The relevance of the scientific article topic is due to the growing importance of human capital as a major factor in economic growth, so higher education is becoming an important means of forming a new generation of qualified personnel and the development of intellectual capital. As a basis for the formation of human capital, education is related to the functioning of the labor market. The imbalance in the development of higher education and the labor market causes both a surplus of specialists in certain areas of training and a shortage of highly qualified personnel in some specialties. Scientists consider human capital from the standpoint of economic asset, which is formed by investing in education and training of the worker, and contributes to the specific effect associated with the involvement in material production of economically active labor. The purpose of the article is to assess the state of the national labor market and study the share of economically active population by level of education, identify existing problems and the ways of their solving. The results of the study. The training of skilled labor in Ukraine is suboptimal and does not meet the needs of the domestic labor market, which requires their synchronization. Despite the decline in the main quantitative indicators of higher education coverage, over the last ten years about 70% of students have become students of higher educational institutions and Ukraine ranks fifth position in Europe and twelfth position in the world in terms of higher education coverage. It is established that the shortage of personnel trained to work in the new socio-economic conditions is an objective reason for changing the structure of specialties for which training is carried out, and the chronic lack of funding for higher education forces to expand enrollment in social sciences and humanities disciplines which attract students. The main reasons for informal employment are the imperfection of organizational, managerial and regulatory mechanisms of the labor market, employment, imbalance in the labor market and educational services, which do result in changes in the quantitative and qualitative structure of the labor market and personnel skills mismatch. In this context, the optimization of public procurement and funding of training in higher education institutions remains relevant. It is investigated that in addition to the formal signal of professional competencies in the form of a diploma, the employer considers the presence of job applicants “soft skills”, which are considered non-specialized, between professional skills that allow professionals to adapt to new conditions, perform non-standard tasks to change the field of employment. Conclusions. Ukraine’s national economy could be more productive if the state focused on ensuring the productive potential of young people. “The positive effects of public investment in youth employment can be enhanced by ensuring that young workers have the necessary skills. In this sense, linking infrastructure investment to labor market policies will help increase the number and quality of jobs for young people” [10]. The research shows that in Ukraine the quality of training in the system of higher educational institutions does not fully meet the needs of the national labor market, which causes a high level of unemployment of their graduates. As a result, Ukraine is losing the factors of economic growth – human and intellectual capital, which migrates abroad not realizing itself in the country. Thus, it requires new approaches to the development of the higher education system and in modern conditions higher educational institutions should intensify activities aimed at strengthening cooperation between business and employers in maximizing the adaptation of educational programs to the needs of the national economy which are extremely popular with domestic experts. The article is devoted to the analysis of the peculiarities of forming the competences of future economists in the process of obtaining educational services in higher educational institutions. The views of domestic and foreign scholars on the essential characteristics of the «competence», which are necessary for the qualitative fulfillment of official duties by future economists, are presented. The requirements of the labor market for future specialists in economics and accounting are analyzed, in particular, regarding to the effective possession of information and communication competencies. The results of the admission campaign of 2017-2018 academic year in the specialties 076 «Entrepreneurship, trade and stock-taking», 051 «Economics» and 071 «Accounting and taxation» of the bachelor and master's levels are demonstrated. The content of educational programs for preparing the economic direction specialists, competitive in the labor market, is considered. The ways of improving the quality of educational services for the preparation of future economists in order to ensure the possibility of their further employment in the specialty are proposed.

Higher education is all about people and management. The success of the higher educational institutions revolves largely around the quality of the research and the faculty. This emphasizes the need of a strong financial base to deliver a quality education to students. In the present scenario, which is characterized by intense information flow, dynamism, progress, growth, and continuous challenging environment, the higher educational institutions hold an important place. The present study focuses on exploring the relationship between human capital management and human resource development (HRD) climate. For the research purpose, two universities, University of Jammu and University of Kashmir, have been taken. The model derived by applying a confirmatory factor analysis in the present research study depicts a linkage between human capital management and HRD climate, and if applied in the institutions of higher education by customizing according to their needs and requirements, it would help in attaining the vision as perceived by Federation of Indian Chambers of Commerce and Industry for 2030 in attaining overall excellence in higher education sector in India. So, it is very important to develop research focused universities with community participation which could deliver high quality research output and research focused graduates and lead to creating a NALANDA for the new millennia.

