Talent Management as an Introduction to Developing Institutional Performance in the Technical Colleges in Gaza Strip

This study aimed to identify the role of talent management in developing institutional performance in technical colleges in Gaza Strip. To achieve the study objective, the descriptive analytical approach was used. The study population consisted of workers in supervisory positions in technical colleges in the Gaza Strip, where 5 colleges  of 112 employees were included in the study. For selecting the study sample, the complete census method was used due to the small size of the study population. To collect data, questionnaires were distributed to the study sample, but 109 forms were returned (97.3%). The results of the study showed a significant degree of agreement in the dimensions of talent management in the technical colleges in Gaza Strip of a relative weight 71.70%. There was also a significant degree of agreement in the dimension of institutional performance of a relative weight 75.89%. There was also a statistically significant relationship between the dimensions of talent management and the development of institutional performance in technical colleges from the point of view of workers in supervisory positions. Further, there was a statistically significant effect at the level of significance (0.05 ≥α) between the dimensions of talent management (communication with talented workers, empowering, attracting and maintaining them) and developing institutional performance in the technical colleges in Gaza Strip; other variables had a weak impact. The study recommended that talented workers should be given more independence and empowerment and more opportunities to participate in decision-making regarding work. Attention should also be paid to infrastructure and technology, and the allocation of resources, both financial and human in order to contribute to the development of institutional performance in technical colleges. هدفت الدراسة التعرف إلى دور الذكاء الاستراتيجي في تطوير الأداء المؤسسي في المنظمات الصحية غير الحكومية بقطاع غزة. وقد استخدم الباحثان المنهج الوصفي التحليلي، وتم اختيار مجتمع الدراسة من موظفي المنظمات الصحية غير الحكومية بقطاع غزة حيث بلغ عددها (52) منظمة بعدد موظفين (936) موظفًا، وتم اختيار عينة عشوائية طبقية، واستخدمت الاستبانة لجمع البيانات، وبلغ حجم عينة الدراسة (246) موظفًا، وتم توزيع استبانات على عدد المبحوثين وفقًا لعينة الدراسة، وتم استرداد (234) استبانة بنسبة استرداد (95.1%). وتوصلت الدراسة إلى مجموعة من النتائج أهمها: وجود علاقة ذات دلالة إحصائية بين عناصر الذكاء الاستراتيجي وتطوير الأداء المؤسسي في المنظمات الصحية غير الحكومية بقطاع غزة، ووجود أثر ذو دلالة إحصائية بين عناصر الذكاء الاستراتيجي (تفكير النظم، الشراكة، الدافعية) وتطوير الأداء المؤسسي في المنظمات الصحية غير الحكومية بقطاع غزة، وتبين أن باقي المتغيرات تأثيرها ضعيف. وأوصت الدراسة بمجموعة من النقاط أهمها: ضرورة اهتمام الإدارة العليا في المنظمات الصحية غير الحكومية بجميع عناصر الذكاء الاستراتيجي، والعناصر التي تساهم في تطوير الأداء المؤسسي التي أظهرت النتائج أهميتها، وأثرها في تطوير الأداء المؤسسي. This study aimed to identify the role of strategic intelligence in developing institutional performance in health NGOs in the Gaza Strip. The researchers used the descriptive analytical method, and the study population was selected from the staff of the non-governmental health organizations in the Gaza Strip, where the number of (52) organizations with the number of employees (936) employees, and a stratified random sample was used, and the questionnaire was used to collect data, and the size of the study sample was (246) Employee, questionnaires were distributed to the number of respondents according to the study sample, and (234) questionnaires were retrieved with a percentage of recovery (95.1%). The study reached a set of results, the most important of which are: a statistically significant relationship between the elements of strategic intelligence and the development of institutional performance in non-governmental health organizations in the Gaza Strip, and a statistically significant effect between the elements of strategic intelligence (systems thinking, partnership, motivation) and the development of institutional performance in organizations Non-governmental health in the Gaza Strip, and it was found that the rest of the variables have a weak effect. The study reached a set of recommendations, the most important of which are: the need for senior management in non-governmental health organizations to pay attention to all elements of strategic intelligence, and the elements that contribute to the development of institutional performance whose results have shown importance, and their impact on developing institutional performance.


