The article defines the essence of the concept of green Smart-City. The basic principles and problems of realization of green Smart-City concept in the EU countries are considered. The incentives, benefits of cities into green Smart-City are analyzed. The main achievements of the EU in providing the concept of green Smart-City are considered. Particular examples of European green Smart-City are analyzed. It is obvious that the cities of Ukraine with their structure: transport networks, zones, nodes, with architecture and urban planning, as well as with the environment are far from foreign, which increasingly meet the requirements of "smart" cities. The urgency of solving this scientific problem is due to the need to find ways to ensure the effectiveness of the proposed measures related to the implementation of urban development projects based on the concept of "smart" city, IT development, solving of environmental problems. The purpose of this study is to form a theoretical and methodological basis for the transformation of Ukrainian cities to the requirements of green SmartCity, taking into account European standards of environmental safety and energy efficiency, demands and priorities of local entrepreneurs. The methodological tools of the study were the methods of comparative analysis, namely the experience of the EU and the USA in the formation of "smart" cities and justification on this basis the feasibility of taking into account the experience of successful examples of urban development strategies around the world. Systematization of literature sources on the areas of different approaches use showed that the cities of Ukraine have ample opportunities for development due to the standards of "smart" cities. The object of the study is the leading "smart" cities in the world, because they are an example for other cities in ensuring the well-being of their inhabitants. The article defines the concept and essence of green Smart-City. Arguments on the possibility and expediency of using the principles of Smart-City in the cities of Ukraine are also summarized. The basic principles and problems of implementation of green Smart-City concept in the EU countries are considered. The incentives, benefits and advantages of transforming ordinary cities into green Smart-City are analyzed. The main achievements of the EU in the field of providing the concept of green Smart-City are considered. Specific examples of European green Smart-City are analyzed.

In recent years, the world has seen the emergence of a number of urban projects which, under the banner of experimentation, have promoted alternative models of city-making capable, in theory, of creating sustainable built environments. Among these supposedly experimental models, the smart city and the eco-city stand out in terms of geographical diffusion, and are hailed by their advocates as the mark of an innovative urbanism based on a scientific approach to urban development. Through the analysis of Hong Kong and Masdar City, examples of a smart-city agenda and an eco-city project respectively, this paper questions the sustainability of so-called smart cities and eco-cities, by investigating the extent to which they are developed in a controlled and systematic manner as their developers claim. More specifically, the paper counterclaims mainstream understandings of smart and ecological urbanism, arguing that what are promoted as cohesive settlements shaped by a homogeneous vision of the sustainable city, are actually fragmented cities made of disconnected and often incongruous pieces of urban fabric. Theoretically, these claims are discussed through the concept of Frankenstein urbanism which draws upon Mary Shelley’s novel as a metaphor for unsuccessful experiments generated by the forced union of different, incompatible elements.

AbstractThe COVID-19 pandemic before mass vaccination can be restrained only by the limitation of contacts between people, which makes the digital economy a key condition for survival. More than half of the world’s population lives in urban areas, and many cities have already transformed into “smart” digital/virtual hubs. Digital services ensure city life safe without an economy lockout and unemployment. Urban society strives to be safe, sustainable, well-being, and healthy. We set the task to construct a hybrid sociological and technological concept of a smart city with matched solutions, complementary to each other. Our modeling with the elaborated digital architectures and with the bionic solution for ensuring sufficient data governance showed that a smart city in comparison with the traditional city is tightly interconnected inside like a social “organism”. Society has entered a decisive decade during which the world will change by moving closer towards SDGs targets 2030 as well as by the transformation of cities and their digital infrastructures. It is important to recognize the large vector of sociological transformation as smart cities are just a transition phase to human-centered personal space or smart home. The “atomization” of the world urban population raises the gap problem in achieving SDGs because of different approaches to constructing digital architectures for smart cities or smart homes in countries. The strategy of creating smart cities should bring each citizen closer to SDGs at the individual level, laying in the personal space the principles of sustainable development and wellness of personality.

