The article is devoted to the urgent problem of cooperation of the educational organization with the families of students. The article provides a meaningful analysis of the opportunities and prospects of educational and other organizations that carry out educational activities of children in the implementation of the Education Development Strategy in the Russian Federation for the period up to 2025, the Education Development Strategy of the Khanty-Mansiysk Autonomous Okrug – Ugra until 2020, and the Concept of State Family Policy in Russian Federation for the period until 2025 and other federal documents. Educational programs aimed at solving the problems of education, development, and socialization of students are the objects of analysis of this study.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

The need for scientific and theoretical comprehension and normative registration of definitions and provisions related to the scientific support of the activities of internal affairs bodies, the importance of creating a sound system of organizational and methodological foundations of scientific activity of a teaching employee working in an educational organization of the system of the Ministry of Internal Affairs of Russia, taking into account the requirements of the time and current legislation (order The Ministry of Internal Affairs of Russia dated November 13, 2020 No. 767 approved the Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period until 2030) determines the relevance of the research topic both in theoretical and practical terms. The challenge of the research lies in the contradiction between the need to fulfill the requirements of the “Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period up to 2030” and the absence of a section that provides training in the organizational and methodological foundations of scientific activity in the programs of supplementary vocational education for pedagogical staff of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to substantiate the didactic content of the section «Fundamentals of Scientific Activity» of the programs of supplementary vocational education for teachers of educational organizations of the Ministry of Internal Affairs of Russia. Research methodology – analysis of modern regulatory legal acts, scientific and methodological literature. Russian education is becoming increasingly competitive on the world stage. This is largely due to the fact that the authorities and education management of the Russian Federation, guided by the Federal law “on strategic planning in the Russian Federation” of 28.06.14. № 172-FZ conduct purposeful practice-oriented project work on medium-term and long-term improvement of regional education. Strategic planning documents in accordance with the Law must be published in the media for public discussion. It is necessary to help the residents of the region to show their civic activity in the process of evaluating the proposed activities for the development of education from a creative standpoint to ensure maximum self-realization of young people and their own self-development throughout life.

Legal basis of the assessment system efficiency of the educational institutions founded by the Federal Law “On Education in the Russian Federation” and the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on an Independent Assessment of the Quality of Service Delivery Organizations in the Sphere of Culture, Social Services, Health and Education”. It has developed an extensive practice of regional, municipal and local regulatory evaluation of the effectiveness of educational organizations. As a result, educational institutions are closely monitored both by the founder — the state authorities at federal, regional and municipal levels, and by society — consumers of educational services. Approved by the extensive list of criteria, the performance indicators of educational organizations. In addition, it introduced several types of evaluation procedures: assessment of the effectiveness of the educational organization, carried out by the founder, independent evaluation of the quality of education, self-examination, monitoring the effectiveness of educational organizations. Each of these assessment procedures contains a certain number of performance indicators of the educational organization. The author analyzes the figures approved for the purpose of determining an effective way of educational organization on the basis of existing regulatory reality.

In accordance with article 5.57 of the Code of Administrative Offenses of the Russian Federation, violation of the right to education and the rights and freedoms of students of educational institutions provided for by the legislation on education entail administrative responsibility. At the same time, the legislator did not give an exhaustive list of cases, the occurrence of which is qualified as an offense on the part of an educational organization or its officials. The author of the article, having studied the normative legal acts, having analyzed the judicial practice, describes possible cases of violation of the right to education in order to prevent such situations in educational organizations.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The article is devoted to the study of individual directions and trends in the development of Russian-Chinese relations in the field of education. Topicality of the research is stipulated by necessity of organizational reforming of higher education system in the direction of perspectives of cooperation between Russia and China that presupposes study and comparative analysis of educational systems of considered countries. The article is devoted to the study of some trends and tendencies in the development of Russian-Chinese relations in the field of education. The specifics of the development of integration of educational space of Russia and China on the example of border regions: Heilongjiang Province and the Far East are considered. The method of comparative analysis was used to identify the specifics of higher education in China and the Russian Federation. Mutual benefit and mutual expediency were indicated as criteria for cooperation of both countries in the field of education. The features of higher education development in Heilongjiang Province and in the Russian Far East were described. An analysis of higher education development in the Russian Far East as assessed by Chinese experts is given. The results of a study by Chinese scholars on the preferences of Russian youth are presented. The key areas of effective joint solution to the problem of training a globally competitive professional are identified. The conclusions can be used in developing plans for cooperation between Russia and China in the sphere of higher education.
