<p>For the regional economy and for the economy of a country as a whole it is necessary to correctly assess the economic potential of their territories. Errors or inaccuracies committed in this case can lead not just to inefficient spending of budgetary funds, but also to the wrong choice of the development strategy, which can result in a loss of competitiveness of the economy of the region and its cities and affect the development of the national economy as a whole. The purpose of this work is to provide a comparative assessment of the economic potential of the Novosibirsk region and other regions of the Si berian Federal District. The study examined the socio-economic potential of the region as an important indicator of territorial development. Its estimation is based on the index method and the cluster approach. Six groups of development indices of the regions of the Siberian Federal District were selected. Were used a method for standardizing indicators using variance and hierarchical methods of clustering. Clusters of the Siberian Federal District have been identified. A comparative analysis of the potential of the Novosibirsk region and regions from other clusters is carried out. Comparison of the Novosibirsk region with its neighbors, representatives of other, significantly different clusters – the Omsk region and the Republic of Altai – allows us to conclude that the Novosibirsk region exceeds the neighboring regions in terms of its economic potential. In the regional economy, the production, infrastructure and labor components of the potential are the most developed (and, therefore, most promising for use as locomotives of regional development). The remaining components are relatively behind, which makes it necessary to draw attention to them from the authorities and management. The results of the study can be used to improve regional economic p olicy.</p>

The relevance of the research topic is determined by the need to assess structural changes in the territorial and sectoral structure, as well as factors affecting the competitiveness of the regional economy. The article presents the results of calculations of structural changes in the economy of the Novosibirsk region for the period from 2000 to 2016 using the method of "shift-share analysis". The method allows to assess the degree of influence of three groups of factors (national, regional and internal competitiveness of the regional industries) on changes in the regional economy. The article presents the results of calculations of the growth rates employed in certain sectors of the Novosibirsk region by types of economic activity for the period from 2000 to 2016, as well as indicators of the MIX-effect (composition) and DIF-effect (competition). Based on the assessment of structural changes, the types of economic activities that demonstrate the highest indicators of industry competitiveness are determined.

Subject. This article discusses the issues related to the tax capacity of the shadow sector of regional economy. Objectives. The article aims to identify hidden sources of income and justify replenishment of the consolidated budget of the region at their expense. Methods. For the study, I used the methods of comparative statistical analysis, and expert estimation. Results. The article presents the results of comparison of shadow component levels in the economy of some countries, Russia, subjects of the North Caucasian Federal District, and the Republic of Dagestan. According to independent experts, the economic potential of the Republic's shadow sector is forty percent of GRP, and in some sectors and areas, it comes up to two thirds of GRP. Conclusions. It is necessary to develop a long-term Republican State program and implement a number of fundamental legal, organizational, economic, social, institutional and educational measures aimed at eliminating the shadow economy in the Republic.

An attempt is made to answer the question: have there been any positive shifts in the economy of the regions in the territory of which economic clusters have formed and are forming by 2020. Data from various sources on the number of clusters in the country and in the Siberian Federal District are presented. Shifts are estimated using generalized indicators calculated by the principal component method. As the initial data for the calculations, the indicators presented in the statistical collections “Regions of Russia. Socio-economic indicators” for the period from 2005 to 2018. The results obtained for the Siberian regions were compared for two years of the period under review: 2014 and 2018. Conclusions about the level of influence of cluster activities on the economy of the regions were carried out by changing the positions of the regions in their general list. As the analysis of the results of the component analysis showed for the Siberian regions under consideration, either maintaining positions or losing them in the direction of lowering the rating of the regions was characteristic. The exception was Krasnoyarsk Territory, which showed positive shifts in three of the four components. For some components, positive shifts could be seen in the Altai Territory and the Novosibirsk Region. An attempt to determine the full impact of the activity of clusters on the economy of the regions only according to available state statistics did not lead to the desired results.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

The paper presents the materials of the complex epidemiological evaluation of tuberculosis process by its main indicators (incident cases, prevalence and mortality) in the Siberian Federal district over the period of 2002-2014. The ranking of the territories included in the Siberian Federal district was performed by the integral index. That allowed to identify three groups of territories by the level of intensity of TB epidemiological process (favorable, typical, unfavorable). The most favorable epidemiological situation was registered in Tomsk region, the most unfavorable one – in the Republic of Tuva.

The article reveals transformation processes that affect the quality of human capital in the postSoviet period. The significance of the theoretical concepts of “conflict”, “regional conflict” and “essence of the political” through the immanent characteristics presented by the classic of political thought K. Schmitt is noted. The importance of analyzing the territorial development and the state of human potential for the characterization of the social structure, radically changing in the post-Soviet period in Russia and its individual regions, is emphasized. The article describes the main types of functionality of reference groups in accordance with the concept of R. Merton and describes various models of social behavior according to the criterion of social responsibility and asocial orientation. The data of the expert survey conducted by the authors in certain subjects of the Southern Federal District in 2018 are given on the problems of assessing the level of responsibility in work and the possibilities of disseminating radical ideas under the influence of external and internal factors on the ability of a regional community to reproduce their own cultural patterns. It emphasizes the role of ethical thinking in the context of the need to improve the modern society, experiencing crisis internal and external influences and tests of globalization. Special attention is paid to the level of support for the status of Crimea among young people living in the Republic of Crimea and the city of Sevastopol.
