The article analyzes the dynamics of wages of teachers in the sphere of professional education of the Russian Federation, which was applied to the regions of the far North and equated localities as of 01.01.2018. Analyzed regional features of changes in wages of the teaching staff in 20132018 on two levels of education: elementary and secondary professional education and higher professional education, due to the necessity of execution of the decree of the President of the Russian Federation of May 7, 2012 No. 597 «On measures to implement the state social policy» (hereinafter referred to as the Decree of the President of the Russian Federation 2012). The factors that determined the degree of achievement by 2018 of target indicators on the level of remuneration of teachers of vocational education in the regions of the country are highlighted.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

In connection with the transition of universities of the Russian Federation to teaching students according to the standards of the Federal State Educational Standards of Higher Education 3 ++, the task of forming the professional competencies of the graduate based on the relevant professional standards becomes urgent. The article describes the main stages of standardization of higher professional education in the USSR and the Russian Federation and what documents regulated the volume of taught graphic disciplines in technical universities and the content of these disciplines. The issues of the competency-based model of education are considered, such as the concept of com-petence, classification of competencies. Much attention is paid to graphic competencies. It tells about the experience of the department of descriptive geometry and drawing at the Ufa State Avia-tion Technical University with graduating departments in the formation of professional competencies based on professional standards, drawing up curricula and the main educational program.

Anatoly S. Skripkin, Doctor of Historical Sciences, Professor is turning 80 this year. Anatoly S. Skripkin is one of the prominent experts in the field of Sarmatian archaeology. He has started his research in the 60s of the 20th century and made a huge contribution to the study of Early, Middle and Late Sarmatian cultures. His articles and monographs are well known in the scientific world. Having carefully studied the features of the funeral rite, accompanying inventory, and built the chronology and periodization of Sarmatian history, he consistently moved to ethnohistorical reconstructions, offering a complex and logical picture of the history of Iranian-speaking nomadic peoples of the Eurasian steppes in the Early Iron Age. At the same time, Anatoly S. Skripkin became one of the founders of Volgograd archaeology, forming a close-knit team of scientists involved in various areas of Sarmatian history, including interdisciplinary research. He was also one of the first teachers and organizers of young Volgograd State University. The scientist s achievements were appreciated by the management and scientific community – Anatoly S. Skripkin is an Honorary Worker of Higher Professional Education of the Russian Federation, an Honored Scientist of the Russian Federation, and has received many awards. Despite his age, the researcher actively participates in science projects, supervises the training of postgraduate students, and takes part in expeditions. He is a tireless traveler. His visit to India, teaching in China and his travels in Egypt have given precise observations to lectures on the history of the Ancient East, and have given a different perspective to his works on the contacts of the Sarmatian world with eastern countries. We congratulate the dear anniversary celebrant on his birthday, wish him strength, health and new creative achievements.

The features of factual nutrition, indices of metabolism processes, immunity condition and adaptation potential of organism of adolescents of the Far North and middle zone of the Russian Federation are examined. The regional features of immunologic and biochemical indices of schoolchildren health condition. The analysis of correlation relationship between clinical laboratory indices of metabolism processes, immunity and antioxidant status of schoolchildren testifies condition of adaptive tension, more intensively expressed in schoolchildren of the Far North.

В современной международной обстановке Российская Федерация встречается все с большим количеством вызовов в области информационной безопасности, а именно: ряд зарубежных государств наращивает возможности в области информационного воздействия на информационную инфраструктуру в военных целях; специальные службы отдельных государств увеличивают масштабы использования информационных технологий в военно-политических целях. Увеличивается рост компьютерных атак на объекты информационной инфраструктуры, усиливается разведывательная деятельность иностранных государств в отношении Российской Федерации. В соответствии с Доктриной информационной безопасности Российской Федерации развитие кадрового потенциала является одним из направлений обеспечения информационной безопасности. Все это актуализирует задачи по подготовке специалистов в области защиты государственной тайны на базе военных образовательных учреждений высшего профессионального образования. В статье рассматриваются актуальные проблемы формирования у будущих офицеров подразделений связи компетенций в области защиты государственной тайны. Проводится анализ требований федеральных государственных образовательных стандартов к компетенциям в области защиты государственной тайны. Определяются научные подходы к формированию компетенций специалистов связи в области защиты государственной тайны.In the present international situation the Russian Federation can be found with a lot of challenges in the field of information security, namely: the number of foreign countries increases opportunities for the information technology impact on information infrastructure for military purposes; special services individual states increase the use of information technologies for military-political purposes. The growth of computer attacks on the objects of information infrastructure is increasing, the intelligence activities of foreign states against the Russian Federation are increasing. In accordance with the Doctrine of information security of the Russian Federation, one of the directions of information security in the field of science, technology and education is the development of human resources in the field of information security and the use of information technologies. All this actualizes the task of training specialists in the field of protection of state secrets on the basis of military educational institutions of higher professional education. The article deals with the actual problems of the formation of future officers of communication units competencies in the field of protection of state secrets. The analysis of requirements of Federal state educational standards to competences in the field of protection of the state secret is carried out. Scientific approaches to the formation of competences of communication specialists in the field of protection of state secrets are determined.

This article covers selected results of economic and statistical analysis of the dynamics of teaching staff’s remuneration in 12 regions of the Russian Federation, the territory of which completely belongs to the Far North and equated areas as of 01.01.2019. The growth tendencies in remuneration of teaching staff at two levels of the educational system preschool and general education (including as compared to Russia as a whole) were revealed, as well as problems encountered in 2013-2018 in connection with the implementation of Presidential Executive Order No. 597 of May 7, 2012 «On Measures to Implement the State Social Policy».The authors argue the need for widespread use of the average annual absolute value of one percent growth, which allows to correctly validate the final rating of the country’s regions by average wages level. The indicator «advance coefficient» is proposed, which allows to highlight the main factors of fulfillment or nonfulfillment of the 2012 May Decree of the President of the Russian Federation in certain regions of the country. The article states that the achievement of the salary targets for each year of the period under review is determined by a combination of two factors: the level of implementation of the target indicator in the base year and the advance coefficient, which is the ratio between the growth rate of teachers’ salaries and the growth rate of the Presidential Decree of 2012’s target indicator. According to the authors, improved methods of economic and statistical analysis shall improve forecast estimates accuracy, which in turn is necessary to outline concrete steps to implement social tasks of national importance concerning each of the regions under consideration.
