The central notion of the cognitive linguistics “concept” has been defined in a number of ways thus the authors suggest the unique way to treat its structure and content. The article provides the interpretation variability of a concept taking into account two approaches – lingual and cultural and semantic and cognitive one which construct cognitive and discourse vector lying in the dimension of both cognition and communication. Whereas the content of a concept is carried out via multidimensional (thinking and speaking in the first place) activity of a person the work considers its structure (imaginary, notional, axiological and adorative (secret) components being in a harmonious unity with the structure of a communicative personality (pragmatic-motivational, cognitive, verbal-semantic, transcendental levels). Concept is a coherent ethnic and mental unit possessing complex four-level structure. It implies interaction and interrelation between a concept and communicative personality, their two-side hierarchical connection particularly using spiritual halo. The following research methods were used in the work: observation, induction and deduction, analysis and synthesis, modelling method, which are necessary for the objective scientific definition of the subject in question; cognitive and discourse analysis. The article provides stratification of a concept in connection with the structure of communicative personality.

The article is devoted to the definition of concept in modern linguistics. Various points of view and definitions of the basic concepts are considered: "concept", "conceptual sphere", "content". The aim of the article is to describe and explain such a complex unit as a concept from the point of view of linguistics. The object of research is studied in its various manifestations, the combination of verbal and nonverbal means of information expression in the conceptual sphere is revealed. the relevance of this topic is due to the need for a detailed consideration of the concept of concept based on the works of prominent scientists and linguists. Researchers treat the concept as a cognitive, psycholinguistic, linguocultural, cultural and linguistic phenomenon. The concept is an umbrella term because it "covers" the subject areas of several scientific fields: primarily cognitive psychology and cognitive linguistics.

Statement of the problem. The question of the classification of housing legal relations into regulatory and protective ones is not debatable. But not because there is a consensus on this issue in the doctrine, but because until now it has not become the subject of special research. In some works, one can find a brief mention of the division of housing legal relations into regulatory and protective, but it is difficult to find a detailed presentation of the author’s position on this issue. Against the background of the active development of the classification of civil legal relations into regulatory and protective inattention to this issue in the science of housing law looks like a serious omission over the past decades. Goals and objectives of the study. The article discusses the main provisions justifying the classification under consideration, examines the attitude towards it in the literature of a housing legal nature. Research methods: the article uses a logical method, and above all such techniques as analysis and synthesis, functional and comparative legal methods. Results, brief conclusions: ignoring the classification in question leads to contradictions in the doctrine of housing legal relations, to the ingraining of unreliable ideas about the ratio of the categories included in this doctrine. It seems important to carry out further research of housing legal relations on the basis of a consistent classification of housing legal relations into regulatory housing legal relations and protective housing legal relations.

Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

This work is devoted to the study of motivation using conceptual analysis as one of the main research methods in Cognitive Linguistics. The subject of the research is the conceptual cha-racteristics of motivation. The relevance of the research topic is represented by the fact that the is-sue of expressing motivation in speech has been of interest to many scientists for a long time. However, there is no consensus on many issues in the study of motivation. This is due to the fact that linguistic means that represent motivation in differently structured languages are very diverse. Motivation is not always represented by primary means, and native speakers often use secondary structures that need thorough consideration. The question arises how to systematize the knowledge behind motivation and the speech means that express it. To do this, we should turn to modern methods of linguistics which allow us to consider motivation as a system of knowledge. The purpose of the study is to prove that linguistic means that represent motivation can be grouped on the basis of conceptual characteristics of motivation. Research methods: analysis, synthesis, descriptive method, conceptual analysis as the main method. It is proved that conceptual analysis allows to systematize and study the knowledge behind motivation. The results obtained can be used in the study of motivation in English and Russian as part of final qualification works. The following conclusions are made: 1) it is proved that conceptual analysis allows to identify the main conceptual characteristics of motivation; 2) it is proved that motivation can be represented as a cluster concept; 3) it is also proved that a variety of linguistic means convey motivation including secondary lan-guage structures.

