Development of digital technologies creates opportunities for the implementation of new forms and innovative methods into the state management system. For a long time, public administration specialists have discussed vividly the idea of an electronic state (e-government), as well as have de bated the advantages and disadvantages of specific digital technologies. Recently, urban communication platforms have become very popular, which indicates that the involvement of citizens into the public administration processes. In recent years, there has been a transition from a model of simple informing and providing public services with digital format to a model of active involvement of citizens through the so-called state platforms. The idea of “the state as a platform” involves the creation of digital platforms to attract business and civil society to receive services, organize discussions and votes on various issues, as well as exchange goods created by both state and non-state producers. The article provides an overview and analysis of existing urban communication platforms in Russia and abroad. To this end, the article used the method of comparative analysis of urban communication platforms based on the criterion of functional features. It was found that today in Russia there are four types of urban communication platforms, which differ in their goals and functionality. The article substantiates the following typology: (1) platforms (sections of sites, pages) of citizens’ appeals; (2) portals of urban (regional) problems; (3) portals for evaluating initiatives; (4) public participation portals / platforms. Communication platforms have been created in all constituent entities of the Russian Federation, but the level of citizen participation in their activities varies greatly. The article analyzes the obstacles to the development of urban communication platforms.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

Pre-service and in-service MPA students share a common desire for hands-on, real world instruction related to their professional career goals, leading to a pedagogic discounting of fiction as an appropriate tool for analyzing and "solving" problems. However, several factors weigh heavily in favor of using science fiction short stories and novellas in the MPA classroom setting. These include the need for interesting case scenarios exploring various administrative issues; leveling the playing field between the two types of students by de-emphasizing the use of "contemporary" cases; access to literature that explores the future shock of increasing organizational complexity; and the desirability of Rorschach type materials that facilitate discussion of. values and administrative truths. The discussion proceeds by tracing the development of the case study technique, its advantages and disadvantages in the classroom, addressing the utility of "fiction" as an educational resource, and showing how the science fiction literature has matured to the point where it can be applied in all of the major sub-fields of public administration. Several outstanding examples are detailed, and a thorough bibliography is provided.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The formation of a common security environment, prevention and elimination of military conflicts, achieving mutual international understanding and innovative approaches to the organization of public administration structures in this area with the involvement of non-state actors and the formation of appropriate ecosystems in security environment are determined among the main directions of public administration development in the field of military security. Based on the methodology of public administration, the current state of public administration systems reforms is considered and the priorities for the development of public administration in the field of military security at the national and global levels of administration are identified. The general tendencies of public administration development are identified; ambiguity and variability in estimations of results of administrative reforms are emphasized. Arguments are presented that the problems of social interaction, responsibility and democracy in modern management practices are transposed to public administration in the field of military security, in particular in the implementation of new approaches to management of innovations. Transformational changes in public administration in the field of military security at the national and global levels are considered logical, expedient and possible especially against the background of administrative reforms processes and implementation of open innovations, ecosystems and management of innovations in the field of military security facilities administration. Innovations in the field of security suggest reformatting, in particular, of industrial policy of defence by identifying different instruments to enhance opportunities for openness with different degrees of the latter for actors not previously involved in military security and defence issues. Innovation has been shown to involve reshaping, in particular, industrial defense policy by identifying different tools for enhancing openness with varying degrees of openness) for actors not yet involved in military security and defense. Flexibility in the management of strategic ecosystems and a dynamic vision of interdependence between actors affect the ability of the system to operate in conditions of open innovation and ensure adequate management of openness
