This study focuses on innovation capabilities in small enterprises and how their development can be supported by regional strategies. The study utilizes multiple case studies. The empirical evidence is based on data from four regions in Finland. Each of them has adopted an industrial cluster approach as the basis of regional development. The study draws a common framework for assessing how regional development efforts meet the needs of innovation development in small enterprises. The findings demonstrate that most of the efforts for improving innovation capabilities of small enterprises are appropriate for innovation generation in the front-end phase. Instead, there were no significant efforts to support innovation adoption. Further, the highly conceptualised development services provided by a variety of public organizations meet the needs of large companies. However, these services match poorly with the nature of innovation development in small enterprises.

The article is devoted to the analysis of the problems of economic globalization in China and as a factor of cultural security. A philosophical analysis of the social aspect of China’s regional development. J. Sigurdson, like many researchers, analyzes economic, political factors, technological innovations, regional development programs of China. Our attention was drawn to the fact that he is one of the few Western researchers who analyze social problems. J. Sigurdson gives an analysis of Chinese society in the context of the development of technological systems. He notes that the creation of clusters, the use of new technologies contribute to the development of the social infrastructure of modern Chinese society. It is worth noting that his analysis is based on the historical information approach. In this case, we are not interested in ascertaining the facts presented by him, but in describing the role of innovation systems in the development of the social sphere of Chinese society. Thus, the relevance of this article is due to the need to analyze Western research on the social factor of regional changes in China. The entry into globalization processes and the perception of the economic opportunities of the modern world in China is refracted through traditional culture and allows not only to preserve its own values, but also to successfully adapt them to the realities of the present day on one hand and spread it outside on the other. China plays an important role in the modern economic development of the world. The main task of the Chinese strategy for the development of clusters was to ensure that the results met not only the economic development of the country, but also the rise of the social, cultural component. The Chinese government is aware of the depth of existing problems in society, and how we see new promising plans for the development of China’s economic system. In the artical, we allows us to view modern China not only as a simple element of the world economic system, but rather as one of the leading subjects of economic globalization, actively participating in the world economy and making a significant contribution to the development of the modern world. In our view, it is the integrity of the domestic political and foreign policy course of the country’s development that allowed the Chinese economy and culture to become a visible and important element of the world economy.

In modern world economy resort recreations is one of the most high-profitable spheres of managing. Ukraine owns the powerful resort and tourist potential, to which effective development can bring a real economic benefit. For this purpose, it is necessary to form of system concept for the development of such systems, which are integral part of the economic transformations. Transformational processes are displayed in shifts in consumption, requirements and ways of their satisfaction. The market environment needs are in the form of demand and ways to meet them mediated by the market in the form of market expectations. They are important for forecasting the behavior of the market of resort and tourist products. As a result, of research was the model of dynamics of trust of the market to transformational changes of the resort and tourist sphere of Ukraine is constructed. Scenarios of change of level of trust at various values of parameters, which correspond to stages of development of transformational economy are received.

For this purpose, it is necessary to form a system concept for the development of such industry, which are integral part of the economic transformations. The purpose of the article consists in development of approach to modeling of transformations strategy development of resort-recreation systems in which transformation acts as their internal and necessary part. As a result of research, the concept of transformation strategy development was grounded, as a certain period of cyclic dynamics, and the scenarios of origin of catastrophe, development and introduction of innovations is got. The offered approach assumes opportunity to consider development of economy of resort-recreation systems as process of transformation change of strategies. On this basis the model based on theory of catastrophes, which allows carrying out the scenario description of transformation strategies of resort-recreation systems is constructed.

This article is devoted to digitalization as a challenge of the modern world economy. The digital revolution has changed our lives and societies with unprecedented speed and scale, providing huge opportunities as well as daunting challenges. New technologies can make a significant contribution to achieving sustainable development goals, but positive results should not be taken for granted.


The article examines the transition of Ukraine from the periphery of the modern world-economy to the semi-periphery. Several global variants of such a transition have been analysed and a hybrid version has been proposed. Based on the analysis of Ukrainian export-import operations, the conclusion of our previous work of Ukraine being one of the periphery states has been confirmed. According to the global practice, for such states, there are two options for the transition to the semi-periphery. The first of them is the implementation of such systemic reforms that will allow for a considerable time to redistribute profits from international operations in their favour. This option is implemented in two forms. The first is authoritarian modernization (examples – Singapore, China). The second is reforms carried out with the broad support of the countries of the centre (an example is the European and Euro-Atlantic integration of the Central Europe countries). The second option is cooperation with the hegemonic state (USA) in the field of security and maintenance of order, for which such a state receives various support and access to the American sales market (examples - South Korea, Japan and the FRG, partly Turkey and Chile). It was concluded that the above options are unacceptable in a difficult Ukrainian case (chronic under-reforming, low quality of the Ukrainian elite, internal problems in the EU and the United States, a protracted conflict with the Russian Federation, etc.), thus there is a need for such an option that would combine the elements of all of the above – that is, a hybrid one. The proposed option assumes, firstly, the introduction of qualitatively new representatives into the Ukrainian elite, capable for systemic reforms, secondly, the continuation of European integration efforts, thirdly, strengthening cooperation with the United States in the security sphere, and fourthly, the activation of regional integration projects (primarily with Turkey and Poland). If efforts in one of the designated areas fail, then resources can be redirected to activate others without wasting precious time. As a conclusion, it was stated that the proposed hybrid version of Ukraine’s transition from the periphery to the semi-periphery looks like the only realistic way for Ukraine.
