The fourth industrial revolution and integration of the human capital concept into policymaking attract more attention to the ways of shortening the gap between the demands of the laboгr market and the «supply» of educational establishments. One of the ways to approach ensuring the efficient response is to export and adapt the «made in Germany» dual education/studies models, especially in tertiary education. Ukraine had had no similar systemic approach before the launch of a project on the importing of the dual higher education or dual studies («Duales Studium», DS) by the Friedrich-Ebert-Stiftung Office in Ukraine in 2013 (FES-Ukraine). The article aims to present state of the art with the «import» of the Duales Studium as of 2020 and main findings of the author’s questionnaire survey on the results of the first year of the national experiment in Ukrainian higher educational establishments (HEEs) under the supervision of the Ministry of Education and Science of Ukraine (MES). The author’s questionnaire survey was carried out from February to August 2020. The respondents included 27 higher educational establishments listed in the ministerial Order №1296 on the launch of the national wide dual studies experiment to be conducted in 2019-2023. The answers were obtained from the 23 HEEs, though not all of the answers were valid. The data obtained allowed to do both quantitative and qualitative analysis. The findings show that principles of the dual studies may be successfully adapted and implemented in the Ukrainian tertiary education, despite the lack of many components of German dual system, as well as some misinterpretations or purposeful misuse of the suggested mechanisms on the ground. Ukrainian dual studies may not be called a «dual system» yet, as many elements are still lacking and some cannot be re-created in the national context, but it is a form of studies that may already now be chosen by a student, as is demonstrated by 60 cases implemented by 17 HEEs on the examples of 31 majors and 441 students, out of which 123 are female and 318 male. Therefore, the obtained experience is a source of valuable information for recommendations to the stakeholders (educational institutions, employers and their associations, students, ministries, the Government and local self-government bodies etc.) aimed at boosting their further cooperation. Thus, it creates favourable conditions for training a capable workforce, which is one of the factors of compatibility and growth of both individual economic actors and the national economy as a whole. The authors’ contributions are as follows: elaboration of the draft questionnaire, description of the methodology, data analysis of the first year of the dual studies introduction by Ukrainian HEEs, conclusions and recommendations (Olena Davlikanova); input on experience of Dual Studies organization in Germany from the perspective of companies and HEEs (Prof. Helmut Hofstetter). Higher education is all about people and management. The success of the higher educational institutions revolves largely around the quality of the research and the faculty. This emphasizes the need of a strong financial base to deliver a quality education to students. In the present scenario, which is characterized by intense information flow, dynamism, progress, growth, and continuous challenging environment, the higher educational institutions hold an important place. The present study focuses on exploring the relationship between human capital management and human resource development (HRD) climate. For the research purpose, two universities, University of Jammu and University of Kashmir, have been taken. The model derived by applying a confirmatory factor analysis in the present research study depicts a linkage between human capital management and HRD climate, and if applied in the institutions of higher education by customizing according to their needs and requirements, it would help in attaining the vision as perceived by Federation of Indian Chambers of Commerce and Industry for 2030 in attaining overall excellence in higher education sector in India. So, it is very important to develop research focused universities with community participation which could deliver high quality research output and research focused graduates and lead to creating a NALANDA for the new millennia.

