Possible scopes of public-private partnership in researches of near-earth space

Analysis results of the modern situation connected with development of a commercial segment of the space services rendered by Russia are provided. It is shown that it, it is necessary to consider as quite difficult. It is offered developed situations to attract the scientific and economic capacity of private firms to overcoming, using the mechanism of public-private partnership. It is noted that the public-private partnership will allow to raise considerable additional resources of the companies and corporations in addition to the budget expenditure. Tasks which are reasonable for solving to the state and what should be charged to private firms are formulated. Possible areas of interaction of the state and private business in case of the solution of research problems of near-earth space are offered.

Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

Development of the Russian economy causes the growth of public requirements and structural changes connected with it directed to an increase in the efficiency of social and economic tasks solution. Need of partnership of the state and private business development for the solution of problems in the social and economic sphere predetermines by the insufficiency of opportunities of the public (budgetary) financing of investment projects, large-scale and significant for society. The public-private partnership (PPP) acts as one of the modern economic mechanisms allowing realizing the interaction of the state and business. The PPP, on the one side, represents a special form of influence of state authorities and management for the purpose of stimulation of business activity, and with another, acts as the economic mechanism of the solution of social and economic tasks. The article is devoted to the consideration of the public-private partnership mechanism as one of the most modern methods of economic activity state regulation which basis the basic coordination principle of the parties interests and allowing to combine interests and technologies of business. Need and the prospects of further development of mechanisms of state-private partnership on the basis of the state strategic planning are proved. Special attention is paid to the interrelation of development of public-private partnership and need of theoretical scientific research in the field of improvement of institutional, ensuring its realization. It is shown that the role of the mechanism of public-private partnership in the economy is defined, first of all, by its elements as subjects and objects of public-private partnership, priority spheres of realization. Authors allocate and describe a number of aspects of the mechanism of functioning of public-private partnership, namely: organizational and legal, financial and investment, technical and organizational, regional. In the article, the main problems connected with the development of the mechanism of PPP, including with lack of the description of concrete mechanisms of use of the majority of forms of PPP and lack of regulation of questions of division of powers between public authorities and business are allocated and proved.

Subject of research – relations in the process of improving the mechanism of regulation of road development in Ukraine and putting into practice proposals to ensure innovative approaches and modernization of the road system on the basis of public-private partnership are formed. The purpose of the article. The scien- tific and methodological and practical proposals with the purpose of applying the mechanism of regulation of the road economy development as a promising of the national economy have been developed. The methodology of the work. The theoretical and methodological basis of the research is the system of both general scientific and special methods of scientific cognition, fundamental provisions of modern economic theory and practice. In scientific research such methods as mono- graphic in formulating approaches that the development of the road economy de- pends not only on the level of economic development, but also on the influence of regulatory mechanisms that are applied, economic and statistical – in determining and calculating the concession payment for the right to management are used. The results of the work – the scientific results of the improved basis of development of the national economy through the creation of an effective mechanism for the implementation of new rules and tasks in the system of regulation in the field of road economy are proposed for application. Conclusions. We propose modern mea- sures and tools for shaping the innovative environment, and we propose to intro- duce such rules that would meet the interests of the authorities, increase the level of protection of interests of private investors and the state in the implemen- tation of public-private partnership projects. The advantages in developing mech- anisms for guaranteeing public-private partnership project financing by the state partner during the whole project implementation period are substantiated; mecha- nism of fair compensation in case of early termination of the public-private part- nership contract at the initiative of the state partner in order to compensate for the reasonable losses of the private partner. The scientific-methodological and practical proposals for the purpose of application of the mechanism of regulation of the road development are revealed. It is proved that due to the impact of mod- ernization transformations, the public-private partnership can play a dual role as an institutional innovation and has every reason to combine both the modernization of investment activity and the modernization of the regulatory mechanism for the purpose of evolutionary transformations in the leading spheres of the national economy.

In the Republic of Belarus, the authorities chose public-private partnership as an alternative to privatization which allows to keep socially important objects in the state property. The results of the survey of entrepreneurs and civil servants show the readiness of the authorities and business for equal partnership under the proclaimed socially oriented market economy. On the example of the metropolitan region, the authors analyzed the institutional-adaptation period in the development of public-private partnership in Belarus. The sociological approach to the study of public-private partnership aims at considering the relationship power-business-society as a system of interdependent actions of civil servants, entrepreneurs and population. The analysis of behavioral strategies of participants of this interaction was conducted through their social expectations with the methods of expert surveys of entrepreneurs and civil servants and an opinion poll of the population of Minsk. The authors made the following conclusions: society is only an observer due to the poor knowledge of public-private partnership; the behavioral strategies of entrepreneurs are determined by regulatory-legal factors, of civil servants - by system-legal factors; the key barrier for the public-private partnership projects is the low assessment of ones qualifications by civil servants and entrepreneurs; entrepreneurs consider civil servants as competitors in conflict situations and define their style of behavior as pressing; the state prefers contracts as the main form of interaction with business, which emphasizes the independence of partners. Therefore, the state and entrepreneurs take risks and responsibilities in the public-private partnership projects in the agreed shares, and the authorities fully control such projects.

