This article discusses the role of innovative digital technologies in medicine to improve its competitiveness and efficiency of organization and management in health care, as well as improving the quality of treatment. Health care shows the diversity of achievements and the flow of innovations based on technology. Most of the innovations that the author will describe here are still at the initial stage of development. Everyone is impressive in their own way. But the good news is that these innovations have been opened up from the traditional healthcare system to “unified medicine”. The goal is to identify and prevent the disease, along with treatment. In an outdated model of medicine, the necessary data is scattered between paper files, or classified into an electronic medical record system. Today, its improved model is being implemented. This is an individual technology for continuous monitoring of vital functions and comprehensive presentation of information about the patient’s health status. The development of information technologies and home self-monitoring devices leads to the creation of convenient services for remote consultation of citizens who care about their health.

We studied the trends in the development of an open education system. The relevance of the research topic is due to the need to develop an open education system in the context of improving Internet technologies, as well as from the standpoint of changing pedagogical views on learning technologies, taking into account new forms of socialization of young people in the Internet space. We examine the development trends of the open education system in the context of changing the elements of the pedagogical paradigm in the conditions of the information society and the dynamics of the development of information technologies themselves. Both contexts have a significant impact on the development of an open education system and allow us to come to the formulation of its new development tendencies: personification of educational environments according to professionally-oriented needs; development of methods for the natural retention of students in the environment of educational content; integration of different environments for learning purposes; inclusion in the content of the tasks of the formation of new competencies of specialists in high-tech industries for the innovation economy; orientation on innovative joint project activities. The modern educational system has a peculiarity: acting as a user, it simultaneously stimulates the development of information and digital technologies. This characteristic is especially come out in the higher education system. At the same time, despite the objective and subjective attractiveness of modern information and digital technologies, it is necessary to realize that their adaptation is, although effective, but still an auxiliary tool in the organization and implementation of the educational process. The introduction of information technologies into the educational process makes it possible to significantly enrich the process of transferring knowledge from teacher to student, to facilitate understanding of complex topics, to level the repetitive monotony in the classroom, to increase the motivation of educational activities, to intensify the activities of students in the classroom, to form a conscious attitude to the educational process, etc. At the same time, the use of information and digital technologies should be justified, logically expedient, designed to complement (and not replace) the teacher's activities in the classroom.

The article is concerned with defining the international position of the higher education system (HES) of Ukraine in the European educational environment. It is proved that the current stage of development of the world higher education system is characterized by significant transformations that change the paradigm of the functioning of the traditional university to the paradigm of the formation of an innovative-active higher education institution (HEI) of the entrepreneurial type. The article is aimed at developing a methodical approach to determining the attractiveness of the national system of higher education in the European educational space, taking into account modern trends of transformation of universities into entrepreneurial business entities. The approach, which on the basis of search experiments allows to cluster Ukraine and 27 European countries and determine not only the overall level of attractiveness for the period 2013–2017, but also (due to spatial clustering for 2013, 2015 and 2017) separately allocate the latent trends (both positive and negative) in the attractiveness levels of the analyzed countries, is proposed. The information space of grouping of countries is formed, which due to the combination of indicators (mental readiness of society to obtain higher education; financial readiness/government opportunity to support the development of the higher education system; readiness of universities as structural elements of the higher education system to provide high-quality educational and scientific services) allows to get a systematic idea of the phenomenon of attractiveness of the higher education system. The carried out computations showed that the national HES is losing its high international positions and requires deep systemic modernization in the direction of creating a stimulating basis for the development of autonomous, innovation-active HEIs of the entrepreneurial type.

In a pandemic COVID-19, where we are now, there is an urgent need to move to a new stage of development and reconstruction of the existing methods of teaching, in particular, the active use of digital technologies. Over the past decades, the number of students using distance technologies has been growing very rapidly. This indicates that this form of training has received recognition. Certain experience has been accumulated and positive results have been obtained. An increase in the number of universities providing training in these technologies signals a global trend towards a transition to non-traditional forms of education. All this is reflected in the system of training specialists in higher educational institutions. Global integration processes, affecting all spheres of human activity, pose significant new tasks. Such a task is the training of professional journalists. This article talks about the new possibilities of online education in the teaching of journalism disciplines. We tried to analyze these technologies and identify the positive aspects of online learning. Also on the basis of the analysis of questionnaires among students of Kazan Federal University and with the aim of increasing students' motivation and effectiveness, some recommendations are given on the example of mastering the course “History of Domestic Journalism”.

This paper explores the relationship between education and labour market positioning in The Hague, a Dutch city with a unique labour market. One of the main minority groups, Turkish-Dutch, is the focus in this qualitative study on higher educated minorities and their labour market success. Interviews reveal that the obstacles the respondents face are linked to discrimination and network limitation. The respondents perceive “personal characteristics” as the most important tool to overcoming the obstacles. Education does not only increase their professional skills, but also widens their networks. The Dutch education system facilitates the chances of minorities in higher education through the “layering” of degrees.

This article deals mainly with new forms of Intra-European migration, processes of integration and inequality, and the dynamics of emerging transnational labour markets in Europe. We discuss these issues against the background of fundamental changes which have been taking place on the European continent over the past two decades. Drawing on available comparative European data, we examine, in a first step, whether the changes in intra-European migration patterns have been accompanied by a differentiation of the causes of migration. In a second step, we discuss the extent to which new forms of transnational labour markets have been emerging within Europe and their effects on systems of social stratification.

The article considers the current state of the Russian language. Information technologies in the twenty first century present diverse forms of linguistic knowledge and modalities of knowledge quantisation in a linguistic sign. The Russian language develops from a standard, direct expression of thoughts to a nonstandard, psychologically complex, associative deep statement of thoughts. In the early nineteenth century, during the democratisation of the Russian language, a national genius, Alexander Pushkin, emerged. Thanks to him, the unique informational, cultural, and artistic evolution of the language took place. Nowadays, while democratisation and globalisation, processes which resemble the language evolution 200 years ago, are occurring. These processes suggest some patterns: overcoming stylistic disparity, changes in linguistic sign boundaries and semantic extension.
