This paper analyzes the asset securitization as a source of financing for small and medium scale enterprise. We use field survey and focus group discussion in Jabodetabek, Bandung, Yogyakarta, Denpasar, Medan, and Banjarmasin, covering 149 samples in total. This paper found the banks generally are in excess liquidity condition, therefore face difficulty on obtaining the minimum of Loan to Deposit Ratio (LDR). For this reason, those banks are not interested to sell the SME’s loan though they are quite interested on the asset securitization concept. For the banks, the major motive to invest in asset securitization program is a high yield. In addition, they expect this portfolio to increase the LDR. Prior the implementation of this program, this paper underlines the necessity to overcome some obstacles including non-bankable SME’s, liquidity and human resource of the banks, and limited information of the asset securitazion program (EBA-UMKM).  Keywords: asset securitization, SME’s, banking.JEL Classification: D24, L6, E32

The development of agriculture innovation tends to be oriented towards the increasing of the farm productivity rather than the equitable distribution living standard for farmer. Thus, the innovations have not only caused the social inequality in villages, but also the inequality of the relationship between rural and urban area. This study emphasizes two objectives, namely to conduct a critical evaluation of an organization that has created many agricultural innovations and to formulates new strategies from the organization to reduce social inequality. The data were gathered using some approaches: literatures study, structured quetionaires interviews, field survey, observation, and focus group discussion. The data collecting was started by reviewing literatures data and continued by interviews to 60 respondents using structured evaluation quetionnaires. The respondents were selected by accident sampling technic. Field survey conducted in the head office of organization, Yayasan Mutiara Keraton Solo (YMKS), Sukamantri Village (Tamansari Sub-District, Bogor Regency) and Sambirejo Village (Plupuh Sub-District, Sragen Regency) started from March to June 2018. In depth interviews were orginised in focus group discussion to 16 informans. The focus group discussion was conducted to construct the strategies of the organizational action in the future. The result of the study indicate that the performance of YMKS, established in 1994, is in a good criteria. However, the YMKS has a business vulnerability that is not continuous if the organization does not find a new strategy to maintan its existence. The organization has come characteristics such as innovative agricultural institution with involving society, social business organization for increasing farm productivity, and institution for citizen development. This study concludes that there are 5 (five) strategies and 4 (four) action programs that should be developed by the YMKS containing basic social values related to the importance of the increasing quantity and quality of human resources carried out together to create the farmer regeneration as youth agricultural innovators. In addition, the strategy and action also include the development of ideas so that actions are carried out on the basis of strengthening for the collaborative network in the “Working Together” shceme to establish Business-Community as a driving factor for community development acitivities. The thesis, however, highlight that this action is a new way of agricultural innovation encouring efforts to overcome social inequality.

