The purpose of the study. It is known that the further development of the Russian regions requires significant investment in all areas of activity. Therefore, the problem of assessing the existing indicators of investment activity, characteristic of each of the regions, is put forward as an urgent one. At the same time, given the wide variety of Russian regions, a comparative analysis of absolute investment volumes is not appropriate. In this regard, we suggest using a comparison of specific indicators for the analysis. The purpose of our study is to assess the levels of specific investment in capital asset per capita in all regions of our country.Materials and methods. The study used the methodological approach proposed by the author, based on the consideration of specific indicators describing investment activity in the regions of Russia. The study included four stages. As initial information, we considered the official statistics provided on the ROSSTAT website, which characterize investments in the regions, as well as the number of their population in 2019. The study conducted a cluster analysis, as well as economic and mathematical modeling of the distribution of the considered indicators by the regions of the country.Results. The cluster analysis allowed us to identify five clusters that unite the regions of Russia with similar values of specific investments per inhabitant of the corresponding region. The first cluster includes four regions, the second cluster - five regions, the third cluster - thirteen regions, the fourth cluster - twenty-six regions and the fifth cluster - thirty-four regions. The cluster analysis showed that in nine regions in 2019, there was a high level of investment, due to the tasks of their strategic development to solve federal problems. For 73 regions there were relatively low values of specific investment, the distribution of empirical data was modeled using the normal distribution function.Conclusion. The scientific novelty of the study is related to the cluster analysis and the study of the distribution of specific investments by region. Regions with high and low values of specific investments in capital asset were identified. It is proved that the values of specific investments have a significant differentiation across the regions of the country. The results of our work have a certain theoretical and practical significance for the government, regional and local authorities. The methodological approach to assessing the level of investment presented in the article can be used in further research.

T he dynamic development of the digital economy creates new business conditions that catalyze crossindustry cooperation of enterprises and accelerate technology transfer between various market entities. This determines the need for the efficient integrated structures in the industrial sector of Russia with high scientific, innovative, digital, and production capacity. The purpose of the research is to develop and operationalize a competitive model of the scientific and industrial complex in the digital economy. The content of the scientific and industrial complex is determined, and the differences between the complex and the industrial cluster are identified. The competitive advantages of a scientific industrial complex in relation to autonomous enterprises are highlighted. The scientific novelty and practical significance of the study unfold in the development of theoretical provisions and structural and functional parameters of the model of the scientific and industrial complex in the digitalization of the social economic systems, as well as a cluster analysis based methodological approach to its operationalization. A methodological approach to the operationalization of the model of scientific and industrial complexes performing in the digital economy includes four stages: 1) identifying the prerequisites for the integration; 2) choosing the goals for establishing a complex; 3) enterprises clusterization and modeling of scenarios for establishing a complex; 4) development of a complex’s functioning and development mechanism. The basic, industrial and technological, innovative digital, institutional and managerial, structural, financial and market criteria for clustering enterprises and organizations to establish a complex have been worked out. The approach was tested and options for establishing scientific and industrial complexes were modeled from cluster analysis of 37 enterprises of the Central Chernozem region of Russia by the G-means method. With the results of the analysis in mind, the authors recommended to set up radio-electronic, electrical engineering complexes in Voronezh region and a machine-building complex in Lipetsk region. The article offers a list of members, goals, types of strategies, integration projects and expected results of the modeled complexes performance. The model of the scientific and industrial complex and the approach to its operationalization can become a methodological tool for the management of enterprises when some options for setting up, organization types and scenarios for the development of integrated structures in the industry of Russia are considered. Further research is seen to be in developing the models of strategic and sustainable development during digital transformation of scientific and industrial complexes, as well as in developing organizational and economic mechanisms for institutional transformations of industrial enterprises in the digital economy.

Cluster analysis in this study is a set of methods to classify multi-dimensional observation of the state of small-and medium-sized enterprises in the regions of Russia. The importance of this problem is connected with the fact that the use of standard tools of analysis (including standard econometric procedures) with the presence of clusters in the data leads to a shift as the point estimates (coefficients re-progression), and standard errors, and consequently, to incorrect inference. The grouping of regions in terms of development of small and medium-sized enterprises can serve as a basis for further government measures to modernize small and medium business and reducing regional disparities. Identifying typical levels of development of small and medium-sized businesses in Russian regions, highlighting the most similar to each other entities can be through the use of classification of groups according to the considered indicators of small and medium businesses.

