The early onset of covid-19 in 2020 causes a complete shutdown of all activities including those of services in the library to avoid direct contact with users in order to prevent the spread of this covid-19 virus. The purpose of this study is to fulfill the tasks that teachers have given you and to find out what innovations the unpad library has made to serve students or other users in spite of this covid-19 pandemic. The study USES descriptive qualitative methods on concepts related to library science, as well as to analyze the practices used in libraries during the pandemic. Data obtained through interviews conducted by researchers by sending some questions through the email of the unpad central library staff. The data already obtained will be presented in a descriptive form, so it will outline the importance of providing online library services by applying digital predating concepts. By subscribing to multiple journals and e-book databases, information-related services are still needed to support student and lecturer research, in this case libraries can engage in inter-library cooperation. During the pandemic, a university library service was required to transform from manual services into digital services.Keywords: Library, Covid-19 Pandemic, Information CommunicationABSTRAKCovid-19 di awal tahun 2020 menyebabkan berhentinya seluruh aktivitas termasuk dengan layanan yang ada di perpustakaan. Hal tesebut dilakukan untuk menghindari kontak langsung dengan pengguna supaya dapat mencegah penyebaran virus Covid19 ini. Tujuan penelitian ini adalah untuk memenuhi tugas yang telah diberikan dosen serta untuk mengetahui inovasi apa yang dilakukan oleh perpustakaan Universitas Padjadjaran dalam melayani pengguna dalam masa pandemi Covid-19 ini. Penelitian ini menggunakan metode kualitatif deskriptif mengenai konsep-konsep yang berkaitan dengan ilmu perpustakaan, serta untuk menganalisis praktik yang digunakan perpustakaan selama pandemi. Data diperoleh melalui hasil wawancara yang telah dilaksanakan oleh peneliti dengan mengirimkan beberapa pertanyaan melalui e-mail staf perpustakaan pusat Universitas Padjadjaran. Data yang telah diperoleh akan disajikan dalam bentuk deskriptif

Abstract This paper discusses "Making Video Service Guide in Padang State University Library in the form of Motion Graphic". This paper is to introduce the services of the Padang State University Library to users. Describe the making of a video library service in Padang State University library in the form of motion graphics. The research method used in the discussion of this paper is descriptive. Descriptive method seeks to make a description, discuss systematically, factual and accurate about facts, facts, traits and relationships between phenomena investigated by observation and interview. In the first discussion chapter, the user needs to make a library service video at Padang State University in the form of motion graphics that are designed and implemented for users, specifically for students and Padang State University. In its use, users are expected to get information about services in the Padang State University Library. Second, start making video library services in Padang State University Library as follows: (1) concept or concept, (2) design or drawing, (3) material collection or material collection, (4) Assembly or collection, (5) testing or test, (6) distribution or distribution. Third, the trial results of the Padang State University library video products in the form of motion graphics conducted to the Head of the Padang State University Library gave a pretty good response to provide information to the users and also gave a response given by the librarian from the State University of Padang. Results of product trials to users so know the hours of operation of the library and also the use of existing services at the Padang State University Library.Keywords: service, library, motion graphic

Purpose This study aims to introduce a new mode of mobile library service, named “WeChat Library”, developed under the WeChat (social media platform) public service platform. The design and realization of WeChat Library is also presented with Chongqing University Library taken as the example. Design/methodology/approach This study designed a new mobile library service system, WeChat Library of Chongqing University Library, analyzed its construction cost and usage statistics and discussed the advantages of the new service mode. Findings Investigation results showed that 84.6 per cent of the “985” universities opened up WeChat Libraries, which signified that WeChat Library has become one of the important mobile service modes for Chinese university libraries. WeChat Library received high appreciation from the patrons; in 20 months of operation, 20.3 per cent of patrons in Chongqing University had used WeChat Library. The five most commonly used services are OPAC retrieval, items borrowed, personal center, resource discovery and announcements. WeChat Library was found to have many advantages, such as low development cost, automatic cross-platform service, adaptive screen, low acceptance cost, easier promotion, strong user viscosity, strong interactivity and real-time consulting. Practical implications The functional design and technological architecture of WeChat Library was presented with Chongqing University Library taken as the example. The technical realization of several unique services, namely, QR code access, space reservation and overdue reminders, was also demonstrated. The study will provide favorable suggestions and references for other libraries that have also launched the WeChat Library. Originality/value The mainstream service mode of mobile libraries is application for mobile terminals (APP). Although mobile services are applied extensively in China, numerous small- and medium-sized libraries are still unable to provide mobile services for patrons primarily because the investment is too high to bear for some libraries. Therefore, mobile library services urgently need a more economical model of mobile services. The most prominent advantages of WeChat Library are its low development cost and low technology threshold. WeChat Library can provide a better solution for mobile library services.

