This research was aimed to analize community perception of disaster recovery after the February 2019 earthquake in Solok Selatan . It used a qualitative method and interactive analysis. The research location was Sangir Balai Jonggo in Solok Selatan Regency. Observation, interview, document study and FGD were conducted to collect desired data. Two types of data were obtained. Primary data were collected from the informants selected through purposive sampling including the local community and the government in the affected area, while secondary data were obtained from related local literatures. The informants were Sekcam (District Head) and the community affected by the disaster in Sangir Balai Janggo, Solok Selatan. Physical recovery was done in the 3 most damaged nagaris (village). One of them is Nagari.Sungai Kunyit. There were 67 severely damaged houses, 91 were moderately damaged, and 192 were slightly damaged. Futhermore, the earthquake also affected the facilities in 4 nagaris in Sangir Balai Jonggo; 6 medical centres, 28 schools, and 18 mosques. The result showed that most community were satisfied with the recovery program and they gave positive feedback especially on the aid given to them. The recovery included donation for the victims like basic foods, clean water, instant foods, baby supplies, etc, therapy treatment by doctors and volunteers to help with their mental state and to build their confidence after the earthquake. SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

Public participation plays an important role in the democratization of countries globally. The accomplishment of public participation process is determined by how well it is organized.  This study sought to examine the effects of public participation on local legislation in Banadir region of Somalia. The study was guided by the following objectives, to investigate factors that led to public participation, examine the design of public participation mechanism; investigate the process of public participation and analyze the consequences of public participation. The research will employ a descriptive research design. The study population comprised all the stakeholders including the youth, elders, staff employed by the regional government, the clergy, politicians and the non-governmental organizations involved in public participation in Banadir region. Purposive sampling was done to come up with the sample size of the study. Regarding the variance among the target population, where a number of target population involved, the sample size of this study was 130 respondents. Eighty (80) of the respondents were community members including local politicians, clergies, traders, university lecturers, university students, farmers, chiefs and opinion leaders. Twenty (20) of the participants were management staff and heads of national civil labor departments. Thirty (30) respondents were also from the Local community elders who are engaged in public participation programs in Banadir Region.  Both secondary and primary data was accessed for the study. Primary data was collected from the identified stakeholders using the questionnaires, while secondary data was obtained from books and journals from Kenyatta University Post Modern Library. The study used two theories: New public management theory and Cornwall’s Theory of Participation that describe the relevance of public participation public development. Data processing and cleaning was done; the descriptive statistics was utilized quantitative data. Statistical tables and graphs was present the result. Content analysis was used to analyze qualitative data. The study found out that the citizen’s attitude has an impact on public participation. When citizens have a positive attitude towards the local legislation services, there are high chances they will participate. The study also found out that public participation design and process have an influence on local legislation. Therefore, the study recommends that the government and other stakeholders should come up with various ways of ensuring that all citizens are informed about public participation. The study also recommended that public participation design and process should be improved with the aim of improving public participation.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

Tibu sampi waterfall is a waterfall that has the potentiality and opportunities to be developed into a tourist attraction. However, the development of this waterfall has not been optimally reached. This study aims to determine the development of Tibu Sampi Waterfall as a tourist attraction. This study uses qualitative data with data sources in the form of primary data and secondary data. Data sources are obtained through observation, interview and documentation techniques with the technique of determining individual sample selection. The results of this study indicate that there are internal and external obstacles in the development of Tibu Waterfall as a tourist attraction. The internal obstacles are divided into three, namely the limited capital owned by Gunung Salak village; lack of adequate human resources in the field of tourism; and lack of promotion in the development of tourist attractions. The external obstacle is lack of contributions from investors.  Of the various obstacles faced and slowing down the development of Tibu Waterfall as a tourist attraction, the community must create several efforts including the government or related parties to provide tourism education and training to the local community; to improve tourism products; to disseminate information in the form of brochures and guidebooks; to improve structuring and infrastructure; to cooperate with investors; to make local culture an attraction for tourists;  and to develope tour packages.    Keywords: Study of development, tourist attraction, Gunung Salak Village, Tibu Sampi Waterfall

