Strategic urban planning plays a real and significant role in the development of urban areas around the world. It helps mitigate the loss of lands and especially divert urban growth away from “agriculture lands”. It provides for improved and equal urban services and utilities as well as enhances local economics, livability and sustainability. This paper explores the importance of strategic planning and its role in sustainable development in addition to the importance of its implementation process. Case studies in Egypt are presented through a questionnaire with the local government with a group of 19 cities. We find that there are many problems associated with the implementation process, which have prevented the conversion of these plans into a reality. The aim of this paper is to illustrate the concept of strategic planning and its process and to explain how Egypt is dealing with it. Secondly, this research aims to suggest a new implementation system that can solve the main implementation system’s problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt about the preparation and implementation of the strategic plans, including proposed solutions and the opportunity of community participation.

Cities, the main places where majority of the world population resides, are the centres of economic growth and innovation. Globally, the urban areas are facing public health emergency (Covid-19 pandemic), which has affected the economic and social lives of people and all the activities have come to a standstill. The issue of urban vulnerability has been brought up in context to pandemics and communities need to be prepared for it. The article focuses on the measures taken by the Indian government during the lockdown and about how successful were these measures in controlling the spread of the virus infection. The lacunae in the urban planning policies have been analysed with a focus on community participation in the decision-making to combat disasters. Examples of successful community participation in cities from India and abroad have been highlighted. Finally, policy initiatives have been identified by which the future epidemics can be handled in an organised manner, by making the urban planning process more citizen centric.

Geographic information systems can be defined as a intelligent tool, to which it relates techniques for the implementation of processes such as the introduction, recording, storage, handling, processing and generation of spatial data. Use of GIS in urban planning helps and guides planners for an orderly development of settlements and infrastructure facilities within and outside urban areas. Continued growth of the population in urban centers generates the need for expansion of urban space, for its planning in terms of physical and social infrastructures in the service of the community, based on the principles of sustainable development. In addition urbanization is accompanied with numerous structural transformations and functional cities, which should be evaluated in spatial context, to be managed and planned according to the principles of sustainable development. Urban planning connects directly with land use and design of the urban environment, including physical and social infrastructure in service of the urban community, constituting a challenge to global levels. Use of GIS in this field is a different approach regarding the space, its development and design, analysis and modeling of various processes occurring in it, as well as interconnections between these processes or developments in space.

Chinese cities expanded and developed at an astounding rate of growth during the past three decades. The consequence rise in exorbitant consumption of land resources and the impacts on the environment were recognized accordantly. Urban growth management, as one of the effective approaches to solve the problems caused by urban sprawl, has become a subject for broad discussion in the field of urban planning in the world. It is necessary to shape a union framework of growth management between national and local government. And it is recognized that these urban growth management decisions must be made in a more comprehensive and consistent intergovernmental manner. The purpose of this study is to contribute to current planning thought and practice by providing some insights into how urban growth management can be utilized to contribute to a more sustainable urban future in China.

Abstract The article concerns urban spaces highly responsible for climate change in the country, Europe, and the world. This topic is now of major importance because it reflects on every citizen of Europe and the world in that we all confront the necessity of climate protection and adaptation also in law, to climate change in urban areas. It is associated with a radical change of lifestyle in the world’s cities, mainly in terms of energy consumption and its methods of production. The research results presented in the article indicate the need to adapt current methods for slowing down adverse climate change into functional and spatial systems of urban development and their economic, legal, and social conditions affecting the pace of implementation of new technologies for climate-friendly sources such as low-carbon, energy-saving, and renewable energy. Attention was also paid to the possibility of ecological revitalization of the existing urban structure of buildings, among other things, in order to significantly reduce greenhouse gas emissions adversely affecting the climate. On the other hand, modern ideas for an Eco-City and solutions for a Green-City and Solar-City, presented in the article, implemented through sustainable development in the field of planning activities and energy management methods, can be additional indicators of the direction of sustainable development for Polish cities for climate protection and adaptation to its changes.

The article presents a strategy for renovation in the riverside area: improvement of water protection functions; rehabilitation of disturbed territories; the use of recreational and urban planning potential of such territories for creating a recreational framework on the waterfront; integration of eco-clusters into the structure of riverside territories and the development of an integrated management system for waterfront zones. As a result of the research, the necessity of rethink the attitude to urban planning within the riverside areas is formulated. Possibilities of sustainable development of riparian territories are determined. Stages of rehabilitation of communal warehousing and industrial territories for sustainable development and rehabilitation of urban areas are proposed. A formalized model of structural renovation of the exploring areas are being built, on the basis of which the identified principles of rehabilitation are being tested. The significance of the obtained results for urban science lies in the development of new approaches to the identification and formation of the structure of territories in the area of interaction with the water area. In the formulation of the basic principles underlying the structural and planning transformations of riparian areas.

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.