 This study aims to analyze the workload of each work unit and the category of human resources (HR), analyze the number and HR competencies of each work unit and to analyze the types of human resource development needed by the Highways Department of the Public Works and Spatial Planning ( PUPR) West Nusa Tenggara Province (NTB). The population in this study were all employees who worked on the Highways Sector of the PUPR Provincial Office of NTB Province which numbered 49 people. The population in this study were all employees working in the Highways Division of the Public Works Department of West Nusa Tenggara Province with documentation techniques, questionnaires, in-depth interviews and Focus Group Discussion (FGD) as the data collection methods used. The data analysis technique used in this study is WISN (Workload Indicators of Staffing Need). The results showed that the workload for each unit in the Highways Sector of the PUPR Office of NTB Province was still not optimal, there were a shortage of human resources of 34 people consisting of 24 (twenty four) technical personnel and 10 (ten) non-technical personnel, as well as still need HR development to improve HR competencies. Penelitian ini bertujuan untuk menganalisis beban kerja masing-masing unit kerja dan kategori sumber daya manusia (SDM), menganalisis kebutuhan jumlah dan kompetensi SDM masing-masing unit kerja dan untuk menganalisis jenis pengembangan SDM yang dibutuhkan Bidang Bina Marga Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Provinsi Nusa Tenggara Barat (NTB). Populasi pada penelitian ini adalah seluruh karyawan yang bekerja pada Bidang Bina Marga Dinas PUPR Provinsi NTB yang berjumlah 49 orang. Populasi dalam penelitian ini adalah seluruh karyawan yang bekerja pada Bidang Bina Marga Dinas PUPR Provinsi NTB dengan teknik dokumentasi, angket, wawancara mendalam (Indepth Interview), dan Focus Group Discussion (FGD) sebagai metode pengumpulan data yang di gunakan. Background: A volunteer programme with 50 registered volunteers was established in 2007 at a secondary-level public, semi-rural regional hospital in the Cape Winelands, South Africa. This was a rapid response to the extensive renovations and system changes brought about by the hospital revitalisation initiated in 2006 and the resultant expanded services, which required additional human resources. This study describes the hospital volunteer programme and provides hospital administrators with practical planning guidance for hospital volunteer programme implementation.Purpose: The purpose of this study is to (1) describe the outcomes of the hospital volunteer programme implementation intervention and (2) to make sound recommendations for volunteer programme implementation.Methodology and approach: A qualitative case-study methodology was employed using purposive sampling as a technique. Participants were recruited from a public hospital in the Western Cape. A case-study design was applied to explore the hospital volunteer programme implementation. In-depth interviews and a focus group discussion with thematic content analysis of transcripts as well as document reviews were conducted to conclude the study during 2015. The key participants were individually interviewed and included two members of the hospital management, two volunteers and one volunteer coordinator. A focus group discussion consisting of three volunteers was also conducted.Findings: The findings of this study indicate that a volunteer programme can meet needs and be a motivational force for both the individual volunteer and the organisation. However, it requires co-ordination and some secure funding to remain sustainable. Such a programme holds huge benefits in terms of human resource supplementation, organisational development, as well as the possibility of gainful employment for the previously unemployed.Practical implications: In practice, a health service contemplating a volunteer programme should develop criteria for recruitment and selection of volunteers, accompanied by the necessary documentation for applications. A coordinator of the volunteer service needs to be identified. Volunteers will need to be orientated, given access to in-service training and supervised. Consideration needs to be given to risk management of vicarious liability by developing a code of conduct, clear roles and responsibilities, managing staff and volunteer relationships and providing emergency care for injuries while on duty as a volunteer.

Salah satu habitat gajah yang masih tersisa adalah Kawasan Taman Nasional Gunung Leuser (TNGL), terutama di wilayah Besitang. Penelitian ini bertujuan mengidentifikasi karakteristik sosial ekonomi, kepemilikan lahan, pemetaan wilayah dan mitigasi konflik manusia dengan gajah di Resort Besitang, TNGL. Metode pengumpulan data dilakukan dengan penyebaran kuesioner, wawancara dan Focus Group Discussion (FGD). Analisis data menggunakan tabel frekuensi dan analisa deskriptif. Hasil penelitian menunjukkan bahwa wilayah yang memiliki potensi konflik gajah di Resort Besitang adalah Daerah Halaban, Aras Senapal, Sekundur, Bukit Selamat dan Bukit Mas dengan intensitas konflik rendah sampai tinggi. Penyebab utama konflik manusia dengan gajah adalah fragmentasi kawasan hutan,  ketidakpastian status lahan di daerah penyangga, pertumbuhan penduduk yang tinggi dan meningkatnya pendatang di wilayah Besitang, perambahan dan ilegal logging yang terus terjadi, minimnya kesadaran masyarakat dan peranan lembaga desa dalam mendukung konservasi gajah. Rekomendasi resolusi mitigasi konflik gajah diantaranya: 1) memperbaiki habitat gajah yang sudah terfragmentasi di dalam kawasan TNGL; 2) meningkatkan peran Tim CRU (Conservation Response Unit); 3) membentuk unit reaksi cepat penanganan konflik gajah dengan melibatkan para pihak; 4) menanam jenis tanaman yang tidak disukai dan dijauhi oleh gajah; 5) mereduksi ketergantungan masyarakat akan sistem pertanian yang membutuhkan lahan yang luas; 6) mengembangkan program untuk membantu peningkatan hasil panen; dan,  7) penyuluhan untuk meningkatkan pemahaman bahwa gajah merupakan bagian dari ekosistem yang harus lestari.   Kata kunci: gajah, konflik, habitat, Besitang, Taman Nasional Gunung Leuser