The high level of development of culture and art in modern Russia requires appropriate training of employees for the theater and concert complex. Well-trained specialists will be able to find a job and employment. In the labor market in the field of art and culture, there is creative competition. Therefore, the training of bachelors at the higher educational institutions should be guided by the requirements of the labor market in this area, and the higher educational institutions should produce competitive specialists in creative professions. In the higher education system of modern Russia, the issue of improving the quality of teaching of special (major) disciplines, as well as all subjects included in the training program, is on the agenda of the department collectives. The program trajectory, which is set through the Federal State Educational Standards, is associated with a certain experiment in modeling competencies based on accepted professional standards. An important component is the position of the higher educational institution and the right to develop competencies based on the experience, profile of the university and the composition of the teaching staff. Higher educational institutions have certain academic freedoms and use their opportunities to achieve a higher quality of bachelor's and master's degree training. The article deals with various aspects of vocal pedagogy, the formation of the necessary professional and general cultural competencies, and individual work with students. Such problems are raised by teachers of creative higher educational institutions. We considered it possible to enter into the discussion and conduct a friendly polemic.

Globalization, with its attendant competitiveness in almost all human endeavours, has brought in its wake a renewed surge for quality in higher education. The searchlights have been thrown on, not only on the traditional areas such as the quality of lecture rooms, Lecturers, Libraries and performance of students, but on such other things like the quality of academic leadership as the driving force that greases the clogged wheels of higher educational institutions towards attaining the visions and missions of most institutions.  The picture gradually emerging is one where the quality of academic leadership largely determines what will come on the academic agenda for pursuing relevance, access, affordability, equity, efficiency and economy in the 21st Century.  This work seeks to explore the management dimensions of pursuing excellence as a strategic objective through building partnerships with major stakeholders rather than the use of high – handedness. Besides observations, the study relied on literature review. The era of the visionary and motivational leadership appears to be the key for higher educational institutions which seek to stand up to competition in the global arena. The social and political ends of higher education call for not just exemplary leadership, but also human-centred results-oriented approaches to sustainable tertiary institutions of excellence.

Introduction. The main issue of the study is the problem of improving the quality of education. As part of the comprehensive and effective development of educational institutions of the Russian Federation, it is necessary to meet the requirements for providing new and innovative tools for quality control of education. One of these tools is the use of a score-rating system for assessing students of higher educational institutions. Purpose of research is to analyze and improve the existing methods of evaluation of students of higher educational institutions. Materials and methods. The comparative analysis of existing methods of assessment of students is applied. The main shortcomings of the traditional system of evaluation of students of higher educational institutions are determined by empirical method. Results. The new score-rating system for assessing students has been developed that meets modern standards of higher education in the Russian Federation and includes a multi-level system of criteria that take into account all stages of student-teacher interaction. Conclusions. The developed system of criteria can be applied to absolutely any discipline with any amount of load. But preferably with full-time or part-time education.

The article is focused on the implementation of innovative teaching methods for the quality improvement of vocational training of future physical education specialists, creation of conditions for productive creative professional activities and harmonious development of the individual and provision of opportunities for the creative use of the newest teaching methods in the information and educational space of higher educational institutions. The quality of training of future physical education teachers in higher educational institutions is a system-integral unity of its procedural and productive characteristics, which is characterized by professional and personal development of future specialists who are competitive and able to understand the valuesemantic context of educational activity, increase creative potential, find non-standard solutions for vocational and educational tasks as well as capable of vocational self-determination and self-realization. The article deals with the description of teaching methods: contextual, gaming, problem-based, modular, full knowledge acquisition and distance learning. Teachers have been using more frequently active and interactive methods like case-methods, brainstorming, and training as the forms of educational work. Students regularly perform practical and creative tasks; a large number of seminars are held in the form of discussions, business games and master classes. The expansion of innovative processes in the educational space of the institution of higher education has become a significant driving factor for the formation of new mechanisms for vocational training and the creation of an internal system of education quality that contains the development if innovative methods, processes and resources presented in organizational and regulatory documents, various procedures for controlling the quality of vocational training of applicants and the main activities of the institution of higher education.

