The system of state strategic planning and management of the federal budget funds that emerged in 2010—2013, starting from 2017, is undergoing changes aimed at introducing the principles of project management of investment expenditures of the federal budget funds. The most significant of the changes presented is the transfer of investment expenditures aimed at the development of the transport and energy industries into understandable and limited in time and budget federal projects within the framework of the Comprehensive Plan for the modernization and expansion of the main infrastructure for the period up to 2024, approved in accordance with the Decree of the President of the Russian Federation of May 7, 2018 No. 204 “On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. However, due to the inertia of the state budget management system, the project management system is implemented with excessive labor costs, duplication of processes and with certain assumptions, which leads to a lack of understanding by government authorities of the value of this process and a decrease in its effectiveness. One of the objectives of the implementation of project management is the  involvement of all subjects of the Federation in the planning of investment expenditures of the federal budget in terms of allocating funding for projects initiated by the regions, through the creation of an open and transparent system of allocating federal expenditures. At the same time, the presence of a system with multi-level and often duplicated coordination of expenses, with blurred limits of competence and powers, simultaneously with the budget process that is strictly regulated in time, does not allow to fully involve the subjects of the Russian Federation in the management of project activities.

Subject. This article examines the business processes of treasury control in the course of authorizing budget expenditures of the subject of the Russian Federation. Objectives. The article aims to develop recommendations for improving the business processes of treasury execution of budget expenditures of the subject of the Russian Federation. Methods. For the study, we used the methods of formalization, analysis and synthesis, induction and deduction, comparison, observation, and other general scientific theoretical and empirical research methods. Results. The article identifies reserves for increasing the potential of treasury control of the financial body of the Russian Federation subject by modifying the functionality of the budget process automated information system. It offers recommendations to increase the number of transactions for which extensive documentary control is carried out, while reducing the labor costs for performing the same type of current operations. Conclusions and Relevance. The proposals to optimize treasury control are in line with the solution of common tasks for the development of modern technologies for budget execution based on digitalization and automation of budget procedures. The results obtained may be of practical interest to the financial authorities of the Russian Federation constituent entities (municipalities) that implement their budgets independently through the current budget account opened at the Federal Treasury.

A high degree of uncertainty in the future development of global and Russian economy due to the corona-virus epidemic proliferation, the global economic downfall, which followed the introduction of quarantine measures in some countries make the issue of changes in state budget policy in the Russian Federation more and more acute. Despite the seeming finance stability of the budget system of the Russian Federation characterized by the surplus federal budget during two previous years and min deficit budgets of other levels, it still depends on external factors of the economic development. Policy of the Ministry of Finance aimed at adjustment of federal budget fund use to fluctuations of global oil prices within the frames of the budget rule can form considerable reserves, but at the same time it can cause a drop in investment and consumer demand and sl ow down in economy development. This approach to developing and implementing budget policy could ruin the budget essence as an active tool of state regulation of economy, especially in current conditions. Transforming the model of obligatory balance of the federal budget and accumulating sovereign reserves in conditions of growth absence in Russian economy for the large-scale stimulation of the population and business demand require scientifically grounded approach. New economic conditions demonstrate the necessity to provide well-balanced parameters of the federal budget within the frames of the budget rule. The possibility to combine these goals depends on degree of realizing key budget risks and stability of state finance to them. The article carried out modeling of key parameters of the federal budget depending on risk defining factors and effective restrictions by the budget rule provided an opportunity to advance a hypothesis that the basis of the long-term balance of Russian federal budget is formed by a new model of state budget policy leaning on the alternative use of finance tools and acceptable easing of budget rule restrictions.

Subject. This article discusses the importance of project management in the activities of public authorities. Objectives. The article aims to determine the current level of development of project management techniques and trends in their progress with the public authorities of the Russian Federation. Methods. For the study, I used general scientific and special research methods. Results. The article describes the advantages of the project management methodology, which can contribute to saving from 20 to 30% of time and from 15 to 20% of the funds spent. Conclusions. The development of a fair system of motivation for project stakeholders, helping ensure a higher level of responsibility, is an important step in the development of project management in the public sector.

