The relevance of the research topic is conditioned by the objective conditions of hospitality development, characterized by considerable dynamism and uncertainty and creating obstacles for the stable functioning of enterprises, forecasting and strategic planning of their activities. Economically stable operation is an important prerequisite for enhancing the investment attractiveness of enterprises, increasing business activity and profitability. Determining the level of economic stability is an important tool for managing the processes of development of enterprises and industries. The purpose of this article is to study theoretical approaches and evaluate the economic stability of hospitality industry development in the Transcarpathian region. The article defines the essence of economic stability of development of hospitality enterprises in the region, systematizes indicators and proposes a methodical approach to assessing its level. The analysis of hospitality sector development in Transcarpathian region is carried out, the level of stability of its functioning in the context of such economic indicators as the volume of services realization, profitability and investment activity is calculated. According to the results of the analysis, the main tasks and priority directions of ensuring the economic stability of the development of hospitality enterprises in the region have been identified. The scientific novelty of the study is to substantiate a methodological approach to assessing the economic stability of the development of industries in the region, which involves calculating the comparative dynamics of key economic indicators of the development of enterprises of the industry in the region with similar indicators of the development of the regional economy as a whole. The results of this comparison allow us to determine the level of dependence of the industry on the factors of external influence, identify the degree of such influence and develop a system of adaptive mechanisms at the level of industry and individual enterprises. The practical significance of the article is to determine the level of economic stability of the hospitality industry in the Transcarpathian region, the main factors influencing the development of the industry and to develop appropriate recommendations for improving the sustainability of its development in modern conditions. The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. The purpose of the study. It is known that the further development of the Russian regions requires significant investment in all areas of activity. Therefore, the problem of assessing the existing indicators of investment activity, characteristic of each of the regions, is put forward as an urgent one. At the same time, given the wide variety of Russian regions, a comparative analysis of absolute investment volumes is not appropriate. In this regard, we suggest using a comparison of specific indicators for the analysis. The purpose of our study is to assess the levels of specific investment in capital asset per capita in all regions of our country.Materials and methods. The study used the methodological approach proposed by the author, based on the consideration of specific indicators describing investment activity in the regions of Russia. The study included four stages. As initial information, we considered the official statistics provided on the ROSSTAT website, which characterize investments in the regions, as well as the number of their population in 2019. The study conducted a cluster analysis, as well as economic and mathematical modeling of the distribution of the considered indicators by the regions of the country.Results. The cluster analysis allowed us to identify five clusters that unite the regions of Russia with similar values of specific investments per inhabitant of the corresponding region. The first cluster includes four regions, the second cluster - five regions, the third cluster - thirteen regions, the fourth cluster - twenty-six regions and the fifth cluster - thirty-four regions. The cluster analysis showed that in nine regions in 2019, there was a high level of investment, due to the tasks of their strategic development to solve federal problems. For 73 regions there were relatively low values of specific investment, the distribution of empirical data was modeled using the normal distribution function.Conclusion. The scientific novelty of the study is related to the cluster analysis and the study of the distribution of specific investments by region. Regions with high and low values of specific investments in capital asset were identified. It is proved that the values of specific investments have a significant differentiation across the regions of the country. The results of our work have a certain theoretical and practical significance for the government, regional and local authorities. The methodological approach to assessing the level of investment presented in the article can be used in further research.

