The development programs of Russian universities contain many different target indicators. Many of these indicators are focused on the development of the research activities. In the context of limited financial resources for development, the question of an effective system of target indicators is very important. To construct such a system of target indicators, three conditions must be met: 1) these target indicators do not contradict each other; 2) there are indicators with a positive effect on economic indicators; 3) subject areas are taken into account.The aim of the research. This study is aimed to study linear correlation dependencies between the main indicators measuring the university’s publication activity and other scientometric, social and structural indicators.Materials and methods. The study used economic, structural and scientometric data for 49 largest universities in Russia over 4 years, downloaded from monitoring the performance of educational institutions of higher education and the SciVal analytical tool.Results. As part of the research, it was studied which variables are correlated with the taken scientometric variables. Due to the large number of variables involved in the primary analysis, the table contains only those variables that correlate with the variables under consideration with a correlation coefficient of more than 0.3 modulus.Conclusion. The results obtained allow both to resolve the contradiction of the simultaneous increase in the number and quality of publications, and to highlight a number of links between scientometric indicators and indicators of university economics, internationalization and quality of admission. Knowledge of these dependencies is useful for compiling university development programs that do not contain internal contradictions. The conclusions obtained make it possible to increase the efficiency of construction a system of university target indicators in the research field in three areas: compiling the university development program with consistent target indicators, the inclusion of indicators with a positive impact on economic indicators, taking into account the peculiarities of the field of science and education in which the university operates.

The article presents the authors ‘view on the activities of the scientific journal” Bulletin of the North Ossetian State University named after K. L. Khetagurov”. The relevance of the article is due to a significant increase in the role of research work of teachers and students of universities and the requirements for their publication activity; the importance for the university of having highly rated scientific journals and the increasing importance of the scientific publication of the university for improving the training of students. At the scientific and theoretical level, the changes that were determined by the modernization of education in the country and the need to improve the quality of scientific publications in accordance with the vector of development of international high-ranking publications and the desire of the university management and the editorial board to keep the journal in the trend of modern science are understood. Attention is paid to the problem of evaluating and reviewing scientific articles, the idea of the impact of reviews on the development of scientific knowledge is justified; the systematic work of the editorial board on the introduction of scientific research into the educational process of the university is shown. The new tasks of the editorial board are considered, the solution of which will contribute to improving the quality of the publication and the research activities of the teaching staff and students of the university. The purpose of the work is to substantiate the author’s approach to the current state, functioning and perspective view of the development of the university scientific publication and to determine its place in the modern scientific and educational space. The research methodology is based on systematic, activity-based and culturological approaches using such methods as systematization, generalization, analysis, description and comparison.

This study aims to explain and analyze empowerment-based poverty alleviation programs through the activities of assistance, facilitation and promotion and determinant factors of success in empowerment-based poverty eradication in Pohuwato District. This research method using qualitative approach, descriptive type to get a complete picture of problem of resource development of apparatus. The results of the research show that the assistance activities through training, consultation and technical assistance, and similar activities have not been coordinated with other supporting programs, making it difficult for the facilitator task as a program facilitator. Empowering the poor through the provision of facilities, has not been able to improve the capacity of the community. The low capacity and quality of service of government apparatus from the local level to the rural level, so that the provision of facilities does not allow the involvement of the poor. A highly centralized bureaucratic system and a highly authoritarian political system that has been practiced for more than four decades in Indonesia, brings out the weaknesses of the bureaucratic character. Promotion activities in the context of empowering the poor as an activity aimed at developing responsive services, the reality has not been effective in helping facilitate the poor to access various development programs that are beneficial to improving the welfare of the poor by earning productive employment. Activities that require synergies of cooperation between institutions / organizations (Government, Private, NGOs), difficult to realize because the dominance of egoism interests of each stakeholders in addressing every village development program. It is recommended to optimize training, consultation and technical assistance activities, as well as similar activities coordinated with support programs. Provision of adequate supporting facilities that can empower the poor on an ongoing basis, and streamline promotion to develop responsive services that enable poor people to access programs.Need to pay attention to communication factor, resources, attitude, and bureaucracy structure,so asnot tohinder the smooth implementation of poverty eradication program based on empowerment society.

This study aims to analyze and understand the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources. This research uses a qualitative case study approach. The data collection technique is done through interviews, observation, and documentation. Data analysis is done through data presentation, data reduction, and concluding. The results showed that the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources was through the Subject Teacher Consultation (MGMP) activities which were carried out periodically by the existing schedule, involving teachers in seminars on learning methods that creative, innovative and fun, holding independent training in schools by inviting resource persons who are experts in the field, and programmed supervision carried out by school principals to employees regarding the achievement of planned educational goals.

