Development of digital technologies creates opportunities for the implementation of new forms and innovative methods into the state management system. For a long time, public administration specialists have discussed vividly the idea of an electronic state (e-government), as well as have de bated the advantages and disadvantages of specific digital technologies. Recently, urban communication platforms have become very popular, which indicates that the involvement of citizens into the public administration processes. In recent years, there has been a transition from a model of simple informing and providing public services with digital format to a model of active involvement of citizens through the so-called state platforms. The idea of “the state as a platform” involves the creation of digital platforms to attract business and civil society to receive services, organize discussions and votes on various issues, as well as exchange goods created by both state and non-state producers. The article provides an overview and analysis of existing urban communication platforms in Russia and abroad. To this end, the article used the method of comparative analysis of urban communication platforms based on the criterion of functional features. It was found that today in Russia there are four types of urban communication platforms, which differ in their goals and functionality. The article substantiates the following typology: (1) platforms (sections of sites, pages) of citizens’ appeals; (2) portals of urban (regional) problems; (3) portals for evaluating initiatives; (4) public participation portals / platforms. Communication platforms have been created in all constituent entities of the Russian Federation, but the level of citizen participation in their activities varies greatly. The article analyzes the obstacles to the development of urban communication platforms.

The current decade is a period of origination and manifestation of the game-changing strategic challenges and threats as well as the geopolitical, socio-economic, institutional, and technological risks that arise from the development and penetration of the digital technologies. The World economy is entering the new stage of its development that implies that the human production, exchange, distribution, and consumption activities are directly connected with the formation, processing, and application of large amounts of information and knowledge that exist in a digital format. The concepts "The digital economy" and "The knowledge-based economy" are becoming inseparable and this has an impact on the digital transformation of the institutions of public administration. The digital technologies are increasing the capabilities of the State to respond the global challenges but at the same time generating the new strategic risks, especially institutional and technological ones. Furthermore, the possible directions of the digital evolution of the State are still discussing, not defined. The paper deals with the concept of the digital transformation of the institutions of the public administration with the risks being taken into account. Conclusion that optimizing the above strategic risks is a critical national priority.The authors declare no conflict of interest.

The article proves the need to "return" the state to the economy in order to implement digital mobilization and form a new mechanism of public administration, including the article analyzes the key conditions for Russia’s transition to the path of "advanced development", reveals not only the content of the levels of the digital sphere, but also its end-to-end digital technologies, all the challenges and threats generated by the development of the digital economy, examines the need and possibility of Russia’s movement to the sixth technological order, provides an algorithm for the transition to the phase of a new long wave (the big or Kondratiev cycle).

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The low level of Ukraine’s economic security indicates the imperfection of the public administration system. Correlation analysis has shown that economic growth is the dominant condition for social goals achieving of sustainable development. Therefore, the methodological basis for the development of effective measures of public administration of economic security is the provisions of the theory of sustainable development. The foundation of the sustainable development theory is the synergetic principles of self-organization of systems, in particular, the chaos theory. The turbulence of the trajectory of the country’s economic system makes it susceptible to management in the context of unforeseen events («black swans») and economic crises, provoked by medium-long cycles. Today, the COVID-19 pandemic can serve as an example of the «Black Swan» event for the economic systems of the global world. Therefore, the strategic task of public administration in times of chaos should be to maintain the homeostatic balance of the economic system while simultaneously finding new alternatives (attractors) for its sustainable development. To diagnose the economic system state by the level of security (homeostasis) the threshold (permissible, stable) limits of the values of indicators are fundamental, to characterize the level of protection of national economic interests. In domestic practice, to define safety indicator thresholds are used primarily heuristic methods, which based on the expert’s experience and intuition. The subjectivity inherent in heuristic methods does not exclude fundamental errors in the state diagnosis of the economic system by safety level. To prevent subjectivity, it is suggested to use Shewhart’s control charts. The Shewhart’s theory largely corresponds to the basic provisions of the theories of Sustainable Development and the Black Swan. To identify periods of «chaos» and «order» (an unruly and manageable management process) of the development trajectory of the socio-economic system, it is advisable to use combined XmR-chart. The article provides an example of the interpretation of the build XmR-map results for analyzing the manageability of the process of ensuring the Ukraine’s economic security during 1990-2019 years.