Changes in production and trends in shortages / market surpluses of butter and cheese in the world and in Poland in 2001-2017 were presented. Market surplus of butter increased in New Zealand, EU and Belarus, and decreased in Australia and Ukraine. Shortages grew in China, Mexico, Iran and Turkey, and decreased in Russia and Canada. Relatively balanced production and consumption occurred in India, Pakistan, the USA and Brazil. On the cheese market, surplus grew in: EU, USA, New Zealand, Argentina and Belarus, and decreased in Australia and Ukraine. The shortages grew in: Russia, Brazil, Mexico. In Poland, there were surpluses in butter and cheese production, which resulted in growing exports, directed mainly to EU countries. Prices of butter and cheese in EU countries and on the world market were characterized by convergence. At the beginning of the analyzed period, butter prices in the EU were 134% higher than on the world market, and cheese prices were higher by 92.6%, and in 2017 these differences were respectively 6% and 0.6%.

The article briefly analyzes trends in urban development. The definitions of «smart» cities are given; the features of a number of widely used ratings are analyzed. Development trends of the market of solutions for «smart» cities both in the world and in Russia are analyzed. Risks associated with the introduction of information and communication technologies (ICT) are discussed in detail, as well as still unresolved problems, which in the future may slow down the pace of implementation of «smart» cities projects

During the latest years, smart city projects have been more and more popular and widespread all over the world. The continuous increasing of city’s population and the complexity of city management drive local governments towards the strong use of technologies to support a higher quality of urban spaces and a better offering of public services. The fascination of smart cities, able to link high technology, green environment and well-being for citizens, interests all the municipalities, independently on their dimensions, geographical area or culture. However, the concept of smart city is far from to be unambiguous. Several experiences all over the world show that cities define themselves as smart, but the meaning attributed to this word is different each time. Smart city concept has been growing from empirical experience, therefore a systemic theoretical study about this phenomenon still lacks. In this paper, the author aims to propose a comprehensive and verified definition of smart city, based on both a deep literature investigation about smart city studies and a large survey of smart city projects in the international panorama. The goal of this work is not only to provide a clear framework about this interesting and current topic, but also to support local governments and public administrations in effective smart city implementation, able to create public value and well being for citizens and environmental sustainability in the urban space.

In the world of nature, all life processes take place on the principle of a "closing circle". The "smart" city of the XX century will be built according to completely new energy, and economic models and ways of interacting with the nature. Digital urban development of the future should involve biosphere content.

This paper presents the evaluation of usersХ experiences in three intelligent lighting pilots in Finland. Two of the case studies are related to the use of intelligent lighting in different kinds of traffic areas, having emphasis on aspects of visibility, traffic and movement safety, and sense of security. The last case study presents a more complex view to the experience of intelligent lighting in smart city contexts. The evaluation methods, tailored to each pilot context, include questionnaires, an urban dashboard, in-situ interviews and observations, evaluation probes, and system data analyses. The applicability of the selected and tested methods is discussed reflecting the process and achieved results.

COVID-19 is a serious coronavirus disease that is spreading all over the world. As of the date of this publication, 2.834.134 people have been infected with COVID-19 and 197.924 deaths have been recorded in 185 countries (John Hopkins Corona Resource Center, 25th April 2020) [1]. This overwhelming mortality rate requires intensive research activities around the world. To date, the number of deaths per day in the United States is still killing, indicating an uncontrollable state of infection spread. SARS-CoV-2 binds to the angiotensin II receptor in various tissues of the human body, particularly in the oral cavity and tongue. SARS-CoV-2 requires the cheerful TMPRSS2 to activate this inertia. SARS-CoV-2 uses the ACE2 receptor as a gateway to the lungs. The SARS-CoV-2 virus binds with the spike protein to the ACE2 receptor. COVID-19 is more common among African Americans in the USA (Science 10th April 2020). The comfort and the emotional loading capacity of the employees in the health service are key components for the maintenance of the essential health services during the outbreak of the COVID-19 virus (Coronavirus) [2,3]. Hence, it will be important to anticipate the charges linked with this work and to release support for employees in the health service. The supervision and assessment of the psychic health and the well-being of the employees in the health service will be important, just as the efforts to guarantee a successful reunion with colleagues if they are infected.
