This article considers the problem of the social from the perspective of human functioning in the context of developing self-organization and self-government in the society. The formation of the civil society in transforming Russia has been delayed largely due to the lack of developed subjectivity at both the individual and municipal levels. The weakness of civil initiatives reveals the reasons for the lack of demand for self-order, self-organization, and self-government in particular. The purpose of this article is to examine the role of the human being as a social unit in the processes of self-organization and self-government of transforming Russia. The author identifies three interpenetrating and complementary levels of existence in the system of social management, in accordance with their importance. These three levels are distinct in personifications and the maturity of the individual-personal, and they include the level of individual personality, the level of objective social communities, and the society-wide level. The results show that the institution of self-government is generated by social communications. Its social multi-factor nature is constantly influenced by both the society and the individual, as well as by objective factors of a non-anthropogenic nature. The author suggests using a social-synergetic approach for this problem. This approach to the study of social processes allows us to apply the methods of exact and natural sciences in addition to sociological and philosophical concepts and technologies, which results in a more detailed picture of social development. This article focuses on the local territorial community, which is a key link in social processes. The social as a whole is a universal reality that reveals the meaning of the unit of the society as an ultimate universal that personifies the activity of a certain type or group of public relations. The author concludes that the social unit in the processes of self-organization and self-government in Russian society is a person who represents the society in all the diversity of its hierarchy and social communications. According to the author, the positive experience of previous eras remains outside of management efforts. The asymmetry of development reproduces social contradictions in the fundamental spheres of life.

There was no more pressing topic than the reaction of the Russian community to the events around COVID-19 for scientific research in 2020. The researchers chose the only correct methodological message under the given conditions: under the conditions of the pandemic, the problems that are characteristic of modern Western European / Russian civilization and in conditions of relative stability have worsened, accelerated, and aggravated. This made it possible to attract the potential of both domestic and foreign publications of a sufficiently large time range to explain social processes. The work is based on a systematic approach, as the most adequate to the study of the COVID-19 threat to the social immunity of Russian society. At the time of writing the monograph and studying the problem, no one foresaw the threat of the second or third waves, relying on the experience of China, which managed to localize the pandemic in 76 days. Since then, psychological fatigue from the threat of infection has turned into protests against both lockdowns and mandatory vaccinations. The dynamics of social processes expands the subject of research, confirms the correctness of the question about the choice of guidelines for the future development of mankind. New technologies for controlling large masses of people, which are being developed in the context of a pandemic, allow us to solve the problems of further structuring society. The book was published in the summer of 2020, and the months that have passed since then allow readers to assess the heuristic and predictive potential not only of the authors of the monograph, but also of those whose works they attracted to analyze the situation. In our opinion, the researchers correctly assessed the social risks of strengthening the patterns that were formed even before the pandemic, including those associated with restriction.

The problems of an individual’s socialization have always been relevant, but in the conditions of deep transformation of social institutions of the Russian society, they have become particularly acute and important. The radical nature of the reforms have determined the features of the social state, which consist in the formation of a fundamentally new social reality. The transition to a market economy and consumer society has led to a radical change in the world outlook, values, and value orientations of the population. In these conditions, new approaches to the socialization of the individual, the formation of qualities, and value orientations corresponding to the market society are necessary. The purpose of the article lies in determining the initial principles of human socialization in the changed Russian society based on the analysis of existing approaches in scientific knowledge. For this purpose, the authors have employed the methods of analysis and comparison of existing concepts of socialization. This article presents an analysis of socialization theories of domestic and foreign researchers, analysis of economic and socio-cultural factors in the formation of a new system of values and value orientations in Russian society. The scientific novelty of the article consists in the proposal to consider a balanced combination of individualism and collectivism as the initial principles of personal socialization in the process of forming new values and value orientations of individuals, as well as to consider the socialization of the individual in relation to the socialization of economic relations. The choice of a balanced and harmonious combination of individualism and collectivism as a guideline for the socialization of the individual in the transformed Russian society allows us to build a new system of socialization. This requires new methods of socialization of the individual, new ideological and value content of the social space.

This article discusses the formation of the social protection system in the Republic of Kazakhstan and its component such as social insurance, the place and role of the Head of State - the Leader of the Nation in the implementation of these reforms in Kazakhstan. The essence, goals, principles of social insurance were determined in this article. The points of view of the scientists and experts were studied. The interpretation of the social insurance, comparative analysis of the concepts of social security, social assistance, benefits and compensation was researched. The state could not stay out of this complex process and began to actively participate in it. Moreover, this participation has been carried out in two directions. The first is the creation of the state insurance system, which either protects the states’, mainly property interests, or protects certain socially vulnerable groups of the population. The second is the creation of the mechanism for legal regulation of insurance relations as the special group of the public relations. In the legislation of any country extensive block called legislation on insurance. In the market economy, based on the private property, the main driver of insurance is the desire of the owner to protect his property. At the same time, the growth of welfare causes the individual to take care of himself, which expands the scope of personal insurance.

Russian society is currently struggling on its road towards recognizing the rights and freedoms of the individual, as well as towards establishing the rule of law and institutions, norms and procedures of a civil society. The current poor state of the legal profession is due significantly to lawyers with substandard qualifications. This fact has delayed the speed of progressive social, political and spiritual reforms, and has complicated the quest for freedom and legal rights by the Russian people. An analysis of the previous Russian experience and a creative interpretation of state and legal traditions might be useful to solve current problems. One such lesson may be learned from studying the history of the Bar (Advokatura), which once used to influence the social and political life in Russia.