The article analyzes the problematic issues of determining the content of the concept of protection of restricted information, in particular, the authors analyze the existing terminology used by the legislation of Ukraine on the protection of restricted information. The authors of the article, based on existing legislation regulating such information storage measures as information protection, technical protection of information, cryptographic protection of information, cyber protection, using the deductive method of research derived the definition of “protection of restricted information”. In addition, using various scientific research methods, the authors of the article highlight the issues of legal uncertainty and contradictions in the concepts of some types of restricted information protection, which are found in the guidance documents on the subject of research. Also, in the article: the properties of information are derived and the types of operations with information are determined. This took into account the understanding of the concept of “restricted information”, which was defined by one of the authors in his previous work; the idea of the content of protection of restricted information is summarized, and also each of properties of the information which make the content of its protection is investigated.

Cognitive linguistics is the advancing branch of philology due to the proven correlation between the development language and human’s mind. The article analyzes the concept of “solitude” on the example novel by Canadian writer Yann Martel “The High Mountains of Portugal”. The object of this research is the concept “solitude”. The subject is the linguistic explication of the concept of “solitude” realized on the lexical and textual levels. Emphasis is made on characteristic features of the novel confirming that it refers to the literature of postmodernism. The author lists distinctive characteristics of the concept, analyzes the definition of “frame” with variety of subtypes, and “semantic field” as the largest semantic paradigm emerging by association with one or another phenomena. The concept of “solitude” is viewed from the perspective of philosophy, pedagogy and psychology. The scientific novelty consists in the analysis of insufficiently studied literary work of postmodernism (written in 2016) through the lens of cognitive linguistics. The term “concept” is considered in the context of multiplicity of its characteristics and approaches; definitions given by the scholars of various times and schools are provided. A conclusion is made on the discursive and emotional-evaluative components of the concept at hand. The author established the lexical and notional frames in the specific novel.

The subject. The article reveals theoretical, lexical and logical approaches to determining the essence of the public danger of crime. The purpose of the article is to confirm or dispute hypothesis that the public danger of crime as a legal or theoretical construction represents the possibility of negative changes in society; public danger is an exclusive social feature of criminal acts. The authors also aim to develop a system of verifiable criteria for public danger. The methodology of the research is an objective assessment of the public danger as legal category. It is performed selecting a system of verified factors of public danger on the basis of analysis and synthesis, induction and deduction, interpretation of legal literature. The main results, scope of application. The meaning of the legal definition of a crime contains the purpose of preventing possible harm to society stipulated in the criminal law. This fact is due to the preventive task (part 1 of article 2 of the Russian Criminal Code). The public danger of crime as a phenomenon of objective reality is meaningless, since the crime is the negative changes and harm that has occurred. The social danger of crime creates a shock to the foundations of society, undermines the conditions of its existence. Other ("non-criminal") offenses that contradict the established law and order in the state do not threaten the basic system of social values. Intersectoral differentiation of legal responsibility should have transitivity, which includes a rule: the degree of repression of coercive measures within various branches of law meets the rules of hierarchy. Mandatory signs of public danger of a crime are that the act: 1) affects significant social relations that need criminal legal protection from causing harm to them by socially dangerous behavior; 2) has a harmful potential that is fraught with causing significant harm or creating a threat of causing such harm to the object of criminal legal protection; 3) results in socially dangerous consequences; 4) is characterized by the guilty attitude of the subject to the deed, expressed in the form of intent or carelessness. Optional criteria of public danger of act are: the characteristics of the crime and characteristics of victim; method of committing a crime; the time, place, atmosphere, instruments and means of committing the crime; the motive; the object of the crime; special characteristics of the perpetrator. The quantitative indicators (size, severity, or other value) of the subject of the offense and its socially dangerous consequences, as well as the repetition of the act and the presence of a special recidivism of crimes should not be used as criteria for public danger of behavior. Conclusions. Public danger is a social feature exclusively of criminal acts (crimes and potential criminal misdemeanors); all other types of offenses are harmful to the interests of society, but they do not pose a danger to it. To exclude competition between criminal and administrative responsibility, it is necessary to take into account the public danger of the crime on the basis of verifiable factors.

