Este artigo apresenta os resultados parciais de uma pesquisa sobre a formulação da política pública de turismo no estado do Pará. O objetivo foi identificar os fatores e os atores que influenciaram o processo de formulação da política de turismo do município de Tracuateua. Utilizou como referencial analítico o Modelo de Fluxos Múltiplos de Kingdon. As evidências empíricas estão baseadas em pesquisa documental e entrevistas semiestruturadas com a gestora municipal de turismo e na análise das atas do Conselho Municipal de Turismo onde estão registradas as opiniões de outros participantes do processo decisório. Os resultados apontam que as alternativas para o desenvolvimento do turismo no município foram materializadas no “Plano Municipal de Turismo”, que os participantes ativos desse processo não estão apontados nele; e que as alternativas dependeram dos fluxos de problemas, de políticas públicas e da política. Conclui que a existência de um fator distinto dos demonstrado no Modelo de Fluxos Múltiplos, as orientações e determinações do Ministério do Turismo brasileiro, influencia os fluxos de políticas públicas e/ou da política. Tourism public policy of Tracuateua (PA, Brazil) from the multiple streams model ABSTRACT This paper presents partial results of a research about the formulation of the tourism public policy in Para state. The objective was to identify the factors and actors that influenced the formulation process of the municipality of Tracuateua tourism policy. It was used as a theoretical reference of the Multiple Streams Model of Kingdon. The empirical evidences are based on a documentary research, as much as the semi-structured interviews with the municipal manager of tourism; as well as the analysis of the minutes of the Municipal Tourism Council where the opinions of other participants in the decision making process are recorded. The results indicate that the alternatives for the development of tourism in this municipality have been materialized in the “Municipal Plan for Tourism", that the active participants are not pointed out in it; and that the alternatives depended on the streams of problems, policies and politics. It is concluded that the existence of a distinct factor of this Multiple Streams Model demonstrated, guidelines and determinations of the Brazilian Ministry of Tourism, which influences streams of public policies and/or politics. Resumo Este artigo analisa a trajetória que levou ao estabelecimento da Estratégia Nacional de Educação Financeira (ENEF) no Brasil. Trata-se de estudo de caso sobre agenda e formulação no campo das políticas públicas e, ao se apoiar no modelo de múltiplos fluxos (MMF) de John Kingdon, identifica elementos teóricos em uma situação de caráter empírico, objetivando contribuir para o entendimento dos processos decisórios no âmbito estatal. Desde o início dos anos 2000, a inclusão financeira passou a ser vista por organismos internacionais e governos como uma frente de combate à pobreza, culminando com o lançamento, em 2010, dos Princípios para Inclusão Financeira Inovadora do Grupo dos 20 (G20). No entanto, a percepção de que a educação financeira da população é importante para a inclusão social começou a ser disseminada anos antes, pela Organização para Cooperação e Desenvolvimento Econômico (OCDE). A partir de 2003, esse órgão desenvolveu ativamente conteúdos e recomendações para a adoção de estratégias de educação financeira pelos países. No Brasil, o tema começou a ganhar corpo na agenda governamental em 2007 e tornou-se uma política pública de caráter permanente em dezembro de 2010. Calcado em pesquisa bibliográfica e documental, este estudo demonstra que a influência exercida pela OCDE não foi suficiente para despertar a atenção imediata do governo e aponta um conjunto mais complexo de fatores e atores que, orquestrados, propiciaram a convergência de fluxos que resultou na ascensão do tema à agenda de decisões.

