describe the implementation of an integrated quality management component consisting of the quality of services provided by the school, human resources in teaching, the school environment, and learning process  in SLB YPAC Pangkalpinang.               The method used in this study, namely by using a naturalistic qualitative approach. Data collection is done through observation, interviews, and documentation. The subjects of this study include the principal, teachers, employees, and students. The validity of the data is done by triangulation, and deeper observation. Analysis of the data used is the interactive analysis model of Miles and Huberman through data collection, data reduction, data presentation, and conclusion drawing.              The results showed that: (a) the quality of services to students in SLB YPAC Pangkalpinang had met good service standards. This can be seen from the services in the form of facilities and infrastructure which are quite complete in schools; (b) the quality of human resources in the education process shows good teacher resources. This can be seen from the teacher data which shows that the teaching staff at SLB YPAC Pangkalpinang 95% of educators with S1 qualifications in the field of education; (c) the quality of the environment in SLB YPAC Pangkalpinang is already good. This can be seen from the very strategic location of the school because the location of the school is in the middle of the city so that it is easily accessible by the community; (d) the quality of the learning process carried out by teachers at Pangkal Pinang YPAC SLB is good. This can be seen from the realization of the form of activities through learning planning by preparing lesson plans for each subject, then implementing learning, which includes strategies and methods used by teachers in delivering learning material, and evaluation of learning. Keywords: Integrated quality management, student achievement     ABSTRAK Tujuan dalam melaksanakan penelitian ini  adalah untuk melihat pelaksanaan serta mendeskripsikan implementasi  komponen Manajemen Mutu Terpadu yang terdiri dari kualitas layanan yang diberikan sekolah, sumber daya manusia dalam mengajar, lingkungan sekolah, dan proses pembelajaran di SLB YPAC Pangkalpinang. Metode yang digunakan dalam penelitian ini, yaitu dengan menggunakan pendekatan kualitatif naturalistik. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Subyek penelitian ini antara lain kepala sekolah, guru, pegawai, dan peserta didik. keabsahan data dilakukan dengan triangulasi, dan pengamatan yang lebih mendalam. Analisis data yang digunakan adalah model analisis interaktif Miles dan Huberman melalui kegiatan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: (a) mutu layanan terhadap peserta didik di SLB YPAC Pangkalpinang sudah memenuhi standar layanan yang baik. Hal ini dilihat dari layanan yang berupa fasilitas sarana dan prasarana yang sudah cukup lengkap di sekolah; (b) mutu sumber daya manusia dalam proses pendidikan menunjukkan sumber daya guru yang baik. Hal ini dapat dilihat dari data guru yang menunjukkan bahwa tenaga pengajar di SLB YPAC Pangkalpinang 95% pendidik berkualifikasi S1 bidang kependidikan; (c) mutu lingkungan yang ada di SLB YPAC Pangkalpinang sudah baik. Hal ini terlihat dari letak sekolah yang sangat strategis karena lokasi sekolah yang berada di tengah kota sehingga mudah dijangkau oleh masyarakat; (d) mutu proses pembelajaran yang dilakukan oleh guru di SLB YPAC Pangkalpinang sudah baik. Hal ini dapat dilihat dari realisasi bentuk kegiatan melalui perencanaan pembelajaran dengan menyusun RPP setiap mata pelajaran, kemudian pelaksanaan pembelajaran, yang meliputi strategi dan metode yang digunakan guru dalam menyampaikan materi pembelajaran, dan evaluasi pembelajaran.

