Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

This article assesses the current structure of public-private partnership in the Russian Federation. The author gave characteristics of problems faced by the commercial sector in the implementation of projects profitable for the enterprise. The author discussed the ways to address the issue of corruption in this type of relationship as well as. Based on the analysis, the author concluded that corruption activity inhibits the formation of constructive and trusting social ties, as a result of which the criminal situation worsens and the national economy becomes less competitive.

The article examines the role and importance of the infrastructure of the tourist complex for the formation of demand for business tourism. Th e article discusses practical aspects of sustainable development necessary for the introduction of public-private partnership in the work of the Institute in the Russian Federation. Th e author analyses the requirements of the fi nancier for a private partner in terms of sustainable develop-ment mechanisms in diff erent countries of the world. Th e requirements that currently exist in the methodology for calculating the economic effi ciency of public-private partnership projects in the Russian Federation are also analyzed. Th e article describes not only diff erences in effi ciency assessment mechanisms, but also proposes an author’s method of integrating the principles of sustainable development into fi nancial mechanisms for implementing public-private partnershipprojects. Th e author proposes to change the methodology for assessing the risks of public-private partnership projects, introduce into the Russian methodology for assessing the eff ectiveness of projects requirements not only on the need to substantiate the applied calculation mechanisms, but also on the development by a private partner of strategies for the sustainable development of the project, as well as a strategy for the sustainable development of the project region. Th e changes will qualitatively supplement the fi nancial settlement mechanisms that aff ect the implementation of all public-private partnership projects in the Russian Federation, including minimizing thefi nancial risks of the state partner.

The purpose of this article is to study the possibilities of public-private partnership in the in realization of environmental policy of the Russian Federation and the Concept of sustainable development. Authors consider that the Russian government should be solving in the process of development of the Russian economy problems of ecology (providing the favorable environment; decrease in anthropogenous load of the environment; increase in efficiency of use of energy resources; correction of negative consequences of resource-intensive industrial development). The public-private partnership is investigated as special legal institute and as a form of interaction between government and business. The potential of public-private partnership in solving problems in the sphere of ecology is studied in these planes.Public-private partnership is studied in various aspects: form of investment in environmental protection; mechanism of achievement of ecological interests of the state and society; a way of stimulation of introduction in economy of innovations which are capable to provide interests of ecosystems.Authors support adoption of the comprehensive and integrated programmatic law which will provide a triad of interests: investments - innovations - ecology. The analysis of legal base of public-private partnership and programmatic laws on sustainable development of the Russian Federation has allowed to draw a conclusion on absence between them direct connection. This has a negative impact on the implementation possibilities of state-private partnership to overcome the environmental crisis. Authors offer changes in the legislation for elimination of this inconsistency. They define the problems of public initiative and public oversight in public-private partnership in the field of ecology.Authors approve need of creation of mechanisms of public control for this sphere.

Aim. The presented study aims to examine project initiatives and proposals for improving funding mechanisms for infrastructure projects based on public-private partnership in the Russian Federation.Tasks. The authors consider approaches and project initiatives of the G20 countries pertaining to the implementation of public-private partnership projects in the context of the adaptation of infrastructure projects to the Russian market (for the purpose of improving the quality and efficiency of the implementation of infrastructure projects in the Russian market).Methods. The methodological basis of this study includes works of Russian and foreign researchers in the field of public-private partnership and project financing. The authors use methods of scientific research (expert and comparative analysis, grouping and generalization) selected in accordance with the goals and objectives of the study as well as information publicly available on the official websites of the ROSINFRA platform and the Ministry of Economic Development of the Russian Federation.Results. Comparative analysis of foreign and national practices in the public-private partnership market makes it possible to identify a number of potential initiatives, including a new approach to the examination of infrastructure projects and proposals for attracting additional investment resources to the public-private partnership market. Adaptation of foreign competencies to the Russian public private partnership market will drive the transformation of the current PPP project model in Russia.Conclusions. Analysis of methods used by the G20 to assess and implement infrastructure projects based on public-private partnership makes it possible to formulate potential initiatives and proposals for improving approaches to the implementation of infrastructure projects based on public-private partnership in the Russian market and to determine the development vector for the national infrastructure project model.