ملخص: هدفت الدراسة إلى تعرف درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية من وجهة نظر الإداريين، واستخدمت الدراسة المنهج الوصفي التحليلي، والاستبانة كأداة للدراسة تكونت من 30 فقرة موزعة على ستة مجالات: (القيادة الإدارية، الجودة والتطوير، إدارة الموارد البشرية، نظم المعلومات الإدارية، الرقابة وتقييم الأداء، رضا المستفيد)، وطبقت الاستبانة على عينة عشوائية مقصودة تكونت من أصحاب المناصب الإدارية في قطاع غزة.وأهم ما توصلت إليه نتائج الدراسة أن استجابات أفراد عينة الدراسة حول درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية من وجهة نظر الإداريين جاءت بدرجة كبيرة، حيث بلغت الدرجة الكلية للمتوسط الحسابي للمجالات الستة (3.96)، وبوزن نسبي بلغ (79.2%)، كما أظهرت النتائج عدم وجود فروق ذات دالة إحصائياً عند مستوى الدلالة (α ≤ 0.05) بين متوسط تقديرات عينة الدراسة حول درجة توافر مؤشرات قياس الأداء في جامعة القدس المفتوحة في ضوء الجودة الإدارية تعزى إلى متغير الجنس، ووجود فروق ذات دالة إحصائياً بين إجابات أفراد عينة الدراسة تعزى إلى متغير سنوات الخدمة كانت لصالح الفئة (أكثر من 10 سنوات). الكلمات المفتاحية: مؤشرات قياس الأداء، الجودة الإدارية، جامعة القدس المفتوحة. Abstract The study aimed at identifying the degree of availability of performance measurement indicators at Al-Quds Open University in the light of administrative quality from the point of view of the administrators. The study used the analytical descriptive method and the questionnaire as a study tool consisting of 30 paragraphs divided into six fields: (administrative leadership, quality and development, , Management information systems, monitoring and performance evaluation, beneficiary satisfaction). The questionnaire was applied to a random sample of the owners of administrative positions in the Gaza Strip. The most important findings of the study were that the responses of the sample of the study on the degree of availability of performance measurement indicators at Al-Quds Open University in light of administrative quality from the point of view of the administrators came to a great extent. The total score for the six domains (3.96), with a relative weight of 79.2 The results showed that there were no statistically significant differences at (0.05 α ≤) between the average of the sample of the study sample on the degree of availability of performance measurement indicators at Al-Quds Open University in light of the administrative quality due to gender variable and the existence of statistically significant differences between The responses of the study sample individuals are attributed to the absentee Years of service was in favor of the category (more than 10 years). The study aimed to get to know the Degree check of the future role of the Pre-service teachers Palestinian universities based on the employment of modern technological innovations in their view, For achieving the study objectives, the researcher has developed a questionnaire consists of (62) paragraphs, whereas the study population consists of (794) students from the Palestinian Universities, and hired a researcher statistical methods (SPSS) .The study found that the Degree check of the future role of the Pre-service teachers Palestinian universities based on the employment of modern technological innovations from the perspective of students' ability (3.52), a with a relative weight (70.3%) among the study sample. The findings revealed that there were no statistically significant differences at (α≤0.05) in the future role of Pre-service teachers Palestinian universities based on the employment of modern technological innovations as seen by university Pre-service teachers the Gaza Strip due to the variable sex (male, female), and variable university in both (Al-Azhar and Al-Aqsa); while no statistically significant due to the variable university estimate differences, there is a difference in the degree of response among the study sample attributed to (excellent / very good). The study made a number of recommendations and suggestions.