The purpose of the article is to assess the development trends of the production of bakery products in the countries of the European space and the possibilities of the national industry to strengthen its positions in the domestic and foreign markets. Research methods. The research used the methods of theoretical generalizations, dynamical, statistical comparisons and groupings  to analyze trends in the development of bakery production and assess the development of individual countries according to the selected system of indicators; economic and statistical analysis  to determine the level of mutual influence of factors and forecast estimates. Research results. On the basis of the proposed methodological approach and the selected system of indicators, trends in the development of the bakery industry in European countries are studied. The mutual influence of factors of the macroeconomic environment on the development of bakery production has been determined, in particular: total income from product sales; capital investment; GDP per capita; wages; exchange rate. The influence of economic globalization on the expansion of exports of bakery products is revealed. The dynamics of production and export of bakery products is estimated. Based on the experience of developed countries and existing trends, the author suggests ways of developing the national bakery market. Scientific novelty. The market shares of manufacturers in the bakery market and the share of industrial products in the total consumption of bread products in Ukraine, the influence of price factors on the formation of demand for bread and flour in European countries have been established. It has been substantiated that the main trends of the European bakery market, which will continue in the future, are: an increase in the total volume of industrial production in the EU as a whole; growing demand for functional types of products, production of flour mixtures for the needs of bakery enterprises for a given range of bakery products; diffusion of innovations in consumer packaging and semi-finished products; preservation of national traditions of consumption of flour products. The article reveals the dependence of the total income of the bakery industry on the volume of capital investment, growth in average wages and the volume of gross domestic product per capita, which is typical for Ukraine and developing countries. Practical significance. Designed for experts in the field of economics of the food industry and the bakery industry, scientific workers, teachers, graduate students and students of higher educational institutions. The results of the study can be used by specialists to assess the level of development of bakery production in individual countries of the European space, by government officials when choosing directions for food policy, by researchers to expand the scope of research. The article examines the organizational basis of modeling entrepreneurial activities in the hospitality industry based on the use of indicators of cadastral assessment of land. The analysis of practical aspects of updating the results of cadastral assessment of lands of settlements of Cherkassy region has been carried out. It is stated that the cadastral assessment should take into account market situations and trends as much as possible. For the territories of localities the term of actualization in the context of revaluation should be minimum and economically justified. It is designated that the updating of the results of the state cadastral assessment of land requires significant modernization aimed at improving the quality of land assessment work and adequate replenishment of budgets at all levels. The mechanism and features of performance of works on actualization of the state cadastral estimation of the lands of settlements in the territory of Cherkassy region have been analyzed. As a result of the study, it has been found that the main disadvantage of modeling the cadastral assessment of land settlements is: the duration of time intervals between rounds of revaluation, which causes rapid aging of information. The reason for this case is related with the financial support of the works and their scale. Mechanisms for prompt updating of information on the value of land for entrepreneurial activities in the hospitality industry in Cherkassy region have been proposed. The considered method of determining the normative monetary valuation of land takes into account the most important indicators of this industry and is practically significant in collecting information and calculating all indicators in conducting cadastral valuation of land for entrepreneurial activities in the hospitality industry of Cherkassy region. The practical significance of the study is to assess the cadastral condition of land and calculate the specific cadastral value of the city of Uman, as the territory where the hospitality industry is the most developed in Cherkassy region. Due to the clarification of the specific indicator of cadastral value, the price of one square meter of such objects will increase which will allow to proportionally increase the tax component and increase the profitability of budgets at the cluster level

The purpose of the study is to analyze theoretical approaches to the mechanism for resolving legal conflicts, as well as to analyze its components, identify implementation problems and proposals for their elimination. The aim of the study is to improve the effectiveness of conflict prevention in draft laws, laws and other regulations. There is insufficient research on the procedure for adopting regional laws, organizing the work of regional parliaments, and public participation in the legislative process. We hope, if not to reveal, then at least to identify problematic issues that will find worthy researchers and solutions in the future. The paper notes the role of the constitutional Court of the Russian Federation as a subject of conflict-of-laws relations. It is concluded that the legislative process is directly related to the level of legal consciousness of the relevant subjects, moral attitudes, and awareness of their mission as creators of legislation. The practical significance of the research results provides a real opportunity for the competent authorities to take concrete measures aimed at removing corruption-related provisions from the regulatory legal framework.

