Objective: Formation of an effective mechanism for the creation or gradual redistribution of resources to ensure a universal barrier-free environment not only among disabled people (of all categories), but among representatives of people with limited mobility (PLM), through interim solutions and the adoption of compensatory programs (measures). Based on finding the optimal balance of costs and benefits, in cases of lack of technical or material capabilities associated with improving the development or design of an accessible environment. Methods: The main tools of analysis and management are used: Pareto diagram, cause-effect diagram (Ishikawa), goal setting, structuring, dynamic changes, etc. Results: A variant of the mechanism for the implementation of the step-by-step creation of a universal barrier- free environment is presented not only among disabled people (of all categories), but among PLM. It has been established that if the existing infrastructure facilities of the passenger complex, before their reconstruction or overhaul, cannot be fully adapted to the needs of disabled people, then the introduction of a comprehensive program (roadmap), compensating measures, interim solutions allows minimizing or eliminating the company’s costs. Practical importance: On the example of the obtained algorithm (sequence) of organizing the process to ensure the accessibility of the environment of the passenger complex of the Oktyabrskaya Railway, the principle of phased implementation of the Convention on the Rights of Persons with Disabilities on Russian Railways, which is universal, is shown. Formalized solutions should help improve the quality of service, reduce costs and increase customer focus on the Russian Railways network.

Currently, the barrier-free environment establishment in transport (including in the metro system) is one of the most urgent tasks. When retrofitting existing metro stations for access by disabled people and other people with limited mobility in a dense urban development of the historical center, it will inevitably arise the need to build additional concourse and related premises in historical buildings and cultural heritage sites. For St. Petersburg, this topic is especially important, given the specific structure of the city’s historical center and the location peculiarities of central metro stations. This article examines and briefly analyzes the building metro concourse experience in historical buildings and cultural heritage sites in Leningrad (on the example of the St. Petersburg metro stations «Mayakovskva», «Nevsky Prospekt» / «Gostiny Dvor») and Prague (on the example of the Prague metro stations «I.P. Pavlova» and «Karlovo namesti»). The investigated Prague projects experience is the most relevant in relation to the modern providing a barrier-free environment challenges that St. Petersburg metro faced. The article also provides a cementing overview (for stabilizing the preserved object’s soil and foundations, including Jet Grouting) and their use peculiarities in the existing historical development. One of the options proposed by the authors to provide access for disabled people and other people with limited mobility to the Ploschad Vosstaniya metro station is considered. This option was prepared in the course of pre-design studies on organizing access for disabled people and other people with limited mobility to 11 Kirovsko-Vyborgskaya line stations of the St. Petersburg metro in 2019–2020.

Accessibility can be refer as the "ability to access" and benefit from some system or entity. The concept access facilities focuses on enabling barrier free environment for persons with disabilities, or enabling access through the use of assistive technology brings overall development in accessibility and benefits to everyone. All human beings are physically disabled for some time in their lives. But those who remain healthy and without disability all their lives are very few. Thus, public buildings should be accessible and barrier-free to both able body and disabled population as well. Persons with disability find it difficult to gain access into and operate freely without assistance in many public buildings in India. This publication is an attempt to provide information an inventory of facilities required for disabled people in public places.It is an observational study covered the identification and ascertaining the functional state of access facilities available including schools etc. A total of 10 such public buildings samples were observed. The results show that major facilities required by disabled people are lacking in many public places. Some of the access facilities identified in few public buildings are in poor state of operation. However, absence of such key facilities restricts the activities of normal population as well as physical disability people. Hence, they cannot work freely in such environment and become productive as tax-paying members of the nation. Due to shortfall or perhaps total neglect in provision of such access facilities, the movement, competence and talents are being restricted for the disabled population. Hence, equal opportunity and non-discrimination brings good equation for every citizen in this developing country constitute a barrier free environment for the development of their abilities. At last, the society at large is deprived of the abilities and talents in people with disabilities.

Abstract Throughout the years, disabled people, especially those with intellectual and mental disabilities, have frequently been appointed authorised guardians. Having been criticised for restricting individual freedom and autonomy and in line with the 2006 UN Convention on the Rights of Persons with Disabilities, a 2016 reform in Israel's Legal Capacity and Guardianship Law called for restricting the use of guardianship and preferring less restrictive alternatives, specifically supported decision making (SDM). The success of this reform rests largely on social workers. This study examined the meanings social worker attach to guardianship and SDM. In-depth semi-structured interviews were conducted with twenty-seven Israeli social workers. The findings showed that whilst they acknowledged the shortcomings of guardianship, they nevertheless perceived it to be vital. They provided three justifications for this view: guardianship as a safeguarding practice, guardianship as promoting individual well-being and guardianship in the service of third parties. These findings are discussed in terms of their meaning for guardianship as a risk-aversive practice designed to promote service users’ well-being and quality of life and in terms of the role played by third parties in bringing SDM into force. Recommended steps for moving the current reform in guardianship from paper to practice are highlighted.

