The authors of this article clarify the subject of ethnopolitical expertise and monitoring of ethnopolitical processes, their main thematic topics, draw distinctions with related branches of scientific practice-oriented knowledge, assess the current status of ethnopolitical expertise and monitoring of ethnopolitical processes in Russia in the context of improving federal legislation. The authors argues that it is unacceptable to narrow the subject of ethnopolitical expertise. The authors evaluate the experience of ethnopolitical expertise implementation and monitoring of interethnic and confessional relations, ethnic policy in the Krasnodar territory, the Republic of Crimea and Sevastopol city (2014-2020). Factors and indicators of monitoring of interethnic and confessional relations are evaluated on the example of the studied regions. Measures are proposed to improve the quality of ethnopolitical expertise in the aspects of organizing its interaction with state authorities and mass media, providing evidence and publicity. The authors argue the need to create permanent expert structures and networks of interaction between professionals and the state authorities, the education system, political parties and public organizations, and the mass media.

Objective: to analyze the provision of medical, including rheumatology, care in Kazakhstan, to study the incidence of systemic lupus erythematosus (SLE), and to develop a registry of patients with this condition.Material and methods. The investigators analyzed the guidelines for the organization of medical, including rheumatology, care in the republic and the official statistical materials of the Ministry of Health of the Republic of Kazakhstan in the period 2012 to 2017. Articles were searched to select activity indices, organ damages and to assess the quality of life and treatment programs in order to create a registry of patients with SLE.Results and discussion. The paper presents the basic principles of providing medical, including rheumatology, care in the republic. It gives data on the issues of providing SLE patients with medicines in outpatient and inpatient settings. It also analyzes trends in the incidence of SLE in the population of Kazakhstan in 2012 to 2017. There were 4,448 SLE patients, including 3,986 women; a comparative analysis of indicators demonstrated a 62.8% increase in the incidence of SLE from 2012 to 2017. The purpose and objectives of the registry of patients with SLE were substantiated.Conclusion. An analysis of morbidity rates suggests that SLE remains to be significant in the republic. The incidence of SLE has been noted to increase in the period from 2012 to 2017; there is a female preponderance (89.6%). The application of the SLE registry in clinical practice will be able to improve the diagnosis of the disease in the early stage and to prevent possible complications.

In various views of the theory of the question, educational services are considered as services for the state, society and the student. The article considers the main approaches to determining the quality of educational services and the regulatory and legal support of the educational process. The object of the research is the theoretical foundations of the quality of educational services. The subject of the study is the quality of educational services.

Trainings as well as their impact on employability and employees’ performance have been the subject of interest of theoreticians and practitioners of management for a long time. However, according to the literature study, the outcomes of employees’ trainings also depend on the applied style of leadership as well as on the quality of relationships between supervisors and subordinates. This paper tries to answer the question: what are the relationships between transformational leadership, the quality of supervisors’ relationships with subordinates, employees’ trainings and employability, employees’ quality and effort of work in public organizations? Abstract Low labour costs as one of the key sources of export stimulation, the competitive advantage of domestic agricultural production and bilateral agreements with partner countries - all promote export as a potentially significant factor of encouragement of economic development of the Republic of Serbia.Taking into account this fact, on the one hand, and balance of payments problems that Serbia has been facing over the years, on the other hand, the subject of this paper is an analysis of trends in the Republic of Serbia export and explanation of variations in the export trends during the period from 2004 to 2014. The aim of the paper is to explore export trends forecast from January to December 2015.The analysis uses Holt-Winters and ARIMA methods for analyszing time series.The paper provides insight into the export trend forecasts for the period of 12 months, and thus confirms the possibility of practical usage of the time series analysis methods in forecasting macroeconomic variables such as export. The used methods identify increase of export during the summer and its decrease after October 2015. The paper establishes the existence of a high degree of congruence between forecasts obtained by using two methods, which confirm a high quality of the elaborated methods in the analysis of exports.