Subject. The article investigates the construction of a system of risk-oriented internal control of educational organizations’ activities. Objectives. The purpose is to develop a classification of risks associated with various activities of an educational organization, identify entities of internal control responsible for risk management, create a portfolio and risk register that serve as a basis for organizing an effective system of risk-oriented internal control and improving the quality of university management. Methods. The study draws on methods of detailing, observation, generalization, comparison, classification, etc. Results. Using the university case, I disclose approaches to risk classification, considering the specifics of educational organization's activities, the formation of a passport and risk register, enabling through internal control tools to identify opportunities for their mitigating and to make appropriate management decisions. Conclusions. It is possible and advisable to apply a risk-based approach to the organization of internal control in an educational organization along with traditional approaches that are aimed at identifying violations of the requirements of legitimate, targeted and rational spending of budgetary and extra-budgetary funds. It is necessary to classify and assess risks associated with various activities of an educational organization, to monitor the implementation of risk management initiatives.

As Malaysia continues to focus its efforts on becoming an education hub, universities are vital places where learning processes, teaching and research activities are conducted. A university is a factor of production in producing graduates, and the university buildings are considered to be assets and resources. Hence, to prolong a university building lifecycle to ensure all university activities continue performing at an optimum level, building maintenance management is vital. Despite the fact that several previous studies have been conducted in this area, there continues to be maintenance issues surrounding university buildings. The maintenance of university buildings has always been viewed as an insignificant activity. Therefore, the objective of this paper was to critically review key factors that affected maintenance costs of university buildings, and consequently propose different approaches to resolve this issue. The present paper reviewed related literature from previous studies and publications. As a result of the comprehensive review, it was identified that key factors that affected university building maintenance costs were fund allocations allocated by university management teams for maintenance departments, user behaviours, environmental factors, university design complexities and the quality of components and materials of university buildings. Each factor identified was critically examined and addressed to ensure that university buildings would be well-maintained.

This article is devoted to the research of world cultural heritage sites in the territory of Kazakhstan, their influence on tourist flows, and the formation of new routes in the direction of ethnocultural tourism. In the article, the authors analyze the phenomenon of ethnocultural tourism development as a way of knowing the historical, cultural, and natural heritage of the country. In the course of research activities, a survey was conducted, priority objects for the development of ethno-cultural tourism in the Southern region of the Republic of Kazakhstan were identified. The result of the study was the development of a technological map of the route "Turkestan - echo of centuries", which will significantly affect the popularization of UNESCO's cultural and natural heritage, as well as the quality of excursion services along this route, which will undoubtedly have a positive impact on the formation of tourist flows of domestic and inbound tourism in Kazakhstan, and will also allow to prepare new directions within the framework of ethno-cultural tourism.

Modern life is improving as a result of the research that corporations, research centres, and universities, in particular, conduct. Moreover, besides their teaching function, the quantity and quality of universities’ research activities comprise an essential criterion for measuring the university’s quality. Today, universities around the world face global competition. Although one facet of the effort to attract productive researchers entails offering more and more, individual incentives are not enough. Universities must also create an attractive academic environment for researchers. This study sought answers to the following question: “What incentives and requirements are necessary to create a productive academic environment?” As the result of a literature review in pursuit of the study aim, the study findings include a total of 10 incentives for researchers and requirements for universities to build a productive research environment in academia.

This study aimed to measure the impact of several antecedent factors on student’s satisfaction (i.e., academic aspects, non-academic aspects, program issues, reputation, access, quality of university facility, university location and social network services) and the mediator factor of students’ satisfactions' impact on student’s loyalty on the university of Jordan-Aqaba Brunch. Measurement tool was developed to examine the relationship between the study variables. The sample of 379 was used from the university of Jordan-Aqaba brunch students. Results indicated that academic aspects, non-academic aspects, reputation, university location and social network services impacted students' satisfaction directly. In the other hand, program issues, access and quality of university facility did not impact students' satisfaction. However, there was a positive impact of students' satisfaction on students' loyalty.

The article presents the results of an empirical study whose purpose was to identify students’ assessment of the quality of education at a regional university. The study was conducted on the basis of Udmurt State University as part of the research project “Transitive University in the face of global, national and regional challenges” in February-March, 2019. In total, 611 full-time students were interviewed. Despite the fact that the university is on the 228th place out of 2060 organizations engaged in research activities and is of high potential, the quality of education as a whole is estimated by students at a low level and the main complaints are reduced to the poor state of the facilities of the educational environment and the practice organization.
