Researched are some certain issues, related to optimization of departmental education of cadets of the Federal penitentiary service, taking into account ongoing humanization of criminal enforcement policy and law enforcement practice. Noted is, that today gradual withdrawal from criminal penalties, associated with real deprivation of liberty, were naturally led to concentration in correctional institutions persons, who committed serious and heinous crimes with recidivism, to resist unlawful intentions that the young employees of the penitentiary system is quite difficult, as prisoners, using various psychological tricks are constantly attempting progressive involvement of agencies and staff of UIS in their criminal activities. The author reveals the most typical methods, used by a special agent to incite employees of the UIS to enter into off-duty relationships, describes the destructive nature of these actions. Taking into account this problem, the article demonstrates the content of certain pedagogical technologies that are aimed at forming and strengthening psychological stability in cadets of higher education institutions of the Federal penitentiary service of Russia, resistance to manipulative influences from special agents, and the development of skills of constructive communication with convicts. Conclusion is made, that it is necessary to saturate educational and thematic plans for disciplines, implemented within specific specialization with separate topics, aimed at forming psychological stability of students and readiness for everyday constructive interaction with a special agent.

Система высшего образования России по сравнению с ближайшими соседями демонстрирует высокий уровень моральной и технической отсталости учебного процесса. В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.

Abstract. The article is devoted to the study of modern changes in the methodological systems of education in higher educational institutions as current pedagogical problem in the organization of professional training of specialists. As a result of the analysis of scientific works the author offers the generalized characteristic of essence, place, role and structure of methodical systems, features of their construction and functioning in a structural combination with the basic components are highlighted. The article presents the conditions of functioning of methodical systems of education, describes the main modern features of the development of methodical systems in higher education and describes the functional and organizational mechanisms of the system of integrated educational environment. The ways of taking into account the main features of modern changes in the methodological systems of teaching of higher education institutions in the professional training of specialists in order to organize an effective educational process are proposed.

Implementing TQM practices at the Higher Educational Institutions of Pakistan, especially at the business schools, is relatively a new concept and it is in its initial stages. The theoretical framework of this study is based upon the instrument that measures the extent of TQM implementation in Higher Education Institutions. Based upon literature review, the framework having 14 dimensions is used in this study. Exploratory Factor Analysis (EFA) extracted 13 factors as the determinants of TQM Implementation in business schools of Pakistan such as Stakeholders’ Focus, Recognition and Reward, Measurement and Evaluation, Process Control and Improvement, Resources, Leadership, Empowerment are some of the main factors as each of these factors are explaining more than 5% of the variation in the data

The article is devoted to the topical problem of professional training of teachers of humanities in higher education institutions in Germany. The problems and features of basic competencies that are formed in teachers of humanities in training in higher education institutions are considered. Objectives of the study: to investigate the professional training of teachers of humanities; consider the structure of higher education institutions in Germany; to analyze the presentation of the main material on the professional training of teachers of higher education institutions in Germany. Based on the study of domestic and German scientific sources, it was found that the attention of researchers focused on the study of the development of higher education, the origin and formation of pedagogical education in Germany; theories and practices of teacher training in Germany; comparative pedagogy. The study found that the training of foreign language teachers in Germany is based on ancient traditions and is closely linked to the peculiarities of the development of school education in the country; dissemination and teaching of foreign languages; opening of modern languages in universities of philological specialties; typology of educational institutions. It was found that the system of training foreign language teachers in Germany has gone from the training of a classical philologist to a thorough philological and psychological-pedagogical training.