PurposeLibrarians need to educate users about online newspapers available in the library. The purpose of this paper is to survey the attitude of librarians towards online newspapers.Design/methodology/approachA questionnaire on the various aspects of online newspaper usage was prepared and was circulated to librarians working in various parts of the country through e‐mail.FindingsIt was found that librarians are making use of many features in the newspaper sites while offering library services.Research limitations/implicationsSince the questionnaire was circulated online an interaction with the librarians was not possible. Partial responses were eliminated from the study.Social implicationsNewspapers are a preferred source of information. Online newspapers from different parts of the world open a new window of knowledge to all. Librarians and administrators should engage in promoting online newspapers so that they will reach a wider array of users.Originality/valueThe attitude of librarians in India towards online newspapers has not received much attention up to now; such a study would help various firms, library science educators and organizations to rethink their usage of online newspapers.

The article is devoted to the anniversary of the prominent Russian scholar in library science Margarita Yakovlevna Dvorkina, born on April 1, 1936. The author highlights her main positive qualities as a person and scientist. Her exceptional scientific integrity is revealed by the example of M.Y. Dvorkinaʼs clarification over time of the attitude to revolutionary-democratic libraries (the theme of her PhD thesis) and especially to the status of the concept of “library service”. She successfully defended her doctoral dissertation on this topic in 1994. Initially, she confined to the named scope of the concept, then she deemed more correct to consider “information and library services”, and now she inclines to the term “library and information services”. The author assumes that the next round of the scientific spiral should be return on a new basis to the term and to the concept “library service” behind it. The article presents arguments to defend this position.

This research focuses on providing Online Public Access Catalog services to university students via mobile phone in order to enhance the traditional library walk in services and online library access using a computer. This research comprises of three main findings in relation with mobile OPAC services. First, it investigates student’s perception in using mobile phone to access OPAC services in the educational environment. Next, it identifies and adopts mobile content design guidelines in the development of Mobile OPAC Services (MOS) prototype application. Third, it develops MOS prototype Application for NonSmartphone users. Quantitative and qualitative data analysis techniques conducted to identify student’s uses and needs for mobile library services access. The survey derived 73% of the students prefer to access the Online Public Access Catalog (OPAC) via mobile phone. The reason being is that OPAC provide major services of the library such as searching for learning materials, new titles in the library, reservation list and other related services. By conducting the survey, we discovered 71% of the students are using non-smart phone because they are still studying and unable to buy a smart phone which is expensive. Based on this finding we design a Mobile OPAC Service (MOS) prototype application for university students to access Online Public Access Catalog services via non-smart phones. The mobile OPAC services will bring libraries one step ahead in the wireless information technology world in meeting their patrons needs and providing quality education resources.

The article is devoted to the problem of studying students ' perceptions of the «library service» using the psychosemantic method. The subject of the study is the semantics of students' perceptions of the university library services. As part of the study, the investigation develops a specialized semantic differential which becomes the basis for the respondents evaluation of the concept "library service". The author carries out a qualitative analysis of the results gained and develops a number of recommendations for introduction to the university library activity. The data obtained during the investigation can be used in organizational activity of the university library in correcting existing services and products in regard to client-biased work in order to increase the students demand for this type of service. In his context, there arises an affect of the level of the users consumption and loyalty through the shaping perception of the library itself in the process of development and introduction of new library services on the basis of the higher educational institution.

During March 2020, all Swedish universities moved their teaching to an online environment due to the Covid-19 outbreak. Karlstad University Library in Sweden made a number of changes in order to reduce the spread of infection while at the same time maintaining a high level of library services to its users. Opening hours were drastically reduced. All study spaces were closed. Most of the staff were working from home. A new virtual reference desk via Zoom was launched to increase the library office hours. Since things happened fast, the internal staff training was done while at the same time providing the new reference service to the users. Some initial mistakes were made but in general, this ‘learn-as-you-go method’ worked surprisingly well.