الملخــص: هدفت الدراسة إلى الكشف عن أثر بينة العمل في تحقيق التميز المؤسسي في الكليات التقنية الحكومية بمحافظات غزة، وتكون مجتمع الدراسة من جميع العاملين في الوظائف الإشرافية بالكليات التقنية الحكومية في محافظات غزة وهما كلية فلسطين التقنية – دير البلح، والكلية الجامعية للعلوم والتكنولوجيا – خانيونس، واستخدم الباحث المنهج الوصفي التحليلي، وكانت أداة الدراسة عبارة عن استبانة طبقت على جميع مفردات مجتمع الدراسة والبالغ عدده (49) موظف، وتم تحليل المعلومات باحتساب المتوسطات الحسابية والنسب المئوية والانحرافات المعيارية، والرتب، ثم أجري تحليل اختبار الانحدار المتعدد، وتحليل اختبار التباين الأحادي، واختبار (T)، أظهرت نتائج الدراسة وجود تأثير ذي دلالة إحصائية لبيئة العمل بأبعادها على التميز المؤسسي في الكليات التقنية الحكومية في محافظات غزة. كما كشفت نتائج الدراسة بعدم وجود أثر ذو دلالة إحصائية لعوامل بيئة العمل (الهيكل التنظيمي؛ الثقافة التنظيمية؛ الأنظمة والتعليمات؛ التدريب؛ المشاركة في اتخاذ القرارات؛ الحوافز والمكافآت؛ التكنولوجيا؛ ظروف العمل) في تحقيق التميز المؤسسي تعزى لمتغير (المؤهل العلمي؛ مجال العمل؛ سنوات الخبرة؛ الكلية) في الكليات التقنية الحكومية عند مستوى دلالة (0.05). الكلمات المفتاحية: بيئة العمل، التميز المؤسسي، الكليات التقنية. Abstract The study aimed to detect the effect of evidence work in achieving organizational excellence in public technical colleges provinces of Gaza, and the study population of all employees in supervisory positions of government technical colleges in the provinces of Gaza and the two Palestine Technical College – Deir al-Balah, and the University College of Science and Technology – Khan Younis, and use the Researcher descriptive analytical method, and the study tool is a questionnaire applied to all the vocabulary of the study population and the adult number is (49) employees, was information analysis calculates averages, percentages, standard deviations, and ranks, and then multiple regression test analysis was conducted, and the analysis test of variance, and test (T), the results of the study showed a statistically significant effect of the work environment on the dimensions of organizational excellence in public technical colleges in the Gaza Strip. The study results reveal that there is no effect of a statistically significant factors work environment (organizational structure; organizational culture; regulations and instructions; training; participate in decision-making; incentives and rewards; technology; and working conditions) in achieving organizational excellence due to the variable (educational qualification; Employment ; years of experience; college) in state technical colleges at the level of significance (0.05).

This study aimed at identifying the effect of alternative assessment on academic achievement, from the viewpoint of teachers in elementary schools in Gaza. To achieve the study objectives, a questionnaire developed consisting of 21 items then reliability and validity were calculated, the study population consisted of 120 teachers. The study sample consisted of 92 teachers, selected in a stratified random method, where the total of 87 valid statistical analyzes retrieved by 94.56%. The results of the study showed: The perceptions of the members of the study sample to the alternative assessment came to a high degree, the academic achievement from teachers in the basic schools in the Gaza Strip came at the macro level at a high level, and there is a statistically significant effect at the level of significance (α<=0.05) of alternative assessment on academic achievement. In light of the results, a set of recommendations were proposed, including The Directorate of Education in the Gaza Strip should be concerned with the adoption of alternative assessment methods in its affiliated schools, because of the importance of alternative assessment in improving the level of academic achievement of students

This study aims to identify the extent of the Palestinian principals’ role in creating safe schools in the Gaza Strip as a war zone. A mixed-method research design was employed. The study indicates the school principals’ awareness in creating school safety. The study also concludes that there are no statistically significant differences between the average estimates of the principals’ role in creating a safe school in the Gaza Strip from their point of view according to the variables of gender and the educational provinces; however, there are statistically significant differences according to the variable of years of experience.

The study aimed to assess the reality of marketing educational services at the Islamic University in the Gaza Strip and its impact on the decision to join it from the viewpoint of first- level students at the university. The study adopted the descriptive and analytical approach, and the tool was a questionnaire. It was distributed to a simple stratified random sample of (355) male and female students from all colleges of the first level (BA), and the SPSS program was used in the data analysis. The results of the study showed that the marketing of educational services from the viewpoint of the first- level students obtained an overall average (3.75 out of 5), with a grade of (large), and the field of promotion came first with an arithmetic average ((3.86), followed by the field of public relations with an average ((3.83) and the third in the field of advertising with an average (3.75) and fourth in the field of factors helping to attract students with an average of (3.72) and finally the field of direct marketing with an average of (3.57), and it was found that the size of the effect amounted to (0.85). It indicates (large) correlation coefficients and the existence of a positive relationship of (α≤0.05) Between the marketing of educational services at the Islamic University in the Gaza Strip in its five dimensions and the decision to enroll students in the university reached (0.83), indicating (large) correlation coefficients. Based on the results of the study, the researcher presented a number of recommendations and proposals, including: The university forming marketing teams that keep pace with the technical and technological developments in the world Marketing because of the great importance attached to the university in all respects, especially attracting students and attracting them to the university's specializations.