Changes in training geographers in Ukraine in the context of the reform of higher education are analysed. In particular, on the basis of materials of admission to universities in 2016 geographical specialization in the first year (The Bachelor of Education), modern tendencies and problems of geographic education in higher educational institutions of Ukraine are identified. Possibilities to university entrance on the geographical specialties in 2017, taking into account recent changes in education, are characterized. Educational reform in Ukraine has strong effect on the training of the professional staff in geography in higher educational institutions. A new list of specialties, approved by the Ministry of Education and Science in 2015, does not include geography. Therefore, the number of students that started studying at the geographical specializations had significantly decreased in 2016. The average grade point of admitted students also had decreased. The number of students is highly dependent on the number of State-financed places allocated to the Ministry of Education and Science. Altogether about 900 students entered the geographical specialties in 2016. Taras Shevchenko National University of Kyiv and Ivan Franko National University of Lviv are the largest training centers of the students admitted to geographical specialty. In the coming years, the further reduce of the prestige of geographical education is possible. To overcome the negative trends it is necessary to update the geography education according to the world requirements. The relevance of the scientific article topic is due to the growing importance of human capital as a major factor in economic growth, so higher education is becoming an important means of forming a new generation of qualified personnel and the development of intellectual capital. As a basis for the formation of human capital, education is related to the functioning of the labor market. The imbalance in the development of higher education and the labor market causes both a surplus of specialists in certain areas of training and a shortage of highly qualified personnel in some specialties. Scientists consider human capital from the standpoint of economic asset, which is formed by investing in education and training of the worker, and contributes to the specific effect associated with the involvement in material production of economically active labor. The purpose of the article is to assess the state of the national labor market and study the share of economically active population by level of education, identify existing problems and the ways of their solving. The results of the study. The training of skilled labor in Ukraine is suboptimal and does not meet the needs of the domestic labor market, which requires their synchronization. Despite the decline in the main quantitative indicators of higher education coverage, over the last ten years about 70% of students have become students of higher educational institutions and Ukraine ranks fifth position in Europe and twelfth position in the world in terms of higher education coverage. It is established that the shortage of personnel trained to work in the new socio-economic conditions is an objective reason for changing the structure of specialties for which training is carried out, and the chronic lack of funding for higher education forces to expand enrollment in social sciences and humanities disciplines which attract students. The main reasons for informal employment are the imperfection of organizational, managerial and regulatory mechanisms of the labor market, employment, imbalance in the labor market and educational services, which do result in changes in the quantitative and qualitative structure of the labor market and personnel skills mismatch. In this context, the optimization of public procurement and funding of training in higher education institutions remains relevant. It is investigated that in addition to the formal signal of professional competencies in the form of a diploma, the employer considers the presence of job applicants “soft skills”, which are considered non-specialized, between professional skills that allow professionals to adapt to new conditions, perform non-standard tasks to change the field of employment. Conclusions. Ukraine’s national economy could be more productive if the state focused on ensuring the productive potential of young people. “The positive effects of public investment in youth employment can be enhanced by ensuring that young workers have the necessary skills. In this sense, linking infrastructure investment to labor market policies will help increase the number and quality of jobs for young people” [10]. The research shows that in Ukraine the quality of training in the system of higher educational institutions does not fully meet the needs of the national labor market, which causes a high level of unemployment of their graduates. As a result, Ukraine is losing the factors of economic growth – human and intellectual capital, which migrates abroad not realizing itself in the country. Thus, it requires new approaches to the development of the higher education system and in modern conditions higher educational institutions should intensify activities aimed at strengthening cooperation between business and employers in maximizing the adaptation of educational programs to the needs of the national economy which are extremely popular with domestic experts. Higher Education means Tertiary Education, which is under taken in colleges (or) universities, and it may be delivered virtually (or) at a distance. There are a large number of problems that girl student’s face for developing their career potential. Some of the serious problems are as Follows: -Problems related to Home, Educational Institutions, Society, Economic problems, Educational problems. Rural girls belong to disable as per the data, Girl dropout ratio has increase with the enhanced pattern of gender inequality in access to education, which seems to be attainment and from urban to rural and to disadvantaged group in the society.Gender equality and the empowerment of women are gaining ground worldwide. There are more women Heads of state (or) Government then ever and the highest proportion of women serving as government ministers women are excursing ever-greater influence in business. More girls are going to school, and are growing up healthier and better equipped to realize their potential. Girl student’s suffer in many case, both form discrimination and from inequality treatment. It is easy to imagine that the difficulties encountered by rural girl students in obtaining higher education. Providing access to local relevant high-qualities education and training opportunities in critical to retaining rural girl students in Higher Educational Institutions.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

In the last two decades, technology has evolved at a great pace and has influenced almost all spheres of life and education is no exception to it. Nowadays, most of the educational institutions are using various tools and equipments to impart education to the students. This paper has tried to explore the impact of e-education tools on thestudents in higher educational institutions. The sample consists of students enrolled in higher educational institutions. Both quantitative and qualitative methods have been adopted for data collection including questionnaires, semi-structured &open-ended interviews. Use of computer and internet was found to be one of the most important e-learning tools. The findings are expected to assist the higher educational institutions in framing their policies to impart quality education to the students.

Since the world has rapidly turned into the global village in very short span of time by entering into the 21st Century. The advanced communication has made everything available at the door steps. Huge developments in every sphere of life have been taken place despite human beings have still been accomplishing much-more out of which the inequity and gender disparity is one of those concerns being faced by the world. Now days mostly Pakistani women are active to take part in every field like health, politics even in labor and especially in education sector from lower to higher education. Pakistani women are also playing the important role in the field of education specifically in educational administrative positions from lower to higher education. This research study intended to measure the magnitude of gender disparity in educational institutions of District Shaheed Benazirabad (SBA) of Province Sindh, Pakistan. This research study was quantitative by method and descriptive in nature. The population of this research study was, those women leaders working in educational institutions of District Shaheed Benazirabad, and were performing leadership role in one or other way. The sample of this study was 48 women leaders having proportion of seventy percent of the total population. The data was analyzed through SPSS software, 22 version. This research study found that women leaders working in higher educational institutions have least career related opportunities, they are also put on distance to possess managerial and administrative opportunities and have least support from their high ups and stakeholders as compare to their counter gender in higher educational institutions of District Shaheed Benazirabad. This research study recommended that the women leaders might be given career, managerial and administrative related opportuinities and support and encouragement from their high ups and stakeholders for carrying out their leadership responsibilities.