The article considers public-private partnerships (PPP) as a variant of interaction between the state and private entrepreneurship. Special emphasis is placed on the problem of property rights redistribution that is aroused inevitably within a framework of the PPP projects. Some particular PPP forms are considered as the alternatives to full-scale privatization. Another aspect of the analysis concerns the redistribution of sovereign power functions of the state in some PPP models. The author assumes the principal difference between the public and civil functions of the state in the course of the economic turnover. The article deals with various models and concrete mechanisms of the PPP as well as with instruments for promotion of the partnerships projects.

The prescribed procedure for entering into a public-private partnership, which is the research subject in this paper, is extremely complex and long-lasting because in addition to the umbrella Public-Private Partnership Act, the public partner must observe also the regulations governing the commercial public services, public procurement, public finance and disposal of the physical assets of the state, regions and municipalities. Due to a great number of regulations that need to be observed upon entering into a public-private partnership, in a given case, the public partner has to judge whether or not it is more economical and appropriate to carry out his intention to finance investments in infrastructure or to carry out public service activities in a different manner either by granting an architectural right or by selling physical assets, or by public procurement and not by entering into a public-private partnership. Timely implementation of the state innovation programs requires a large financial investment on account of private sector investment of the economy. In this regard, the present article is devoted to the study of public-private partnerships as a source of extra-budgetary funding for the state innovation programs in Russia. The author analyzed the possibility of involvement of various extra-budgetary sources to finance public innovation programs, which allowed to conclude that the public-private partnership is one of the most effective mechanisms of financing the implementation of government programs. The article considers the characteristic features of public-private partnerships, and identified key issues of implementation of public-private partnership in the Russian Federation. Based on the conducted research the author developed a complex of measures which implementation may contribute to increasing the attractiveness of the mechanism of public-private partnerships to Finance public innovation programs.

The interaction of state and entrepreneurs in a modern economy is a necessary measure for the effective implementation of the activities of both parties. This article explores some of the mechanisms of interaction between government bodies and the business sector of the economy in terms of project activities and project management. Public-private partnership issues are increasingly being discussed in the world political arena as an effective mechanism for interaction between the state and business. The need for effective communications in the chain power-business-society is emphasized by many authors. Communication between the public and commercial sectors is a process that reflects the levers and methods they use to mutually influence and promote their interests. The partnership between government, business and society is closely correlated with the successful functioning of the commercial sector and public administration, which is expressed in the successful establishment of the processes of socio-economic development of the state. The successful functioning of public-private partnership is one of the indicators of the correct implementation of the mechanism for supporting entrepreneurship by public authorities, and also reflects the level of development of the state in general and its subjects, in particular. The development of public-private partnerships plays an important role in building a long-term development strategy for the regions of the Russian Federation.

The current economic situation leads to significant changes in the social sector of society. Formerly owned by the state, the infrastructure objects are transferred to private companies, the state reserving the right to regulate and monitor the subsequent activities of these objects. The public-private partnership is based on the cooperation between the public partner and the private partner to increase the efficiency of the public patrimony, each partner assuming concrete risks, innovations, and responsibilities.The Republic of Moldova development required the introduction of innovative management tools for implementing state and regional development strategies, such as the new format of specific programs, strategies for developing regional clusters, the introduction of public-private partnership principles. Governments understood that PPPs could help overcome the situation in the Republic of Moldova when medium and long-term financing sources with a maturity of 3 years are virtually inaccessible within the existing banking system. This situation, combined with a constant lack of financial resources in the budget, suggests that the initiation of the PPP is an alternative tool to further the country's infrastructure development.The article reviews the local legal valences on the public-private partnerships as an economic tool for innovative directions of development and the main weaknesses of the Republic of Moldova framework.

Public-private partnership is the instrument of cooperation between state and business. It has many forms and functions but the only purpose to improve welfare of the territories. In relations between state and business the partnership can play dominant, subsidiary or supervisory role, regulate the institutional mechanism of financial cooperation, develop strategies, solve conflicts and provide social, communal and infrastructure services. Currently implementation of the public-private partnership mechanism in Ukraine is complicated because of shortcomings and gaps in legislation, deficit of different levels budgets, institutional inability of local governments to plan and implement partnership projects and low efficiency of economic activity of business entities. Concerning implementation of the mechanism on rural areas it should be substantially enhanced at the national level for many reasons. Firstly economic situation in most rural areas in Ukraine is depressed and community budgets lack funds. It proves the necessity to intensify economic cooperation and introduce other forms of cooperation. On the other hand, many negative socio-demographic trends (migration, depopulation, social exclusion and marginalization) are inherent in rural areas. It makes difficult for local governments to cooperate with communities members. Capability of the state to support partnerships is also complicated major because of underdeveloped organizational and economic support mechanism. Lack of annual plans to finance partnership projects, funds, technical support to implement projects, and no ways to get state guarantees are the evidence. Taking into account rural territories have no much capacity for development, the mechanism of public-private partnership should include the following key steps: identifying priority areas for PPP application, considering socio-economic potential of different types of the territories and social relevance of a project for a community; improving the qualification level of project management personnel; involvement of the private sector into infrastructural projects; state support for pilot projects; ensuring more transparency in decision making and use of budget resources and simplifying project selection requirements. Implementation of the PPP mechanism on rural areas will improve their infrastructure and satisfy social needs of residents. In order to improve the mechanism of state support for the implementation of PPP projects at the local level it is needed to establish a national specialized agency, define clearly powers of the state authorities, local self-government authorities and members of communities involved into PPP implementation. The other task is to create an informational framework. The purpose of the article is to substantiate how the public-private partnership’s mechanism can work on rural areas.