This research article reflects policy development regarding disabled people in Pakistan. International efforts and policy development for the wellbeing of disabled people paved the way for generating debates and discussions on the condition and the rights of disabled people in Pakistan. Subsequently, laws have been enacted for the protection and promotion of the rights of disabled people in the country. Available literature on the polices related to disabled people have been critically reviewed and discussed. UN Convention on the Rights of Persons with Disabilities (CRPD) possesses immense and historic importance for inclusive society and it is being considered the first legally binding international treaty by which communities can hold their respective states for the enforcement of its articles and promote the quality of life of disabled people. Pakistan has ratified CRPD in the year 2011, following government’s commitment to promote social, political, economic and civil rights of disabled people. In this regard, Pakistan enacted sporadic but important laws both in Provincial and National Assemblies. However, these policies could not bring about changes in the lives of disabled people. There is no proper mechanism at national and local level to implement the policies developed for the wellbeing of such downtrodden people.

Abstract: Barriers make an environment unsafe and cause a high level of difficulty to the user. But more importantly, barriers cause space to be out of reach, denying disabled people the opportunity of participation in various spheres of life. This ranges from education, economic, social, cultural, and other activities. Many studies have focused on the disabilities study but less research has been devoted to the specific area such as railway transport facilities. Thus, this study was done with the objective to ascertain the extent to which a railway transport facility in Ludhiana city of Punjab is barrier free for the disabled.: A pretested questionnaire (Access Survey and Audit Checklist) was used, designed by the Rehabilitation Council of India and Samarthya National Center for Promotion of Barrier Free Environment for Disabled Persons was modified according to our study environment. Various aspects of study domains were scored according to their importance of usage as described by disabled people interviewed before the commencement of the study.: It was found in the study that disable friendliness of the railway transport facility remains a largely unrealized goal in Ludhiana city to date. The score obtained by the railway station of Ludhiana city was 41 and its disable friendliness was graded as average. The railway transport facility was far from being satisfactory than to be called barrier free. This loss of opportunity is not only a loss for the person concerned but also a loss for society, which misses out on their contribution.: Simply put, a barrier causes exclusion and its removal is necessary for ensuring inclusion and participation of all in society.

The article discusses the problems of forming an accessible environment in order to improve the quality of life of people with disabilities in modern Russian society. It is these kinds of problems that arise when implementing the Federal Target Program "Accessible Environment", the purpose of which is to create a barrier-free environment for people with disabilities. The relevance of the topic of the article is due to the fact that today the state still has an unresolved task of creating a high-quality accessible environment for people with disabilities, which would allow them to realize their capabilities on an equal basis with other members of society. A number of problems of the formation of an accessible environment for people with disabilities are analyzed, including the problems of employment of people with disabilities in many regions, which are relevant for most regions of the North Caucasus, especially for the Republic of Dagestan. The article provides an analysis of the legal norms governing the rights of people with disabilities and people with limited mobility, as well as judicial practice on violations associated with unhindered entry into the premises of disabled people, including wheelchair users, disabled people with vision impairments, etc. Special attention in the article paid to those measures that are aimed at supporting this category of the population in all areas. The conclusion is substantiated that the legislation should be revised to create an effective accessible environment for people with disabilities

The article analyzes the regulatory framework for the formation of a barrier-free environment "accessible environment" in real estate in the Russian Federation. Planning, design and construction of real estate objects is based on regulatory legal acts, regulatory and technical documents, as well as other approved acts of legislative bodies. Formation of a barrier-free environment implies an integrated approach at all stages. The first step is the regulatory framework. In the course of the work, a base of normative knowledge was formed for the formation of an "accessible environment" for people with limited mobility.

Intensions and realities of social policy for disabled people in Russia are introduced. social and psychological barriers, obstructive to this process are described. The results of the survey in a sample of 268 disabled individuals are presented. It is concluded that the low level of community literacy, the lack of communication skills, social s</span><span lang="EN-US">tereotypes concerning disabled people and “rental income attitude” of persons with disabilities are the most severe social and psychological barriers. Virtual computer technologies are offered as one of the modern tools, aimed at overcoming the barriers. Global and domestic experience of using virtual technologies for rehabilitation of disabled people are discussed. Technology of improving the life quality of persons with disabilities by means of virtualistics is proposed. </span></p>

The article deals with organization of the barrier-free environment in the transport sphere. The statement of need in reconstruction of the Kinel railway station (Kuibyshev railway) for organization of the free-barrier environment for physically challenged people and disabled people is the main idea of this article. The main particulars of architectural and urban design of transport system for people with disabilities at the regional level are noted in the article. One should note here that availability of the transportation hub is provided by condition of urban realm, functional environment of railway station and also by transport vehicles. As typical for modern Russia example, architectural environment of Kinel station was researched and got estimate about its availability for people with limited mobility with position by «universal design».

The current standards that establish the main requirements for the implementation of project solutions aimed at the free movement of disabled people and other low-mobility groups in the urban environment are analyzed.