This article is a further continuation of the work on the review of the foundations of public administration of the use of national resources in relation to the field of scientific and state scientific and technical activities in the Russian Federation. The basic functions of the state management of scientific and technical activity are considered from the system positions, the analysis of the existing legal regulation of preparation and acceptance of system of scientific specialties on which scientific degrees are awarded is carried out, system shortcomings of the approved nomenclature of scientific specialties on which scientific degrees are awarded are revealed. The article describes some peculiarities of using the basic approa- ches of state administration for professional and amateur arts. It is established that for the State it is necessary to provide an assistance to artistic development in all spheres of its appearance. The use of an indicative approach to profession- al and amateur art management is recommended. It is revealed that indicative state management of art will be able to transform the subjects of management into the subjects of responsibility, who will achieve clearly defined spiritual and educational tasks and become accountable. This will contribute to systematic assessment of the practice of state and municipal management of professional and amateur art and will allow to adjust educational policy at all levels of govern- ment — the state, the region, the settlement, a separate union of artists.It is proved that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, the system analysis, planning methods, motivation and control, quantitative methods and decision making. Applying the philosophical approach to the problem under study, I believe that a healthy soci- ety can not be imagined without art. Man in its essence tends to be beautiful, to recreate the surrounding world through the prism of their own feelings of objec- tive reality in works of art. That is why, for the state, it is extremely necessary to ensure the promotion of artistic development in all areas of its manifestation.It is noted that one of the main approaches of the state administration to the formation of professional and amateur art is the author of this article considers the philosophical approach. There are also special connections of personality and social factors that determine the spiritual crisis of man.

The purpose of the article is to analyze the implementation of civil service reform to increase citizen participation in investment processes for European and Euro-Atlantic integration of Ukraine. Methodology. Various forms of citizen participation in public administration processes, which allows to form a good balance of advantages and disadvantages in this process for the implementation of European integration reforms is based on the methods of theoretical generalization, grouping and comparison have been researched. The analysis of the main advantages and disadvantages of promoting citizen participation in public administration processes is based on the methodology of system analysis and synthesis. Results. It was identified on the basis of the analysis of the main advantages and disadvantages that the advantages of citizen participation in public administration processes far outweigh the disadvantages to ensure better quality of services and living standards of citizens. The main shortcomings of citizen participation in public administration processes have been studied, which will help solve the problems of citizen participation in public administration processes in the context of European integration. Various forms of citizen participation in public administration processes have been developed in order to form a good balance of advantages and disadvantages in this process in order to implement European integration reforms. Different levels of citizen participation in public administration processes are analyzed, which contributes to the effective involvement of citizens in public administration processes for the implementation of European integration reforms. It was found that supporting the processes of socio-economic reform of the civil service through the strategy of public administration will help to implement the main European administrative reforms of public administration in Ukraine. Based on the analysis, it is concluded that supporting the transformation processes in Ukraine by investing in civil service reform helps to build the basic European principles of public administration in Ukraine. It is substantiated that measures to support civil society will be possible due to the training of civil servants, which will provide an opportunity to build the stable and efficient economy of Ukraine. Scientific novelty. The expediency of creating different levels of citizen participation in public administration processes is substantiated: informing, consulting, recommendations, joint development of plans, joint decisions, delegation. Practical significance. The results of the study form the scientific and practical basis for conducting various analytical and forecasting studies in terms of justifying greater participation of citizens in investment processes of public administration.

As digital technologies develop, a new form of relations between the state and the public is developing as well. Additional opportunities for the expression of public interests and the establishment of values preferred by the society arise, new mechanisms of political mobilization develop, new forms of public organization and self-organization emerge, the social media gain more power, and local and general public narrative develop on a number of online platforms. With the digitization of the public space, the state is forced to change its communication strategies and improve the dialogue between the government and the society based on deliberative democracy principles. After analysing the architecture of public communication emerging in new conditions the paper concludes that Russia is making certain efforts to adapt for the new digitized reality. However, current state priorities are shifting towards e-government and the digital economy. On the one hand, it seems justified, as it allows to bring the public services to a completely new level, reduce corruption risks, and simplify state management of economic processes. On the other hand, the lack of due attention to the issues of openness of public administration and involvement of citizens in making public decisions results in accumulation of contradictions in the public area of public administration, as well as increasing mutual misunderstanding and distrust between the state bodies and the civil society, which may entail bursts of social discontent and protests.
