In modern Russian conditions of economic management, it is important to analyze deformations in the development of small business in those sectors of the economy that are strategically important for the development of the economy of the whole country. So, for Russia strategic resources, determining the vector of development of its economy, among others are forestry. This is due to the fact that Russia is the world's largest country with forest resources. It ranks first in the world in terms of forest area and the volume of timber reserves. In addition, the development of entrepreneurship in forestry, including small business, is the most problematic in the current economic conditions. Due to the specific scope and the lack of financial capacity of small businesses in this sector demonstrates the lack of effectiveness in its development, which is reflected in the increase in arrears to the budgets of all levels, increasing the size of the shadow work and others. The results of the survey of small business leaders revealed that businesses can to lead a part of the activity into the shadow, first of all, with the goal of reducing costs. According to the estimates of the World Wide Fund for Nature, the extent of deforestation in the informal sector in Russia is more than 30%, and in the surplus regions up to 59-70%. According to expert estimates, federal and regional budgets are losing every year in this connection from 1 to 1.5 billion rubles. forest payments. The reasons for the deforming activities in small business are inadequate state, legal and economic policies and the lack of effective measures to support small business. This necessitates a more careful study of the implemented instruments of state support for small business in the forest sector of the economy, taking into account the currently existing factors of business deformation.

In modern economic conditions, the topic of the article is relevant, since great importance is attached to the development of small business throughout the world. This is due to the fact that one of the main criteria for an efficient economy is a high proportion of small businesses. The article sets the goal, which was to identify and analyze the main problems of small business development in the context of a pandemic and crisis, as well as to find ways to solve them. The subject of the research is the activities of small businesses in the context of a pandemic and economic crisis. The work reveals the main features and characteristics of small business, reflects force majeure circumstances associated with the pandemic, which entailed a crisis in the world economy. In the course of the study, it was revealed that the activities of small businesses are a priority in the context of a pandemic and crisis; the main factors influencing the low efficiency of state support for small businesses are identified. The main research methods are comparative, systemic, statistical analyzes. The author pays special attention to the search and selection of new mechanisms and methods for the development of small business in the context of a pandemic and after its completion.


Significance Morocco’s reputation among international investors as one of the region’s more business-friendly locations has been underlined by a steady rise in the World Bank’s ‘Doing Business’ rankings. The government has sought to reinforce this through the latest budget, including tax cuts for domestic industries. Beyond that, it also includes increases in spending on health and education, as well the creation of a special fund for small businesses. Rabat plans to issue a sovereign bond in the next few weeks to bolster foreign exchange reserves and to finance part of the deficit. Impacts The boost to health and education is in keeping with the king’s recent call for economic policies that will reduce social inequality. Small businesses receive tax and other incentives, and are excluded from the sphere of influence of monopoly structures. The sudden attack of COVID-19 has affected human lives and economies to a great extent. The lockdown and restrictions taken as measures by the government to stop the spread of the coronavirus are responsible to shut down many small businesses permanently. In this paper, we will get an idea of how the pandemic has affected small businesses. The world witnessed the largest fall in the number of active businesses. The supply chain got affected due to this and as a result, this affected global trade. Research shows that the impact of the pandemic on the small business and employees have changed the overall business policies facing economic imbalance.

The main types of activity of small enterprises in Ukraine are investigated in the article. The ratio of the number of small enterprises to the total number of enterprises in the country and the share of micro-enterprises is determined. The influence of small enterprises on the socio-economic development of the country is studied. The state of development of small business in the world is studied. The share of small enterprises in the total number of enterprises is analyzed. The share of small enterprises in the structure of GDP is studied. The number of employees employed in small businesses is analyzed. The importance of small business functioning for the national economy through integrated indicators is substantiated. The branches and types of economic activity of Ukraine are analyzed and the best ones are singled out according to the number of small enterprises and their share in the total volume of enterprises of the country, according to the level of employment and by the volume of sold products. The dynamics of development of small enterprises of Ukraine is analyzed. Significant growth rates of financial results of small enterprises and prerequisites for their effective operation have been identified. The most attractive activities for small enterprises in Ukraine are analyzed. The structure of small business entities by types of economic activity is studied. The place of Ukraine in the world ranking of ease of doing business «Doing Bussines-2020» is studied. The national problems that hinder the development of small enterprises in Ukraine are studied. A comparative analysis of Ukraine and the countries of the post-Soviet space is carried out and the main positive changes and existing unresolved problems are indicated. Ways to eliminate bureaucratic obstacles by creating (functioning) direct financial support from the state and simplifying the procedure for obtaining it are proposed. The experience of foreign countries in state support of small business is considered. The problems of small business development in Ukraine are studied and the ways of solution which will promote further development are offered.

The impact of the world COVID crisis on small businesses was extremely destructive. Governments of different countries being aware of critical importance of small business sector to national economies and societies as a whole undertook measures aimed at SME support. While the devastating effect of COVID on small business is quite comparable across the world, the scale and efficiency of government protective measures differ a lot in various countries. In this paper we made an attempt of comparative analysis of governmental efforts to protect small business economies on the example of SMEs in three countries: the U.S., China, and Russia.

PurposeThe world is going through a global crisis after the outbreak of coronavirus (COVID-19) in most areas of the world. Businesses particularly small ones do not work in isolation but instead are embedded in an entrepreneurial ecosystem that is dependent on environmental conditions. The disruptive changes from COVID-19 have caused serious damage to the global economy, so it is up to entrepreneurs to bring equilibrium by introducing change. This paper adopts the lens of dynamic capabilities to study how small business entrepreneurs are trying to survive and grow in an entrepreneurial ecosystem affected by coronavirus.Design/methodology/approachUsing qualitative research methods, 20 Pakistani entrepreneurs have been interviewed in order to assess how the entrepreneurial ecosystem in an emerging economy has been affected by COVID-19. This enables a contemporary and realistic understanding about the way small business entrepreneurs have adjusted to a crisis.FindingsFrom the data analysis, the three main dimensions of dynamic capabilities for small business entrepreneurs emerge, which involve a sensing, seizing and transforming capability.Research limitations/implicationsThe findings suggest that small businesses utilise the following strategies to cope with change: emergent humanitarian crisis, carte blanche agile business models and effectual business functions. These findings contribute to the literature about the challenges of current crises and how businesses can cope in this situation using a dynamic capabilities perspective.Practical implicationsThe findings contribute to the ability of small businesses to cope during the current pandemic situations and anticipate how to manage future crises. Furthermore, the entrepreneurial practices exercised by small businesses are also presented that represent an innovative way to understand crisis management techniques by entrepreneurs in emerging economies.Social implicationsThese findings contribute to the literature about the challenges of current crises and how businesses can cope in this situation using a dynamic capabilities perspective.Originality/valueBy drawing on the existing literature of COVID-19's impact on businesses, the theoretical contribution of this paper highlights the applicability of dynamic capabilities on small businesses to survive during the global crisis.

The article discusses the problems and complexities of small business development and expansion. An element of scientific novelty is the identification of some problems of small businesses at the present stage.
