The article analyzes the forms of public memory in the field of historical, cultural and scientific heritage on the example of commemorative practices in the Novosibirsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences. The source basis was the historiographic and information resource of publications about the SB RAS, the materials of the electronic open archive of the SB RAS, the results of the method of included observation. The methodological basis is the socio-cultural approach, the provisions on T. Shola’s mnemosophy. We consider the resonant commemorative events of 2020–2021 dedicated to the leaders of the Siberian Branch M. A. Lavrentiev, N. N. Yanenko, N. N. Pokrovsky, T. I. Zaslavskaya, doctor of philology M. I. Cheremisina, the builder of the Akademgorodok of the Novosibirsk Scientific Center general N. M. Ivanov. Conclusions are drawn that the sphere of public memory is an important component of the socio-cultural framework of the territory of the “scientific topos”. Novosibirsk Akademgorodok is a complex innovative form of public memory that configures the socio-cultural environment for the tasks of commemoration. The calendar-anniversary principle of commemoration of memorable dates is complemented by the logic of spiritual attachment to the heritage of significant personalities. The line between institutional and private initiatives and partnerships is being blurred. There is a further rethinking of the contribution and significance of the leaders of science. In various forms of public memory, social orientation, social activism, and moral agentivity are noted. The practical value of generalizing and algorithmizing the experience of commemoration is due to the importance of the socio-cultural function of the sphere of public memory in creating a semantic space of social myth-making, which significantly affects the life of society, the accumulation of historiographic and information resources for the successful implementation of national projects related to the modernization of science and education in the face of great challenges of modernity.

The article analyzes the catastrophic moods in some segments of Armenian society. This occurs due to the ongoing war, lack of faith in the future, loss of social orientation. The Armenian society does not feel care on the part of the ruling class, do not see its responsibility, feels helplessness in the face of external and internal threats, and, therefore, is in confrontation with the ruling class. And here is the new phenomenon of mass heroism of the people as a response to the catastrophic situation and reliance on heroes as saviors of the nation. Social science and education should more closely examine this phenomenon and try to make the heroism more meaningful and much full of sense.

A call for the integration of research experiences into all biology curricula has been a major goal for educational reform efforts nationally. Course-Based Undergraduate Research Experiences (CUREs) have been the predominant method of accomplishing this, but their associated costs and complex design can limit their wide adoption. In 2020, the COVID-19 pandemic forced programs to identify unique ways to still provide authentic research experiences while students were virtual. We report here a full guide for the successful implementation of a semester-long virtual CURE that uses Drosophila behavioral assays to explore the connection between pain and addiction with the use of a "lab-in-a-box" sent home to students. Individual components were piloted across three semesters and launched as a 100-level introductory course with 19 students. We found that this course increased science identity and successfully improved key research competencies as per the Undergraduate Research Student Self-Assessment (URSSA) survey. This course is ideal for flipped classrooms ranging from introductory biology to upper-level neuroscience courses and can be integrated directly into the lecture period without the need for building a new course. Given the low cost, recent comfort with virtual learning environments, and the current proliferation of flipped biology classrooms following the 2020 pandemic, this curriculum could serve as an ideal project-based active-learning tool for equitably increasing access to authentic research experiences.

Today’s realities dictate to Ukrainian companies a management philosophy that requires them not only to maintain their position in the market, but also to increase the efficiency of their operations and development in the context of favorable and unfavorable changes in the market environment, which necessitates significant amounts of financial resources. In the face of global competition and the increased turbulence of the external environment, securitization is one of the alternative tools to attract additional financing as well as to minimize risks by which financial markets can support sustainable finance in the transition to a green economy. The article deals with the essence of securitization as one of the major financial innovations of our time. It is established that this financial mechanism allows to diversify sources of financing, to effectively manage the structure of the balance sheet of the enterprise, as well as to significantly increase the level of liquidity of its assets. It also describes the main types of securitization and their impact on the structure of balance sheet indicators. The practical relevance of the study is that the authors’ highlighted areas of change in financial performance make it possible to make an smart decision on the use of a particular securitization mechanism, considering the purpose of its implementation and the capabilities of its initiators, including in the transition to a green economy. It is suggested for the successful implementation of the concept of a “green” economy aimed at achieving sustainable development goals in Ukraine, using such financial instrument as sustainable securitization through the use of the collateralized loan obligation mechanism.

Іn this article, the author examines the scientific heritage of the great thinker and philosopher of the East, Abu Nasir al Farabi. The contribution of the word is analysed. Abu Nasr Muhammad Ibn Tarkhan Ibn Uzlag al-Farabi (870-950) was born in the city of Farab (Otrar) on the territory of the modern South Kazakhstan region. In the early middle ages, Otrar was called Farab. The city of Otrar was the second major cultural, commercial, political and scientific center, the center of the ancient culture of Kazakhstan and Central Asia. The most famous of his scientific works is" treatise on the views of good citizens "("views of good citizens"). "The scientist divides the city leaders into "benevolent and ignorant". At that time, there was a city-state. When will its inhabitants be happy? According to the scientist, this depends on the mayors of the cities. If the mayor is educated, fair, and clean-minded, all citizens will be happy. And if the mayor of the city is ignorant and lies, then the people of the city will be unhappy. Al-Farabi says that in order to achieve true happiness, a person must constantly seek. Human behavior should also be good," Zhakypbek Altayevich says in the documentary "Al - Farabi-philosopher of civilization". In addition, Al-Farabi's work "the great treatise on music" has been translated into many languages of the world.

