<em>Conflicts have colored human history and occurred in various places. The ranges of conflict vary, from international, national to local scales. There can be economical, political, territorial and other sorts of conflict. One example of common type of the conflicts in Indonesia is local ethnic conflict between Indonesian local government and Bajo ethnic over marine territory at Tomini bay. This research aims not only to analyze this conflict at Tomini bay area but also to explore its causes, types, and resolution. The research uses critical theory and applies historical sociology and case study. The data is analyzed through qualitative method. The research shows that the ethnic conflict at Tomini bay was stimulated by the local government decision to give a license to a timber company and fishing industry at the bay. This policy has threatened Bajo’s social and economic systems at the bay and triggered authority, economy and knowledge conflicts. Intensive dialogues have been conducted to resolve the conflicts but have not yielded significant resolution. The best solution to terminate the conflict and give legal certainty over the use of the bay area is that the conflicting zones must be mapped justly and all interests are accommodated equally.</em>

Gender Equality in Enrekang District (Case Study of Agricultural Service Personnel). This study aims to determine how people's perceptions of gender equality in the Agriculture Office of Enrekang District; and to find out the extent of gender equality in the Agriculture Office of Enrekang District. This type of research is a descriptive qualitative method; data collection is used by observation, in-depth interviews, documentation techniques from the results of photographs and archives owned by the local government. In this study, the target of the study was the first employee of the Agriculture Office of Enrekang District, the second community considered to be able to provide information or data in accordance with the research. The results of this study indicate that gender equality in public services, especially the Agriculture Office of Enrekang District, has not yet become a reality. This is evidenced that the number of employees with a ratio of the number of men is 89 (66%) people and the number of women is 45 (34%) people. The results of interviews with the community showed that support for gender equality, women's freedom to express opinions and work outside, especially working at the Agriculture Office in Enrekang District. The implication of the study were expected to provide knowledge about gender equality in the profession and provided understanding to the public about the role of women in the community.

Zimbabwe suffered a devastating meteorological disaster when Cyclone Idai affected the southeast part of the country in March 2019. Barely a year after the cyclonic event, the coronavirus disease 2019 (COVID-19) pandemic emerged, leading to the declaration of a nationwide lockdown that paralysed socio-economic systems. This article examines how social capital was autonomously cultivated and eventually utilised by the Cyclone Idai disaster survivors in Eastern Chimanimani to face the fresh socio-economic challenges of the COVID-19 pandemic. In this article, a qualitative method embedded in a case study design was used. Data was collected using 30 purposively selected key respondents who interacted with victim communities from March to July 2020. A thematic content analysis approach was applied to obtain opinion patterns and subsequent inferences. The study results revealed a lack of immediate external disaster intervention during the Cyclone Idai disaster in Chimanimani. Accordingly, a strong sense of collective action developed between victim communities, thus enabling them to perform hasty operations meant to salvage lives and property. The enhanced social capital helped the Cyclone Idai victims to face the new COVID-19 lockdown challenges. This article recommends pro-active and well-coordinated government and private sector disaster response strategies supporting local area initiatives to minimise loss of lives and property during disaster situations.

