The article investigates the essence of innovation behavior and innovation readiness of personnel, identifies internal and external factors of its shaping and shows its role in the organization development. It discusses methodology of estimating innovation readiness of personnel worked out by D. Howkins, K. Rogers, A. Yu. Popova, A. A. Dubova and conducts their comparative analysis. The authors put forward their own methodology of estimating innovation readiness, which includes employees' assessment of their role in innovation processes in the organization, the situation and difficulties of introducing innovation inside the organization, trends and challenges of innovation introduction in the external environment. Results obtained during the estimation of innovation readiness of the administrative-managerial personnel of the Almetievsk central district hospital (the Republic of Tatarstan) are provided in the article. A serious factor is the availability of real possibility to put forward innovation proposals (direct communication) and a subjective assessment by top management of the population readiness to innovation technologies being introduced in the medical organization (positive responses and appraisals of the medical organization's work on the part of the population can foster shaping of the innovation behavior of personnel). We explain the importance of these factors by the direct participation of the administrative-managerial personnel in attaining goals of the program of the Russian Federation 'The Development of Public Health Service'.

Abstract The aim of the study: To assess the main performance indicators of the Interdistrict Hospital of the Urdzhar district of the East Kazakhstan region of the Republic of Kazakhstan and determine the ways of developing the organization of strategic management. Methods: Within the framework of this work, the external and internal environment was assessed based on the main indicators of the Interdistrict Hospital of the Urdzhar district. Also, the management strategy of a medical organization was investigated, the methods of PEST and SWOT-analyzes were used in the work of the organization management leadership. Results: In the course of the study, it was revealed that the Interdistrict hospital of the Urdzhar region» of the East Kazakhstan region of the Republic of Kazakhstan, during the existence and implementation of the components of strategic management, has achieved development in some of the main indicators of the development of a medical institution. This development dynamics can be seen in the way in the interdistrict hospital of the Urdzhar district of the East Kazakhstan region, work is being carried out to achieve the set goals, which is associated with the tasks and mission, as well as the transformation of the organizational structure of the medical organization Conclusions. In the case of monitoring the implementation of strategies, the tasks acquire a very definite specificity, due to the fact that strategic control is aimed at finding out to what extent the implementation of strategies leads to the achievement of the goals of the hospital at the district level. Abstract The aim of the study: To study the activities of the district-level hospital for further improving the quality of the provided medical services. Methods. A set of research methods was used in the work: 1) information and analytical - analysis of legislative and regulatory legal acts, modern literary sources on the topic of work; 2) statistical calculation, processing and analysis of statistical information; 3) analysis of the main statistical indicators of the structural component and the quality of the result (according to the main indicators of the hospital’s activity). The data were studied for 2015 and 2019 in a comparative aspect to assess the dynamics. Results. The total incidence per 100 thousand population in 2019 is 74 140.6 (in 2015 - 72 911.5, an increase of 3.6%). The primary incidence of the population of the district in 2019 is 43 429.6 (in 2015 - 42 952.8), there is an increase of 1.1% due to an increase in the detection rate at screening examinations. The overall mortality rate in 2019 is 6.30 / 00, in 2015 - 6.90 / 00, comparatively, there is a decrease in total mortality by 8.7%. Based on the results of the data, a SWOT analysis was carried out with the definition of the strengths and weaknesses of the hospital, which make it possible to determine the main directions for the development of a medical organization to improve the quality of medical services provided. Conclusions. In general, during the period under study, morbidity and mortality rates tended to decrease in the Central District Hospital, there is a positive trend in the provision of medical equipment and medical products, an increase of 31.5% compared to 2015. Over the period studied, the situation with the staffing of the Central District Hospital has improved significantly. Significance. The existing personnel imbalance in health care, including the number of medical staff and occupied positions in the central district hospitals (CDH) of the constituent entities of the Russian Federation and structural units of these hospitals, makes it difficult to improve availability and quality of primary health care (PHC). Development and implementation of the standard CDH models with the standard staffing table, on the basis of which it is possible to form the optimal structure of the central district hospital with the optimal staffing table based on the justified need for human resources, will contribute to improving quality and availability of primary health care at the municipal level. Purpose of the study: to significantly substantiate the regular number of medical personnel of the central district hospital with differently sized catchment areas. Material and methods: Forms of the federal statistical observation (FSN) No. 30 in the pilot territories in three constituent entities of the Russian Federation in the three different federal districts, procedures for care delivery by specialty. Analytical and statistical methods. Results. Actually, a doctor position should be included in the CRH staffing table if the standards allow for the full-time position. Certain health specialties allow for part-time positions if the outpatient and inpatient positions of the specialists can be combined into one full-time position, or part-time positions in the related specialties in the polyclinic with due regard to the population demand. Results. The structure of the CDH polyclinic and the list of full-time medical positions considerably differ depending on the size of the attached population. The adequate number of specialty doctors is ensured by the CDH work organization, distribution of specialists across separate subdivisions that are part of the CDH structure, and the use of telehealth technologies.

Emergency surgical care for the children's population in 5 cities of Bashkortostan, where children's surgical departments are located, is provided around the clock only by children's surgeons. In 38 (64.8%) districts of the Central District Hospital and 15 (75%) cities of the republic, emergency care by pediatric surgeons is provided only during the daytime, at night - by both pediatric and general surgeons, and in 19 (35.1%) - only by general surgeons.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

This article studies the development of Soviet-Cypriot trade relations in 1960-63, based on research at the Archives of Foreign Policy of the Russian Federation (AVP RF). Concurrently, a historical analysis follows the events after the creation of the new Cypriot state and the two major Cold War crises (the building of the Berlin wall and the Cuban missile crisis). The efforts made by both governments to develop bilateral trade, the aftermath of the two major international crises and the results of the two governments’ policies have been identified and analyzed.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.
