<p class="Isi"><strong>Abstrak.</strong> <span>Permasalahan pupuk, lahan terdegradasi, dan pencemaran, pengelolaan sumberdaya lahan rawa, dan pengelolaan sumberdaya air yang terbatas di lahan pertanian, merupakan isu atau permasalahan mendesak yang harus dicari pemecahannya. Untuk mengatasi permasalahan tersebut, Balai Besar Litbang Sumberdaya Lahan Pertanian (BBSDLP) telah menghasilkan beberapa teknologi yang siap diaplikasikan. Dalam dua tahun terakhir, output hasil penelitian BBSDLP tersebut dalam bentuk produk teknologi dan rekomendasi anjuran teknologi sumberdaya lahan telah diaplikasikan dan dimanfaatkan dalam mendukung program prioritas sektor pertanian. Program prioritas dimaksud, adalah: (1) program selamatkan rawa dan sejahterakan petani disingkat SERASI, (2) program penurunan pencemaran lingkungan, (3) program peningkatan produktivitas pertanian dan (4) program antisipasi perubahan iklim. Terdapat opini yang paradoks, institusi lembaga riset menganggap bahwa banyak teknologi hasil penelitian yang siap diaplikasikan, tetapi menurut sebagian petani sangat terbatas teknologi hasil penelitian yang siap dimanfaatkan petani. Untuk itu perlu analisis secara seksama sehingga memperoleh gambaran yang akurat dan dimana letak permasalahannya serta bagaimana cara mengatasinya agar teknologi hasil penelitian tersebut efektif. Hasil evaluasi awal beberapa teknologi yang dimanfaatkan dalam program prioritas tersebut telah menunjukkan nilai tambah atau nilai indeks efisiensi teknis dalam bentuk meningkatkan produktivitas hasil (sekitar 30%) atau efisiensi penggunaan input produksi (contohnya mengefisiensikan penggunaan pupuk N,P sebesar 20%), walaupun masih perlu kajian lebih lanjut, apakah teknologi tersebut berpotensi memberikan dampak potensial (<em>potential impact</em>). Sebagian besar teknologi unggulan tersebut menunjukkan dampak awal (<em>initial impact</em>) yang positif dalam bentuk penyebaran dan aplikasi teknologi oleh petani di wilayah pengembangan</span>. </p><p class="Isi"> </p><p class="Isi"><em><span lang="EN-ID"><strong>Abstract.</strong> The problem of fertilizer, degraded land, and pollution, management of swampy land resources, and management of limited water resources on agricultural land, are urgent issues or problems that have to be resolved. To overcome these problems, ICALRD has produced several technologies that have been and are ready to be applied. In the last two years, it has been shown that some of the outputs of research results in the form of technological products and recommendations for land resource technology have been applied and utilized in supporting the priority programs in the agricultural sector. The priority programs referred to are: (1) safe the peat swamp and increased farmer’s welfare program abbreviated as SERASI, (2) environmental pollution reduction program, (3) agricultural productivity improvement program and (4) climate change anticipation program. There is a paradox opinion between beween research institute and farmers; where many technologies have been resulted by research institute and ready for application but according to some farmers only few technologies are available and applicable. For this reason, a careful analysis is needed to assess what the problems are and how to overcome them so that the research technology is more effective. Initial evaluation results of several technologies utilized in the priority program have shown the added values or technical efficiency index values in the form of increasing yield productivity (around 30%) or efficient use of production inputs (eg efficient use of N, P fertilizers up to 20%). However, there is still a need for further study to determine whether the technology is promishing to have a potential impact. Most of the leading technologies show positive initial impacts in the form of technological dissemination and application by farmers in development areas.</span></em></p><p align="center"><strong><br /></strong></p><p align="center"><strong> </strong></p><p> </p>

