Objetivo: analisar o fluxo de problemas, soluções e políticas no enfrentamento a epidemia pelo COVID-19 no Ceará, com base no Modelo de Múltiplos Fluxos de Kingdon. Método: estudo misto com dados provenientes dos indicadores, de 55 documentos oficiais de saúde e de 108 matérias jornalísticas veiculadas na mídia digital, de fevereiro a abril de 2020.  Resultados: a análise do fluxo problemas aponta uma expansiva interiorização dos casos confirmados da doença, com perspectiva de elevação do número de internações e óbitos; o fluxo de soluções sinaliza que a adoção de medidas preventivas e protetivas contra a doença foram ampliadas concomitantemente à progressão da doença no estado, e por fim, o fluxo de políticas evidenciou que o Ceará tem direcionado suas ações de forma positiva, alinhando parcerias e alavancado estratégias para minimização dos problemas provocados pela COVID-19. Conclusão: os fluxos que perfazem as tomadas de decisão no enfrentamento a pandemia do COVID-19 no Ceará mostram-se complexos e amplos, estando em sua maioria alinhados com posicionamentos de países que obtiveram êxito nesse enfrentamento. Urge a necessidade de estabelecer parcerias efetivas entre atores, serviços e setores instigados.Descritores: Infecções por Coronavírus; Pandemias; Estudos de Avaliação.ANALYSIS OF PANDEMIC BY COVID-19 FROM THE MODEL OF THE MULTIPLE FLOWS OF KINGDON Objective: to analyze the flow of problems, solutions and policies in facing the epidemic by COVID-19 in Ceará, based on Kingdon's Multiple Streams Model. Method: mixed study with data from the indicators, 55 official health documents and 108 journalistic articles published in digital media, from February to April 2020. Results: the analysis of the problem flow points to an expansive interiorization of confirmed cases of the disease, with the prospect of increasing the number of hospitalizations and deaths; the flow of solutions signals that the adoption of preventive and protective measures against the disease was expanded concomitantly with the progression of the disease in the state, and finally, the flow of policies showed that Ceará has directed its actions in a positive way, aligning partnerships and leveraging strategies to minimize the problems caused by COVID-19. Conclusion: the flows that make up the decision-making in coping with the COVID-19 pandemic in Ceará are complex and broad, being mostly aligned with the positions of countries that have been successful in this confrontation. Método: estudio mixto con datos de los indicadores, 55 documentos oficiales de salud y 108 artículos periodísticos publicados en medios digitales, de febrero a abril de 2020. Resultados: el análisis del flujo del problema apunta a una internalización expansiva de casos confirmados de la enfermedad, con la perspectiva de aumentar el número de hospitalizaciones y muertes; El flujo de soluciones indica que la adopción de medidas preventivas y protectoras contra la enfermedad se expandió concomitantemente con la progresión de la enfermedad en el estado, y finalmente, el flujo de políticas mostró que Ceará ha dirigido sus acciones de manera positiva, alineando alianzas y apalancamiento estrategias para minimizar los problemas causados por COVID-19. Conclusión: los flujos que conforman la toma de decisiones para hacer frente a la pandemia COVID-19 en Ceará son complejos y amplios, en su mayoría alineados con las posiciones de los países que han tenido éxito en esta confrontación. The grassroots union experiment undertaken at the Lear automotive parts factory in Argentina can be seen as a paradigmatic struggle for an understanding of the relationship between unionism and politics. The Lear case reveals that the distinctiveness of radical political unionism lies in the democratic elements of its decision making and its appeal to direct action, its construction of alliances with other social organizations, its linkage of economic demands with broader political objectives, its identification of the management, the state, and the union bureaucracy as adversaries, and its transmission of a leftist political culture. La experiencia sindical de la fábrica de autopartes Lear en Argentina puede ser analizada como un conflicto paradigmático para comprender la relación entre sindicalismo y política. El caso de Lear revela que el carácter distintivo del sindicalismo político radical se encuentra en los mecanismos democráticos de toma de decisiones y en la apelación a medidas de acción directa, la construcción de alianzas con otras organizaciones sociales, la vinculación de las demandas económicas con objetivos políticos más amplios, la identificación de la empresa, el Estado y la burocracia sindical como adversarios y la transmisión de una cultura política de izquierda.

Drawing on interview data from reading policy actors in California, Michigan, and Texas, this study applied Kingdon's (1984, 1995) multiple streams model to explain how the issue of reading became prominent on the agenda of state governments during the latter half of the 1990s. A combination of factors influenced the status of a state's reading policy agenda, including feedback from parents, teachers, and business groups; student achievement data; political pressure from the state administration; regional and national interest; a pervasive belief that reading is a building block for student success; and a widespread perception that the decline in reading achievement was symbolic of the failure of public schools. In addition, governors promoted reading to high agenda prominence by influencing which issues were placed on the decision agenda (agenda setting) and which alternatives were given serious attention (alternative specification). Finally, the findings suggest that the applicability of Kingdon's national-level model to the state level may depend on both the issue being examined and the participation of the state executive branch.

The Information Systems have great importance to support the processes of any business, establishing control in the operations and aiding in the decision making. Within this scope, this study aims to contribute with the assumption that the craftman entrepreneur should use information systems to have more control over his activities. Thus, the objective is to diagnose the knowledge about information systems in the professional reality of the craftman entrepreneurs of the state of Paraíba. As for the methodological strategy, questionnaires were applied to craftman who were present at the XXIII Craft Fair of Paraíba. The research made it possible to verify that most artisans do not have the qualification to use digital media, a digital education is required, it is also essential to provide means for access to information and tools that assist in the management of projects, even if in a simplified way , improving thus, the performance of the daily activities of these artisans.