The use of information communication technology (ICT) in government administration has changed the face of Weber's conventional bureaucracy into a modern model. The electronic or digital-based government model is an important milestone in this 21st century due to its ability to improve government performance, thereby increasing public satisfaction. The successful implementation of e-government is influenced by many beneficial and nonbeneficial determining factors, such as leadership. Therefore, this research aims to explore the leadership role of the Smart village program implemented in 2010 by the Banyuwangi District Government using a qualitative approach. Data were collected through observation in selected locations, interviews, and secondary sources. The data obtained were processed using the NVivo application process due to its ability to capture and build inductively concepts that describe research based on local perspectives. The results processed through the word cloud feature illustrate two interesting analyses. First Smart village is considered an online administration service by the Banyuwangi people because it is easy, fast, open, and full of certainty. Second leadership has 5 important roles, namely Charismatic, Innovative, Consistent, Cooperation, and Integrity. In conclusion, the success of e-government is strongly influenced by the usefulness of services for the community and the seriousness of the leadership to implement e-government not only as a political gimmick but to serve the community.   Keywords:  Digital service, Transformational Leadership, Digital Society, Openness

Abstract Mineral processing facilities concern an enormous amount of dynamically complex unit operations (due to nonlinearities), for instance ball mill system. Normally, these processes need multivariable controllers to smooth actions by designing for plant constraints such as deadtimes and dynamics interactions. The present work presents a comparison between a classical PI and nonlinear moving average autoregressive-linearization level 2 (NARMA-L2) controllers based on artificial neural network (ANN) for a ball mill system. The manipulated variables of this plant are the rotation velocity (Vr) and the feeding weight (Wf), while the controlled parameters are the hold up (HU) and the mass fraction under 45 μm (P45). The simulation was built in the MATLAB software (Simulink), comparing the actions of PI and NARMA-L2 controllers in the face of operational changes in specific regions (constraints). The performance of proposed controllers was verified by the integral of absolute error (IAE), integral of squared error (ISE), or the integral of time-weighted absolute error (ITAE). The results of simulation showed the validity of the model obtained and the control technique proposed in this paper, which contributes to studies of multivariate controller designs for ball mills with significant applications. Additionally, this paper brings a first hybrid approach (PI/NARMA-L2) with successful implementation described in the literature.

Daerah Istimewa Yogyakarta adalah provinsi yang rawan bencana terutama Gunung Merapi. Untuk meminimalkan korban bencana dikembangkan program kesiapsiagaan masyarakat menghadapi bencana gunung merapi melalui desa siaga. Tujuan penelitian ini mengetahui pelaksanaan kegiatandan penerapan program kesiapsiagaan masyarakat menghadapi bencana gunung merapi di Desa Siaga Umbulharjo. Penelitian ini menggunakan rancanganpenelitian studi kasus dengan analisis kualitatif. Subjek yang diteliti adalah pelaku pelaksanaan kegiatan pada pelaksanaan desa siaga, sedangkan objek penelitian adalah situasi sosial dalam pelaksanaan kegiatan. Pengumpulan data dilakukan dengan metode observasi nonpartisipatif, wawancara mendalam, dokumentasi, member check, dan triangulasi.Pelaksanaan kegiatan sudah baik, pembiayaan sudah cukup, pelatihan-pelatihan sudah baik, sosialisasi, sarana-sarana yang ada, kinerja kader, dan peran Puskesmas baik. Namun, keberhasilan pelaksanaan kegiatan kesiapsiagaan tersebut belum diikuti dengan keberhasilan pelaksanaan desasiaga. Masih banyak masyarakat yang tidak mengetahui tentang desa siaga. Pelaksanaan kegiatan kesiapsiagaan sudah baik, tetapi tidak diikuti dengan pelaksanaan desa siaga secara umum.Kata kunci: Kesiapsiagaan, bencana gunung merapi, desa siagaAbstractYogyakarta Province is a disaster-prone province, especially the mountain trim. Disaster preparedness is essential to minimize the disaster victims so formed the community program on disaster preparedness through Desa Siaga of Mount Merapi alert. To determine the activity and how the implementationof community disaster preparedness programs Mount Merapi onthe implementation of Desa Siaga in the Umbulharjo Village alert This study was a descriptive study using a case study research design with qualitative analysis. Subjects in the study was the perpetrator of the community in dealing with disaster preparedness merapi mountain on implementation of desa siaga with the object of research is the social situation in the implementation of preparedness merapi mountain. Resource persons determined by the method of purposive and snowball effect if necessary. The collection of data by way of nonparticipatory observation, indepth interviews, documentation, member check, and triangulation. Implementation of the activities of disaster preparedness in the face of the mountain communities have nice views of the trim is already sufficient financing, training, training has been good from the parties involved, socialization, existing facilities, the performance of cadres, and the role of good health. The success of the implementation of disaster preparedness in the face of the mountain communities are not followed by smoothing the successful implementation of the desasiaga, seen from many people who do not know what a desa siaga. Implementation of the activities of disaster preparedness in the face of the mountain communities have a good trim but it is not followed by the implementationof desa siaga in general.Key words: Preparedness, mount merapi disaster, desa siaga

Its scientific directions are highlighted, the results of fundamental scientific and applied research, participation in the creation of technologies for deep processing of mineral and organic resources of Siberia, hydrocarbons and biomass, organization of the development of the scientific potential of the region, international cooperation are noted.