Perkembangan Teknologi informasi dan komunikasi di era globalisasi, demokratisasi dan desentralisasi sudah menjadi kebutuhan sekaligus tantangan khususnya bagi pemerintah daerah dalam komunikasi pembangunan untuk pelayanan publik dan pemberdayaan masyarakat. Penelitian menggunakan metode kualitatif studi kasus, dengan pengumpulan data melalui dokumentasi, wawancara, pengamatan dan Focus Group Discussion (FGD). Subjek penelitian dipilih secara purposif yaitu pemerintah daerah di Eks-KaresidenanBanyumas Jawa Tengah, akademisi dan civil society. Penelitian dianalisis dengan analisis interaktif melalui reduksi data, penyajian data, penarikan kesimpuan dan verifikasi data. Hasil penelitian menunjukkan bahwa (1) Pentingnya komunikasi pembangunan dengan media teknologi informasi dan komunikasi melalui e-Government untuk meningkatkan pelayanan publik yang baik, cepat dan responsif, adanya partisipasi aktif dari publik dan transparansi baik anggaran serta program pembangunan. (2) Perlunya mengantisipasi adanya kesenjangan teknologi informasisehingga membutuhkan peningkatan kompetensi sumber daya manusia di pemerintahan daerah dan publik, serta memperluas fasilitas akses jaringan informasi.Kata kunci: komunikasi pembangunan, pelayanan publik, partisipasi, teknologi informasi, transparansi

Tindak tutur komisif merupakan salah satu aspek pragmatik yang harus diperhatikan oleh penerjemah ketika menerjemahkan teks. Hal itu dilakukan agar menghasilkan terjemahan yang berkualitas dari aspek keakuratan dan keberterimaan. Berdasarkan alasan tersebut, penelitian ini bertujuan mendiskripsikan tingkat keakuratan dan keberterimaan terjemahan kalimat yang mengakomodasi tindak tutur komisif dengan pendekatan pragmatik. Data yang digunakan ialah tuturan komisif dan hasil penilaian kualitas terjemahan. Data bersumber dari novel Insurgent karya Veronica Roth dan informan. Data dikumpulkan dengan cara analisis dokumen, kuesioner dan Focus Group Discussion. Selanjutnya, data dianalisis dengan cara analisis domain, taksonomi, komponensial, dan tema budaya. Hasil penelitian ini menunjukkan bahwa terjemahan dalam novel Insurgent mempunyai nilai keakuratan dan keberterimaan yang cukup tinggi. Berdasarkan penelitian ini, dapat disimpulkan bahwa tingkat keakuratan dan keberterimaan pada setiap jenis tindak tutur komisif memiliki dampak terhadap kualitas keseluruhan terjemahan kalimat yang mengandung tindak tutur komisif.Commissive speech act is one of the pragmatic aspects to regard by the translator in translating the text. It aims to produce a qualified translation in regarding accuracy and acceptability aspects. According to the aspects, this research aims to describe accuracy and acceptability of translation in sentences which accommodate commissive speech act using pragmatic approach. The data used is commissive speech and qualitative translation value result. The sources of the data are an Insurgent novel by Veronica Roth and informants. The data were collected through document analysis, questionnaire, and Focus Group Discussion then analyzed the domain, taxonomic, componential analysis, and cultural theme. The result shows that translation in the Insurgent novel has high accuracy and acceptability values. This research concludes that the accuracy and acceptability level in each commissive speech act has an impact on quality of whole translated sentences which contain commissive speech act.

