Corruption is an extraordinary crime that occurred in every country. The United Nations Office on Drugs and Crime (UNODC) reported in 2013 that about 10-25 percent of the value of public procurement in the whole world, including Indonesia, was corrupted. Based on the data of Indonesia’s Corruption Eradication Commission (KPK), corruption cases in public procurement is in the highest rank compared to the others. Using a game theoretical approach, this study aims to analyze the procurement process of public goods and services of the Indonesian Government, which has adopted the electronic system, called e-procurement. The game is played sequentially by two representative agents, namely the organizer (government) and the provider. It is assumed that the organizer has a non-corrupt nature. This study results that e-procurement is not significantly able to reduce corrupt behavior. It happens because, although the procurement process is conducted electronically, both sides still have the possibility to meet for negotiation, which can lead to corruption. Therefore, the key to preventing corrupt practices in public procurement is to avoid the two players’ meeting.

The spread of the new coronavirus in the world, including in Georgia, had a significant negative impact on both public and private organizations, which has affected the public procurement process in the country. Georgia has spent a large amount of money to deal with the virus. As a result, administrative costs have been reduced in order to finance the 2020 state budget deficit - 57 million GEL for labor costs and 107 million GEL for goods and services. It should be noted that 195 million GEL is used on arranging quarantine spaces and other additional health care costs while 1.31 billion GEL is provided for goods and services. During the pandemic, demand from the state increased significantly in the health sector, while declining in other areas, many planned purchases were canceled, tenders were not held, were suspended or their announcement was delayed. This has affected companies whose major activities include state orders. Also rising inflation and currency devaluation have made goods and services more expensive. Consequently, complex problems arose for the entities participating in public procurement, namely: - From the moment the first case of the virus was reported in Georgia, it became mandatory for public and private organizations to follow the recommendations of the World Health Organization and the National Center for Disease Control and Public Health. So, large amount of money was spent on hygiene, disinfection and other means of protecting against the virus to ensure the safety of customers and employees. - Some public and private organizations continued to work remotely, for which they incurred additional costs for equipping employees at home (with computer or other technological resources). Other organizations, which were not prohibited the operation, funded the transportation of staff to the workplace, because of emergency was declared and public transport was restricted. - In order to free up financial resources, procurement organizations have restricted the announcement of planned tenders. Even the winner had already been identified or the bidder had been invited to sign the contract. At the same time, according to the Unified Public Procurement Electronic System a number of tenders have been suspended, including largescale infrastructure projects, most of which were in the selection stage or successful bidder was revealed and invited to sign the contract. - Due to the global pandemic, most companies failed to meet their contractual obligations on time. Contract authorities change the terms of the contract, including increased delivery time and services. In the case of infrastructure projects, based on the decree of the Government of Georgia, contract authorities were given the right to increase the contract value by 10% -20% in order to finance the increase of supplier costs on construction materials - Amendments were made to the legislation governing public procurement. For example, Procurement of goods and services under the many of CPV codes were restricted to contract authorities without the consent of the Government of Georgia. In the original version of the resolution, only 30 out of 200 codes were restricted, and from April 1, 2020, the number of restricted CPV codes has increased to 160. There are number of classified goods and services, whose purchase does not require government consent: agricultural and food products, outerwear, pharmaceutical products, miscellaneous transport equipment and spare parts, Works for complete or part construction and civil engineering work, laboratory services, refuse and waste related services. Because agreement with the government and electronic procedures takes a long time, procurement organizations were forced to purchase goods and services through a simplified procurement in the case of urgent necessity. This means that in accordance with the law, the contract authorities directly signed a contract with the company and after agreed with the State Procurement Agency. Therefore, it is necessary to analyze the additional costs incurred in the field of public procurement due to the coronavirus to make predictions about the procurement process for the next year.

