Higher Education in France: Issues and Trends

Considering current problems of the higher education system in France, a number of problems can be identified. On one hand, the traditional high school encourages the intelligence, the elite formation, the deepening of existing social inequalities. On the other hand, the professional training largely focused on the labor market is expected. The contradiction between supply and demand (a demand for young professionals), the lack of opportunities for career growth at home force young Frenchmen to leave the country, which is the major issue in higher education and French society as a whole. At the same time, the educational immigration to France is increasing. The problems of coexistence of different cultures and worldviews in higher education remain actual. Such problems as "difficult" neighborhoods and employment among young people, their professional, cultural orientation, changing attitudes towards the teaching profession are important, too. The article contains the analysis of current trends and prospects of higher education, as well as of the policy being pursued by the government towards the young generation. The estimation of the present state of higher school by well known French sociologists – experts in the field of youth policy (Olivier Galland, François Dubet and others) is presented in the paper. The analogy with problems of the Russian higher education system, in particular higher commercial schools, is noticed. Fighting for youth remains the main theme in modern France. The social climate in the country may be improved by means of the young peoples' “remobilization”, using their dynamism, their knowledge and educational level which is one of the highest in Europe. The creation of prospects for self-realization at home (better conditions for an entrepreneurial activity and a political career etc.) may be considered as an alternative to the departure of young people abroad.

In this article the authors investigated the transformation and integration of the higher education system of the Republic of Kazakhstan, as a new approach to solving the problems of education in the world practice caused the need for a radical revision of organizational, structural, ideological aspects, updating the content of education, increasing the quality requirements for training specialists in accordance with the current stage of development of Kazakhstan society and global integration processes in the world educational space. In this regard, the article also analyzes the actualization and the problem of professional training of foreign students in the main areas of higher education: the solutions to such problems as the internationalization of education and the coordination of the activities of the legislative and executive bodies of states in the field of education, and the possibility of organizing a unified system of continuing education and improving the quality of education at all its levels were considered. The authors determined the genesis of the development of professional training of foreign students in higher education institutions of Kazakhstan, motivated by the dependence of education on the needs of society, its economy and national and cultural characteristics; as well as the dependence of the choice of the country of study on the “intellectuality” of the environment, and also made a forecast of the prospects for the development of professional training of foreign students and the internationalization of higher education in general.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

Following the 1952 revolution, the Egyptian higher education system grew rapidly, with post-secondary institutes complementing the expanding university system. Private post-secondary institutes were permitted from 1970; in the early 1990s financial constraints and pressures for cost recovery prompted legislation allowing private universities. In the face of expansion, diversification, and partial privatization, concerns have arisen about equity in higher education opportunities. The 2014 Survey of Young People in Egypt is used to examine correlates of higher education track placement and of sector placement within tracks.

The article discusses the issues of building a competitive system of higher education in the Arctic region and formation of specialists’ professional competencies for solving urgent scientific and technological problems within the concept of the Arctic economy innovative development. It is concluded that in order to be competitive, the new regional higher education system must undergo rapid changes to meet the modern economy requirements. That being said, the formation of Arctic competences is on the one hand a specific condition of professional training of specialists for the Arctic economy, which is not secured by the legislation; on the other hand, it is an important factor in maintaining competitiveness of both the regional vocational education system as a whole and that of a specific university.

The article is devoted to topical issues of methodology and organization of professional training of students of economic direction with the use of distance learning. Organization of professional training of students of economic direction taking into account the use of remote technologies is determined by the need to get acquainted with the theory and skills of using local and remote data containing various information. Currently, information flows are a strategic resource that facilitates the rapid acquisition of the necessary information. The introduction of information forms in the higher education system as distance learning resources is quite complex and important task aimed at reducing the time of classroom students and release of real time for them to obtain the necessary competencies. The article draws attention to the methodology and organization of distance education. The positive and negative aspects of virtual interaction in the educational environment of its participants are considered. The main innovation and pedagogical directions and conditions of studying the course and disciplines are determined. Innovative processes of the educational environment, impose new requirements for the professional training of teachers, defining and formulating the purpose, the scope of the educational environment based on the needs of students and meet the requirements of the education system. The main requirements of the educational environment should include compliance with educational standards aimed at improving the quality of professional training of students. Modernization of higher education has a positive impact on the activities of the teaching staff, improving and optimizing the main components of the learning process of students, expanding the theoretical and pedagogical methods and modeling educational institutions in an innovative educational system. The emergence of new forms of education is a natural process of the education system to the modern needs of society associated with changes in scientific,technical and information architectonics.

The problem of transformation of the higher education system in the Russian Federation in terms of developing scientific and pedagogical potential is quite acute. Copying the Bologna system without adapting to the Russian reality led to the formation of destructive consequences for the system of reproduction of scientific and pedagogical personnel of the country. Negative trends in the number of higher education institutions, demographic waves accompanied by a decrease in the number of students, changing market requirements for the value of higher education and its formalization have led to a reduction in the need for research and teaching staff. Among other things, the prestige of the higher school teaching profession has significantly decreased in society, which has become an additional factor for reducing the interest of talented young people in the teaching profession, and without the influx of talented creative personnel into the research environment, the country's human resources potential in general also falls, as well as its innovative potential. Many scientists negatively assess the reformation in the higher education system of the Russian Federation, focusing on criticism of changes that forced higher school teachers to work to achieve rating indicators, rather than developing their own intellectual potential and teaching. They negatively assess the Western experience in implementing generalized education standards, which, first, in Russia were not adapted to the country's original culture, and secondly, led not to solving problems in the higher education system, but to their aggravation.