Perencanaan pengembangan uji kompetensi perawat Indonesia akan dikembangkan  dengan metode OSCE.. Pelaksanaan uji OSCE membutuhkan persiapan yang matang, terutama kesiapan sumber daya manusia (SDM) dalam hal ini adalah dosen untuk melaksanakan uji OSCE. Mengetahui kesiapan SDM dalam pengembangan uji OSCE di Prodi D3 Keperawatan Sekolah Tinggi Ilmu Kesehatan (STIKES) Al-Irsyad Al-Islamiyyah Cilacap. Desain penelitian yang digunakan adalah kualitatif dengan rancangan studi kasus. Informan penelitian adalah 6 orang dosen dan Kepala Program Studi D3 keperawatan. Data diperoleh melalui, focus group discussion, wawancara mendalam dan studi dokumentasi. Data kemudian dianalisis dengan menggunakan constant comparative method. Penelitian menunjukan bahwa pengetahuan dosen tentang OSCE dan kompetensi berdasarkan pendidikan memenuhi persyaratan untuk pengembangan uji OSCE, namun masih membutuhkan pelatihan mengenai OSCE. Uji OSCE dapat diselenggarakan dengan melibatkan dosen dari prodi lain karena jumlah dosen di Prodi D3 Keperawatan  STIKES Al-Irsyad Al-Islamiyyah Cilacap belum memenuhi kebutuhan pelaksanaan uji OSCE. Hambatan penyelenggaraan OSCE adalah SDM belum terkoordinasi, belum terlatih dan keterbatasan sarana pendukun. Pengetahuan dan kompetensi dosen berdasarkan tingkat pendidikan memenuhi syarat dalam pengembangan OSCE dan OSCE dapat diselenggarakan dengan melibatkan dosen prodi lain.

Social media is a necessity for everyone in communicating and exchanging information. Social media users do not know the boundaries of age, generation, gender, ethnicity, and religion. However, what is interesting is the user among housewives. This study took the research subjects of housewives. Housewives are chosen as research subjects because they are pillars or pillars in a household. If the pillar is strong, then the household will also be healthy. Thus, if we want to build a resilient and robust generation, we will start from the housewives. A healthy household starts from strong mothers too. This study aims to find out the insights of the housewives of Kanoman village regarding the content on smartphones and social media and provide knowledge of social media literacy to housewives. This study used a qualitative approach with data collection techniques using participant observation, interviews, focus group discussion (FGD), and documentation. The results of the study showed that previously housewives had not experienced social media literacy. Then the researchers took steps to be able to achieve the desired literacy results. Researchers took several steps to make them become social media literates. They become able to use social media, understand social media, and even produce messages through social media.

Abstrak Tujuan penelitian ini untuk memperoleh gambaran ketahanan sosial dalam menghadapi perubahan sosial pada komunitas adat Kampung Pulo, yang meliputi profil komunitas, perlindungan sosial, partisipasi komunitas dan penyelesaian konflik terkait dengan perubahan sosial. Metode penelitian menggunakan penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data melalui wawancara mendalam, observasi, studi dokumentasi dan focus group discussion (FGD). Penentuan sumber data ada 6 informan dilakukan secara purposive. Pemeriksaan keabsahan data, melalui uji kredibilitas dan uji konfirmabilitas. Teknik analisis data yang digunakan yaitu dengan reduksi data, kategorisasi dan penyajian data. Hasil penelitian menunjukkan perlindungan sosial warga komunitas ini  bersifat tradisional maupun kontemporer. Dalam hal partisipasi, hampir semua warga masyarakat adat ikut berpartisipasi aktif dalam menghadapi perubahan sosial. Konflik yang terjadi diantara warga komunitas adat dalam menghadapi perubahan masih ditemukan, namun tidak sampai ke permukaan dan tidak menimbulkan gejolak. Secara umum komunitas adat Kampung Pulo, memiliki ketahanan sosial yang sudah baik, sehingga mampu menjadi benteng pengamanan bagi perubahan sosial dalam kehidupannya. Kata kunci: ketahanan sosial, komunitas adat, perubahan sosial