This research discuss about land conflict between actors happen in Pari Island involving society, local government and sovereign conflict happen because there are struggle land ownership namely society and sovereign claim each other ownership right to the land. The conflict gets worse when there are not clarity of local government in respon this problem, even local government tend to support one of them. This research aim for knowing th spread of conflict in Pari Island through representation theory from Hanna F. Pitkin, that are formalistic representation, deskriptif representation, symbolic representation, and subtantantif representation. Research methods using qualitative method with case study approach, as for data used are primary and secondary. The result of this research showing that land conflict in Pari Island consists of two forms namely vertical and horizontal. Power relation which comes from actors are involved in this conflict seen in the perspective representation theory. Namely, the societies leads to symbolic representation and descriptive representation. While local government as formalistic representation and Ombudsman as substantive representation. Penelitian ini membahas tentang konflik pertanahan antar aktor yang terjadi di Pulau Pari, yang melibatkan masyarakat, Pemerintah daerah dan Penguasa. Konflik terjadi karena adanya perebutan kepemilikan tanah dimana masyarakat dan penguasa saling mengklaim kepemilikan hak atas tanah tersebut. Konflik semakin parah ketika tidak ada kejelasan Pemerintah Daerah dalam menyikapi permasalahan yang ada, bahkan pemerintah daerah cenderung mendukung salah satu pihak. Penelitian ini bertujuan untuk mengetahui persebaran konflik di Pulau Pari melalui teori representasi dari Hanna.F.Pitkin yang terdiri dari representasi formalistik, deskriptif, simbolik, dan substantif. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus, adapun data yang digunakan adalah data primer dan sekunder. Hasil penelitian ini menunjukan bahwa konflik pertanahan di Pulau Pari terdiri dari 2 bentuk yakni vertikal dan horizontal. Relasi kuasa yang berasal dari aktor-aktor yang terlibat dalam konflik dilihat dalam sudut pandang teori representasi dimana masyarakat mengarah pada representasi simbolik dan deskrtiptif. Sedangkan pemerintah masuk dalam representasi formalistik dan Ombudsman sebagai representasi Substantif.

AbstractThis research aims to identify how much the use of e-procurement can prevent or reduce things that trigger the occurrence of fraud, given the high level of corruption that occurs in the government procurement of goods/services. This research used qualitative method with a case study conducted in Procurement Services Unit, E-Procurement Services Unit, and the Inspectorate at one of the local government in Yogyakarta Region. This study focuses on two additional elements in crowe's fraud pentagon theory: arrogance and competence. The analysis results show e-procurement can reduce arrogance and competence through transparency obtained after using e-procurement. The limitations of this study is e-procurement only reaches the provider section which does not cover the entire procurement process.Keywords: E-procurement; Fraud; Fraud pentagon; Government procurement AbstrakPenelitian ini bertujuan untuk melihat seberapa banyak pemanfaatan e-procurement dapat mencegah atau mengurangi hal-hal yang memicu terjadinya fraud, mengingat tingginya tingkat korupsi yang terjadi pada proses pengadaan barang jasa pemerintah. Penelitian ini menggunakan metode kualitatif studi kasus yang dilakukan pada Unit Layanan Pengadaan (ULP), Layanan Pengadaan Secara Elektronik (LPSE), dan Inspektorat salah satu pemerintah daerah di Wilayah Yogyakarta. Penelitian ini fokus pada dua elemen tambahan dalam crowe’s fraud pentagon theory yaitu arogansi dan kompetensi. Hasil analisis menunjukan e-procurement dapat mengurangi timbulnya arogansi dan kompetensi melalui transparansi yang diperoleh setelah menggunakan e-procurement. Keterbatasan dalam penelitian ini adalah e-procurement yang hanya menjangkau bagian pemilihan penyedia yang  tidak mencakup keseluruhan proses pengadaan barang jasa.Kata kunci: E-procurement; Fraud; Fraud pentagon; Pengadaan barang jasa

A “Gold town” is a characteristic town featuring gold industry and being operated by leading enterprises. Xintai Group in gold and jewelry industry has launched a “Gold Town” project in Houjie, Dongguan, Guangdong by taking advantage of its own capital and technology, seizing the opportunity of gold and jewelry industry transformation and gathering the strength of traditional gold and jewelry industry in Houjie. “Gold Town” is a key project supported by the local government in response to the national call. When setting up this project, Xintai Group introduced the characteristic development concept of European towns and optimized its own industrial structure, and meanwhile it aimed to build an industrial ecological base of gold and jewelry town and aggregate industrial development resources. This project has been partially completed and the first phase has been transferred to the production and operation stage. Therefore, it is of great significance for both Xintai Group and the local government to explore the appropriate development strategy of the “Gold Town” project.