Zusammenfassung. Zielsetzung: Monitoringsysteme für die Behandlung von Substanzbezogenen Störungen (MfS) werden eingesetzt, um den Gesundheitszustand der Zielgruppe, Interventionen und deren Ergebnisse zu erfassen. Die Entwicklung der bestehenden Systeme, Möglichkeiten und Probleme werden untersucht. Methodik: Da MfS selten Gegenstand wissenschaftlicher Publikationen sind, wurden, ausgehend von zentralen Publikationen des European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), der Pompidou-Gruppe und der Weltgesundheitsorganisation (WHO) / United Nations Office on Drugs and Crime (UNODC) relevante Publikationen gesucht. Diese sind, zusammen mit der langjährigen Erfahrung in deutschen und europäischen MfS, Grundlage der Darstellung. Ergebnisse: Ähnliche Bedingungen und ein regelmäßiger Austausch haben zu Gemeinsamkeiten bei nationalen und internationalen MfS geführt. Zentrale Merkmale sind: eine Vielzahl beteiligter Akteure aus Versorgung, Finanzierung, Wissenschaft, Technik und Administration; Themenfelder: Verfügbarkeit und Zugang, Effektivität und Effizienz, Akzeptanz und Nutzung von Behandlung; Erhebungseinheiten: Klient, Therapeut, Einrichtung, Behandlung und Ergebnisse. Daten aus der Routineerhebung werden in meist anonymisierter Form regelmäßig zusammengeführt und berichtet. Zentrale Ziele sind dabei die Erkennung von Trends und Veränderungen, Abschätzung von Bedarf und Rückmeldung über die Effekte von Interventionen. Als kritisch erwiesen sich die Repräsentativität der Stichproben, nicht zu kontrollierende Einflussfaktoren und Probleme der Vergleichbarkeit zwischen Regionen, Teilgruppen und über die Zeit. Schlussfolgerungen: MfS sollten trotz methodischer Probleme und Einschränkungen weiter verwendet werden, da Informationen zu Behandlungsbedarf, Durchführung und Ergebnissen von Interventionen im Bereich der Suchthilfe zeitnah notwendig sind und alternative Datenquellen fehlen. Eine klarere Zielsetzung und bessere Konzeption, langfristige Perspektiven, Unabhängigkeit und Qualitätssicherung, eine kritische Interpretation der Ergebnisse und eine bessere Verknüpfung zwischen MfS, anderen Datenquellen und wissenschaftlicher Forschung könnten Wert und Bedeutung von MfS deutlich erhöhen.

By detailed analyses of Polish and world statistics, the authors search for the answer if in fact,as some politicians and citizens claim, the world and in particular European Union and Polandare overcome by the wave of violence. Data gathered, among others, by Polish Public OpinionResearch Center (CBOS), Eurostat and United Nations Office on Drugs and Crime (UNOCD), aswell as anthropologists and police, clearly prove the opposite. Scientific comparisons concerningviolence over the centuries show that its scale drastically decreased and the world gets saferwith time. Statistical reports of the United Nations especially clearly indicate European Union(including Poland) as particularly peaceful region against the rest of the world, having the lowestmurder rates. Eurostat data confirm these results, also showing decrease in other crimes overthe years. Polish police data similarly prove existence of this trend and CBOS indicates thatit is reflected in increasing sense of security among Poles. In the second part of the article theauthors explain potential reasons for using such false slogans as “increasing wave of violence” bypoliticians and raising fear in voters as well as psychological mechanisms responsible for theirpotential effectiveness.

Abstract Heritage Petroleum Company Limited (HPCL) is the newest operating oil and gas company in Trinidad and Tobago and was vested and entrusted with the operation and management of all the exploration and production assets of Petroleum Company of Trinidad and Tobago Limited ("Petrotrin"). Being driven by oil-based revenue meant that rig intervention projects had to be innovative, economically viable and practical to meet the company’s financial commitments. This paper presents the concepts and processes behind the development and implementation of HPCL’s Workover Scoping and Procurement Framework. The offshore team recognized the need to frame the well review and workover candidate selection process as well as a procurement process that was both operationally accommodating and in accordance with public procurement regulations. This process would also have to be tested, since it was a new concept that was not practiced by Petrotrin. The well review process involved defining reservoir deliverability and in-place volumes through static and dynamic modelling, establishing current well potential and deliverability via nodal analysis with installed completion designs, topside infrastructure conditions and flow restrictions. The procurement process was achieved by identifying local resources and generating framework agreements for services and equipment. Job specific resources were tendered to ensure a transparent selection and award. The process also involved ranking the risks of all candidates. Economic analyses were performed to determine whether the financial indicators were positive to ensure viability of the campaign. A scorpion plot was also used to manage the performance of this framework during the campaign. The result was a campaign consisting of 15 wells that was delivered on time and within the workover budget. Actual production gain was over 1700 BOPD as opposed to the expected gain of 1450 BOPD. Budgeted Net Present Value (NPV) and actual NPV was calculated to be US$ 9.42 million dollars and US$ 11.7 million dollars respectively. All resources were demobilized and removed from the offshore acreage to reduce risks and floating expense to the company at the end of the campaign.

Purpose The purpose of this study is to promote clean technology development and diffusion through public procurement. Finland is ranked high among the countries that develop clean technology innovations. Innovative public procurement could be one means to boost the diffusion of such technologies. However, this potential is still somewhat unexploited, as innovative public procurement is an unsystematic method of procuring in Finland and the EU, partly because of an inability to understand innovation potential in the market and to implement innovative procurement. Design/methodology/approach In this paper, the authors illustrate how cleantech aspects can be integrated into the public procurement process. The authors study the key success factors and conditions that have led to a successful cleantech procurement process by exploring realized cases of innovative public clean technology procurement. Findings The results suggest that innovative public procurement, in which clean technology is an integrated part, may occur in different forms, from a procurement of a highly improved product or solution to a product-service system or a collaborative symbiosis system. Life cycle consideration, strategic commitment and recognition of needs of the procuring unit were prioritized as the most important factors leading to successful integration of cleantech aspects into procurement process.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.
