The article focuses on the issue of economic competences formation in digital economy for engineering education. The systematic approach is considered to be the key method to solve this issue. The authors describe the essence of digital economy and the model of its influence on social-economic dynamics and economic relationships. The article underlines the analytical importance of reproduction processes tendencies in economic relationships and institutions under current conditions of the fourth industrial revolution. These reproduction processes affect the field of education. Under current conditions of international exchange and economic relationships, Russia implements the unprofitable and futile model where exhaustible natural rent is exchanged for intellectual assets that consist of information and communication production and technologies. The paper introduces a digital economy module for engineering education. It works in the system of higher education in the Federal State Educational standards 3++ format. The paper describes the formation principles, competence, and didactic content of this module. The basic formation principles of the module include: a) the priority of National digital technologies which confirmed their efficiency on the Russian Market; b) traineeship and professional development in the field of digital economics.

The goal of the study is to determine the fundamental intention of the educational project implementation in the Masters’ program for training business lawyers for the digital economy. The main methods used are the analysis method and the sociological method. The main result of the study is that the main goal of educational projects for training business lawyers is the development of a set of regulatory competences. The conclusions are that the competence-based approach is an objective trend in modern education, largely supported by students. A number of factors have been identified that impede the formation of basic lawyers’ competences for students in the digital economy, based on the sociological study. Due to the lack of reference to “digital” competences in federal state educational standards, it is advisable to introduce additional competences in the local acts of the educational organization that take into account the need for lawyers to use information and telecommunication technologies.

The issues of library specialists’ competencies in the aspect of Federal State Educational Standards (GEF) are examined, the problems of determining competencies and their composition taking into account the requirements of the digital economy and the professional standard are identified. It is stated, that at present only lists of competencies of the Federal State Educational Standard are to be considered as the basic model of library specialists’ competencies. It is proposed to implement a number of special measures for to form the professional community’ consolidated position concerning the competences and their determination due to the type of the library and workers’ professional status.

The article clarifies the importance of self-organization and self-development for the professional activity of a teacher in the context of the fourth industrial revolution from the standpoint of competence-based and analytical approaches. The reasonableness of the general formulation of a single “Self-organization and self-development” competence in the Russian Federation Federal State Educational Standards of Higher Education is shown. The article describes the empirical study results of the peculiarities of understanding by pedagogical university students separately the competences of self-organization and self-development, as important factors of their general professional expertise. The novelty of the research is based on the identification of motivational, cognitive, and activity components. It was revealed that the highest generalized mean values were obtained for the cognitive and motivational components of the future teachers’ ideas about professional self-development, self-organization and the achievement of professional expertise. The lowest mean values were obtained for the action-oriented component. The obtained results of empirical research can be used in the development of training courses, aimed at increasing the level of students’ competences in this area.

The paper presents a review of literature and other sources of information concerning the fourth industrial revolution and the development of the digital economy. The tasks of improving the education system including higher education and engineering training are actualized. The author analyzes the development of online technologies in education, as well as blended learning, combining the advantages of traditional and online education. The paper dwells on the peculiarities of training engineers and the best practices of applying blended learning in engineering education, shows the need to optimize blended learning by maximizing the benefits of traditional and online education. A technique for using the CDIO approach, further developed for engineering education of the top levels, is proposed for the optimal blended learning design of the Bachelor, Master and PhD programs. The author adduces the concrete examples, which show the possibility of digital transformation of engineering programs with the purpose of their actualization and improving the quality of graduates’ training for complex, innovative and research engineering activity.

The textbook discusses the concepts and types of intangible assets (IA) and intellectual property (IP), information and regulatory framework for their identification and evaluation. The methods of valuation of IA and IP within each approach are given, examples of determining the value of IA and IP by different methods are given. Specific intellectual assets — domain names and client bases, methods of their evaluation are considered. The requirements to the report on assessment of IA and IP are characterized and the example of the report on assessment of trademarks is analyzed. In the paper the authors identified seven key conceptual foundations of higher education based on the analysis of organizational and substantive features of networking, digitalization and on-lineization process of the Russian education system (NDORES), as a continuation of e-Learning development in the digital educational environment (DEE) and the results of the assessment of the Russian higher education readiness to the digital economy, obtained by N.V. Dneprovskoy. These include conceptual condition for the recognition of the leading role of the DEE in the system of science - culture - learner - intelligence for education subjects reflection development in human-machine systems and information society; optimization of continuous education concept on the basis of NDORES principles; directive change of educational process (EP) stereotypes in DEE; creation of a system of mandatory training and retraining of education subjects for daily learning and teaching activities in DEE; optimization, adaptation and digital transformation of the content of the main professional educational programs (MPEP) of training in the framework of existing and future Federal state educational standards of higher education (FSES HO); determination of effective motivational and value bases for communicative competence development of education the subjects in NDORES; changing legislative and policy approaches to the organization of NDORES, including provisions of the Labour code of the Russian Federation in the part concerning the rights and responsibilities of teachers carrying out their work in the context of DEE. The paper substantiates the demand for these conceptual foundations in the strategic and tactical directions of digitalization of higher education in the digital economy.

Within the framework of the activities of the Coordinating Council of the Ministry of Science and Higher Education of the Russian Federation in the field of education “Engineering, Technology and Technical Sciences”, proposals have been developed for the implementation of a set of tasks for the development of higher education set by the President of Russia. The necessity of implementing different methodological and normative approaches to different areas of higher education is argued. The authors substantiate the concept of the fourth generation Federal State Educational Standard for the engineering field of education. A new approach to the organization of admission to universities is proposed, which allows students to choose the direction of training after completing the second year of study. An innovative structure of lists of specialties and areas of preparation of higher education is presented, which provides the possibility of implementing the concept of the fourth generation Federal State Educational Standard, as well as greater flexibility and enlargement of the lists.

The informatization is a global trend in the development of the digital economy. It leads to significant changes in requirements for personnel and specialists. The education system provides a tool for training personnel: Federal State Educational Standards outline the basic requirements for future specialists. Unfortunately, the current standards do not always meet the challenges and trends of the digital economy. The research objective was to study the issue of IT training during the period of transition to a digital economy. A thorough analysis of available scientific literature made it possible to describe the theoretical aspects of digital economy, as well as the IT industry. The authors identified a number of categories of specialists that are necessary for the formation and development of the digital economy. A detailed analysis of statistical data revealed some global trends in informatization, as well as the availability of IT specialists in Russian and world econo­mies. The authors also outline the main directions for further research. The results obtained can of interest to researchers involved in the development of the digital economy.