Travellers have high standards and regard restaurants as important travel attributes. In the tourism and hospitality industry, the use of developed tools (e.g., smartphones and location-based tablets) has been popularised as a way for travellers to easily search for information and to book venues. Qualitative research using semi-structured interviews based on the face-to-face approach was adopted for this study to examine how consumers’ restaurant selection processes are performed with the utilisation of social media on smartphones. Then, thematic analysis was adopted. The findings of this research show that the adoption of social media on smartphones is positively related with consumers’ gratification. More specifically, when consumers regard that process, content and social gratification are satisfied, their intention to adopt social media is fulfilled. It is suggested by this study that consumers’ restaurant decision-making process needs to be understood, as each stage of the decision-making process is not independent; all the stages of the restaurant selection process are organically connected and influence one another.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

Resumo O objetivo deste artigo é discutir a ação “Espaços Mais Cultura” no contexto do Programa Mais Cultura como política pública, que visa qualificar o espaço urbano, particularmente as áreas de vulnerabilidade social, através da implantação de equipamentos culturais. Ao mesmo tempo, os Espaços Mais Cultura poderão se constituir em ferramentas de política pública que se inserem em um quadro de valorização do conhecimento e de construção de novas dinâmicas sociais e culturais a partir da produção da cultura imaterial e da economia criativa. Neste sentido, pretende-se compreender o perfil destes projetos a partir do trabalho de visita técnica e análise dos projetos realizado pela Fundação Nacional de Artes em 2008. RESUMOOs debates em educação necessitam cada vez mais de concepções pedagógicas que emanem do movimento de libertação das oprimidas e dos oprimidos, assim como apregoava o professor Paulo Freire. Isso significa que é preciso realizar o ato educacional na aproximação dos sentidos elaborados pelos sujeitos participantes das dinâmicas pedagógicas, respeitando e potencializando suas identidades no movimento de busca do ser mais no/com o mundo. É preciso sentir o cheiro daqueles/as que conosco participam da construção das aprendizagens, que devem ser instrumentos políticos que re/elaborem nossa presença no mundo. É nesse sentido que este artigo reflete teoricamente acerca da necessidade da construção de currículos que respeitem as identidades gays elaboradas fora e dentro da escola; construídas pelos corpos que, com seus gestos, inscrevem sua presença no mundo e com isso também suscitam políticas públicas para esses sujeitos.Palavras-chave: Currículo. Políticas Públicas. Gays.ABSTRACTDebates on education increasingly require pedagogical conceptions emanating from the liberation movement of the oppressed and oppressed, as Paulo Freire proclaimed. This means that it is necessary to carry out the educational act in the approximation of the senses elaborated by the subjects participating in the pedagogical dynamics, respecting and potentializing their identities in the search movement of being more in / with the world. It is necessary to feel the smell of those who participate with us in the construction of learning, which must be political instruments that re-elaborate our presence in the world. Purpose The purpose of this paper is to examine the factors affecting decision-making at the BoP and propose a framework of the consumer decision-making process at the base of the pyramid (BoP). Design/methodology/approach The qualitative research design was adopted to collect primary data. Data collected through the in-depth semi-structured interviews of the 48 BoP consumers in Kolkata and Kharagpur (India) were subjected to grounded theory analysis for theory development. Findings This study reveals that consumer vulnerability affects the decision-making process and the transaction cost at BoP level. It was observed that the consumers at the BoP make constrained choices due to their vulnerability and try to minimise transaction cost while selecting the retails. The constrained retail choice leads to a limited selection of products and brands. Originality/value This study, for the first time, has investigated the decision-making process for BoP consumers in detail. As a pioneering attempt, it sheds light on some new factors including consumer vulnerability and transaction cost that have an impact on the consumer decision-making process.

The aim of this study has been to investigate and provide a deeper understanding of the motives of silence towards the participation in the work-related decisions, in both the public and private schools in the Jordanian capital (Amman). ‘100’ teachers were interviewed using the semi-structured interviews through the available communication means. The pre-set questions were directed to the sample of the study to identify both the situations related to the decisions and motives leading to silence and non-participation from the respondents' point of view. The motives were classified according to the factors to which they belong, as well as the situations were classified according to each stage of the decision-making process, where some specialists in the field of human resources management had been asked to help in accomplishing the classification. The results showed that the largest percentage of respondents faced at least one situation in which they chose to remain silent. Most of the situations mentioned were related to the first and last stage of decision-making process (identifying the problem and following up the decision). The results also showed that most of the motives were related to the organizational practices by the officials, where the total iteration is twice as the personal motives.
