. Despite the fact, that the scientific literature paid attention to the separate aspects of submission of prosecutorial decision, the questions of submission of prosecutorial decision in the retrial of civil cases did not receive due coverage. Such situation led to a contradictory approach towards the question on possibility of delivering an opinion by the prosecutor in retrial of civil cases in the theory and case law. Therefore, based on the conducted research, the author makes recommendation with regards to exercising prosecutorial powers in submission of decision in retrial of civil cases by the courts, as well as the changes in current legislation that would bring certainty into these legal relations and contribute to elimination of the emerged contradictions.

This is the first part of an article that will discuss digital transformation issues in Russian regions that differ by social and cultural modernization level, as well as the population’s willingness to accept digital transformation in life and at work. Today’s main digital transformation tools and regulators are regional governance systems, along with the relevant official bodies that are responsible for the design and implementation of strategic solutions for territorial development. In response to the associated issues, we interviewed experts in 17 Russian regions that differ by the aforementioned modernization level. We used the data collected during the interviews to: determine how prepared the regional organizations and enterprises are for digital transformation; evaluate the resources currently available for “breakthrough projects”; discover the public attitude towards the introduction of the Russian Federation Digital Economy national project. The article focuses on the research rationales and cognitive procedures that have been developed for the purposes of management sociology, and applies them to studying the issues that arise out of digital transformation and the introduction of “smart” governance on the regional level, based on the optimization of digital transformation through the involvement of the so-called stakeholders — specially assembled activist teams that contribute to the controlled implementation of digital technology in the region in a variety of ways, from research to applied solutions.

Political-theoretic discussions of the public sphere, common at least since Habermas as a site of both crisis and justification, are rarely if ever animated by a sense of public spaces as what phenomenology calls 'real places.' Indeed, the space/place distinction is an important lever of critique for the transcendental rationalism operative in many political theories, even when unavowed. At the same time, architectural theory, even when itself informed by a laudable marriage of concrete and abstract, often seems uninterested in pursuing the political consequences of the built environment. This paper outlines the beginning steps in a large research project that might be labelled 'the political phenomenology of the city.'

This study discusses the political communication carried out by Nasrul in the 2019–2024 legislative elections in Payakumbuh City. The focus of this research is on the elected candidates from the Prosperous Justice Party (PKS) due to being elected as a member of the DPRD Payakumbuh City with the most votes. The author assumes that his victory was motivated by good political communication. This research is a field research with a qualitative approach, while data collection is carried out through interviews with direct respondents Nasrul as the main source and secondary sources are the head of the PKS faction, a team of volunteers, community leaders who were selected based on sampling. The purpose of this study was to "know about the political communication used by Nasrul in the legislative elections" in Payakumbuh City for the 2019-2024 period. The results of this study, get the following conclusions: first, the political communication strategy used by Nasrul: 1) Nasrul uses the style of public relations communication (building relationships with the community). 2) Delivering political messages in the form of vision and mission. 3) Using media outside the campaign space such as stickers and calendars. 4) The effectiveness of Nasrul's political communication that is getting support in the form of voting in the legislative elections with acquiring 986 votes in electoral districts III (East Payakumbuh and North Payakumbuh).

  The subject of this research is the procedure for imposing administrative fine on foreign citizens and stateless persons, with or without administrative expulsion. The object of this research is the public relations that arise in the process of bringing the indicated persons to administrative responsibility. The goal consists in formulation of the proposals aimed at amendment of the procedure for bringing foreign citizens and stateless persons to administrative responsibility in the Russian Federation in the conditions of digitalization of government actions. Recommendation is made to amend the procedure for bringing to administrative responsibility in case of violating the migration legislation of the Russian Federation. Considering the proactive approach of the government towards digitalization of the migration sphere, the author offers the development and implementation of the “Automated Information System for Migration Control”, which would acquire the personal records of a migrant (identity, marital status, fact of committing an offence, or other information affecting the imposition of penalty) from other automated information systems. The article substantiates the need for bringing foreign citizens to administrative responsibility by the internal affairs officials based on the suggestions of the indicated system, formed using the artificial intelligence technologies, namely machine learning. The author offers to implement the rating that in the instance of imposing administrative fine would allow calculating a specific amount, or in the instance of administrative expulsion –the accurate time limit for closing entry. Transformation of the procedure for bringing to administrative responsibility would lead to more equitable court decisions, eliminate the possibility of selecting the norm by an official at his own discretion, and reduce the burden on the courts.

Edwardian England has become an increasingly significant period for scholarly research. One of the more carefully examined subjects is the interrelationship between politics and army reform. The debacles of the South African War forced the governments to examine England's army, and reforms emerged after 1901. Historians have concentrated on the efforts of Balfour's administration of 1902-05 and Haldane's sojourn at the War Office from 1906 to 1912; these periods witnessed the emergence of the Committee of Imperial Defence and the reorganization of the War Office, the shaping of the General Staff and the development of the British Expeditionary Force. All of these have been subjected to detailed examination — notably, the C. I. D. in recent works by Peter Fraser and Nicholas d'Ombrain, and the War Office by W. S. Hamer.There is, however, at least one gap in the historical literature on politics and army reform: St. John Brodrick's term as Secretary of State for War, 1901-03. An understanding of Brodrick's activities is necessary, since he was, of course, the first War Secretary to attempt reforms as a response to the obvious shortcomings of the army in the South African War. A careful examination will explain why he failed in many of his programs, the political consequences of these failures, and some of his more positive contributions.The breakdown of the British army in the first few months of the South African War, which began in October 1899 and ended in May 1902, shocked and dismayed both the public and the Government.