The article reveals the peculiarities of the use of athletics to improve the physical fitness of students of higher education institutions. The influence of physical education on motivation for athletics is also revealed. It is established that the use of means and methods of athletics in physical education classes in higher education institutions leads to a significant increase in the level of physical fitness. It was found that one of the factors influencing the growth of student morbidity and low level of their physical development is the lack of physical activity. The combination of these factors determines the level of physical fitness and efficiency, which, in turn, are important indicators of professional training of students. However, the use of other methods of strength development, the method of unsatisfactory efforts with a normalized number of repetitions, the method of unsatisfactory efforts with the maximum number of repetitions, the method of dynamic efforts, the shock method, the method of static efforts, the static-dynamic method, the method of circular training, the game method has a beneficial effect on the development of all physical qualities. The decrease in the indicators of general physical fitness is facilitated by the fact that during the holidays, students practically do not go in for sports on their own. As the analysis of the survey has shown, only students of higher educational institutions are independently engaged in physical culture.

Higher educational institutions are widening participation through the introduction of new programs, using different approaches to deliver learning so that many people can have access to education. The professional training of specialists in multimedia design in higher educational establishments of the People's Republic of China is considered. The results of the analysis of scientific and methodological literature on the research problem indicate that its various aspects were reflected in the scientific works of scientists who considered the professional skills of future design professionals at the level of higher education (E. Antonovich, Liu Guilin, Liu Chunilin, Schi Chanfa, Yu Zuguan, A. Antipovsky, N. Borevskaya, L. Kalashnik, Liu Donmin, V. Danilenko, M. Opalev, N. Pazura, Su Xiaohuan, N. Franchuk, Zhu Mutsu, Jia Yachen, M. Yakovlev, etc.). At the same time, the problem of professional development of specialists in multimedia design is not sufficiently researched. The psychological and pedagogical peculiarities and organizational and pedagogical conditions of the development of professional training of specialists in multimedia design in higher educational institutions of the artistic profile of the People's Republic of China are theoretically proven. The systematization, comprehension and generalization of the research results are carried out; the features and general tendencies of the modern media industry and its influence on the development of professional training of specialists in multimedia design in higher educational institutions are established; the characteristics of the media environment are outlined, the content and structure of multimedia activities are substantiated, its classification is identified. The essence of the basic concepts of research (professional training, multimedia design, media design) has been specified. The expediency of the main educational blocks, which provide activation of creative possibilities and professional training of specialists in multimedia design in higher educational institutions, is determined; the essence of their constituents is revealed; the theoretical conclusions are specified, the prospects for studying the problem in question are specified.

The article describes the role of the dual education system as a guarantee of social partnership in improving the quality of professional training of graduates of higher educational institutions. The dual education systems of the world (Germany, France, Denmark, Japan, South Korea) for professional training of university graduates in accordance with modern requirements of employers, who acquire the features of national models of functioning, and that there is no single reference model of dual education. The scheme of dual education is proposed as an innovative type of organization of targeted professional training of students in the Nikopol region, in Ukraine, which is a coordinated cooperation of universities and employers in the training of competitive professionals. Social partnership is seen as a social dialogue carried out in the form of cooperation, which facilitates the transition of professional training of competitive university graduates to a qualitatively new level of training. The introduction of a dual form of education to ensure a rapid response to changes in the labor market, and this is possible only by creating a system of social partnership, improving the training of graduates to organize social partnership, while maintaining the best traditions of higher education. Approbation of dual education as a guarantee of social partnership in the professional training of graduates was carried out on the basis of the National Metallurgical Academy of Ukraine (Nikopol Faculty and Nikopol Vocational College). The study covered from 2016 to 2020 about 1,600 students. Based on the results of the analysis of foreign experience of dual education as a guarantee of social partnership of higher education institutions with employers, it can be argued about various forms of interaction (development of educational institution strategy with enterprises, implementation of graduate career tracking system, etc.). -production process. Social partnership is considered as a social dialogue carried out in the form of cooperation, which will facilitate the transition of professional training of educational institutions to a qualitatively new level of training of competitive graduates. The implementation of the dual system contributes to the development of an effective system of social partnership of universities with basic enterprises. The dual system as a guarantee of social partnership in the professional training of graduates of higher educational institutions is socially significant for the functioning, support and development of Ukraine, requires a clear appropriate state policy.