The relevance of the research topic is conditioned by the objective conditions of hospitality development, characterized by considerable dynamism and uncertainty and creating obstacles for the stable functioning of enterprises, forecasting and strategic planning of their activities. Economically stable operation is an important prerequisite for enhancing the investment attractiveness of enterprises, increasing business activity and profitability. Determining the level of economic stability is an important tool for managing the processes of development of enterprises and industries. The purpose of this article is to study theoretical approaches and evaluate the economic stability of hospitality industry development in the Transcarpathian region. The article defines the essence of economic stability of development of hospitality enterprises in the region, systematizes indicators and proposes a methodical approach to assessing its level. The analysis of hospitality sector development in Transcarpathian region is carried out, the level of stability of its functioning in the context of such economic indicators as the volume of services realization, profitability and investment activity is calculated. According to the results of the analysis, the main tasks and priority directions of ensuring the economic stability of the development of hospitality enterprises in the region have been identified. The scientific novelty of the study is to substantiate a methodological approach to assessing the economic stability of the development of industries in the region, which involves calculating the comparative dynamics of key economic indicators of the development of enterprises of the industry in the region with similar indicators of the development of the regional economy as a whole. The results of this comparison allow us to determine the level of dependence of the industry on the factors of external influence, identify the degree of such influence and develop a system of adaptive mechanisms at the level of industry and individual enterprises. The practical significance of the article is to determine the level of economic stability of the hospitality industry in the Transcarpathian region, the main factors influencing the development of the industry and to develop appropriate recommendations for improving the sustainability of its development in modern conditions. This paper dwells upon the garbage reform, the problems of its implementation in the regions of Russia. The relevance and practical significance are connected with increasing environmental require-ments for the life of modern man and the need to analyze the implementation of the reform in the country. As a result of the reform, the authority for handling solid municipal waste (SMW) was trans-ferred to the regional level through the creation of regional operators; garbage collection and sorting are defined as a separate utility service; the scheme of waste management and the payment scheme for their removal and sorting have been changed. The assessment of the current situation in the regions made it possible to formulate key problems that are all-Russian in nature: the lack of containers for gar-bage sorting, collisions in regulations, the non-compliance of landfills with modern requirements, unauthorized landfills, the reluctance of people to sort garbage and others. A number of recommenda-tions were proposed, in particular, training the population in separate garbage collection, including on-line Internet resources.

The paper identifies and assesses the closeness of the connection between incremental indicators of the financial development in the regions of Russia with the incremental regional GDP and the investment in fixed capital. It is shown that the positioning of the region as an independent participant of public debt market matters: the regional GDP and investment in fixed capital grow more rapidly in the regions which are regularly borrowing on the sub-federal bonds market. The paper also demonstrates that the poorly developed financial system in some regions have caused the imperfection of the growth mechanisms since the economy is not able to use the financial system’s functions.

Well-established results indicate that export diversification might be a better growth strategy for an emerging economy as long as its GDP per capita level is smaller than an empirically defined threshold. As average incomes in Russian regions are likely to be far below the threshold, it might be important to estimate their diversification potential. The paper discusses the Atlas of economic complexity for Russian regions created to visualize regional export baskets, to estimate their complexity and evaluate regional export potential. The paper’s results are consistent with previous findings: the complexity of export is substantially higher and diversification potential is larger in western and central regions of Russia. Their export potential might become larger if western and central regions, first, try to join global value added chains and second, cooperate and develop joint diversification strategies. Northern and eastern regions are by contrast much less complex and their diversification potential is small.

The paper analyzes the impact of the federal regulatory burden on poverty dynamics in Russia. The paper provides regional level indices of the federal regulatory burden on the economy in 2008—2018 which take into account sectoral structure of regions’ output and the level of regulatory rigidity of federal regulations governing certain types of economic activity. Estimates of empirical specifications of poverty theoretical model with the inclusion of macroeconomic and institutional factors shows that limiting the scope of the rulemaking activity of government bodies and weakening of new regulations rigidity contributes to a statistically significant reduction in the level of poverty in Russian regions. Cancellation of 10% of accumulated federal level requirements through the “regulatory guillotine” administrative reform may take out of poverty about 1.1—1.4 million people.

The article is devoted to the author’s approach and tools for regional industries’ modeling, analysis and forecasting, following the general idea of splitting time series into four components: trend, cycles, seasonal component, and residuals. However, the authors introduce new approaches, models, metrics, and identification algorithms, and the components’ interaction structures, having included the analysis of 12 industries in 82 regions of Russia. The models and forecast accuracy were tested on 3–12 month forecasts, thus proving their high accuracy. Therefore, the article proposes not only new systematic econometric tools but a methodology for decision making, developed to provide stable and adequate characteristics of complex non-linear evolutionary dynamics of Russian regions.