Purpose The purpose of this paper is to determine the main total quality management (TQM) elements adopted and the respective results achieved by higher education institutions (HEIs) in Greece. Design/methodology/approach A research study was designed and carried out in private sector Greek HEIs. Fifteen HEIs were approached through interviews based on a structured questionnaire. The measured variables of the TQM elements and results identified in the literature were used as the questionnaire items. Descriptive statistics were applied to determine the TQM elements mostly adopted and the results achieved by the HEIs. Findings According to the findings, the TQM elements mostly adopted by the Greek HEIs concern the following: student focus, leadership and top management commitment, strategic quality planning, process management and teaching staff and employee involvement. On the other hand, the most significant results achieved by the sample HEIs concern quality performance improvement, teaching staff and employee satisfaction, operational performance improvement and the positive impact on society. Research limitations/implications The subjective data collection involved chief executive officers of a small sample of HEIs operating in a European Union country. Thus, no advanced statistical methods could be applied. Based on these limitations, future research studies are recommended. Practical implications By focusing on specific TQM elements, an HEI can develop a robust TQM model, approach business excellence, which can, in turn, help the HEI apply for appropriate quality awards, and finally derive significant benefits. In doing so, an HEI can lay the foundations for being competitive in the current global context that is characterised by an economic downturn. Originality/value This study contributes to the literature by empirically determining the TQM elements mostly adopted as well as the respective results achieved by Greek HEIs in a period of economic downturn. This is the first research study in the field of TQM in higher education that has been carried out in Greece in a period where many service organisations, whether private or public, are making significant efforts to withstand the current downturn and achieve a sustainable growth.

This article discusses the problems associated with the effectiveness of standardization and determination of all types of work of the teaching staff. The problem in this case lies not only in determining the optimal amount of funding for the university, but also in the search for approaches to its justification. Moreover, the literacy of these decisions directly affects the innovative development of higher education institutions and the calculation of salaries of faculty members. The influence of this factor on the payroll calculation of teaching staff, as well as the optimization of this process, is shown. The calculation of wages is influenced by a lot of factors that must be considered. Work on improving the system of standardization of the teaching load of a teacher should continue and develop.

The global online transition has become a real challenge to the traditional form of education, which has prompted universities to reconsider the system of providing education services. The authors conducted a sociological study based on the investigation of the relationships of the academic teaching staff, their assessment of the effectiveness of the measures taken by the universities in organizing the transition to a distance learning (DL) format of education. Lecturers of regional universities of Russia, Kyrgyzstan and Mongolia took part in the study. The results of the study made it possible to identify the most organized and optimistic category of lecturers of Mongolian universities and focused attention on the main problems in the implementation of DL at all universities. The normalization of the epidemiological situation in the future, the restoration of the economic level of development of each country will enable the universities to define their approaches to the use of distance learning technologies (DLT) and their role in the traditional face-to-face education system in accordance with the needs of the students and the peculiarities of social life.