The use of new innovative technologies in education is a requirement of modernity. Every teacher wants to diversify their lesson. After all, the use of modern innovative technologies is the key to improving the quality of education. Today, using innovative teaching methods, the main goal is to increase the student's abilities, instill interest in the subject, develop his curiosity, and form competencies. Today it is important that the student is not only educated, but also comprehensive, inquisitive, and the teacher is guided not only by knowledge, but also by skills.

The presence of democratization and the role of the mass media have an impact on the behavior of women voters. This research used a descriptive quantitative approach with the aim to identifying the role of institutions of socialization and media information on the legislative elections 2014, and to know the preferences of women’s voter in determining their political choice and to know the exposure of mass media and the appeal of political advertising from political parties. The results indicate that the institution of socialization and information media on the legislative elections 2014 was instrumental in disseminating information and introduce the candidates to the voters. The preferences of women’s voter in determining their political choices from the sociological side is more considering the religious background, professional organizations, origin of place, family information, and intellectuality of the candidates. From the psychological side, most women tend to consider the emotional closeness, similarity of political parties, the integrity, the same interest. The political preferences of rational considerations tend to the issue of the candidate experience and success in leading the organization, whether it locally or nationally, intellectuality and the quality of candidates, campaign issues, vision and mission, programs, credibility, commitment, personality, modest, good performance, good capability, clean image and performance, and closeness with ordinary people.

The study investigates the extent to which political parties, the mass media, and citizens follow qualitative principles demanded by the public sphere concept in political campaign communications. Using the index of a quality of understanding (IQU), it analyses the press releases and Facebook posts of political parties, newspaper articles, and responses by citizens in the form of comments in newspaper forums and on parties’ Facebook pages (N=7,525) during the 2013 Austrian national election. Considering that the quality of understanding of public discourse is measured on a 100-point scale, which serves as a benchmark representing perfect understanding, observed real-world values are often rather low. Austrian political parties scored the highest IQU of 28.35 points, and hence can be described as most closely following the principles of an ideal communication orientation. The quality of understanding is the lowest in everyday political discussion on Facebook, where political parties’ posts have an IQU of 17.97 points. The difference of 10.38 points to the highest achieved value of 28.35 reveals different deliberative communication practices between well-considered and strategically formulated communication in press releases as well as newspaper articles and everyday communication including citizens’ comments on Facebook and newspaper articles, which take different configurations.

In the contents of the Republic of Indonesia Constitution no. 20 of 2003 concerning National Education System is the realization of an education system as a strong and authoritative social institution to empower all Indonesians to develop into quality maneuvers that are capable and proactive in responding to the challenges of an ever-changing era. However, along with the rapid development of the times, with the emergence of various kinds of problems, especially in the field of education, which makes the goals of education contained in the law tend to be difficult to realize. So, to facilitate the development of educational goals with the aim of advancing the quality of education in Indonesia, there are three things that must be done, namely : 1) developing the quality of human resources, 2) building a Strong Educational Foundation and Clear Vision, 3) developing a noble moral based curriculum.Dalam undang-undang RI No. 20 tahun 2003 tentang Sisdiknas adalah terwujudnya sistem pendidikan sebagai pranata sosial yang kuat dan berwibawa untuk memberdayakan semua warga Indonesia berkembang menjadi manusia yang berkualitas sehingga mampu dan proaktif  menjawab tantangan zaman yang selalu berubah. Akan tetapi, seiring dengan cepatnya perkembangan zaman, dengan munculnya berbagai macam permasalahan terutama dalam bidang pendidikan, yang membuat tujuan dari pendidikan yang tertuang dalam undang-undang tersebut cenderung sulit terwujudkan. Maka, untuk memudahkan pengembangan tujuan pendidikan dengan maksud memajukan kualitas pendidikan di Indonesia, ada tiga hal yang mesti dilakukan yaitu; 1) mengembangkan kualitas sumber daya manusia, 2) Membangun landasan pendidikan yang kuat dan visi yang jelas, 3) mengembangkan kurikulum berbasis akhlak mulia.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.