The problem of economic development has been the subject of discussion in economic theory for hundreds of years. It is one of the most important issues in economics. To this day, it is crucial to specify the factors and conditions of this phenomenon. The purpose of this article is to identify the direction and strength of the relationship between the quality of the institutional environment and the level of economic development. The soft modelling method and analysis of the literature were applied to identify this relationship. Selected research methods allowed for the positive verification of the adopted hypothesis- institutional environment has a significant, positive impact on shaping economic development dynamics.

The subject of the research is the study of scientific researches of personalities, biographies and creative way of outstanding domestic scientists, scholars of Byzantium in the second half of the 19th – first half of the 20th century, who be-came the founders of Byzantine studies. Research methods. A system of theoretical and empirical research methods was used to study the specific purpose of scientific research and solving problems, namely: historical and pedagogical analysis and syn-thesis, definition of the purpose, subject and tasks, exploration, synthesis of abstrac-tion, comparison, generalization and analogy to clarify the peculiarities of the devel-opment of theoretical approaches underlying the renewal and expansion of the study of Byzantinists and their research on the specified topic; analysis of sources, as well as research materials with the subsequent synthesis of its results into a holistic system of views on this problem; personalistic and biographical method – for the analysis of historical, biographical, reference and encyclopedic literature devoted to historical and pedagogical personalities. The aim of the study is to present to modern historians and all those interested in studying the history of Byzantium, both in Ukraine and abroad, the names of prominent historians of the past and objectively evaluate their work and scientific results in terms of modern international scientific views and approaches. Conclusion. Personalized study of life and scientific and pedagogical heritage of professors and academics of Byzantine studies V. G. Vasilievsky, O. O. Vasiliev, V. E. Regel, Y. A. Kulakovsky, F. I. Uspensky, A. G. Gotalov-Gottlieb gave the opportunity to reveal their fundamental role in the development of domestic Byzantine studies, the establishment of their own scientific schools and areas in scientific and pedagogical activities, created scientific and educational literature on Byzantine history, medieval history and culture, national foreign research institutes, scientific societies, associations and more. The scholars in their monographs and textbooks gave a personal vision of the problem and an interpretation of the expediency and importance of studying the history and culture of Byzantium and the Middle Ages in general. V. G. Vasilievsky, O. O. Vasiliev, V. E. Regel, Y. A. Kulakovsky, F. I. Uspensky, A. G. Gotalova-Gotliba laid the foundation of the national scientific championship. Their names and works are our scientific pride "forgotten", "shot", destroyed or simply unknown today to the general public of modern scientists in Ukraine and abroad. Further research of publications and use of their works and textbooks could become a valuable source for modern researchers of Byzantine history, as well as a discovery and subject for acquaintance for modern foreign researchers.

The subject of the article is the methodology for evaluating the effectiveness of technical service systems of machines and equipment, the object of the article is the system of technical service of machines, the purpose of the article is to develop a methodology for evaluating the effectiveness of technical service systems of machines; to achieve this goal, the tasks are solved: the concept of the methodology for evaluating the effectiveness of the system of technical service of machines and equipment is clarified; the methodology of the system approach is formed when evaluating the effectiveness of complexes of technical service of machines and equipment; the methodology of modeling the system of machine technical service services is being developed; a set of indicators for evaluating the effectiveness of machine technical service systems is being formed; in the article, the research methods are typical representations of machines, expert assessments, analysis and synthesis, a system approach, comparative and logical analysis, and heuristic modeling; the scientific novelty of the article is determined by the development of methodological provisions for evaluating the effectiveness of technical service of machines, the synthesis of a set of standard representations (models) of technical service systems of machines, the formation of criteria for evaluating the effectiveness of a technical service system.