<p><strong>English</strong><br />The objective of this paper is to provide a comprehensive information on performance development and problems associated with land resource utilisation and its future management perspective. The coverage of discussion to identify such objectives could be divided as follows: (1) perception and concept of land resource, (2) the development of land resource, (3) the importance of land resource, (4) land resource and agricultural production stability, and (5) discussion on policy alternatives to overcome land resource problems. Some important findings could be described as follows: (1) various concepts and ideas on land resource have led to a thought that land resource has social, economic, political values, and a symbol at a certain level as a production factor in agricultural sector, (2) land resource development has changed land resource institutions, land fragmentation, land transfer to other non-agricultural utilization, land value improvement, and polarization and absentee practices, (3) various development activities has reflected the importance of land resource and the highly competitiveness of land utilization in line to the importance of each activity and each sector, (4) acting as a stabilizer in agricultural production, the land resource has faced many problems both in current time or in the future especially those associated with agricultural land degradation reducing land fertileness that ended in marginal land accumulation, in the mean time, food-self sufficiency should be continuously maintained, (5) although all problems on land affairs have been arranged in the UUPA since September 1960; Keppres No. 53/1989 or Keppres No. 33/1990, the problems continually appeared. In this regard, governor, based on Permendagri No. 15/1975, as an officer authorized to issue land utility permit, should launched policies which are very much expected to harmonize the central and local requests, the government and the people, agricultural and nonagricultural sectors, or individual/group requests and the society's needs on land resource.</p><p> </p><p><strong>Indonesian</strong><br />Tulisan ini bertujuan untuk memberikan informasi tentang perkembangan keragaan dan permasalahan pemanfaatan sumberdaya lahan serta perspektif penanganannya di masa datang. Identifikasi ke arah tersebut dilakukan melalui beberapa subpokok bahasan yang meliputi : (1) persepsi dan konsepsi terhadap sumberdaya lahan, (2) perkembangan sumberdaya lahan berdasarkan waktu, (3) kepentingan terhadap sumberdaya lahan, (4) sumberdaya lahan dan stabilitas produksi pertanian, dan (5) pemikiran terhadap kebijaksanaan dalam mengatasi permasalahan sumberdaya lahan. Beberapa temuan penting yang perlu dikemukakan adalah : (1) beragamnya konsep serta pandangan sumberdaya lahan dalam arti luas memberikan gambaran bahwa sumberdaya lahan mempunyai fungsi sosial ekonomi, politik, serta simbol status tertentu selain sebagai faktor produksi di sektor pertanian, (2) perkembangan sumberdaya lahan berdasarkan waktu telah membawa perubahan terhadap kelembagaan sumberdaya lahan dengan adanya kegiatan fragmentasi lahan, alih fungsi lahan pertanian ke nonpertanian, peningkatan nilai lahan, terjadinya polarisasi ataupun praktek-praktek absentee, (3) adanya berbagai kegiatan pembangunan menjadikan sumber daya lahan sebagai asset yang cukup penting, sehingga terjadi persaingan penggunaan yang cukup meningkat sesuai dengan kepentingan antar aktivitas maupun antar sektoral, (4) sebagai stabilisator bagi produksi pertanian, sumberdaya lahan dihadapkan pada persoalan yang cukup berat baik saat ini dan juga di masa yang akan datang terutama dengan meningkatnya degradasi lahan pertanian, penyusutan lahan produktif yang digantikan dengan lahan marjinal, sementara kebutuhan akan swasembada pangan tetap harus dipertahankan, (5) walaupun secara yuridis permasalahan pertanahan telah diatur dalam UUPA sejak September 1960, Keppres No.53/1989 ataupun Keppres No.33/1990, persoalan mengenai lahan tetap meningkat. Untuk itu kebijaksanaan dari gubernur sebagai pejabat yang berwenang dalam pemberian izin penggunaan lahan sesuai dengan keputusan Permendagri No.15 Tahun 1975 sangat diharapkan sekaligus mampu menselaraskan perbedaan kepentingan antara pusat dengan daerah, penguasa dengan rakyat, sektor pertanian dengan nonpertanian, ataupun kepentingan individu/golongan dengan masyarakat luas terhadap kebutuhan sumberdaya lahan.</p>

