The article is devoted to the analysis of modern trends in the use of innovations and innovative technologies by public catering enterprises of the Russian Federation. The relevance of the study is due to the digital transformation of the national economy and the spread of the COVID-19 coronavirus pandemic. The main directions of digitalization of public catering are analyzed. The main trends in the introduction of innovative technologies are considered. The main problems of providing this activity in the restaurant business and catering are listed.

The novelty of the study is the generalization and analysis of statistical data obtained as a result of various sociological and scientific studies on the impact of the COV-ID-19 pandemic on the activities of the public catering sector in the Russian Federation. The authors carried out a study of positive practices that allowed the industry enterprises to continue to operate in self-isolation and improve financial results with the easing of restrictions. Among them are simplified terms for renting premises; sale of finished products by delivery to the direct consumer or pickup; non-standard formats of catering enterprises; restoration of demand for catering; application of new technologies in the process of cooking; introduction of vending machines in the catering industry; cooperation of catering enterprises with the tourism business.

Annotation Subject. Digital competencies of State civil servants of the Russian Federation Topic. The importance of digital competencies of civil servants of the Russian Federation in the system of public administration and the main approaches to their formation and development. Goals. Analysis of the results of the development of digital competencies in the public sector in order to form a unified approach to the methodology of teaching the basics of digitalization in the public sector. Methodology. Methods of statistical, graphical, system analysis, grouping methods, comparative analysis of statistical data, expert evaluation, as well as assessment of the regulatory framework in the field of competencies in the civil service of the Russian Federation were used in the research. Results. Based on the analysis of the results of the development of digital competencies in the public sector, it is possible to draw conclusions about the need for a high-quality study of the composition of digital transformation teams, a responsible approach to the appointment of digital transformation managers, as well as the need to develop a unified methodology for teaching the basics of digital transformation, both the teaching staff and civil servants of the Russian Federation. To solve this problem, it is proposed to form a single categorical and terminological apparatus, to define unified requirements and approaches for the appointment of those responsible for digital transformation in state bodies, as well as to develop methodological recommendations that define the main aspects of the organization of the learning process. In order to improve the quality of teaching the basics of digital transformation in the field, it is advisable to develop a course aimed at training the teaching staff. Scope of application. State authorities of the Russian Federation and the subjects of the Russian Federation. State Civil Service of the Russian Federation. Conclusions. The transition to the information society is characterized by the formation of new relationships between the individual and the government, the improvement of the quality of life, the emergence of conditions for business development, the use of innovative solutions. Today, there is a high demand for information technologies in the public sector, government agencies are focused on customer orientation, and actively implement an innovative approach. The process of mastering the digital competencies of state civil servants of the Russian Federation will allow optimizing the organizational work of state structures. The subject of this research is the development of the domestic service sector within the framework of digitalization of economic space. The goal consists in determination of the processes of dependence of the development of service sector in the context of digital transformation of the economy of the Russian Federation at the current stage of development of the national economy. The author sets the following tasks: to analyze the key economic indicators of the development of service sector in the Russian Federation; to reveal the peculiarities of digital transformation of business in this sphere; to determine the development patterns in service sector under the influence of digital processes. As a result, the author identifies the patterns and trends in the development of service sector under the influence of digital processes – increase in activity ratio and decrease in staff size. The acquired materials can be used for promoting the development of service sector on the macro- and micro-levels, which defines the value of this research. The scientific novelty consists in the formed matrix of interrelation between the development of separate branches of service sector and the processes of business digitalization. The article reveals heterogeneity in the sphere of digitalization of business processes in the service sector of the Russian Federation, as well as the trend of relative increase of the efficiency of enterprises in the industries characterized by high digital activity.

The article presents the results of an analysis of studies by international organisations and foreign researchers on the current competencies of management personnel for the real sector of the economy in the context of digitalization. The authors examined the foreign experience of training management personnel, educational programmes and leaders’ competencies they reflect, taking into account digital transformation. The analysis shows that competencies relevant for modern managers are digital, social, and personal. The authors make a number of proposals for the modernisation of existing training programmes and formation of new ones within the framework of the presidential programme for training management personnel for organisations of the national economy of the Russian Federation.

Currently, the development of financial technologies, digital transformation and digital inequality in the Russian Federation are among the most important issues that require solution and assessment of their impact on the development and competitiveness of financial organizations, the development of the regional economy and the national economy as a whole. Analysis of scientific approaches, practical and analytical materials, with all their diversity, confirm the insufficiency and need for further research of the development of financial technologies, including the development and use of financial platforms. The article discusses various approaches to understanding what is called a financial or banking marketplace. The author provides his definition of this concept. The study examined the existing and possible issues associated with the implementation of the «Marketplace» project initiated by the Bank of Russia, that would help overcome the digital inequality and develop a competitive environment in the financial sector.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.
