<p><em>Poverty is the main focus of the central government and local governments. Because it is one of the causes of backwardness and an obstacle in the development of a nation. With the existence of a family program, it is expected that it can improve the socio-economic conditions of the Very Poor Family, increase the level of Very Poor Family education and improve the health and nutrition status of pregnant women and toddlers in Indonesia. Very Poor Family. The Family Hope Program is expected to reduce poverty and improve human resources, especially in the group of very poor people. The main problem in channeling the Hope Family Program was that the eligibility determination system was still manual and used data several years ago. This is feared to cause confusion and inaccuracy of beneficiaries of the Family Hope Program, so a decision support system is needed to determine the qualifications of recipients of the Hope Family Program. The Hope Family Program (PKH) is one of the programs launched by the central government to reduce poverty in Indonesia. This program is implemented by providing non-cash assistance to poor households  in the form of education and health assistance. In the authors' initial observations, it was found that there was an increase in the number of PKH participants in Balangan Regency, namely in 2017 only 2,219 households and in 2018 there were 3,863 households. The increase in the number of PKH program participants raises the question whether the program that has been running so far has been effective in reducing the existing poverty problems. The results showed that the Family Hope Program (PKH) in the village of Hauwai was effective enough to help people who were very poor and vulnerable especially to access education and health. The factors that influence the effectiveness of the Family Hope Program (PKH) are KPM's willingness to fulfill its obligations as well as facilities and infrastructure for Very Poor Family (KPM) coordinators and assistants.

The regional government holds the mandate of the central government in implementing regional autonomy and has a role in resource management which in turn can improve the welfare of the community. To be able to improve the welfare of the community, one measure can use an analysis of regional financial independence and regional financial capacity by assessing the original regional income compared to total regional income and the balance fund. And see the effect on the percentage of poor. The results obtained, the regional financial independence of Bogor Regency is still in the range of 0% - 25% so that it is categorized as very low, while the regional financial capacity is at 24.07% or it can be said that it is sufficient. Meanwhile, the results of multiple linear regressions for regional financial independence and regional financial capacity have an influence on the percentage of poor people. The expected result is that Bogor Regency can do more to increase its base of tax and retribution revenues so as to minimize budget dependence from the central government and local governments.

Bali in its development cannot be separated from principles that are firmly held by society such as the Tri Hita Karana concept - the human-human relationship,  the human-nature relationship and the human-God relationship. Therefore, including   all components of Balinese society (inclusive growth) in spurring economic growth is a must. The economic growth that occurs must be spread throughout all districts / cities in Bali, especially areas with high poverty rates as an effort to reduce the level of disparity between regions (districts / cities), considering that so far the Balinese economy still relies on the tertiary economy (services sector), and there are The development trend is more concentrated in the southern part of Bali, including Denpasar, Badung, Gianyar and Tabanan (Sarbagita).Based on the research results, it can be concluded that, among others: The im- plementation of good governance in Bali Province is getting better, as indicated by the achievement of LAKIP and LKPD scores for Bali Province, regencies / cities in Bali which are increasing from year to year. This has affected the economic conditions in Bali Province from year to year, which has experienced good development, this can be ob- served in the components of higher economic growth, the number of poor people and the decreasing level of inequality. The implementation of good governance in the Regency Government in the Province of Bali has a very important role in the process of increasing economic growth which leads to the welfare of the community.A number of suggestions that can be conveyed in relation to the discussions that have been submitted are as follows: That good governance is needed to support the im- plementation of government policies that are oriented towards increasing indicators of economic growth and community welfare so that they are more effective and can have a comprehensive impact according to their respective objectives. respectively. The Provin- cial Government as the representative of the central government in the regions can pro- vide a stimulus to Regency / City governments that have implemented good governance in the implementation of good governance, so that it is expected to further encourage   an increase in economic growth and community welfare. Local governments in the Bali Province can further increase their innovation in implementing good governance in the implementation of their main duties and functions.

