Today’s social and economic development of Russian regions is characterized by extreme unevenness and depends on many factors affecting the potential possibilities of the territory. Proceeding from this fact, the article studies key economic trends, which research theoretical foundations of regional growth and territorial development, reveals their main idea and identifies factors influencing the development of regions in order to use them in the analysis of Russian regional inequality. The authors investigate differentiation of Russian regions’ inequality by a number of social and economic parameters and distinguish groups of regions, which gives an opportunity to discover key factors of their development and find reasons for their backwardness. On the basis of the comparative analysis they came to the conclusion that territorial polarization of Russian regions goes on rising, mainly in wages, investment budget revenues, while investment concentration is still observed in regions with max competitive advantages, i. e. high agglomeration and rich in raw materials. According to the authors, these problems can be resolved by complex measures of state policy, which have both general regional and selective nature. For each group of regions lines of selective regional policy were put forward, which could effectively smooth regional disproportions and promote the development of economy as a whole.

Currently, it is not the export of energy resources or raw materials, but investments, modernization of production and the use of territorial development tools that arise in a number of factors of economic development and become key conditions for the development of the country. This mechanism allows to solve the problems of singleindustry towns, one of the problems of which is a narrow specialization and the mono-industrial type of city-forming enterprises. The author substantiates that the task of overcoming the narrow specialization of single-industry entities lies in economic diversification, including through the active use of the territorial development tools, such as federal economic zones, territories of priority social and economic development, industrial and investment sites. To encourage economy the only alternative is state investments and implementation of projects of territorial development. Only through changing (diversifying) the economic structure, it is possible to solve large scale tasks in the economic development of the country. It is important to solve such problems by creating an effective system of strategic management of social and economic development, the basic method of which is strategic planning. Institutional mechanisms will ensure the rational distribution of productive forces through the creation of special economic zones and territories of priority social and economic development. The article shows that in recent years, new institutes of the territorial development have been created at the federal and regional levels. The basic and well-proven instrument of strategic development is territories of priority social and economic development (TOSED). As a positive example, the author presents the analysis of the effectiveness of five single-industry towns that have received the status of TOSED (Naberezhnye Chelny, Nizhnekamsk, Zelenodolsk, Chistopol, Mendeleevsk) in the Republic of Tatarstan. Consequently it allows to draw the conclusion regarding the effectiveness of this tool from the standpoint of analyzing the dynamics of number of residents’ growth, number of workers, volume of capital investments made by residents.

The paper presents the analysis of the situation on the Russian consumer market. Tendencies and prospects of the domestic manufacturing industry as a source of forma-tion and development of a consumer economy in Russia are considered. In the article the author provides a comparative analysis of final consumption in Russia and other countries of the world and comes to the following conclusions. In Russia, there is a potential for the formation of consumer economy. But different levels of social and economic development of Russian regions are restriction for the formation of a consumer economy in it.

The article describes conditions of spatial development of Russian regions in view of ‘The Strategy of Spatial Development of the Russian Federation up to 2025’ adopted in February 2019. Today the social and economic development of regions has technogeneous character. The anthropogenic impact on nature and climate is increasing, the quality of mineral resources is deteriorating. In this connection ecologic-economic balance becomes an important component of spatial development. The authors provide systematization of factors determining the spatial economic development at the level of regions, including ecological restrictions. During the research they used general academic methods of quantitative and qualitative analysis, scientific abstraction, synthesis and comparison. The current ecologic-economic restrictions for regions with unique natural systems and objects were identified and studied. Focus was made on particularly protected natural territories, which form the basis of ecological framework of regions. Principle groups of factors of spatial development were identified and ecologic-economic restrictions of regional development were described by using two big federal districts – the Republic of Buryatia and the Altay Territory. The authors put forward the lines of spatial development of regional economies with regard to ecological restrictions.

The current paper explores the issues of the origin and classification of numerous «dispersed» institutes that deal with development of Russian regions and serve as a tool of economic diversification to improve the partnership between government and business owners. The research is based on the functional approach, which allows the author to select types of territories with special regime of economic activities, to define characteristics of special economic zones (SEZ) according to activity types and provided preferences, and to describe the most and least attractive Advanced Social and Economic Development Areas (ASED) for residents or participants. The study reveals the urgency of the problem, i.e. the lack of extrapolating mechanisms that would make it possible to share organizing and functioning experiences of different territories to increase the effectiveness of state and municipal investment. The study includes an analysis of performance targets to compare the performance of different ASED for each territory, for SEZ with poor performance (which is mostly caused by the problems of spatial development) and for other development institutions. In the conclusion the author states the following needs: a) to ensure real federalism, b) to form effective incentives to support the formation and realization of the potential of small and medium business in Russian regions.

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

The article provides an overview of key issues that prevent the sustainable social and economic development of the Russian Federation in a territory. The composition of the issues studied is determined by the current “Spatial Development Strategy of the Russian Federation for the period until 2025”. The author proposes an approach to their classification based on the specifics of the problem area and content, as well as the specificity of the relationship with each other. Particular attention is paid to the study of systemic problems of spatial development of the Russian Federation. The paper proves that the leading and still unresolved systemic problem is a high level of interregional social and economic disparity. The researcher shows that in recent years, regional development has become more balanced, although the differences between macro-regions (federal districts) in terms of the dynamics of economic development still remain. The author concludes that when the problem appears at the subfederal level, the heterogeneity of social and economic development of Russian regions becomes more acute and first of all the researcher points out the “gaps” in the living standards of the population of rural and urban areas. A particular issue is the unbalanced spatial development of large urban agglomerations and the largest urban agglomerations in comparison with other regions and municipalities. The author supposes that in the foreseeable future, the largest urban agglomerations will face the problem of the negative impact of the accelerated development of the economic “core” on balanced territorial development. The paper proves that the insufficient number of points of economic growth in the Russian Federation is largely connected with the low level of comfort of the urban environment in most cities, including large ones and the largest metropolitan areas.

In accordance with the data on the condition and development of the construction sector, its main problems, tasks and ways to solve them, as well as problems and factors affecting the subjects of the investment and construction complex, are considered. The investment and construction complex is considered as an initiative economic sphere of activity of entrepreneurial type entities, depending on the current direction of construction development, complications of tasks and management functions of investment and construction activities. In this regard, it is proposed to strengthen the integration processes in the management of investment and construction industry.

Subject. This article deals with the issues of environmental preferences in the field of functioning of the priority social and economic development areas in the Far Eastern Federal District of Russia. Objectives. The article aims to show the current situation in the formation of priority social and economic development territories on the basis of a brief analysis of the green economy conceptual provisions, taking into account the region's particular nature. Results. The article presents the results of a brief analysis of certain provisions of the concept of green economy from ecological position. It shows that the perspective plans of development of the Far Eastern regions practically ignore the principles of green economy. The article considers the actual situation in the development of priority social and economic development areas in the Khabarovsk Krai. Conclusions. The development of a green economy of regions with a high share of raw materials in the structure of the economy introduces fundamentally new approaches to the formation of a strategy for their development, focused on strengthening the importance of the ecosystem organization of economic activities. At present, the priority social and economic development areas are the basis for solving the government's problems in diversifying the region's economy. The first results of realization of the projects of creation of the priority social and economic development areas in the Khabarovsk Krai allow to note the progress in transformation of the production structure.