The article reflects K.P. Pobedonostsev’s understanding of the events of the Russian-Turkish war of 1877–1878. He noticed the spiritual division of the society in the face of wartime challenges. It was based on the Christian conscience of the individual, or its spiritual passivity. The war of 1877– 1878 divided the Russian society into sincere figures who were ready to sacrifice their lives, property, time, and formal reputation for the sake of faith, the Tsar, the Fatherland, the suffering neighbors, and into those who preferred to put on self-interest and skepticism, and hide behind indifference and instructions. The more formalized an official’s activities are, the more harmful and less effective they are. Favoritism and theft were not harmed by this order. The less work you do for your conscience, for the sake of loving your neighbor and fulfilling your duty to God, the greater the need for fear of punishment. On the other hand, the more formalized an official’s activities are, the greater the fear of responsibility when taking the initiative. In the social activities of wartime, the thinker also saw a division into modest ascetics and noisy demonstrative personalities, who, acting for show, were more harmful to the cause. On the other hand, according to K.P. Pobedonostsev, the war had awakened many forces that were sleeping in the people’s environment.

In this article considers the factors of accessibility of higher education in Russia. By studying the problem of accessibility to higher education in the Russian society, it was identified two main criteria that are important for admission to higher education: social and cultural capital of the individual and the social and economic potential of his family. Also, accessibility of higher education is not only opportunity to go to university, but also to be able to go through the entire studying period. The main difficulties hindering the completion of education, is the difficulty in the studying of teaching material and in adaptation to loads, it is reasons related to the cultural capital of the family.

To ensure a stable, highly efficient operation of enterprises, it is necessary to create a scientifically based system for managing all aspects of their activities, in particular, pay special attention to the planning of social processes. The essence of social management determines its formation and functioning as a system. In order to avoid scattering of the funds allocated for social development of personnel, it is necessary to determine the primary social objectives and appropriate funds for their implementation. In this regard, a model of a scientifically based system for planning social development of personnel has been proposed, using a priority approach to social management based on assessing the level of social development of personnel, which will help focus on the objectives that are most important for the enterprise and concentrate financial resources in the most important areas of its social development. It is necessary to plan the expenses for social development of the enterprise with a real consideration for the opinions of the personnel, which is possible through defining the social priorities by the quantitative method on the basis of processing the results of a survey of employees.

This work analyses the relation between social inequality and health by focusing on the social processes and individual mechanisms that construct it within the area of action of the economic sphere, the cultural sphere and the social and territorial sphere. Within this framework, the body is conceived as a link between the physical, biological and material dimensions and the social, relational and emotional dimensions. At the same time, the proposal is to go beyond the well-known relationship between economic resources/social position and levels of health/life expectation, concentrating on the specific social and psychological dynamics generated by the availability of socio-economic capital. The over-simplified perspective of the social gradient of health is overtaken by an analysis of the relational dimension of the individual and his/her reference groups, and finally by appraising both the individual and collective aspects that can be traced to the social and political context and to the different welfare systems.

In the article the principles of social protection of civil servants are defined as the basic provisions stipulated in the rules of social law, which underlie the formation of activities to ensure the social rights of civil servants and which should be guided in determining the ways, methods of exercising their social protection. It is stated that these principles form a system (general and special principles) that helps to form a proper basis for the social protection of civil servants. The author notes that similar in meaning and, as a rule, often used as a synonym for the word "principle" is the concept of "foundation", which has the meaning "basis of something; the main thing that is based on is something; starting position, principle, principle, basis of outlook, rule of behavior; way, method of doing something. " It is noted that the system of social protection of the population should be built both on the general principles of social management, acting on the system itself, and on the individual, which have a specific orientation. The article covers different views of scientists on the principles of social policy, one of these positions is the view regarding the following characteristics of the basic principles - it is rationality (achieving the optimum balance between the purpose of social policy and its means of implementation), social justice (recognition of equal opportunities for all members of society) and social security (the possibility of predictability of certain life risks). The author defines the concept of "principle of social protection of civil servants", and the proper implementation of the theoretical provisions and practical ways of realizing the goal and principles of social protection of civil servants will provide for the formation of functioning of a really effective mechanism for securing and protecting social rights of this special category of working citizens of Ukraine.

The article focuses on the image of the modern Russian intellectual, depicted in the artistic text of Aleksey Varlamov, the Sunken Ark. Understanding the phenomenon of the Russian intelligentsia in the analysed literary work is associated with the problem of the opposition of reason and faith in the process of the personality formation of the modern intellectual. The analysis carried out in the text allows not only to trace and better understand the social processes of the crisis period in Russia, but also to notice their enormous impact on the consciousness of the main hero-intellectual Ilya Petrovich. The use of the methodology of historical and literary research in the work is adequate to the problems posed. The novel under analysis, as a kind of warning, has a deep philosophical undertone that touches upon the problems of faith, unbelief, freedom of the individual and the pursuit of moral perfection. Varlamov’s intellectual, as a typical “hero of our time”, regardless of his weakness, defenselessness and internal rupture, seems to be most needed in life.