AbstractThe present study has the objective to analyze the problems in the application of accrual-based accounting at the local government of the Central Aceh. This research is also aimed to find out the strategic steps carried out by the local government in handling the problems of application of accrual-based accounting - by means of conducting a case study at Central Aceh Regional Government. The method employed in this research was qualitative method with case study approach. The results demonstrated that the application of accrual-based accounting at the Central Aceh Regional Government has been supported by the presence of regulations (Qanun) of the Central Aceh Regency on the accounting policy and SAP(Standar Akuntansi Pemerintahan) procedural system at Central Aceh Regency; followed by the socialization at the beginning of this application, which is then supported by the information technology. What become the problem here the insufficient Human Resources (HR), either in terms of experience or educational backgrounds at the Office of Central Aceh Regional Financial Management. Subsequently, the Central Aceh Regional Government, via the Office of Central Aceh Regional Financial Management, took the strategic steps to overcome the problems in the application of accrual-based accounting through: (1) special training, (2) funding/ budgeted expenditures, and (3) supportive information technology and systems. Kemudian penelitian ini bertujuan untuk mengetahui langkah strategis yang dilakukan pemerintah daerah dalam mengatasi masalah penerapan akuntansi berbasis akrual dengan mengambil studi kasus pada Pemerintah Daerah Kabupaten Aceh Tengah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa dalam penerapan akuntansi berbasis akrual pada Pemda Kabupaten Aceh Tengah telah di dukung dengan adanya qanun/peraturan Bupati Aceh Tengah mengenai kebijakan akuntansi dan sistem prosedur Standar Akuntansi Pemerintahan (SAP) Kabupaten Aceh Tengah. Kemudian adanya sosialisasi di awal penerapan akuntansi berbasis akrual ini, yang kemudian di dukung dengan adanya teknologi informasi.Yang menjadi permasalahan disini yaitu Sumber Daya Manusia (SDM) yang kurang memadai baik dari segi pengalaman maupun dari latar belakang pendidikan pada Dinas Pengelolaan Keuangan Kabupaten Aceh Tengah. Kemudian Pemerintah Kabupaten Aceh Tengah melalui Dinas Pengelolaan Keuangan Kabupaten Aceh Tengah mengambil langkah strategis untuk mengatasi permasalahan penerapan akuntansi berbasis akrual ini melalui: (1) pelatihan khusus, (2) pendanaan/biaya yang sudah dianggarkan dan (3) teknologi dan sistem informasi yang mendukung.Kata kunci: Permasalahan akrual, Langkah strategis, Akrual basis

This study examines how the politics of branding conducted by the Regent of Purwakarta Dedi Mulyadi in organizing and actualizing Purwakarta as a city with Sundanese characters. This study uses a qualitative method with a case study approach, intending to map various political branding efforts undertaken by Dedi Mulyadi, both from policies in different sectors and implementation in the field. The qualitative data analysis steps such as data reduction, data presentation, and conclusion carried out simultaneously.The results of this research are Dedi Mulyadi has taken political branding strategies and has been carrying out Sundanese nuanced political activities consistently and intensively, both through policy and direct socialization to citizens practically in an interactive, consistent, active, and participatory manner. Sundanese culture in the vision and mission of the local government implemented in local government policies in various sectors; education, tourism, and spatial sector. Dedi Mulyadi internalized Sundanese culture through innovative and creative ideas by following the changing times. Dedi Mulyadi's has brought Purwakarta as a city of culture as "Purwakarta Istimewa."

The objective of this study was to examine the leadership and the efficiency of the chief executive of local government organizations. We asked chief executives of local government organizations in nine provinces in the lower northern region of Thailand to fill out questionnaires and participate in in-depth interviews. Then we used a computer program (SPSS) to do a quantitative analysis of the data, and we also did a content analysis using a qualitative method. The results of this study found that the characteristics of local government leaders are vision, education and knowledge, good personality, high morality, attention to work, responsibility, and participation.