The relevance of the article is due to the importance of the development of export of high-processing industries. Objective: to develop methodological support for assessing the neo-industrial export specialization of regions and its determining factors. The research methods included identifying potential assessment parameters and testing their applicability based on the analysis of economic development statistics of the region selected as an example. The proposed methodological support for the assessment of neo-industrial export specialization includes its integral assessment, assessment of goods and services, assessment of the contribution of the high-tech component to the change in exports, ranking of regions by absolute values of high-tech exports. The method of assessing the factors of neo-industrial export specialization involves the assessment of indicators that identify these factors of exo-and endogenous order – the development of manufacturing production, innovation potential, transport potential, the development of the export support system, and the international demand for the region's products. The practical significance of the proposed methodological support lies in the fact that it makes it possible to analyze the neo-industrial export specialization of Russian regions and the factors of its development, and to identify and analyze possible directions of development in this area.

Object of the analysis. Increasing defence expenditures bring back a discussion weather the national defence industry is necessary to sustain economic welfare of a country, boosts innovations and enhances own military sector. Investigation problem. The use of political economy theories in that case could facilitate further research steps and guide scientists that will look for a precise answer to this issue. The aim of this manuscript is to review political economy theories that can be used in defining defence industry as such, and consider practical applicability options of different methodological approaches in the context of defence industry. To reach this aim, following objectives were designed: 1. Describe political economy phenomena and define its evolution; 2. Evaluate traditions of political economy and define their practical significance; 3. Assess methods used in actual analysis of defence industry and define the main findings. Research methods. While writing this article, the comparative literature analysis method was used. The famous scientists such as R. Abdelal, C., Adam, S. Dercon, G. Agostino, J. P. Dunne, L. Pieroni, M. Blyth, G. Browning, A. Kilmister, J. P. Dunne, E. Skons, D. Braddon, A. Gilpin, A. Goldstein, R. Jacson, G. Sorensen, S. Jevons, R. O. Keohane, C. W. Mitchell, I. D. Salavrakos, A. Sen and R. M. Smith were cited and referenced. All used literature is referenced. This article is structured into two big parts. The first part is devoted to the analysis of political economy subject itself and its approaches towards empirical research. The second part is designed to reveal possible application options of different theoretical political economy approaches in the context of defence industry. Outcomes and conclusions. In the context of current analysis of different political economy theories, different approaches on methodology, analytical side, linkage with defence industry, defence spending and possible insights about investigation possibilities the following conclusions were found: Political economy that originated in the XVII–XVIIIth century and currently is adopting different theoretical approaches in most cases is still relying on “grand” theories such as realism (mercantilism), liberalism, and Marxism. The existing variety of research methodologies and tools suggests the “correct” way to examine features of situation based on selected theory. Researches should be aware that even a proper methodology does not guaranty the reliability of research results due to the complexity of political economy subject itself and its interdependency to both political and economic science features. There are different scholars explaining trends and proposing different theoretical approaches to analyse defence sector and its connections (influence) with state. Current dynamics of defence industry led to renewed debates over whether the increase of the military expenditure enhances or deteriorates economic growth and welfare of the state. There have been numerous studies done in defining military expenditure (also research and development programs in the military sector) impact on local and state economies. Regardless of different methodologies used (econometric analyses, macro econometric models, time series models, demand side model, supply side model, cross-country correlation analyses and historical case study) there was no strong evidence that military expenditure is likely to have the negative economic effects on states. Keywords: political economy, defence industry, military expenditure, defence.

