Disaster measurement in Indonesia include in Banjarnegara District by collaborative management, which expected could solvable. The implementation of collaborative management of manajement disater in Banjarnegara District had human resources, budget, and equipment limitation. This situation been interesting researchers to exam the collaborative management of disaster management in Banjarnegara District. This research aims to analyze how collaborative management in disaster management at Banjarnegara District at response, recovery and developing phase, and to analyze the supporting and inhibiting factors to collaborative management of disaster management in Banjarnegara District and the strategies to solving the problem. This research was qualitative research with descriptive approach. Researh methode was case study. The informants select by purposive sampling techniques with consideration that informant realy understand about collaborative management of disaster management in Banjarnegara District, so could gave many information about research problems. The prime informants were the Head of BPBD, the Head of BPBD Operational Section, the Health Service, Secretary of government Banjarnegara District, Commission D of Regional Representative Council in Banjarnegara, and Head of Social Service. Supporting informant is the head of community organization. Data collection by interviews, observation and documentation. Research data were analyzed by interactive model. The results of this research been concluted: 1) Collaborative management of disaster management in Banjarnegara District over all not satisfaction comunity and not effective and efficient yet. At response phase could been doing quite well, at recovery phase could been doing well, and at developing phase could been doing well too but not finished at all yet caused by comunity land acquisition problem. BPBD could collaborate with some elements of government institution and non-governmental institutions in order to achieve a common goal which is to minimize the number of victims and the risk of disaster impacts, 2) Supporting factors were communication, commitment and mutual understanding among the stakeholders which be realized in collaboration and awareness all elements about their duties and responsibility so the limitation factors like human resources, equipment and budget can be solving by those collaboration. So that could say if collaborative management of disaster management in Banjarnegara District was solvable for disaster management in Banjarnegara District which has susceptible and disaster potenstions from several aspects, that was geographical, climatological, geological, and demographic social.

This study discusses about opinion and analysis of information service program in library using online method, (a case study of information service using Ipusnas Imobile Application). Qualitative descriptive approach was used in this study, and observation to iPusnas application directly was conducted for data gathering. We tried to answer how online library information service using iPusnas application was utilized, how the process flow of information service is, and what advantage and disadvantage iPusnas application has as our research problems. We found that this application is applicable to all people in general, whether they are old, young or have little capability in using the application as long as they have understood information technology. Moreover, this application can encourage millennial generation’s reading interest as they spend most of their time in using information technology devices. This application is still in startup form and need to be developed more in its loading process, features, book collection, and bug improvement to support digital library.

Impact of human resources managent policies and practices on the productivity and efficicency of Sudanese companies : a case study National Electricity Corporation (NEC) The study aimed to figure out the impact of employment policies on the productivity and efficiency of Sudanese companies, also the effect of technology on employees’ skills and capabilities, moreover to sec the importance of IIRM systems and health and safety policies on productivity and efficiency. The researcher used the analytical descriptive approach that shows results as: There exists positive relationship between IIRM policies and practices and companies’ productivity and efficiency, also there exists statistically significant relationship between the effectiveness of IIRM cycle and productivity and efficiency of NEC, and the technological innovations require increasing employee skills and abilities to use the modern means of production

In carrying out the collection of swallow nest taxes, regulations are issued by the government in the form of Pelalawan Regency Regional Regulation No. 11 of 2011 concerning Regional Taxes. The purpose of this study was to determine the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax and to identify the inhibiting factors for the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax. To achieve this goal, this research uses interactive analysis techniques with qualitative research types using a descriptive approach and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. This study shows that first, the implementation of local tax policies in Pelalawan Regency (a case study on the swiftlet nest tax) has not been implemented properly, which can be seen from three indicators, namely the mentality approach, the systems approach and the network cooperation approach. Second, the inhibiting factors are the absence of a license, it is difficult to find the owner of the swallow, there are incorrect issues about taxes, and the government's indecisiveness

Obstacles to developing MSMEs include quality, human resources, capital, infrastructure, and technology. This problem causes a price decline in providing counseling and from the banking world. Therefore, this is part of various parties that are very helpful for the development of MSMEs, especially those in rural areas.

Landslide-induced displacement is an unexpected tragedy as well as a major development constraint which cannot be overcome sustainably unless a well-established mechanism is functionalized. Since the displacement is a life changing event, the attention should be focused to address all aspects of restoration of lives such as building houses, establishing livelihood opportunities, rehabilitation and reintegration in the process of relocation. In order to address the relocation issues and challenges for seeking durable solutions, community based strategies are most welcome in contemporary disaster management plans. In addition to examine the failures of existing relocation programmes, this study has attempted to investigate one of the neglected aspects of restoring displaced lives in the recovery phase of disaster management cycle; post-relocation satisfaction. The methodology has initially been designed based on qualitative approach focusing 72 households selected through judgment sampling from six relocated housing schemes after the massive landslide occurred in 2016 at Aranayaka division in Kegalle District, Sri Lanka. Both quantitative and qualitative techniques have been used for data collection through questionnaires, structural interviews, semi structural interviews and case studies while descriptive data analytical methods applied particularly for case study interpretation. The research results revealed that, this unexpected landslide hazard has created several socio-economic constraints which cause to accelerate the relocation issues. Lack of involvement of the government institutions in finding durable solutions at the recovery phase and the delay of policy implementation are identified as the main interlinked issues in the process of relocation. Due to the lack of community participation in project planning and less cooperation between the authorities and the public, most of the relocation programmes could not achieve the expected project deliverables. Therefore the research paper suggests new strategies to overcome the existing issues and challenges in order to minimize the problems faced by post-landslide relocated communities.

The geographical conditions of Indonesia which are on the Pacific Ring of Fire and are crossed by three world plates, the Eurasian plate, the Indo-Australian plate and the Pacific plate make Indonesia the most disaster-prone country, especially earthquakes. The large number of population in Indonesia contributes to the risk of life and social loss, physical loss, and economic loss. Based on this, the government seems to need more attention to disaster management efforts, which are multidimensional. On the other hand, disaster management in Indonesia have not yet become a national strategic issue and development goals so that resulting in disaster management in Indonesia are still not optimal due to the collaborative management processes that are not comprehensive and sustainable between the various levels of actors involved.The purpose of this study is to analyze collaborative governance in the prevention of earthquake reconstruction rehabilitation in the Western Island of Java. This study uses a post positivism approach with qualitative research methods through in-depth interviews and documentation studies.The results of this study indicate that it is needed: the objectives in post earthquake disaste management must consider providing solutions that can reach ordinary people, community independence and participation, human resources, technology, finance and legal as well as derivative rules, leader support, and collaboration between governments, non-governmental institutions, private sector, donor agencies, international agencies, universities and the community


This research has the aim to describe the organizational capabilities of the Local Disaster Management Agency (BPBD) Padang in efforts to reduce disaster risk in Padang City. This study uses qualitative research methods with a descriptive approach. Data was collected through interviews with informants, field observations and documentation studies. This research was conducted at the BPBD Padang office. While the research informants were determined using purposive sampling techniques. The results of this study indicate that the capability of BPBD Padang is still not optimal. This can be seen from the problems encountered in the field, such as the coordination function carried out by the BPBD Padang, which is very weak, the lack of human resources, facilities and infrastructure that are inadequate and the budget is still very minimal.