Introduction. Article analyzes the higher education current state discusses problems and imbalances in its development and labor market demand. The purpose of the study is to determine the relevance of the areas of training offered by the higher education institutions to the economy structure and the needs for specialists in the labor market, to assess the degree of employment of graduates of higher educational institutions. Methods: methods of comparative, statistical, graphical analysis of the data. The study determined that the structure of specialists graduation in higher education systems, due to the influence of many factors, is often determined not by the needs of economiс, but by the demand of the population in the field of education as well as the preferences and ideas of the applicants. Results. This leads to an imbalance on the labor markets and inefficiency in spending public and private funds on higher education. In the course of the study, methodological approaches to assessing the balance between the number of graduates of higher educational institutions and the needs of the labor and economic markets are presented. The article substantiates the need to develop of coordinated management decisions in the personnel training system aimed at its balanced development and achieving a balance of economic interests of all actors should be focused on creating effective foresight tools for forecasting the promising directions for the education system development and taking into account the needs labor market and economy.

Introduction. Unemployment among young professionals, low competitiveness in the labor market, work not in the specialty are indicators of the quality of education of both individual higher educational institutions and the entire higher education system. Currently, there are already obvious contradictions between the requirements for the development of higher education programs and the requirements of employers. Employment of graduates is a complex problem that should be solved not only by young specialists, but also by universities and employers. The purpose of the study: to develop measures to improve the efficiency of training students of technical universities by updating the basic educational programs (OPOP) in accordance with the requirements of employers. Materials and methods. The analysis of scientific sources in the field of compliance of the level of training of graduates with the requirements of the labor market is applied. The study analyzes the results of professional and public accreditation of 9 bachelor's degree programs implemented at 9 departments of electrical engineering, chemical technology, mechanical technology and humanities faculties of PNRPU. 611 graduates and 222 representatives of employers took part in the survey. The main disadvantages of the programs according to experts are summarized and presented. Compliance with the level of training of graduates was assessed by the level of professional knowledge, skills, as well as by the presence of personal skills ("soft skills"). The results of a survey of working graduates are presented, their satisfaction with the results of training is on average 96.5%, career development-86%. Of the 611 graduates surveyed, only 73.85% work in their specialty. A set of measures aimed at increasing the demand and competitiveness of graduates with higher education in the labor market is proposed. The practical significance lies in identifying the points of growth of higher educational institutions in terms of interaction with employers and improving the level of training of young specialists. The results of the study can be useful and applicable in improving the organization of the educational process in other universities of the country. In the future, it is planned to repeat the research in order to evaluate the recommendations.

Abstract The articles considers European standards for education quality assessment. The effectiveness of the network of national agencies, in particular ENQA, which includes 40 agencies from 20 countries is described. The European association for quality assurance in education comparing with Ukrainian is described. The ways of introduction of high-quality education in higher educational institutions (hereinafter the HEI) in order to increase the importance of getting education in our state are offered. The key responsibility of the National Agency for Higher Education Quality Assurance (hereinafter the NAHEQA) in Ukraine according to the internal and external evaluation of the quality of higher education institutions is justified. The Law of Ukraine “On Higher Education” and the Law “On Higher Education and Science in Poland” concerning the powers, composition and main tasks of the NAHEQA and the Polish Accreditation Commission (hereinafter the PAC) are analyzed in the comparative aspect. A great attention is paid to the composition of the National Agency for Higher Education Quality Assurance in Ukraine. The criteria for evaluating the programs, subdivisions, and fields of study in Polish higher educational institutions from the highest rating to “no evaluation from 01.11.2011” which are set on the web-portal are described. You should choose the course with the base of all the Polish higher educational institutions. It is estimated that the following indicators such as missions and strategies of the university development and educational standards; teachers qualifications and other people who train students; the interaction with the environment of the socio-economic situation in the learning process; the effectiveness of the internal system of education quality assurance; internationalization of the educational process; accreditation and certificates of institutions, national and international; the infrastructure which is used for implementing learning outcomes, etc during the evaluation of the programs of Polish higher educational institutions are taken into account. The authors of the article give recommendations on ensuring the quality of national higher education as essential for trust in it and European recognition.