Abstract The land resource is one of the mains production factors for farmer’s households and the agricultural economy. From the land use and transformation perspective, analyse the aspects related to the dynamics of land ownership and distribution, technical, socio-economy, institutional, and policy factors, and land accessibility are needed. The objectives of this study are (1) analyze diversity of agricultural land holding at the micro, region, and macro levels; (b) describe the main factors that influence the transformation of land use; and (c) formulate strategies and policies on land resources management. The approach used in this paper is to review the results of previous PATANAS research and deepening it with information from secondary data and literatures. The study shows that the transformation constraints are the high population growth and limitation of non-agricultural employment opportunities, the fragmentation and the loss of land transactions, and land conversion. This condition implies that the government needs strategies and policies to save and utilize the potential agricultural land reserves. This effort intends to create new agricultural lands and support infrastructure to increase production and income. It will enable to accelerate transformation in the agricultural sector.

Putting out of using large areas of agricultural lands in the central region over the past years has led to worsening the prospects of their purposed use, although the problem of the relevance of their restoration still remains. For many years the unused land was exposed to both natural exogenous processes such as erosion, suffusion, etc. and biological and chemical changes, usually for the worse for agriculture. There are considered elements of monitoring aimed at assessing the prospects or lack of perspectives of rehabilitation of degraded lands. An energy approach to assessing the state of slopes and soils located within these slopes is presented. The main factors of natural and anthropogenic character in assessing the prospects for land restoration are their steepness, excess relative to local bases of erosion other morphological characteristics of slopes which in general is reduced to an assessment of the energy provision of slopes and soils. So the higher the energy capacity of slopes – they are less promising for development, for soils – there is a reverse picture – the higher their energy reserves, the more promising is their use. Approaches to zoning the territory for monitoring from larger taxons of natural and anthropogenic genesis to the sites of special surveillance within which the prospects for rehabilitation of the agricultural land are evaluated. The most important factor is the material expediency of such actions, i.e. before starting the restoration work it is necessary to assess the profitability or loss of the proposed event. In cases of the material expediency it is feasible as further actions to include energy assessments of slopes and soils; zoning of the object according to the steepness and oriented characteristics of soil washout; and the possibility of obtaining agronomic and meteorological data on a timely basis. The result of the work is a forecast assessment of the prospects for restoring degraded land for the intended purpose using modern databases and WEB-systems.

Taxation of the agricultural sector is a major instrument for mobilization of the surplus to finance development projects within the agricultural sector and/or the rest of the economy. For many years, the need for a heavier taxation of agricultural land has formed part of the conventional wisdom regarding the ways of extracting agricultural surplus and increasing the tempo of agricultural development in poor countries. Land taxes have both equity and efficiency properties that gladden the hearts of both economists and vocal politicians belonging to urban areas. Taxes on land promote efficiency in the allocation of scarce resources by creating incentives for farmers to increase their effort and reduce their consumption, thus expanding the amount of agricultural produce available to the non-agricultural sectors of the economy. A tax on land has an important redistributive function because its incidence falls squarely on the landlord and is shifted neither forward to consumers nor backwards to suppliers of agricultural inputs; nor does it introduce distortions in the allocation of productive resources.

In the year before the accession to the European Union, the Slovak agricultural sector reported a&nbsp;loss of SKK 2.4 billion and following a&nbsp;profitable year, the earnings were reduced by SKK 2.8 billion. The situation was caused by a&nbsp;number of reasons, namely reduced sales of agricultural products, damage resulting from adverse weather effects (cold weather, hail, drought and&nbsp; swine fever), as well as widening of the price gap compared to the year before (increasing input prices in agriculture and&nbsp;decreasing purchase prices of agricultural products, especially in livestock production). Legal entities and natural persons experienced mixed business success. While 51% of legal entities made profit, the figure rose to 76% in the group of natural persons. Both the agricultural cooperatives and trading companies performed with a&nbsp;loss. The loss per hectare of agricultural land (a.l.) was substantially lower in the case of business companies. Natural persons - private farmers were profitable over the period. The gap between the profitable and loss-making enterprises has widened. Some 60% of profitable enterprises owned by legal entities made only a&nbsp;small profit below SKK 0.5 million. The loss-making performance was typical for more productive areas of Slovakia. This was related to stronger effects of adverse climate in 2003.