ملخص: هدفت الدراسة التعرف إلى مستوى الإخلال الوظيفي وأثره على الأداء الوظيفي في الجامعات الفلسطينية الخاصة بقطاع غزة، وذلك من وجهة نظر الإدارة العليا، وباستخدام المنهج الوصفي التحليلي، وبالرجوع للأدبيات السابقة، تم بناء استبانة تكونت من (30) فقرة موزعة على (5) مجالات، وهي (الإخلالات التنظيمية، والإخلالات السلوكية، والإخلالات المالية، والإخلالات الجنائية، والأداء الوظيفي)، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة مكونة من (102) موظف وموظفة، وقد توصلت الدارسة إلى أن مستوى الإخلال الوظيفي كان منخفضاً، وأن مستوى الأداء الوظيفي كان مرتفعاً، كذلك وُجِد أثر ذو دلالة إحصائية للإخلال الوظيفي في الأداء الوظيفي، وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات درجات تقدير أفراد العينة لمستوى الإخلال الوظيفي والأداء الوظيفي تُعزى إلى متغيرات (الجنس، والمؤهل العلمي، والمسمى الوظيفي)، ووجود فروق تعزى لمتغير سنوات الخدمة لصالح ذوي الخبرة الأكثر من 10 سنوات، وفي ضوء تلك النتائج أوصت الدراسة بضرورة تنظيم ندوات إرشادية للعاملين حول اللوائح والأنظمة والقوانين المالية والإدارية التي يجب على الموظفين الالتزام بها، ووضع مدونات أخلاقية لضبط سلوك الموظفين عبر توضيح الإخلال الوظيفي والجزاءات التأديبية المناسبة. الكلمات المفتاحية: الإخلال الوظيفي، الأداء الوظيفي، الجامعات الفلسطينية الخاصة، قطاع غزة. Abstract The study aimed to identify the level of career deviation and its impact on job performance in the Palestinian universities of the Gaza Strip, from the senior management’s point of view, using the descriptive and analytical approach. Concerning the previous literature, a questionnaire was built, which consisted of (30) items distributed into (5) areas, namely (organizational breaches, behavioral breaches, financial breaches, criminal breaches, and job performance), and after making sure of their validity and consistency, it was applied to a sample It consists of (102) male and female employees. The study found that the level of job replacement was low, the level of job performance was high, and there was also a statistically significant effect of career deviation on job performance, and the results showed that there were no statistically significant differences between the average scores of the sample members’ grade levels on the levels of career deviation and job performance to variables (gender, academic qualification, and job title), and the existence of differences attributable to the years of service variable in favor of those with more than ten years of experience. The study recommended the necessity of organizing guidance seminars for workers about the financial and administrative regulations, rules and laws that employees must abide by, and developing ethical codes to control employee behavior by clarifying breach of employment and appropriate disciplinary sanctions. ملخص: هدفت الدراسة إلى معرفة دور أخلاقيات التسويق بأبعادها (الصدق والأمانة، المسؤولية، العدالة، المواطنة) في تعزيز الصورة الذهنية لمستخدمي شركة جوال بقطاع غزة، وقد استخدم الباحثان المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من جميع مستخدمي شركة جوال، وكانت الاستبانة أداة جمع البيانات، وتم تطبيق أسلوب العينة العشوائية الطبقية، وبلغت عينة الدراسة 384 مبحوثاً وكانت نسبة الاسترداد 66.4% وحللت البيانات باستخدام برنامج SPSS الاحصائي، وكان من أهم النتائج أنه توجد علاقة ارتباطية قوية إيجابية بين أخلاقيات التسويق (الصدق والأمانة، المسؤولية، العدالة، المواطنة) وتعزيز الصورة الذهنية لمستخدمي شركة جوال، واتضح أن هناك درجة موافقة متوسطة بنسبة 59.90%، على أخلاقيات التسويق لدى شركة جوال، وأيضاً درجة موافقة متوسطة للصورة الذهنية لدى مستخدمي شركة جوال بنسبة 61.30%. الكلمات المفتاحية: أخلاقيات التسويق، الصورة الذهنية. Abstract The study aimed to know the role of marketing ethics with its dimensions (verity, honesty, responsibility, justice, citizenship), In enhancing the mental image of Jawwal users in the Gaza Strip, The researchers used the descriptive analytical method, The study population consists of all Jawwal users, questionnaire was the main tool for data collection, Stratified random sample method was applied , and the study sample was 384 ‎ respondents, The recovery rate was 66.4%, the data was analyzed using SPSS statistical program, one of the most important results was that there is a strong positive correlation between marketing ethics, (verity, honesty, responsibility, justice, citizenship), and enhance the mental image of Jawwal users, and an average approval level of 59.90% was found on Jawwal’s marketing ethics. Also, the average approval of the mental image of Jawwal users by 61.30%. Keywords: marketing ethics, mental image.