The budget policy pursued in the Russian Federation in recent years has generated a number of negative trends, including a reduction in the resource potential of the budget system. A model of the budget mechanism for regulating socio-economic processes is considered. All blocks of the budget mechanism operate using various methods, that is, techniques, methods and conditions that determine the volume and movement of budget resources. The methods of calculating budget revenues, the procedure for making payments, the principles and conditions of budget financing, various sanctions are constituent parts of the budget mechanism. Structural changes in economy may be associated with the possibilities of influencing through specific types of budget revenues and expenditures on the economic interests of economic entities. Such approaches help to transform the types of budget revenues and expenditures into incentives for economic development and increase its efficiency. In all states, at various stages of historical development, taxes performed primarily a fiscal function centralizing a certain part of the gross domestic product (GDP) in the state budget in order to finance public spending. Thearticle analyzes the main problems of improving the budget system of the Russian Federation, first of all, increasing the share of federal budget revenues (expenses) in GDP, as well as increasing the share of direct taxes in relation to indirect taxes during the period of economic growth. Economic growth must be considered in the context of solving the problem of huge receivables and payables between enterprises, which significantly exceed the annual consolidated budget of the Russian Federation and by the end of 2017, amounted to 40,258 and 44,481 billion rubles, respectively.

Significance. Development and implementation of new medical and information technologies in healthcare, development of quality management system and digitalization are prioritized by the Decree of the President of the Russian Federation as of June 6, 2019 No.254 «On Strategy on healthcare development in the Russian Federation for the period until 2025». They are also mentioned in the list of key activities of the Ministry of Health of the Russian Federation in 2019-2024. Modern evidence-based management approaches are necessary to work in the mentioned fields, while the system development requires improvements including improvements in the management process based on best Russian and international practices in modern management in healthcare. Purpose. To assess the possibility of using modern management technologies to increase flexibility and efficiency of the medical organization. Material and methods. Analysis of domestic and foreign literature, normative legal documents for the period from 2015 to 2020 was carried out by means of theoretical analysis and synthesis using databases of the Russian Science Citation Index, Google Scholar, «Garant» reference system, open Internet sources and keywords search in Yandex search system. Results. Based on the analysis and guided by the functional principle, the authors have proposed a three-group classification of modern management technologies in healthcare allowing to structure the management process in a health care organization depending on the objectives. The groups include: 1) technologies that ensure development and implementation of organizational solutions; 2) technologies that ensure treatment and diagnostic process, quality and safety of health care; and 3) technologies for human resource management. Each group of technologies is represented by a set of organizational solutions, the characteristics of which are presented in this study. Conclusion. Application of flexible technologies is determined by the need to cope with changes in the business environment and to adapt the management system to new conditions. Due to objective restrictions related to the normative nature of the facility functioning and existing personnel limitations preventing development of the necessary managerial competencies of the staff, managers of health care organizations may not be able to properly attend to these issues. At the same time, the accumulated successful experience in implementing individual project management tools, the Agile method and other modern management technologies in the international practice suggest their possible replication to improve management processes in health care organizations in Russia. Scope of application. The study results can be used by healthcare managers, heads of health care organizations in developing and implementing managerial decisions, selecting modern tools and management technologies in order to achieve flexibility and efficiency of the institution's performance, as well as by regional authorities in public health in determining priorities for organizational development of health care organizations. The authors present the theoretical and methodological foundations of building project management systems in Russia. Study and evaluate the effectiveness of domestic project management experience in Russian Federation. The authors reviewed the process of dynamics of changes in the implementation of project management in Russia. We evaluated the previously existing organizational structure, with the current one. Formed in accordance with the Decree of Government of Russian Federation of 31 October 2018 No. 1288 “On the organization of project activities in Government of Russian Federation”, identified problems and gave practical recommendations. The object of research in the article is the system of project management in the state authorities of Russian Federation. The subject of the research is the methodology of project management system implementation in Russia. The purpose of the research is to analyze changes and methods of implementing project management systems in Russian Federation. Efficiency assessment and author’s suggestions for improving the project management system in Russia.
