This paper examines the attitude of the British government towards the prisoners of Assam. Moreover, it investigates the policies adopted by the government about prison labour. Prisons in Colonial India were known as the ‘house of industries’ rather than the house of rehabilitation and the disciplinary system that existed inside the prison walls emphasised more on attaining profit by instrumenting various types of punitive labour and rigorous methods of punishment. Throughout the Colonial period, the rules for prison administration was shaped and reshaped according to the needs of the colonial state and prisoners were squeezed in the name of discipline through prison labour. In India, the idea of reformation was boastfully propagated but never fully implemented inside the prisons. Prison and prison labour in colonial India has been discussed over a period of time in various academic platforms; however, no such discussions were made on the context of prisons of Assam. Therefore, through this study, an attempt has been made to offer an overview of the recommendations of the Prison Reform Committees and its implementation about prison labour and manufactures.

Focusing on the role of atrocity facilitators, particularly colonial officials and the British government, in the governmentalization of torture by the police and other officials in colonial India, this chapter examines the ways in which, following the transfer of India’s governance from the East India Company to the Crown in 1858, the extra-legal violence of torture became systematized as a technology of colonial rule. Beginning with an analysis of what led to the perpetration of torture by state officials, the existence of which had long been known in both India and Britain, to erupt into scandal in 1854, the chapter interrogates how the commission set up to investigate torture led to the emergence of a new facilitatory discourse that served both to deny the existence of torture and the structural violence that underpinned it, as well as to displace blame for it from the colonial regime to its Indian subordinates. The chapter further explores how police reform in the commission’s aftermath was designed not to eradicate torture or ensure the welfare of the Indian populace but to safeguard the coercive and terrorizing powers of the colonial state

Various forms of labor obligation, coercion, and oppression existed in colonial India, but the supposed dichotomy between “free” and “unfree” labor was rarely absolute. European slave-trafficking, internal trades in women and children, domestic slavery, caste-based obligations for agricultural and other labor, and capitalist systems such as indenture represented distinct but overlapping forms of “unfree” labor in the South Asian context. Enslaved Indians were exported to various European colonial possessions in the 17th and 18th century or provided domestic services within the homes of both the European and Indian elites. Meanwhile, various preexisting local labor relationships such as begar, caste-based obligation, and debt bondage involved elements of coercion, control, and ownership that mirrored some of the characteristics of slavery. These underwent significant changes in the colonial period, as the colonial state both tapped into and sought to reshape the Indian labor market to suit the needs of the imperial capitalist economy.

Since 1950, the Government of India has maintained its policy of denying affirmative-action benefits to Dalit converts to Christianity. Debates about Dalit Christian reservations are most often centered on contemporary political trends. Far less attention is paid to developments during the colonial period, when sharp differences between religious ‘communities’ were formulated as policy. As much as the colonial state attempted to grapple with ethnographic realities on the ground, it ultimately embraced an idealized notion of a ‘casteless Native Christian community’. Against massive data that revealed the persistence of caste among converts, this idea of casteless Christianity was readily appropriated by the postcolonial state, which has been all to eager to use it as the basis for denying affirmative action to Dalit Christians. Dalit Christians seeking a change to this policy must therefore grapple with the past, by refuting assumptions embedded in nineteenth-century missionary rhetoric and state policies.

AbstractThis paper explores the transition to synthetic dyestuffs through a principal focus on developments within the last major holdout of the natural-dye industry, the blue colourant indigo. It starts by looking closely at existing practices of cultivation and manufacture of the natural dye in colonial India in the second half of the nineteenth century. It also develops a case study based on targeted efforts scientifically to improve plant-derived indigo in laboratories and experiment stations in colonial India and imperial England. Experts attempted to increase yields and enhance the purity of the natural dye to meet the competition of the cheaper and purer synthetic indigo launched on the international market in 1897 by two German firms, BASF and Hoechst. The paper explains the patronage of science by European planters, the colonial state and the metropolitan government and analyses the nature of science that emerged in the colonial–imperial nexus.

The conclusion reviews the previous chapters as a case study in high-level policymaking under pressure. Globalization, the internationalization of the grain trade, and the outbreak of war confronted the British government with conjoined political–economic and military–diplomatic problems, which it had no good options to solve. The complexity of the challenges confronting the government render simplified narratives of its decision-making inaccurate and of doubtful utility as a model. This argument has important methodological implications for students of grand strategy and military history: the former requires as much attention to military as to civilian perspectives and the latter demands better economic literacy. Both require rigorous archival research in civilian and military, public and private records, as well as a willingness to engage the past with a high level of precision.

The Government of British India was a colonial state and, therefore, determinants of its foreign policy were very different from those of a sovereign state. Its foreign policy was designed to serve Britain’s imperial interests. To ensure the defence of India, it maintained states in the immediate neighbourhood of India as ‘buffer states’. The British valued their Empire greatly and took far-reaching measures for its defence and of the routes to India. They perceived threat to their Indian Empire from the expansion of the Russia Empire which is often described as Russophobia. The British Government retained responsibility for relations with the states in the Indian Ocean rim (except the Aden Settlement until 1937). But substantial expenditure was met out of the Indian Treasury. The legacy of the Raj has left an indelible impact on the foreign policy of the Indian Republic.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.
