The investment policy of the state at the present stage of the country's development predetermined the need for the development of processes of public management of socio-economic meso-level systems. These processes are the subject of research. The paper describes the main requirements to the methodology for the development of the process of public management of the investment infrastructure at the meso-level. The authors propose an approach to the development of the public management process at the meso-level on the basis of the concept of continuous improvement of E. Deming's process. The approach includes tools for monitoring and controlling the quality of management of the investment infrastructure. It is an approach to the organization of one of the tools for assessing the quality of public management of investment infrastructure objects, i.e. the index of attractiveness of investment infrastructure objects for potential investors. This indicator is proposed to be assessed on the basis of the attractiveness rating of infrastructure facilities (RAIF). The application of the methodical approach was demonstrated on the basis of data from the information site of the holding company DEGA GROUP. The paper also contains ratings of the attractiveness of the economic favored zones, industrial parks and technological parks of the subjects of the Russian Federation of the Siberian Federal District.

Социально-экономическое развитие есть планомерная процедура совершенствования уровня жизни, качественных и количественных характеристик, потребляемых общественностью благ. Исходя из ситуации со здоровьем населения в регионе, выставляются соответствующие ориентиры. В разрезе региональной специфики закладываются и реализуются целевые программы, которые одновременно зависят от здоровья населения и направлены, собственно, на улучшение качества его здоровья. Согласно тематике настоящей статьи, ведущий фактор социально-экономического роста - здоровье населения, именно он будет оценен как катализатор искомого регионального развития. Socio-economic development is a systematic procedure for improving the standard of living, qualitative and quantitative characteristics of the goods consumed by the public. Based on the health situation of the population in the region, appropriate guidelines are set. In the context of regional specifics, targeted programs are being laid and implemented, which at the same time depend on the health of the population and are aimed, in fact, at improving the quality of its health. According to the subject of this article, the leading factor of socio-economic growth is the health of the population, it will be evaluated as a catalyst for the desired regional development.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The subject of halal slaughtering is one of the most widely discussed issues of animal cruelty and animal welfare in the public sphere. The discrepancy in understanding the contemporary and religious laws pertaining to animal slaughtering does not fully publicize to Islamic and Muslim majority countries especially with respect to interpreting the use of stunning in animals. The electrical stunning is the cheapest, easiest, safest, and most suitable method for slaughtering that is widespread and developed. However, stunning on head of poultry before being slaughtered is a controversial aspect among the Islamic sects due to regulations of the European Union and some other countries. The current review highlights the instructions of halal slaughtering, legal legislation, and the effect of this global practice on poultry welfare and the quality of produced meat.

This study investigates how citizens define their role qua citizen and how the public role they assign themselves matters in their assessment of satisfaction with public service performance. We compared survey respondents who identified their citizen role as customer (n=280), partner (n=353) or owner (n=467) to test this relation. Theoretically, the dominance of New Public Management (NPM) scholarship has resulted in the framing of citizens as simply customers, but our empirical study finds that citizens consider themselves more as partners or owners of government. This mismatch in conception was our research hypothesis for further research. We then ran a number of t-tests and carried out a MANOVA analysis, the results of which indicate that there is a significant difference between the customer and partner groups regarding expectations and satisfaction on the quality of their living area but not regarding performance. There is also evidence that shows that the role citizens assign to themselves is related to their public service expectations but that the connection between their view of their role and their assessment of performance is weak.