Abstrak: Masalah kemiskinan sampai saat ini menjadi masalah yang berkepanjangan. Salah satu program penanggulangan kemiskinan yang diluncurkan oleh pemerintah pusat untuk mengatasi kemiskinan yaitu Program Keluarga Harapan (PKH). Program keluarga harapan merupakan program pemberian bantuan sosial berupa uang tunai kepada keluarga sangat miskin yang memenuhi syarat. Program keluarga harapan diharapkan mampu mengatasi kemiskinan pada masyarakat. Penelitian ini berjudul “Efektivitas Program Keluarga Harapan dlam Mengurangi Angka Kemiskinan di Desa Daha Kecamatan Hu’u Kabupaten Dompu” dalam penelitian ini peneliti mendeskripsikan bagaimana tingkat efektivitas program keluarga harapan dan faktor pendukung maupun faktor penghambat dari program PKH di Desa Daha. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Data diperoleh melalui wawancara, observasi dan dokumentasi. Sumber data penelitian adalah data primer dan sekunder. Tekhnik analisis data meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukan bahwa sosialisasi Program Keluarga Harapan di Desa Daha sudah dijalankan dengan baik dan efektif, dilihat dari jumlah penduduk miskin setiap tahunnya semakin berkurang dengan jumlah penduduk yang semakin meningkat. Program keluarga harapan dijalankan sudah sesuai dengan tugas dan kewenangan SOP yang digunakan pada pedoman dari pusat dan Kabupaten Dompu. Sosialisasi awal sudah dilakukan dengan baik, pemuktahirn data selalu dilakukan pendamping setiap pertemuan, verifikasi pendidikan dan kesehatan sudah dijalankan dengan baik, hanya saja fasilitas untuk pendamping PKH masih kurang. Abstract The problem of poverty to date has been a prolonged problem. One of the poverty reduction programs is the family hope program. Hope family program is a program of providing social assistance in the form of cash to poor people who fulfill the requirements. In this study the researcher deskibed how the level of effectiveness of family programs is hope and supporting factors and inhibiting factor in implementing family planning programs. Hope family program are expected to be able to overcome poverty in society. This study entitled “the effectiveness of family programs in reducing poverty in Daha sub-District of Hu’u District Dompu”in this study the researcher describet how the effectiveness of family programs is hope and supporting factors as well as inhibiting factors of the PKH program in the village of Daha. This type of reseach is qualitative descriptive research. Data obtained throught interviews, observation and documentation. Sources of research data are primary and secondary data. Data analisys techniques include data reduction, data presentation, and conclusions and verification. The result of the study showed that the socialization of family planning programs in the village of Daha had been carried out well and effectively, judging from the number of poor people every year decreasing with the increasing population. The family program is carried out in accordance with he duties and authority of the SOP used in the guidelines from the central and regency of Dompu, the intial outhreach has been done well, updating the data is always carried out by assistansts et each meeting, ferivication of education and health has been carried out properly, only PKH facilitsting facilities still not enough.

All countries in the world are currently experiencing a severe economic crisis following the outbreak of the COVID-19 outbreak. In Indonesia, the Large-Scale Social Restriction (PSBB) policy is reported to have increased the number of poor people. Social assistance is a government program to improve the social welfare of the lower economic community. In carrying out the program, the central government and local governments coordinate with each other so that the program is right on target without any element of fraud. In the neighbourhood of Rukun Warga 001, Kelapa Dua Village, there are still obstacles in selecting the eligibility for social assistance recipients, namely Non-Cash Food Aid. The data on the poor are not in accordance with the actual conditions. In this study, to implementing data mining with the K-Means Algorithm. The K-Means Clustering algorithm is used to classify people who are classified as eligible to receive social assistance and those who are not entitled to receive social assistance. The data sample used is the data of Rukun Warga 001, Kelapa Dua Village. The results of this study indicate that cluster 1 with the appropriate category of receiving social assistance according to government programs in the Rukun Warga 001 neighbourhood of Kelapa Dua sub-district amounted to 13 families. And cluster 2 in the category of not eligible to receive social assistance amounted to 97 heads of families out of a total of 110 heads of families in RW 001.

Lhokseumawe and Aceh Utara areas have been the largest natural gas producing areas in Aceh for 30 years since 1971. Lhokseumawe has also earned the nickname as a city of petro dollars even to this day despite the splendor of the city has dimmed in line with the end of gas exports in October 2014. Central Bureau of Statistics (BPS) data shows that until March 2016 the number of poor people in Lhokseumawe City was 11.98%. While Aceh province itself in March 2017 became the poorest province in Sumatra. Given the limitations of natural resources, it is fitting for economic development that does not depend on general allocation funds (DAU) and Special Allocation Fund (DAK) sourced from the central government. Local governments should be able to develop the leading sectors in Lhokseumawe such as services, trade, tourism and marine sectors. Which plays an important role in this city is the trade and marine sector. One of the informal Sectors that will be of concern in this research is the service and trade sector involving women as traders in traditional markets. Women became important in this study because of its contribution in this region so visible.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

Existing studies of the impact of economic development on political trust in China have two major gaps: they fail to explain how economic development contributes to the hierarchical trust pattern, and they do not pay enough attention to the underlying mechanisms. In light of cultural theory and political control theory, we propose adapting performance theory into a theory of “asymmetrical attribution of performance” to better illuminate the case of China. This adapted theory leads to dual pathway theses: expectation fulfillment and local blaming. Using a multilevel mediation model, we show that expectation fulfillment mainly upholds trust in the central government, whereas local blaming undermines trust in local governments. We also uncover a rural–urban distinction in the dual pathway, revealing that both theses are more salient among rural Chinese.

Korea is currently executing a pilot program for community care of its aging population and aims to implement community care systems on a national scale by 2025. This study examines the traditional Korean medicine (TKM) service to be provided within community care by understanding the current status of TKM services. The Ministry of Health and Welfare (MoHW) sent official letters to 242 local governments (cities, districts, and counties) from October to November 2019 to survey the status of the public TKM services provided in 2018. The items of the survey included basic demographic information as well as information that could reveal how the program was implemented. In 112 local government jurisdictions (response rate 46.3%), a total of 867 TKM service programs were in place. As a result of the survey, it was revealed that they did not have any service manuals or evaluation results. To provide home-care-based TKM service for the elderly as an integrated part of a community care system, it is necessary to develop, distribute, and evaluate a standard service manual including an evaluation index by the central government.