AbstractThe Zambian government has introduced the farm block development programme (FBDP) to facilitate agricultural land and rural development and encourage private sector investment. This study assessed whether the FBDP achieves these goals. Key obstacles and possible opportunities were also identified and, where appropriate, specific corrective actions were recommended. Qualitative data were collected through semi-structured interviews conducted in Lusaka with various stakeholders of the FBDP. The FBDP is designed to facilitate agricultural land development and encourage private sector investment. However, the programme falls far short in terms of implementation, amidst policy uncertainty and lack of support. This is evident by the insecurity of land tenure which negatively affects small- and medium-scale producers’ access to financing, lack of infrastructure development of these farm blocks, and constraints in the agricultural sector such as low labour productivity and poor access to service expertise. It is recommended that innovative policy interventions should be created to support agricultural development. This can be achieved by following a multistakeholder approach through involving private, public and non-profit sectors such as non-governmental organisations (NGOs) and donors.

The article examines the historical experience of the creation and operation of machine-technological stations, taking into account the peculiarities of their development in each period of their activities. The advantage of creation of machine-technological stations at city united territorial communities at the present stage as one of means of the maintenance of agricultural commodity producers from the area of the earths to 500 hectares of a full complex of technical means is outlined, the growth of which will contribute to the development of the market of agro-technological works and services. Among the main advantages - the proximity of technical means to the agricultural lands of farmers is a significant factor, given that the average size of the united territorial community is about 225 km2. In addition, the newly created machine-technological stations, whose activities will be aimed at working with small areas of agricultural land, will be equipped with appropriate technical means, which will save money. Restraining factors of development of machine-technological stations at the present stage are revealed, among which the main ones are limited financial resources at the stage of their creation, insufficient level of state support, lack of integration of machine-technological stations with agricultural enterprises that are consumers of their services. It is proposed to create a fund to support the newly created machine- technological stations at the city's united territorial communities to provide start-up capital in the form of interest-free loans on a competitive basis, which can be used for investment in technical means and equipment, working capital or expansion of agro-technological works. In addition, the improvement of programs of financial support for agricultural producers will promote the development of machine-technological stations in the agricultural sector. The implementation of the proposed proposals will contribute to the development of the market of agro-technological works and services in the direction of providing agricultural producers of small forms of management with a full range of quality technological services in a timely manner.

Fundamental reforms are being carried out in many spheres of the national economy in our republic. In particular, the development of the agricultural sector in the liberated territories is one of the main goals today. It is very important to reorganize the agrarian sector on the basis of the adopted laws, to use lands efficiently, and to organize agricultural land management in a modern form. The article studied the agrochemical properties of meadow-gray soils in the territory of Aghdam region and determined that the 0-100 cm layer of soils is poorly supplied with common and active forms of nitrogen, phosphorus and potassium elements. This study aims to determine the perceptions of the younger generation of agricultural activities in the Buha Sub-District of Mapanget District. This research was carried out from August 2017 to May 2018. Primary data was collected through interviews of 15 generations of young people with the help of filling out questionnaires. Secondary data was obtained from the Buha Village Office, Mapanget District. This analysis uses descriptive analysis. The results of this study indicate that the perception of the younger generation of agricultural activities in the Buha Sub-District is overall negative for agricultural activities. Viewed from internal factors include education, employment, gender and age. The higher the level of education, the wider the insight of the younger generation so that the lack of interest in the younger generation in agricultural activities is getting bigger. The younger generation who already have permanent jobs in the non-agricultural sector look down on agricultural activities because they assume that agricultural activities have a low social level. Women have a low interest in agricultural activities because they assume that agricultural activities are not suitable for women because it will damage their appearance. Respondents aged 21-30 years have a low interest in agricultural activities, in addition to reduced agricultural land. External factors include socialization, parental work status and land ownership status. The younger generation with a low level of socialization results in a lack of interest in the younger generation in agricultural activities. Parents of respondents who work in agriculture or non-agriculture do not want their children to make agricultural activities the main job. The young generation whose parents still own agricultural land is still doing agricultural activities to help their parents work on their farms.