Persepsi masyarakat mengenai usaha budi daya  perikanan sangat penting dalam pengembangan usaha budi daya. Hal ini dikarenakan pengembangan budi daya  perikanan membutuhkan partisipasi masyarakat sebagai aktor utama keberhasilan budi daya  perikanan. Tujuan penelitian ini adalah untuk mengetahui persepsi pembudidaya  terhadap aktivitas budi daya  KJA di Kabupaten Buleleng. Penelitian ini dilakukan di Kabupaten Buleleng, Propinsi Bali pada Tahun 2017 dengan menggunakan metode survey melalui pendekatan kualitatif dan kuantitatif (mix method). Pengumpulan data primer dilakukan melalui wawancara, observasi, dan dokumentasi, sedangkan data sekunder dikumpulkan melalui studi literatur dan publikasi ilmiah, maupun hasil penelitian terdahulu baik berupa laporan tahunan, data kecamatan dalam angka, kabupaten dalam angka dan publikasi lainnya. Wawancara dilakukan secara purposive kepada informan dengan menggunakan kuesioner. Data yang dikumpulkan meliputi persepsi masyarakat yang dianalisis menggunakan statistik deskriptif. Hasil penelitian menunjukkan bahwa mayoritas masyarakat pesisir di Kabupaten Buleleng bekerja sebagai nelayan dan atau pembudidaya KJA yaitu budi daya ikan kerapu dan menjadi alternatif mata pencaharian masyarakat yang menjanjikan keuntungan. Persepsi masyarakat mengenai aktivitas budi daya  yang dijalankan secara umum cukup baik dan memberikan keuntungan. Pemerintah diharapkan memberikan perhatian kepada pelaku usaha perikanan budi daya  dengan memberikan pendampingan dan pelatihan yang diperlukan oleh pembudi daya  yaitu pelatihan mengenai pengendalian hama dan penyakit, teknis pembesaran di KJA sesuai standar, cara budi daya  yang baik, pelatihan seleksi benih, dan pelatihan pemasaran. Title: Community Perception to Marine Culture Activity in Buleleng Regency, Bali ProvinceCommunity perceptions about the cultivation of fisheries are very important in the development of aquaculture business. This is due to the development of aquaculture requires community participation as the main factor to successful cultivation of fisheries. The purpose of this study was to determine the perceptions of aquaculture farmers on floating net cage cultivation activities in Buleleng Regency. This research was conducted in Buleleng Regency, Bali Province during 2017 using survey methods with qualitative and quantitative approaches (mix method). Primary data was collected through interviews, observation, and documentation. While secondary data was collected from literature studies and scientific publications, annual reports, statistical data of Buleleng Regency such as regency in figures and other publications. Interviews were conducted purposively to informants using a structure questionnaire including community perceptions. Data analysis used descriptive statistics. The results of this study shows that the cultivation of floating net cages in Buleleng Regency, namely cultivation of grouper aquaculture and an alternative livelihood that promises benefits. Public perceptions of cultural activities in general, which are carried out in a fairly good manner and provide benefits. The government is expected to pay attention to aquaculture fisheries entrepreneurs by providing assistance and training needed by farmers, namely training on pest and disease control, technical enlargement in floating net cages according to standards, good cultivation practices, seed selection training, and marketing training.

The research aimed to gain reasons of farmers to convert their rice fields, and to formulate rice fields conversion control to oil palm plantations in tidal wetlands of South Sumatra. The research was carried out in a drainage and irrigation area of Pulau Rimau, Banyuasin District South Sumatra. Collected data consists of primary and secondary data. Primary data are taken from farmers who have already converted their rice fields into oil palm plantations. Secondary data were collected from the village, the District Agriculture Office and Statistic Agency. Data was collected through the Focus Group Discussion (FGD). Data analysis was performed using Analysis Hierarchy Process (AHP) to determine the factors that influence the decision of farmers to convert their land to oil palm plantation. The research resulted that if rice yields was estimated an average 3.00 tons Milled Dry Grain (MDG)/ha, then in 2006 with the existing land could produce rice as much as 127,719 tons MDG/year, but in 2013 the productivity of agricultural land decreased to 60,138 tons MDG/year. If the predicted needs of rice in year 2006 were 50,000 tons MDG/year and increased by 75,000 tons MDG/year in 2013, then if the land use is not immediately controlled, that Pulau Rimau will deficit rice. Factors contributing to land conversion are divided into three factors, namely technical aspects, economical aspects and environment aspects. The control concept can be divided in macro concept and micro concept. The macro concept generally be only done by the government or a strong industry who pays a lot of attention to the local community. The micro concept programs can be done either by the government, private or local communities.

<p><em>The Covid-19 outbreak had a broad impact on the economy and also on the business sector. One of the business sectors affected by Covid-19 is Islamic Microfinance Institutions (IMFIs). This study aims to explore the strategies taken by IMFIs during the Covid-19 pandemic and to explore the government's policy response toward the Covid-19 disaster. This research was conducted in Pekanbaru using a qualitative approach and using primary data and secondary data in conducting the analysis. Primary data were taken directly from research respondents through in-depth interviews with IMFIs managers. Meanwhile, secondary data were obtained from the government and other sources. The results of this study indicate that the approach strategy taken by IMFIs in responding to the Covid-19 outbreak is a Generic Strategy Approach which consists of cost leadership, focus cost, differentiation and cost differentiation. Meanwhile, the government policy responded taken to save IMFIs from the Covid-19 storm through profit margin subsidies. Unfortunately, the implementation in the field has experienced many obstacles that have greatly disturbed the economic recovery program launched by the government. The results of this study have implications for IMFIs that in order to survive the Covid-19 pandemic, IMFIs must adapt an appropriate strategies. In addition, this study also provides recommendations for the government to simplify the procedure for disbursing profit margin subsidies for IMFIs so that it is hoped that the policy will truly benefit IMFIs and business actors.</em></p><p><em> </em></p>

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.

This study aims to determine the Community Perceptions in the City without Slums Program (KotaKu) in the Pahandut Urban Area Palangkaraya City. The method used is qualitative. The researcher wants to describe the Community Perception in the City without Slums Program (KotaKu) in the Pahandut Urban Area of ​​Palangka Raya City by using 5 (five) performance indicators, namely Stimulation, Organization, Interpretation-evaluation, Memory, and Recall. The data source consisted of primary data, namely the results of interviews with 2 officials of the City Coordinator of the City of My City and the Acting Housing and Settlement Areas and 5 community members who received the KotaKu Program in the Pahandut Kelurahan, while the secondary data source was the SK Palangka Raya Mayor Document Number 188.45 / 130/2016 and Pahandut Village basline data. The results showed that the Community Perception in the City without Slums Program (KotaKu) in the Pahandut Kelurahan of Palangka Raya City that the facilities provided to the community could not be used optimally in accordance with their functions and lack of public awareness that the slum was a problem they had to solve itself, the government is only a tool to help provide the facilities they need for these problems. Cause this program is less than optimal even though the government has done its job well, because the impelamator of this program is the community itself. The program will be said to be successful if the facilities built can be used by the community. Suggestions from researchers provide regular outreach to the community, with the aim to change the community mindset that is the main problem of this program. Not only socialization, the government should continue to evaluate and remind that this function continues to work by the Working Group.