OBJECTIVE: To evaluate the active health Ombudsman service as an instrument to evaluate the quality of delivery and birth care in the Cegonha Network of the Federal District of Brazil. METHODS: This is a cross-sectional study of the telephone survey type carried out with 1,007 mothers with deliveries between October 15, 2013 and November 19, 2013 in the twelve public maternity hospitals that make up the Cegonha Network of the Federal District of Brazil. The instrument has 25 multiple choice or Likert scale questions, including sociodemographic data and acceptability evaluation in five domains: accessibility, relationship between the patient and health professionals, conditions of the structure of the service, information to the patient, and equity and opinion of the patient. We have studied qualitative or categorical variables according to the frequency and distribution of proportions. We have used the score transformed into a scale from zero to 100 for the analysis of the Likert-type scale questions. Results have been expressed as mean and standard deviation. RESULTS: Access to prenatal appointments was evaluated as good or excellent by 86.1% of the participants and laboratory tests was evaluated as good or excellent by 85.2% of them. The access to imaging tests was evaluations as good or excellent by 45.7% of the women; 79.5% of the interviewees had their delivery in the maternity hospital where they sought initial care and 18.3% received a home visit by a community health agent after discharge. Most women reported that newborns were placed skin-to-skin immediately after birth, 48.9% had a companion at the time of the delivery, 76.3% were advised about the first appointment of the newborn, and 94.8% were advised on breastfeeding in the maternity hospital. Regarding the evaluation of health professionals, 85.9% of the women considered reception and cordiality as good or excellent at the prenatal care and 94.8% considered it as good or excellent at the maternity hospital. CONCLUSIONS: The active health Ombudsman service has contributed to evaluate the quality of public management by allowing the incorporation of the perspective of users of the health service in the evaluation of the acceptability of the Cegonha Network in the Federal District of Brazil.

The article considers the questions of moving from the monopoly of the state to development of civil society, that in Russia have some features. By the expansion of the public participating in education management there are contradictions between the necessity of realization of state-public management education and absence of sufficient experience on the decline of level of alienation of education from society and effective mechanisms of decision of this task. The authors of the article consider the principal reasons and factors, hampering becoming and development of state-public management universal education. The article exposes the new approaches to the realization of joint activity of organs of state-public education management. In the article the ground of project-activity in education management approach is given, that allows to organize the activity in the mode of development, and innovations are explored, educational potential of organization is grown, the quality of its work is improved.

The aim of this study is to desing a construct of public accountability concept that is independent of lifeworld colonization brought by the concept of New Public Management. This study emphasize its analysis on process-oriented accountability and one that liberates public communication. This study will shed a light on process responsibility, one that is not limited to information presentation but more than that, as a moral responsibility of government executive. In this study, I approach the problem through the eyes of Habermas’s critical perspective. Using Habermas's approach, I want to understand the colonization of accountability lifeworld in society. In relation to budget accountability issues, public discussion space would be the main issue.The findings of this study is that accountability, judging from the quality of service delivery, has eroded its meaning. That is, the service providers have not been able to give an adequate account for the service that they are doing, such as trying to produce a quality of service according to the wishes of the people. Therefore, the current accountability process still needs improvement, so that public officials providing service would have a sense of public responsibility when providing services to the public. Public accountability of service provided appears to disregard public discussion space that creates equality in determining what is needed and what is given to the public.

The study consists of two parts. In the first one, the author outlines a methodological concept of researching the quality of compositional and artistic spatial systems that are created, for example, in the urban environment with the participation of, inter alia, architectural objects and works of art. The subject of this type of research was called a ‘compositional situation’. In the second part, the author uses the proposed research method to analyze specific cases. These are two situations existing in the public spaces of Mexico City, in which sculptures of famous Mexican sculptor Sebastian were located.

Hypothesis testing produces,indicating that the hypothesis 1 is accepted, it means the variable partialapplication of e-Banking System has a positive and significant impact on theperformance of Cash Adminstration. The results of hypothesis testing indicatesthat the hypothesis 2 in this study received, meaning that in partial RevenueApplication Implementation (SAP) has a positive and significant impact on theperformance of Cash Adminstration Variation of performance can be explainedby the Adminstration Cash independent variables of e-Banking SystemImplementation and Application of Revenue Application (SAP) and while the explained by other factors. The Performance of Cash Administration will riseproperly Implementation of e-Banking System and Application SystemApplication Revenues(SAP) is well managed.