Innovar es concretar las ideas en servicios, productos y/o procesos nuevos o mejorados que el mercado valora y adquiere. En este sentido, resulta fundamental para las organizaciones (y por ende para los países) el desarrollar una adecuada gestión de la innovación tecnológica dentro de la cual, es menester identificar qué tecnologías resultarán no solo necesarias, sino además, deseables para los mercados a los que se quiere dirigir. Es en este contexto que surge la necesidad decontar con una herramienta confiable, valida y sencilla, que permita visualizar uno de los factores que le otorgan valor de compra a un objeto en particular, es decir, su posibilidad de ser vista como un símbolo de poder por el mercado al que está dirigido. El instrumento que se utilizará está integrado por 10 ítems desarrollados utilizando Thurstone y será aplicado en el Estado de Querétaro (México) a un sector de población de 18 a 40 años. Este artigo apresenta os resultados parciais de uma pesquisa sobre a formulação da política pública de turismo no estado do Pará. O objetivo foi identificar os fatores e os atores que influenciaram o processo de formulação da política de turismo do município de Tracuateua. Utilizou como referencial analítico o Modelo de Fluxos Múltiplos de Kingdon. As evidências empíricas estão baseadas em pesquisa documental e entrevistas semiestruturadas com a gestora municipal de turismo e na análise das atas do Conselho Municipal de Turismo onde estão registradas as opiniões de outros participantes do processo decisório. Os resultados apontam que as alternativas para o desenvolvimento do turismo no município foram materializadas no “Plano Municipal de Turismo”, que os participantes ativos desse processo não estão apontados nele; e que as alternativas dependeram dos fluxos de problemas, de políticas públicas e da política. Conclui que a existência de um fator distinto dos demonstrado no Modelo de Fluxos Múltiplos, as orientações e determinações do Ministério do Turismo brasileiro, influencia os fluxos de políticas públicas e/ou da política. Tourism public policy of Tracuateua (PA, Brazil) from the multiple streams model ABSTRACT This paper presents partial results of a research about the formulation of the tourism public policy in Para state. The objective was to identify the factors and actors that influenced the formulation process of the municipality of Tracuateua tourism policy. It was used as a theoretical reference of the Multiple Streams Model of Kingdon. The empirical evidences are based on a documentary research, as much as the semi-structured interviews with the municipal manager of tourism; as well as the analysis of the minutes of the Municipal Tourism Council where the opinions of other participants in the decision making process are recorded. The results indicate that the alternatives for the development of tourism in this municipality have been materialized in the “Municipal Plan for Tourism", that the active participants are not pointed out in it; and that the alternatives depended on the streams of problems, policies and politics. It is concluded that the existence of a distinct factor of this Multiple Streams Model demonstrated, guidelines and determinations of the Brazilian Ministry of Tourism, which influences streams of public policies and/or politics. ABSTRACT: The COVID-19 crisis has revealed the lack of capacity to anticipate of our multilevel governance, due to a slow reaction of central power. A more decentralized and not «one size fits all» decision-making methodology could have been smarter, as suggested by the state of science of strategic scenario definition. RESUMEN: La crisis COVID-19 ha puesto en evidencia la falta de capacidad de anticipación de nuestra gobernanza multinivel, por una tardía respuesta desde el nivel central. Una metodología más descentralizada y sin soluciones de «talla única» hubiera sido más apropiada en la toma de decisiones, en la línea sugerida por la ciencia de definición estratégica de escenarios.

Abstract: Mexico, has historically been characterized as a country with low tax revenues. In the case of the property tax that its collection corresponds to its municipalities, the situation looks more discouraging. The level of collection is less. The causes of this situation are diverse and its analysis is a recurring theme in international studies. In the present article, these causes are analyzed specifically for the case of the municipalities of the State of Nuevo León in Mexico with the objective of establishing which are determinant and with that to contribute to a better decision making. For this purpose, the problem basis are stablished, each of the variables to be analyzed are described, supporting its current status. As an essential part, a quantile regression is performed on the variables analyzed. En el caso del impuesto predial que su recaudación corresponde a sus municipios, la situación luce más desalentadora. El nivel de recaudación es menor. Las causas que generan esta situación son diversas y su análisis es tema recurrente en estudios internacionales. En el presente artículo, se analizan estas causas específicamente para el caso de los municipios del Estado de Nuevo León en México con el objetivo de establecer cuales son determinantes y con ello contribuir a una mejor toma de decisiones. Para tal efecto, se fundamenta la problemática, se describen cada una de las variables a analizar sustentando su estado actual. Power involves a number of models of choice: maximizing, satisficing, coercion, and minimizing missed opportunities. The latter is explored in detail and linked to a particular type of power, domination by virtue of a constellation of interests. It is shown that domination by virtue of a constellation of interests calls for justification through references to a common good, i.e. a rent to be shared between Principal and Agent. Two sources of sub-optimal outcomes are compared: individual decision-making and interactions. Interactions organized in the form of power relationships lead to sub-optimal outcomes for at least one side, Agent. Some empirical evidence from Russia is provided for illustrative purposes.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.