In market conditions, one of the main regulators of economic development is the financial mechanism, a key element of which is the fiscal mechanism for regulating the national economy investment development. Currently, the methods of the fiscal mechanism are not used effectively enough in Ukrainian practice, as evidenced by the low investment attractiveness of the economy and weak investment activity of economic entities. Therefore, the definition of the essence and components of methods of the fiscal mechanism is currently among the important financial and economic issues, the scientific substantiation of which largely depends on the economy investment development. The article is devoted to the study of theoretical approaches to the functioning of the methods of the financial mechanism and on this basis to determine the content and composition of the methods of the fiscal mechanism. It was determined that there are various approaches to understanding the essence of financial methods (as means, forms, methods, rules) and three conceptual approaches to the interpretation of the methods of financial mechanism: management (considers the methods of financial mechanism as processes in which implementation of financial policy); organizational (treats the methods of the financial mechanism as a means of organizing financial relations, which are formed in the process of implementing financial policy); complex (characterizes the methods of the financial mechanism as a process of organizing financial relations to achieve the objectives of financial policy). As a result of research of theoretical bases of functioning of financial methods the essence of methods of the fiscal mechanism of regulation of national economy investment development was substantiated. The main methods of the fiscal mechanism were identified, including planning, organization and control. The basic requirements to functioning of methods of the fiscal mechanism of regulation of the national economy investment development were considered.

The article deals with selected issues of the application of international standards of audit in domestic practice. The source of the main problem, which hinders the development of a unified methodological approach to the application of international standards, is determined, and proposals for its solution are provided. Particular attention is paid to the methodological recommendations for reflecting the requirements of international standards in the auditor’s working papers. The investment activity of foreign partners in Ukraine is conditional on the financial statement clarity for domestic business entities and their trust in them. While the former can achieved by the application of International Financial Reporting Standards, the latter is dependent on the application of International Standards of Auditing (ISA). The purpose of the article is to develop a methodological approach to the application of ISA, based on clarification of their essence and nature. The study of audit practice and opinions of users of audit reports shows that one of the key issues is compliance with the going concern basis of accounting by management personnel in preparing financial statements. It can be concluded from the study that ISA do not conform to the definition of “standards”, being more similar with some kind of “rules”. It means that ISA constitute the rules for performing audit by focusing the auditor attention on a specific set of issues and objects. This approach allows for a certain extent of control over the completeness the audit process and for assuring selected aspects of quality.

 The article systematized factors of investment attractiveness and investment climate in Ukraine. The expediency of supplementinganexistinglist of components of investment climate is substantiated by two additional factors. Themechanismo factionoftheproposedfactorsthatreflectthenegative effectin the developmen to freformsand innovations, aswellas the economic efficiency of construction projects on the financial result, expected from investigations, isrevealed. The trends in the developmen to finvestment activityinUkrainein 2015 - 2020, the existence of reserves for increasing the economic efficiency of investments and the need for their calculation witht hehelpof a special methodological approac hare analyzed. The methodical approach to the evaluation of investment efficiency of constructionis developed, which is based on the magnitude of the multiplier of capital investment in construction inthelong-termperiodandrefinedtheboundariesoftheretrospectivehorizon, which are necessary to determine such a multiplier. The rapid importance of aninvestment multiplier of construction isestablis hedand a methodological approach to qualitative interpretation of this indicator issubstantiated. The basis of a methodological approach is the results of a cluster analysis of aninvestment multiplier in the contex to fvarioustypesofconstructionandregions, the methodof K-medium, aswellaspostulatesofthetheoryoffuzzysets. Within the framework of the developed methodological approach, the "investment attractiveness of construction" characteristicsis presentedin the form of a fuzz yterm-shear, which combines three terms: "Lowefficiency", "averageefficiency", "highlevelofefficiency". Inaccordance with descriptiv estatistics of thereceived clusters, the parameters and type of functions of affiliation, the boundaries of clusters that directly affecttheuse of correctivea mendments to the value of the economic effectof capitalinvestment to the level of the contractor-executor of construction work are substantiated. The sizeofther is kfactorisestablishedtakingintoaccountthetypeofconstructionandmedium-layervalues ​​ofmultipliersofcapitalinvestmentinconstruction. Theuse of the proposed Metdic approach to the analysis of investment efficiency inconstruction makesitpossible to increase the accuracy of calculations on th epre-investmentst age of construction, aswellastoimprovemonitoring of capital investment development, carried out in the process of implementing national investment programs and international investment projects.