The purpose of this study was to determine the effectiveness of the use of LCD media in motivating learners. The research data collection technique uses several techniques, namely observation, questionnaire and interview. The data presentation step (1) data reduction, summarizes the data obtained so as to provide a clearer picture, (2) Presentation of data, the researcher displays data in the form of narrative text supported by the results of questionnaires that have been tested in the field, (3) Verification, withdrawal conclusions and verification with the aim of being able to answer the problem statement. The results of the study, each student has the desire to actively study, but many factors affect students so that it makes them lazy to learn, this is the task of the teaching staff and parents to be able to motivate. The supporting factors and obstacles to the use of LCD projectors are as follows (1) supporting factors: educators who have expertise from the implementation of training, awareness of masters towards Education, conducive and clean learning places, complete facilities and infrastructure. (2) inhibiting factors: there are still educators who have not been able to operate the technology so that they cannot use LCD media, even though there is a lack of training for teaching staff related to the presentation of interesting material, it is still difficult for educators to use new methods. The article is devoted to the European educational policy analysis in the context of the PhD candidates training quality insurance. The aim of the study was to theoretically substantiate the main trends in the innovative development of doctoral education in the European Higher Education Area at the present stage.The methodology of the study is based on a systematic approach to the analysis of educational policy, which regulates the training of the applicants for degrees equivalent to PhD in the European Higher Education Area. The methodological principles, the observance of which is provided by the research, include: objectivity, complexity, disclosure of contradictions of the studied subject, interdisciplinary, cultural conformity. Among the theoretical and empirical research methods prevail the following: analysis, synthesis, modelling, comparison,generalization of individual provisions of scientific approaches to substantiate the leading idea of the study, observation of the educational process, content analysis, statistical analysis.The study found that educational policy in the European Higher Education Area and the European Research Area revolves around quality priorities, both in research by young researchers and in teaching. Among the key trends in the innovative training of the candidates for degrees equivalent to PhD, the following are highlighted: flexible institutionalization of organizational structures of higher education at the PhD level; priority of the research component in the preparation of the applicants for scientific degrees; innovative practices of scientific guidance; career growth and mobility of young researchers as strategic objectives of doctoral education; diversification of trajectories of financial support of the PhD candidates’ research.Through the period of the national educational policy reforming according to European standards, it is important to take into account the identified trends in doctoral education (eighth level of the National Qualifications Framework) and key indicators for assessing its quality, which are most commonly practiced in higher education institutions in the EU: PhD candidates’ publications, progress in writing a research work, the qualification level of the teaching staff, etc.Key words: doctoral education, educational policy, tendencies of training PhD candidates, European Higher Education Area, Council for Doctoral Education of the Association of European Universities. Cтаттю присвячено аналізу європейської освітньої політики щодо забезпечення якості підготовки здобувачів наукових ступенів, еквівалентних PhD. Метою дослідження сталотеоретичне обґрунтуван-ня основних тенденцій інноваційного розвитку докторської освіти у Європейському просторі вищої освіти на сучасному етапі.Методологія проведеного дослідження ґрунтується на системному підході до аналізу освітньої полі-тики, що унормовує підготовку здобувачів наукових ступенів, еквівалентних PhD, у Європейському просторі вищої освіти. До методологічних принципів, дотримання яких передбачене дослідженням, віднесено: об’єктивності, комплексності, розкриття суперечностей предмета, що вивчається, міждис-циплінарності, культуровідповідності. Серед теоретичних та емпіричних методів дослідження прева-люють такі як: аналіз, синтез, моделювання, порівняння, узагальнення окремих положень наукових підходів для обґрунтування провідної ідеї дослідження, спостереження за освітнім процесом, кон-тент-аналіз, статистичний аналіз.За результатами проведеного дослідження з’ясовано, що освітня політика у Європейському просто-рі вищої освіти та Європейському дослідницькому просторі вибудовується навколо пріоритетів якості і у дослідженнях молодих дослідників, і у викладанні. Серед ключових тенденцій інноваційної підго-товки здобувачів наукових ступенів, еквівалентних PhD, виокремлено такі як: гнучка інституалізація організаційних структур вищої освіти рівня PhD; пріоритетність дослідницького складника у підго-товці здобувачів наукових ступенів; інноваційність практик наукового керівництва; кар’єрне зростання та мобільність молодих дослідників як стратегічні завдання докторської освіти; диверсифікація траєк-торій фінансової підтримки досліджень здобувачів наукових ступенів.На етапі наближення вітчизняної освітньої політики до європейських стандартів важливо врахо-вувати виявлені тенденції розвитку докторської освіти (восьмий рівень Національної рамки кваліфі-кацій) та ключові індикатори оцінки її якості, які найчастіше практикуються у закладах вищої освіти у ЄС: наукові публікації здобувачів наукових ступенів, еквівалентних PhD, прогрес у написанні науко-вої кваліфікаційної праці, кваліфікаційний рівень професорсько-викладацького складу тощо.Ключові слова:док торська освіта, освітня політика, тенденції підготовки здобувачів наукових ступенів, Європейський простір вищої освіти, Рада з докторської освіти Асоціації європейських університетів.

Universities play a crucial role in local economies, providing educational services and participating in research and development. This is particularly important for Russia where regions are highly differentiated in terms of both socio-economic development and technological progress and innovations. However, many regional universities in Russia have traditionally focused primarily on teaching, with less emphasis on research activities. In this paper, we aim to deepen the understanding of the impact of scientific activities of universities on regional economic and innovative development. For this purpose, we estimate different specifications of a fixed-effects model using panel data from Russian regions for 2010–2016. We aggregate the number of universities’ publications per researcher at the sub-national level to incorporate regional scientific activity in our model. Considering other important socio-economic characteristics of regions, we revealed that the association between the publication activity of universities and innovative development of the region remains significant, while the relationship between economic development of the region and the scientific activity of universities disappeared completely. A number of robustness checks demonstrated that statistically significant results remain only when the relative number of publications indexed in international citation databases (Scopus and Web of Science) is used as an explanatory variable. Simultaneously, the publications indexed in specific Russian lists and databases as well as publications in regional scientific organisations that are not universities do not contribute to innovative development of the region. The results can be used for planning the funding of research activities in universities and setting performance targets for universities.
